This premium has been signed by Metals Reserve, with the reserv&tio~ that it it not to me serrt out unless Tpmbstone has been operating continuously.

I hope I didn tt lie to Howard Young and Stroble when 1 told them, based on a recent memo of Coupal,t s, that the mine is still being opera.ted.

At anyrate, Strobel has wired Brown for confirmation and the ­tone of his wire will control what happens (BrO'ltffi' swire) Q

So, after all this 'time and so much difficulty, I finally have the case approved all around, and Brown will get his money if the one statement is substantiated. Metals Reserve has to_be covered that it is not a straight bailput; and signed with real

Incidentally, growing out of my squawks, a hot report which . I wrote on the premium price plan and sent to Bunker, and the dise~~~ions at our luncheon last week comes a letter from Bunker promising that he will try and l~eep tJ;1e total time on premium application processing down ·to 2 weeks. and a month at the outside if additional data has to be obtained. He is putting. ill a system of followup where, any case over two weeks old will be brought directly to his attention for checking up. This is an enQrmous step in the right clirectiono I always feel badly even when I get these things °done, (as in the ease ' of RFO, although we did get more than a year's benefit out of those reforms) because of thinking how much time and money and trouble would have been saved could the re:t:orms have
