Item No. 2 Pradhan Mantri Jan Dhan Yojana- Progress in opening of accounts, Issuance of Rupay Card Appointment of Bank Mitras & Aadhaar Seeding.

 Punjab State has been declared as Saturated under Pradhan Mantri Jan Dhan Yojana, the flagship programme of Govt. of India, which envisages, Accidental Insurance of Rs.1 lac, Life Insurance cover of Rs.30000/-, Issuance of Rupay Debit Card to every account holder. The bank wise position in opening of accounts, issuance of Rupay Card, Appointment of Bank Mitras and Aadhaar Seeding is given at Annexure 1 (i) {Page 85} for information of the house.

During the deliberations in the 2nd meeting of Steering Committee to SLBC held on 23.07.2015, while reviewing the progress of Aadhaar seeding, PMJDY and other issues of UIADI by Madam Keshni Anand Arora, IAS, DDG, UIDAI, Govt. of India, the following action point emerged:-

The representatives of P&SB, OBC, SBOP, HDFC, SBI and AXIS bank where seeding % age in accounts opened under PMJDY was below the % age of State were advised to increase the %age Aadhar seeding of their bank. Representatives of all these banks assured for 100% seeding by 15.08.2015.

The bank wise position of non appointment of Bank Mitras

was reviewed. Representatives of Uco Bank, Allahabad Bank & Andhra Bank assured the house that the Bank Mitras will be appointed shortly.

Controlling heads of all the member banks were requested to provide the status of providing Aadhaar enabled Micro ATM to Bank Mitras by banks to the convener bank immediately.

Member banks were requested to ensure that cards issued are promptly dispatched/handed over to the customers and activated.

Controlling heads of all the member banks are requested to ensure meticulous compliance of the decisions taken in the meeting.

Item No. 2(i)

Pradhan Mantri Jan-Dhan Yojna - Over Draft up to Rs.5,000/- in PMJDY Accounts

Over Draft facility is one of the features of Pradhan Mantri Jan-Dhan Yojana (PMJDY) and banks may consider providing the:-

i. Over Draft up to Rs.5000/- after six months of satisfactory performance of savings/credit history.

ii.The facility to be made available to only one account in a household, preferably to a lady member of household.

iii.Government has decided to make available the overdraft facility to PMJDY account holders. This facility will also be extended to the accounts opened prior to PMJDY and that have been tagged under the Yojana.

As per latest guidelines of Department of Financial Services, Ministry of Finance, Govt. of India, the overdraft amount of Rs.5000/- sanctioned under PMJDY may also be classified as MUDRA loans under PMMY. The ingredients of the scheme is attached as per Annexure 2{Page 86}. Controlling heads of member banks are requested to ensure meticulous compliance of instructions of Ministry of Finance in respect of providing Overdraft Facility in PMJDY accounts.

Item No. 3 Launch of Pradhan Mantri Suraksha Bima Yojana(PMSBY)and Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY) & Atal Pension Yojana (APY)

Pradhan Mantri Suraksha Bima Yojana (PMSBY) and Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY) was launched to move towards creating a universal social security system for all Indians especially the poor and the under-privileged. Enrollment process under both the schemes has since completed and Ministry of Finance has desired to apprise them the reasons for gap between data on enrolment, entry of data in CBS, transfer of records to insurer, Auto Debit and Remittance of Premium to Insurer. During the deliberations in the 2nd meeting of Steering Committee to SLBC held on 23.07.2015, all the member banks were advised to bridge the gap between data on enrolment and remittance of premium to insurance company.

This is for information of the house.

Item No. 3(i) Atal Pension Yojana (APY).

Government of India has launched a new pension scheme called Atal Pension Yojana (APY) in (2015-16) budget and the scheme was launched on 9th May 2015 by our Hon’ble Prime Minister.

In this scheme subscriber receives pension based on accumulated contribution out of his current income. Under the Atal Pension Yojna Scheme (APY), the subscribers would receive the fixed monthly pension of Rs. 1000 to Rs 5000 at the age of 60 years, depending on their contributions.

To make the pension scheme more attractive,  government would co-contribute 50 per cent of a subscriber’s contribution Agenda papers of 133rd Meeting of SLBC-Punjab Page 5

or Rs 1,000 per annum, whichever is lower to each eligible subscriber account for a period of of 5 years from 2015-16 to 2019-20. The benefit of government’s co-contribution can be availed by those who subscribe to the scheme before December 31, 2015.  

In order to create awareness, building confidence and ensuring smooth implementation of APY Scheme, Convenor Bank has organized a Capacity Building Programme of all the Nodal Officers of Banks, Councilors of FLCs and Directors of RSETIs on 20.06.2015 at Ludhiana in Zonal Training Centre of Punjab National Bank. The training was imparted by PFRDA appointed agency.

Convener Bank has already advised the Councilors of FLCs and Directors of RSETIs for imparting training to Bank Mitras for successful implementation of APY at the grass root level.

