GENERAL DESCRIPTION The Occupational Information System (OIS) Training Packageis a companion document to the three volumes of the OISHandbook. As such, the package has been designed to:
Describe the basic concepts of an OIS
Define the terms necessary for explaining an OIS
Describe the types of data included in an OIS
Discuss the data sources that can be used in an OIS
Discuss some of the uses or applications of informationprovided by an OIS
In short, the OIS Training Package is intended to provide thenecessary materials to support a presentation that is struc-tured to be an orientation.to an OIS. The package is notintended for use in explaining the structure of the OISHandbook.
The audience for this presentation is assumed to have a variedbackground ar.d perhaps consist of:
AdministratorsPlannersCounselorsJob Placement SpecialistsEconomic Development Staff
The materials included in this package are primarily intendedfor use in a large group lecture style presentation, but theycan also be adapted easily for use in a small group setting.
There are three components of the OIS Training Package:
1--An Introduction2--A Presenter's Outline3--A Collection of Graphics
The collection of graphics consists of line drawings, charts,and illustrations prepared to assist a presenter in conveyingOIS concepts to a workshop or conference audience. Thegraphics are cross-referenced to the Presenter's Outline,providing materials for most of the topics included in theoutline. The graphics cover both basic or general conceptsand detailed technical subjects thus permitting a presenterto tailor or adapt a presentation to a particular audience.

The graphics can be easily converted to transparencies foruse with an overhead projector or can be used directly with
an opaque projector. Exhibit 1, A Guide for Reproducing theOIS Graphics, is included at the end of this introduction toassist in the preparation of materials for a workshop or con-ference presentation.

For each of the major data sources that can provide informa-tion for an OIS there are three graphics included in thispackage:
(1) A General Illustration(2) An Overview of Information Processing(3) A Capsule Summary
The Overview of Information Processing and the Capsule Summaryfor each data source are included in Volume 1 of the OIS Hand-
book. It is very unlikely that a presenter would ever use allof the graphics included in the OIS Training Package. The
graphics used for a particular presentation will depend onthe nature of the audience (user-oriented vs technical).
PREPARATION FOR In using this package to prepare for a presentation, certain
PRESENTATION steps will be necessary. These include:
Step 1--Select and organize the graphics that are mostappropriate for the audience. This step involves iden-tification of the graphics to be included in a presenta-tion, the actual production or preparation of the

of the transparencies or slides, and arranging the slidesin the desired sequence. The actual production of theslides can be accomplished as described in Exhibit 1,A Guide for Reproducing the OIS Graphics, presented atthe end of this introduction. It is possible that mul-tiple transparencies of the same graphic would berequired for a particular presentation.
Step 2--Make notes on the margins of the slides. If thetransparencies or slidls have been mounted in frames,then reminders of points to be made in the presentationcan be written as notes on the margins of the slides.In this way, proper emphasis can be given to points thatthe presenter feels are important.
Ste 3--Make arran ements for a meeting room and e uiment. It is important to have a suitable room for apresentation. If this factor is within your control,then the selection of the facility should be based onseating requirements,yentilation, lighting, and audioconsiderations. Arrangements should be made in advancefor sound equipment (if necessary), an overhead or opaqueprojector, and a screen of adequate size for the audi-ence.
Step 4--Check final details for the presentation. Arriveearly to check on the arrangement of the room and theavailability of a projector, and to organize yourmaterials. It is particularly important to check thepositioning of the projector in relation to the screenand the view of the audience. The picture projectedshould just fill the screen. To adjust the picture size,change the distance between the projector and the screen.
The positioning of the slide on the projector is alsoimportant: Try a few slides on the projector before theaudience arrives to check their positioning and to makea final focus to insure that the picture on the screenis sharp. Also, check through the collection of slidesto assure that they are in the proper sequence and areturned in the same direction. This step should help inavoiding any problems that might occur during the pre-sentation.

Step 5--Hints to remember during the presentations. To
the extent possible, try to begin the presentation withsome introductory topical and/or humorous material.This will help ease you into the presentation. If you
are using many overheads, the,following tips shouldprove helpful to your presentation:
Leave the overhead on the screen long enough forthe audience to understand the material presented.
If there is printed matter on the overhead that isimportant for the audience to understand, then theprinted matter may have to be read aloud.
Relate the concepts or ideas presented on the over-heads to the presentation.
Use a pointer to highlight appropriate sections ofan overhead.
Be sure to conclude the presentation with a brief summary ofthe material covered.
In addition to the materials included in this package, othersupplementary materials will probably be useful for orienta-
tion presentations. These would include:
State-spccific information slides (The OIS TrainingPackage has been designed for the substitution or addi-tion of a presenter's own materials.)
Vocational Preparation and Occupations (VPO) trainingmaterials (forthcoming from NOICC in Summer 1981)
Small group exercises
Forms for use by participants in evaluating training
These materials can be used both to augment the specific pre-
sentation about the OIS and to expand the agenda of an OIS-oriented conference to permit interaction among participantsand to provide feedback to the presenters and conferenceorganizers.