The APY Scheme and its forms in vernacular language has been uploaded on SLBC web site and member banks have been advised to get the scheme and its forms printed in sufficient quantity and ensure to supply the same to branches and Bank Mitras.

Member Banks are requested to give more publicity for successful implementation of the scheme.

The progress as on 30.06.2015 in respect of all the three schemes is as per Annexure 3 {Page 87}.

Item No. 4 Pradhan Mantri MUDRA Yojana (PMMY).

Micro Units Development and Refinance Agency Ltd (MUDRA) was launched by Hon’ble Prime Minister on April 8, 2015 as a new financial entity, for developing and refinancing last mile financial intermediaries like Banks, NBFCs, MFIs, etc. who are in the business of lending to smaller of the micro enterprises in manufacturing, trading and service sector.

Ministry of Finance has advised all PSBs to classify all the loans extended to non-farm enterprises in manufacturing, trading and services up to Rs 10.00 lakh on or after 8th April,2015 as MUDRA loans under PMMY. Ministry of Finance has further advised that the overdraft amount of Rs.5000/- sanctioned under PMJDY be also classified as MUDRA loan under PMMY.

Convener Bank has called information from all the banks and the same has not yet been received from SBoP, OBC, UCo Bank, Andhra Bank, BOI, BOM, Canara Bank, SBBJ, Vijaya Bank, J&K Bank, ICICI Bank and Axis Bank.

Member banks are requested to convey the progress to Convener Bank enabling to inform the same to Ministry of Finance.

Department of Financial Services, Ministry of Finance, Govt. of India vide their letter dated 19.06.2015 has informed that they have allocated targets for MUDRA for all the PSBs for FY 2015-16. They have further informed that the targets for RRBs and Co-operative Banks shall be fixed by NABARD and for other private and foreign Banks by IBA. Convener Bank vide its email dated 30.06.2015 has requested all the member banks/NABARD and IBA to inform us the targets allocated to respective Bank. Convener Bank has received the targets only from following banks only:-

Member banks are requested to inform the targets to Convener Bank immediately as because of non submission of the same targets vis-a-vis achievements cannot be reviewed in this meeting.

Campaign for social security schemes with a focus on APY and PMMY.

Department of Financial Services, Ministry of Finance, Government of India, has directed launching of special campaign to increase enrolment under social security schemes viz. Pradhan Mantri Jeevan Jyoti Bima Yojana, Pradhan Mantri Suraksha Bima Yojana and Atal Pension Yojana.

Convener Bank has supervised and coordinated with LIC, GISPA, Banks, State Govt. and LDMs and successfully launched townhall meetings at Distt. and Block Headquarters of the State for maximizing enrolment under the social security schemes with a focus on APY and PMMY and MUDRA as per the following schedule:

Town hall meetings at all 22 district headquarters were successfully held on 13.07.2015. In the next phase, meetings at block head quarter are held successfully as per the above schedule.

Lead District Managers where these meetings are yet to be held, are requested to invite the people representatives i.e.MPs/MLAs in these meetings and use this platform for successful implementation of Suraksha Bandhan Scheme of Ministry of Finance.

Controlling heads of Banks/LDMs are requested to give maximum publicity for town hall meetings for maximizing enrolment under the social security schemes with a focus on APY and PMMY and MUDRA.

Item No. 5 Pradhan Mantri Kaushal Vikas Yojana (PMKVY)

Under Skill India mission, Hon’ble Prime Minister of India launched Pradhan Mantri Kaushal Vikas Yojana (PMKVY) on 15.07.2015 which aims to skill 40.2 crore people in India by 2022. Formal launch of National Skill Development Mission is coupled with unveiling of new National Policy for Skill Development and Entrepreneurship 2015 as well as Pradhan Mantri Kaushal Vikas Yojana (PMKVY). In order to impart skills training to people, Skill cards will be provided under PMKVY. While launching the ambitious mission, it was informed that “Model Skill Loan Scheme has been simplified” for making the loan sanctioning process easier and for reducing risk of banks on providing small loans, the loan scheme will be linked with Agenda papers of 133rd Meeting of SLBC-Punjab Page 9

credit guarantee fund. While the governing council of the mission will be chaired by PM himself, the mission will have a 3-tiered decision making structure.Controlling heads of all the member banks are requested to sensitize the field functionaries about the launch of the PMKVY scheme so that the same can be implemented in letter and spirit.

Item No. 6 Opening of accounts of Unorganized workers.

With the enactment of Unorganized Workers Social Security Act 2008 and after providing unique identification number by Labour Department to all the unorganized workers, PMJDY account for beneficiaries who do not have a bank account could be opened at the site of registration in joint collaboration with State Labour Department.

Convener Bank vide has already advised all the Lead District Manager for cooperation with the district administration in arranging for Jan Dhan Account to be opened in the camps proposed to be held for registration of unorganized workers.

Convener Bank vide their letter dated 27.07.2015 has requested Department of Institution Finance & Banking to take up with the labour department for organizing camps for opening of accounts of unorganized worker. The date of proposed camps be informed to the convener Bank so that LDMs can be informed accordingly.

Department of UIADI has desired that keeping in view the very high Aadhaar saturation in the state, members bank must ensure that the new accounts being opened for Unorganized

workers are opened using Aadhaar as KYC & the accounts are linked with Aadhaar immediately.

Controlling heads of banks having Lead Bank responsibilities are advised to instruct the LDMs under their control for meticulous compliance of the instructions of Ministry of Labour and Employment and extend full cooperation in opening of accounts in camps.

Opening of accounts of Sugar Mills- Payment to farmers through bank accounts

During the deliberations in the 2nd meeting of Steering Committee to SLBC held on 23.07.2015, Madam Keshni Anand Arora, IAS, DDG, UIADI, Govt of India, apprised the house that they have received instructions from Prime Minister office, vide which they have informed that “On 10.06.2015 the Cabinet approved proposal to provide soft loans to the sugar mills so that the dues of the farmers are paid expeditiously. It is desirable that the farmers are paid through bank accounts preferable linked to Aadhaar Number. Therefore department should undertake a campaign to get Aadhaar seeding done in the bank accounts of the farmers on the priority.”

Member banks were requested to extend full co-operation to the State authorities for Aadhaar enrolment of the sugar cane farmers and seeding of Aadhaar into their bank accounts.

The issue of low connectivity in some of the areas as reported by LDMs/Banks was taken up by Convener Bank in the meeting with TSPs of Punjab LSA under the Chairmanship of Director-II TERM Punjab. The minutes of the meeting held on 10.06.2015 and the latest position is enclosed as per Annexure 4 {Page 88-89}.

Member Banks/LDMs are requested to inform the connectivity problem if any to the Convener bank so that the same can be taken up with the DOT/TSP for resolving the same.

In the steering committee meeting held on 27 July 2015 it was decided that seeding in all the accounts must be completed by 15.08.2015. The status of the same may be discussed.

Item No. 9(ii) Direct Benefit Transfer (DBT) in Scholarship Schemes

As per the instructions of Govt. of India, for DBT in scholarship schemes the banks will complete 100% Aadhaar seeding in the respective bank accounts of the beneficiaries. The respective line department had already forwarded the pending bank seeding cases to the LDMs from their official email ids, however it is observed that large no. of cases are yet to be seeded. The LDMs should ensure to get these cases seeded urgently.

There are large number of pensioners in these districts whom payments were done through NEFT.

In many cases Aadhaar were available but seeding in bank accounts was yet to be done.

LDMs are requested to seed Aadhaar numbers in Bank A/c’s where seeding is required.

LDMs of above district are also requested to collect Aadhaar numbers through BCAs from remaining beneficiaries while disbursing the pension and share the list with UIDAI for verification.

LDMs in other districts are requested to share Aadhaar seeded data with the UIDAI RO, Chandigarh for verification and checking the mapper status at NPCI.

Item No. 9 (v) Modified DBTL Scheme The modified DBTL scheme has been successfully launched in all the 22 Districts of Punjab. At present Aadhaar seeding in LPG database is 85% & in Bank database (ATC) is 76 %. However it is observed that there are still more than 11 % BTC (Bank Transfer Compliant) customers. Roadmap-Provision of banking Services in Villages having Population below 2000

Total 10132 unbanked villages in the above population segment were allocated to various banks in the state. A monitoring and review mechanism has been instituted by DCCs to periodically assess and evaluate the progress made in allotment of villages and achieving the target indicated in the roadmap including the quality of services provided by the banking outlets. Banks in the State have covered 9647 villages up to 30.06.2015. The progress is as per Annexure-5 {Page 90}.

During the deliberations in the 2ndSteering Committee meeting to SLBC held on 23.07.2015, Shri Anjani Misra, GM, RBI, advised the banks to ensure coverage of all the villages by 15.08.2015.

Controlling heads of banks who have not yet covered the villages, are again requested to take steps and ensure to cover the villages immediately.

During quarter ended June-2015, 329 Financial Literacy Camps have been organized in which 13908 persons participated.

Out of 13908 persons participated in the camps, 9647 persons were already having bank accounts and 2767 persons opened the accounts after attending the camp.

During the quarter ended June-2015, 820 Financial Literacy Camps have been organized in FLCs at Block level in the State of Punjab in which 34885 persons participated.

Out of 34885 persons participated in the camps, 21628 persons have already bank accounts and 10014 persons opened the accounts after attending the camp.

During the quarter ended June-2015, in 2760 rural branches, 1327 rural branches have conducted FLCs camps as per RBI guidelines. 94775 persons participated in these camps. 73271 persons were having already bank accounts and 13311 persons opened the account after attending the camp.

The House may review the performance of FLCs.

Item No. 12 Opening of Financial Literacy Centres (FLCs) at block level.