INTRODUCTION
HARD COPYREPRODUCTION
The graphics included in the OIS Training package are pro-vided for use in OIS-related presentations. To support thepresentations, the graphics may be produced in variousmedia, i.e., either hard copy or transparencies. The hardcopy can be used in either large group or small group presen-tations for the audience to view and take notes directly onthe copy. Transparencies are useful for large group presen-tations where review of hard copy materials might not beappropriate.
The graphics have been provided to permit reproduction in thequantity and format needed for presentations. The followingparagraphs discuss different reproduction methods.
These graphics can be reproduced in a number of ways. Perhapsthe simplest and most convenient method is the office copier.The office copier is the most direct method of reproduction,but often time it is neither the best nor most cost-effective.
Offset printing produces a much better quality image than theoffice copier, at a lower price, for 50 or more copies of thesame graphic. Almost any print shop has offset capabilities.There are also a number of "quick" print shops which feature"while-you-wait" service at a cost of two to five cents perpage in quantities of 50 or more copies. By comparison,office copiers can be two to three times more expensive fora similar quantity of copies.
OVERHEAD The two methods recommended for the making of overhead trans-TRANSPARENCIES parencies are:
Heat-sensitive film process--This is a fast process. Itis completely dry and the transparencies are ready forimmediate use. Several brands of thermal-copy machines,such as 3MS "Thermofax", are available in most offices.When making transparencies by this method, if the imageis too light for satisfactory projection, print it againwith a fresh sheet of film and increase the exposuretime. A light transparency has been underexposed. Ifon the other hand, the transparency is too dark, printthe transparency again using a fresh sheet of film andshorten the exposure time. A dark transparency has beenoverexposed.

Electrostatic film process (Xerox)--In this method, aspecially coated, electrically charged and light sensi-tive film is used. With the appropriate film (availablefrom copy-machine manufacturer) most office-typeelectrostatic-copy machines can be used to make satis-factory transparencies at a cost of about 35 cents percopy.
For best results, use transparent color adhesives (they mustbe glossy). These are available in a wide range of colors atany art supply store. Color adhesives can be applied to.areas of any shape, and a number of colors can be used on asingle transparency sheet. Always add color to the undersideof a transparency. The following simple steps willproduction of professional quality transparencies:
1. Place the color sheet over the area to be covered.
2. Use an X-acto knife to cut it slightly larger than thearea to be shaded. (Try not to cut through the backingsheet.)
3. Pael the cut piece from the backing sheet.
4. Cut to match the area, using the lines in the drawingas a guide.
6. Peel off the excess.
7. Repeat the above steps until the desired color has beenadded.
Mounting adds durability and ease of handling to the trans-parency:- Some people prefer to keep transparencies unmountedfor ease of filing in notebooks, but the standard-sized card-board frame fits easily into a letter-sized filing cabinet.The size of a standard frame is 10" x 12" with a 711" x 91/2"opening. You can buy cardboard frames at a cost of $18.00per hundred, or you can make your own from six- to ten-plycardboard. Mount your transparency to the underside of theframe with masking tape rather than cellophane tape. Mountingtransparencies has a certain advantage over unmounted trans-parencies because of the space on the frame for presentationnotes.

OIS Labor Market Model

To the left of the "current supply" columnis "projected supply" which is the sumof current supply and the net differencebetween labor force entrants and laborforce separations over the projected timeperiod.
To the right of the "current population"column is "current demand", composed ofcurrently employed persons plus jobvacancies. Employed was defined previ-ously. Job vacancies are actual jobswhich are immediately available for fill-ing, and for which an employer is activelytrying to find or recruit workers.
To the right of the "current demand"column is "projected demand" which is thesum of current demand and the growthdemand over the projected time period.
The Labor Market Model becomes applicableto an OIS as it is related to specific loca-tions, time periods, and occupations. Thesethree factors or dimensions of the labormarket model are important to understand indeveloping the OIS.

Having defined some of the background termsnecessary to understand labor market infor-mation, we are now ready to return to anin-depth discussion of the OccupationalInformation System.

Defined--An OIS is "an organization or net-work for the collection (acquisition) alia7or distribution of information related tooccupations."
If we break this definition into pieces, wecan see that there are two major facets ofwhat the OIS is:
(1) The OIS is a process or structure forlogically organizing occupationalinformation.
(2) The OIS establishes a method for deliv-ering that occupational information todifferent user populations in appropri-ate formats and within requisite timeframes.

The information currently being collected bydifferent agencies is substantial. The OISshould not duplicate these efforts, butshould use these existing data reportingsystems, surveys, etc. as a basis for devel-oping a complete analysis of the labor supplyand demand situation in various occupations.
The SOICC role in this process is to clarifydefinitions of terms used in differentagencies and organizations, and thus facili-tate the use of information from differentorganizations in a common information base.
Let's take a closer look at this OIS informa-tion base and the sources of information thatmight be used in its development.