The third important pillar focuses on preparing the people for financial planning and availment of credit. Ministry of Finance has observed from the experience of micro finance firms as well as Self Help Groups that before availing credit, people need to be made aware of the advantages of access to formal financial system, savings, credit, importance of timely repayments and building up a good credit history. Financial Literacy Centres have so far been set up at Urban/Semi-urban

areas. The present plan of Ministry of Finance is to expand the FLCCs to the block level.

A meeting of the Sub-Committee on opening of FLCs at Block level was convened on 03.07.2015. Minutes of the meeting is attached as per Annexure 7(i) {Page 95-96} for information of the house. The major decisions taken in the meeting which were approved in the 2nd Steering Committee meeting to SLBC held on 23.07.2015 are as under:

At centres where Coop. Bank/RRB have opened the FLCs and which have already been allocated by SLBC to different banks be allocated to Coop Bank/RRB.

Matter regarding providing of space at each block be taken up with the concerned department of the State Govt.

Minimum remuneration of Rs.10000/- + Rs.500/-per on location workshop in addition to the workshop expenses be paid to the FLC counselors as conveyance and other petty expenses with the condition that minimum on location workshop should be four.

The same is placed before the house for approval.

In the State of Punjab, 121 FLCs are functioning at block level as on 30.06.2015 against the target of 143. The bank wise position in opening of FLCs at block level is attached at Annexure 7(ii) {Page 97-99}.

Since this is one of the important area being monitored by Ministry of Finance, Member Banks are requested to take steps for opening of FLCs at Block level for the blocks allocated to them immediately

Quarterly performance of FLCs to be monitored by LDMs in each DCC/DLRC meeting as a regular Agenda item.

LDMs to monitor conduct of outdoor camps for financial literacy by branches and facilitate taking help of FLCs on selective basis.

Controlling heads of banks having lead bank responsibilities/LDMs are requested to ensure meticulous compliance of the decisions taken in the meeting.

Item No.13 Setting up of Rural Self Employment Training Institutes (RSETIs)

19 RSETIs are operating in the State of Punjab which includes RSETIs at Dhudi Ke (District Moga) sponsored by PNB and Tappa Mandi in Barnala District sponsored by Canara Bank. Allotment of land is pending at Hoshiarpur, SBS Nagar, Taran Tarn, Fazilka, Pathankot & Jalandhar. RSETIs are not operating at Fazilka, Pathankot, Tarn Taran, Gurdaspur & SBS Nagar.

The representative of Department of Rural Development may apprise the house of the latest developments in the matter of allocation of land in the remaining Districts.

(Performance of the RSETIs functioning in the State up to June-2015 & status of land allotment is given on Annexure-8 & 8(i) {Page 100-101}.

From the data on progress of RSETIs up to June-2015, it has been observed that:-

1472 training programmes of skill development were organized wherein 39154 trainees participated.

5706 trainees were financed by the banks to start their Enterprises and 13078 trainees set up their enterprises through owned funds.

Out of total 39154 trainees, 25358 were from SC/ST category, 5277 from OBC, 297 from minority and 8544 were from other categories.

30642 Women and 205 Handicapped persons were also provided training for self-employment.

The representative of Department of Rural Development is further requested to:

ensure release of funds for reimbursement of training expenses for BPL families in time bound manner.

organize appreciation workshop of RSETI Directors and APOs of DRDAs for two days at the State HQ.

During the deliberation in the 2nd Steering Committee meeting to SLBC held on 23.07.2015, Shri K. C. Sharma, State Project Co-ordinator, requested the representative of department of Rural Development for release of funds for reimbursement of training expenses at the earliest and requested the member banks for credit linkage of trainees of RSETIs sponsored programmes. The house was apprised that the credit linkage to RSETI trainers can be provided through MUDRA scheme of Govt. of India. Member banks were requested to explore the possibility of extending credit to RSETI trainees under MUDRA scheme.

Item No. 14 Electronic Benefit Transfer (EBT) for Government Schemes

 The State government has adopted “One District One Leader Bank Many Bank Model” for implementation of EBT in the State of Punjab.

Item No.15 Guidance on the orders received from Police Authorities.

Deputy Commissioner of Police, Jalandhar has issued orders on 10th May 2015 in Jalandhar District which interalia states that:

1. No financial institution shall open a new branch or ATM without obtaining NOC from the Police Department.

2. The existing branches and ATMs should be provided with Guards, round the clock for their smooth operation, otherwise they will not be allowed to operate.

Convener Bank vide its letter dated 10.06.2015 addressed to Dy. Director, Department of Institutional Finance & Banking requested to take up the matter with the concerned authorities and apprise the decision taken in the matter.

Department of Institutional Finance & Banking vide their letter dated 22.07.2015 requested Reserve Bank of India for guidance in the matter.

Item No. 16 Reimbursement of Excess pension paid to the dependents of deceased pensioners - Pending issue of Sub-Committee meeting.

During the deliberation in the 2nd meeting of Steering Committee to SLBC held on 23.07.2015, the representative of Department of IF&B informed the house that the matter on account of DA paid by banks to family pensioners (whose ward got employment on compassionate ground) and the same has been deducted by treasury office out of subsequent reimbursement claims lodged by the bank is under consideration of the Finance Department Govt. of Punjab and the same will be decided shortly.

Dy. Director Department of IF&B vide their letter dated 12.06.2015 has taken up the matter with Joint Secretary, Finance requesting for clarification in the matter. Convener bank again requested for following up the matter for resolving the issue expeditiously.

Member banks were requested to apprise the convener bank of issue of reimbursement of excess pension paid to dependants and the action taken by their bank in such cases.

The representative of DFI&B is requested to apprise the house the latest position in the matter.

It has been brought to our notice by GM, Punjab Gramin Bank that Registrar/Sub Registrar at Gurdaspur and Kahnuwan in Gurdaspur District have stopped issuing Non Encumbrance Certificate as required for Registered Mortgage of land. They have further informed that revenue authorities are now insisting that they will issue NEC for one day only. Convener Bank has taken up the matter with FC Revenue requesting him to intervene in the matter to resolve the issue. Revenue Department vide their letter dated 30.06.2015 has taken up the matter with Deputy Commissioner Gurdaspur advising him to submit his report within 15 days. During the deliberations in the 2nd Steering committee meeting to SLBC held on 23.07.2015, the representative of DIF&B was requested to arrange to submit the instructions issued by the revenue department to the DCs in the State to the Convener Bank.

LDM Hoshiarpur in the minutes of DCC/DLRC meeting has also pointed out that the Revenue Authorities are issuing restrictive/qualified Non Encumbrance Certificate (NEC) to the banks.

The representative of revenue Department/DIF&B is requested to apprise the house latest position in this respect.

Item No. 18 Measures to computerize Land Records by State Government.

The project launched by Revenue Department of State Government for computerization of land records, envisages for opening of Fard Kendra at each Tehsil and Sub-Tehsil level. Revenue Record like Jamabandi, Mutations, Rapats Roznamchas etc. of all the villages of that Tehsil/Sub Tehsil will be fed into the computer. As of now, 161 out of 167 Fard Kendras have been operationalized and record of about 12,285 villages has been computerized. Copy of Record of Rights is being issued from the operationalized Fard Kendras on the spot.  

Further the Department has planned to put the land records on internet so that people are able to view their Jamabandis etc. sitting at home only.  The data of live Fard Kendras of all the Districts has been put on the web. A provision has been made to point out the errors in the Land Records through web.

During the deliberation in the 2nd meeting of Steering Committee to SLBC held on 23.07.2015, the representative of Department of Institutional Finance & Banking apprised the house that State Govt. is implementing e-governance to take care of all the issues of computerization of land record.

The representative of Deptt. of Land Record/Revenue/DIF&B is requested to apprise the house the latest in the matter.

This is followed by Semi-urban areas, which registered an increase of branches to the tune of 135.

Observations

During the review period, the deposits in urban areas have increased by 11.82%, in semi urban area have gone up by 19.33% and in rural areas the deposit growth is 15.09%. This is for information of the House.

Gross credit in the State increased by ` 20078 crore, from ` 183479 crore as at June-2014 to ` 203557 crore as at June 2015, thus exhibiting a growth of 10.94 % as against 11.09 % during the same period last year.

Observations

As per the recommendations of an Expert Group constituted by GOI under the Chairmanship of Shri Y.S.P. Thorat, a Special Sub-Committee (SSC) of District Level Consultative Committee (DLCC) was to be constituted in districts with CD Ratio of less than 40%, for drawing up “Monitorable Action Plans” (MAPs) to increase the CD Ratio on a self set graduated basis. Concerned LDM of the district is the convener of SSC with DCO, DDM, NABARD, LDO, RBI and District Planning Officer as its members.

CD Ratio of 4 districts i.e. Hoshiarpur, Jalandhar, Kapurthala and Nawanshahr as at September 2005 was below 40% and Special Sub Committees (SSCs) of District Level Consultative Committee (DLCC) were constituted in these districts. The details of Monitorable Action Plans of these SSCs are as under:-

As per the MEP, the CD Ratio of all these four districts should be 60% by 31.03.2015, whereas the same has not reached upto the desired level. Convener Bank vide its letter dated 20.06.2015 has requested all the Lead District Managers for convening a Special Sub Committee meeting and chalk out the strategies and the road map for improving the CD Ratio as per the desired level of Monitorable Action Plan.

Lead District Managers of all these four districts have convened the Special Sub-Committee meeting and have submitted the road map for achieving the level of 60% as under:-

Observations:-

The CD Ratio (including NRI deposits) has increased in district Jalandhar, Kapurthala & Nawanshahar. CD Ratio has decreased in Hoshiarpur district. The CD ratio net of NRI deposits increased in Districts Nawanshahar & Hoshiarpur whereas the same has declined in District Jalandhar & Kapurthala.

The concerned LDMs are requested to continue to review the CD Ratio in the meetings of Special Sub Committee of DCC.

Item No. 20 iv (i) Overall CD Ratio

While calculating the overall CD ratio, all the member banks are requested to adhere to the instructions of Reserve Bank of India contained in their circular No. RPCDLDS.BC No.47/02.13.03/2005-06 dated 09.11.2005 which inter alia states that the CD ratio to be calculated with credit at the place of utilization.

CD Ratio on the basis of credit as per utilization and Resource support under Rural Infrastructure Development Fund of NABARD

NABARD has provided resource support of ` 2054.37 crore up to June 2015 to Punjab Government under RIDF for development of infrastructure. When this amount of RIDF is added to the credit provided by banks and the CD Ratio is calculated on the basis of Credit Utilization (Cu) + RIDF, the same works out to 74.93%.

During the period under review, Priority Sector Advances in Punjab grew by ` 17671 crore, from ` 96990 crore as at June-2014 to `114661 crore as at June-2015 thus showing a growth of 18.21% as against an increase of ` 12287 crore or 14.50% during the corresponding period previous year. The share of incremental PS advances to incremental advances during the period under review is 88%.

The Agriculture Advances in the State during the period under review witnessed an increase of `12669 crore, from ` 47057 crore as at June-2014 to ` 59726 crore as at June-2015 thus showing a growth of 26.92% as against an increase of ` 4542 crore or 10.68% during the same period last year.

The share of incremental agriculture advances to incremental advances during the period under review is 63 %.

Item No. 20 (vii) Advances to Micro & Small Enterprises (MSEs)

The Advances to Micro & Small Enterprises (MSEs) in the State during the period under review witnessed an increase of `1915 crore, from `41187 crore as at June-2014 to ` 43102 crore as at June 2015 thus showing a growth of 4.64 % as against an increase of ` 8735 crore or 26.91% during the same period last year.

During the period under review, the advances to Weaker Sector increased by `5041 crore, from ` 31231 crore as at June-2014 to `36272 crore as at June-2015, thus registering a growth of 16.14% as against an increase of ` 5823 crore or 22.91% during the same period last year.

The controlling heads of banks are requested to initiate suitable steps for improving the progress and achieving the targets for number of loans under DRI scheme.

Item No. 21 Review of National Goals

As per guidelines of RBI, banks are required to achieve National Goals on Adjusted Net Bank Credit (ANBC) as at the end of previous year instead of NBC and for calculation of ANBC the outstanding FCNR (B) and NRNR deposit balance will no longer be deducted for computation of ANBC, which now will be Bank Credit plus investments made in non_SLR bonds under HTM category. It may be difficult for banks to arrive at such figures at State level and as such the review of National Goal is made on the basis of Net Bank Credit as at the end of previous year, which means gross credit minus inter bank credit.

The ratio of Priority Sector Advances to Net Bank Credit as at June-15 stands at 56.25 % as against National Goal of 40%.

The share of Agriculture Advances to Net Bank Credit, as at June-15 is 31.06 % against the National Goal of 18%.

The share of Direct Agriculture Advances to Net Bank Credit is 25.91% against National Goal of 13.5% and share of Indirect Agriculture Advances is 5.15% against National Goal of 4.5%.

Item No. 22 Education Loan Scheme-suggested targets for 2015-16

Department of Financial Services, Ministry of Finance, Govt. of India, vide their e-mail dated 03.07.2015 has informed that the following decision taken in the FM’s review meeting in connection with education loan target for the year 2015-16:

“20% growth in disbursement and 15% growth in number of accounts”. 

Accordingly convener bank allocated and conveyed the bank-wise/district-wise targets to all the banks. Copy of the same is attached as per Annexure 16 {Page 114}

Item No.24 (iv) Swarn Jayanti Shahari Rozgar Yojana (SJSRY)

Government of India has restructured the SJSRY scheme to National Urban Livelihoods Mission (NULM), which is applicable to cities with population of 1 lac or more and all the District Head Quarter Towns/Cities whether its population of less than 1 Lac as per the census of 2011.In the State of Punjab only 26 town/cities will be covered. Further under NULM only the interest subsidy will be given to the beneficiaries for setting up Micro Enterprises. The interest subsidy will be given over and above the 7% interest. There is no capital subsidy for any project (Individual or Group).

Convener Bank has already send the targets (Copy again attached as per Annexure 22 {Page No.128} to all the LDMs and have requested them to distribute the same amongst the banks in the cities of your district and ensure to review the same regularly as one of the agenda items in DCC/DLRC meetings.

Revised targets for 2015-16 under ACP

The State Focus Paper for the year 2015-16 was launched by NABARD on 30.01.2015. Based on the Potential Linked Plan of each district. LDMs has prepared the ACP of the each District and allotted the targets to banks in the districts accordingly.

Reserve Bank of India, vide their letter RBI/2014-15/573 FIDD.CO.Plan.BC.54/04.09.01/2014-15 dated April 23, 2015 has issued revised guidelines for Priority Sector Lending and its targets/ classification.

The salient features of the guidelines are as under:-

(i)Categories of the priority sector: Medium Enterprises, Social Infrastructure and Renewable Energy will form part of priority sector, in addition to the existing categories.

(ii) Agriculture: The distinction between direct and indirect agriculture is dispensed with.

(iii) Small and Marginal Farmers: A target of 8 percent of ANBC or Credit Equivalent Amount of Off-Balance Sheet Exposure, whichever is higher, has been prescribed for Small and Marginal Farmers within agriculture, to be achieved in a phased manner i.e., 7 percent by March 2016 and 8 percent by March 2017.

(iv) Micro Enterprises: A target of 7.5 percent of ANBC or Credit Equivalent

Amount of Off-Balance Sheet Exposure, whichever is higher, has been prescribed for Micro Enterprises, to be achieved in a phased manner i.e. 7 percent by March 2016 and 7.5 percent by March 2017.

(v) There is no change in the target of 10 percent of ANBC or Credit Equivalent Amount of Off-Balance Sheet Exposure, whichever is higher, for Weaker Sections.

(vi) Target for Foreign Banks: Foreign Banks with 20 branches and above already have priority sector targets and sub-targets for Agriculture and Weaker Sections, which are to be achieved by March 31, 2018 as per the action plans submitted by them and approved by RBI. The sub-targets for Small and Marginal Farmers and Micro Enterprises would be made applicable post 2018 after a review in 2017. Foreign banks with less than 20 branches will move to Total Priority Sector Target of 40 percent of ANBC or Credit Equivalent Amount of Off-Balance Sheet Exposure, whichever is higher, on par with other banks by Agenda papers of 133rd Meeting of SLBC-Punjab Page 57

(vii) Bank loans to food and agro processing units will form part of Agriculture.

(viii) Export credit: Export credit upto 32 percent of ANBC or Credit Equivalent Amount of Off-Balance Sheet Exposure, whichever is higher, will be eligible as part of priority sector for foreign banks with less than 20 branches. For other banks, the incremental export credit over corresponding date of the preceding year will be reckoned upto 2 percent of ANBC or Credit Equivalent Amount of Off-Balance Sheet Exposure, whichever is higher.

(ix) The loan limits for housing loans and MFI loans qualifying under priority sector have been revised

(x) The priority sector non-achievement will be assessed on quarterly average basis at the end of the respective year from 2016-17 onwards, instead of annual basis as at present.

The revised guidelines are operational with effect from the date of this circular i.e 23.04.2015.

Lead District Managers have informed that all the statements are generated through Smuridhi Package of NABARD and the changes in guidelines of Priority Sector is yet to be incorporated in the Smuridhi Package.

The representative of RBI/NABARD is requested to deliberate on the issue and apprise the house the action required to be taken at the field level.

The perusal of district-wise progress up to June-2015 under ACP 2015-16 is given at Annexure 24 which reveals as under:-

The overall targets have been exceeded in 10 districts i.e. Barnala, Bathinda, Faridkot,, Ferozepur, Gurdaspur, Hoshiarpur, Kapurthala, Mansa, Muktsar, Taran Tarn and missed by varying margins in other districts.Similarly, the targets under Agriculture & Allied Sector have been achieved in 13 districts i.e. Barnala, Bathinda, Faridkot, Fatehgarh Sahib, Ferozepur, Gurdaspur, Hoshiarpur, Kapurthala, Mansa, Mohali, Muktsar, SBS Nagar, and Taran Tarn and missed by varying margins in other districts. The targets under MSME Sector have been exceeded in 9 Districts i.e. Amritsar, Bathinda, Faridkot, Ferozepur, Hoshiarpur, Moga, Muktsar, Patiala and Sangrur and missed by varying margins in remaining districts.The targets under Other Priority Sector have been achieved in 3 Districts i.e. Moga, Muktsar and SBS Nagar and missed by varying margins in remaining districts.

Credit to Micro, Small & Medium Enterprises (MSME)

Reserve Bank of India vide circular RPCD.SME & NFS.NO. BC.90/ 06.02.31/2009-10 dated 29th June 2010 read with extant instructions contained in para 1.3 and para 2.1.3 of the Master Circular on lending to Micro, Small and Medium Enterprises (MSME) banks are advised to ensure that:

40% of total advances to MSE sector should go to micro (manufacturing) enterprises with investment in plant & machinery upto ` 10 lakh and micro (services) enterprises having investment in equipment up to ` 4 lakh;

20% of total advances to MSE sector should go to micro (manufacturing) enterprises with investment in plant & machinery above `10 lakh and up to ` 25 lakh and micro (services) enterprises with investment in equipment above `4 lakh and up to ` 10 lakh. (Thus 60% of MSE advances should go to micro enterprises).

In terms of the recommendations of Prime Minister’s Task Force on Micro, Small & Medium Enterprises (MSMEs) under Chairmanship of Shri TKA Nair, the banks have been advised as under:-

Achieve a 20% Year on Year growth in credit to micro and small enterprises to ensure enhanced credit flow,

Item No. 32 Financing of Tenant Farmers/Oral Lessees and Share Croppers.

NABARD has informed that Andhra Pradesh State Govt. has recently promulgated an ordinance titled ‘Andhra Pradesh Land Licensed Cultivators Ordinance 2011” to facilitate financing of tenant farmers, oral lessees and share croppers by financial institutions. The ordinance envisages issuance of ‘Loan and Other Benefits Eligibility Cards’ to tenant farmers, oral lessees and share croppers to access credit from the Public Financial Institutions and to claim benefits of input subsidy, crop insurance compensation for damage to crop and for matters connected therewith or incidental thereto.

Item No. 35 Indira Gandhi Matritva Sahyog Yojana (IGMSY)

Indira Gandhi Matritva Sahyog Yojana (IGMSY) is a flagship program of the Government of India introduced in 2010 under the Ministry of Women and Child Development. It is a conditional cash transfer scheme that targets pregnant and lactating women 19 years of age and older who have had two children. Its goal is to partly compensate them for wage-loss during childbirth and childcare and to provide conditions for safe delivery and good nutrition and feeding practices. IGMSY provides financial assistance as grant-in-aid to state governments. The cash benefit transfer to be made through Aadhaar in two districts in the state i.e. Amtitsar and Kapurthala. The linkage of beneficiaries with their Aadhaar nos. is to be done in these districts with their respective LDMs. The lists of beneficiaries for both the districts are shared by the department with the LDMs which is required to get seeded at the earliest.

In order to provide cashless health insurance to entire population in the State, Department of Health and Family Welfare, Punjab is implementing Punjab Sarv Sehat Bima Yojana in the State and DIF&B is the Nodal Agency for implementation of the scheme and will coordinate with the banks for successful implementation of the scheme.Convener Bank has sent the draft of MoU to be signed to Department of Institutional Finance & Banking.

The representative of Deptt of IF&B is requested to apprise the house about the latest position in this respect.

Item No. 37 National Handicapped Finance and Development Corporation (NHFDC)

Ministry of Social Justice & Empowerment, Government of India as informed that NHFDC functions as an apex Institution for promoting economic development activities and self - employment ventures for the benefit of persons with Disabilities (PwDs). The detailed information on schemes and programmes of NHFDC is available on website www.nhfdc.nic.in.

NHFDC has recently tied-up with 3 Public Sector Banks (Bank of Baroda, Andhra Bank & IDBI Bank) and 24 Regional Rural Banks for flow of collateral free concessional credit (interest rate of 4-8% per annum) to PWDs for self employment under credit guarantee scheme of Government of India. to other families living in Rural Areas having no Land

The Secretary, Department of Financial Services, Ministry of Finance, Govt. of India vide his DO letter no. 1 (4) 2011 dated 07.09.2011 advised certain action points with regard to lending under Priority Sector and one of the action point was that each bank will work out a scheme if none exists, for giving Saving cum OD Account to other families which do not have any land and live in the Rural Area. This account should have an OD limit of 10,000/- against the personal guarantee of the villager and the villager should be able to use the bank account for Savings or meeting the requirements of consumption purposes on a need based basis and use the OD.

Highlights

During the quarter ended June-2015, banks have sanctioned loans amounting to ` 1207.27 crore to 18317 SSI units. Out of these, loans amounting to ` 669.64 crore have been sanctioned to 4385 SSI units as per Nayak Committee Norms. It reveals that while assessing the credit requirements of SSI units requiring funds up to ` 5 crore, Banks have applied norms based on Nayak Committee recommendations in 50% of

cases. The feedback from Banks also indicates that in remaining cases the borrowers were not willing to avail the credit limits as per Nayak Committee Recommendations, due to the turnover of current assets being high and/or higher level of creditors. This is for information of the House.

The Ministry of Housing and Urban Poverty Alleviation (MH&UPA), Government of India has designed a Revised Interest Subsidy Scheme-named as Rajiv Rinn Yojana (or Rajiv Loan Scheme), as an additional instrument for addressing the housing needs of the EWS/LIG segment in urban areas. The Scheme envisages the provision of a fixed interest subsidy of 5% (500 basis points) on interest charged on the admissible loan amount to EWS and LIG segments to enable them to buy or construct a new house or for carrying out addition (of a room/kitchen/toilet/ bathroom) to the existing building.

RRY has been formulated by modifying the Interest Subsidy Scheme for Housing the Urban Poor (ISHUP) piloted in the 11 th

Plan period with enhanced scope, coverage. Detailed guidelines of Rajiv Rinn Yojana are uploaded on the Ministry’s website www.mhupa.gov.in.

The overall target for the 12th Plan period is 1 million dwellings across the country and for the current financial year, countrywide target of 2.5 lakhs dwellings has been fixed. Based on the criteria of Percentage Share of the Urban Population/Urban Housing Shortage, the target for the State has been fixed for 6000 Dwellings.
