The staff of the Home Learning Center works to create a warm, supportive.
relationship with parents. Mothers' Meetings are planned to be supportive in
shart ing mutual problems. Parents' Meetings are primarily educational, utilizing
community resources speakers. Fathers'. Meetings are organized at work
sessions, 'allowing-fathers to express feelings and concerns while constructing
projects fc4 the Home Learning Center. Whenever parents meet together, theyt
automatically pi-ovide each othei with'mutual support; a therapeutic process-
encouraged and Jacilitated by the Home Learning Center staff.
The rogram also included interdepartmental cooperationlqithin'the Univer-
sity and specifically Elementary Education and Speech Pathology ay'Audiology.0 4.-

An innovative component of the program is the integration of hearing im-
paired children01/2 to 3 "years, with hearing children in LELT; the Language,'
Enrichment Laboratory for Toddlers, administeredby the Department of ElementaryA
Education.' Teacher training students are provided with opportunities to observe.

and/or participate'in activitiesinvniving the children in the Home Learning,.
Center; the Audiology Clinic and the Language Enriefilnent.Liporteory for Toddls.
Video tapes are made of parent-child interaction in Home Learning Center
'sessions and. video tapes of child-child interaction in the integrated LELT.

the opportunity to analyze and improve their performance as language'moidels
for their child in a non-critical atmosphere. Video tapes are, also utilized. .--.

-. History of.46me Learning Center (HLC)`. Prior to July 1; 1975 services
for preschool hearing impaired hildren at.Ball State 'Unftergity.1(see Figure
11*M ft
1) consisted of a preschool demonstration class "housing" three to five year

old children and,a parent -conference teacher who wds assiFned.the responsi-.
* bility.for conducting weekly conferendts with parents of young hearing rim-
paired children less than three years (age. Both-programs followed an
oral apilroach for teaching hearing impaired children speech and language
skills. These activities were conducted in an area provided-within the
Department of Special%Education and represented at that time the State of
Indiana's total commitment to *rating preschool aged hearing impaired
children and their parents. ° I
Although the SPCED Demonstration"Class and Home InterventiOn Programs4
as originally designed appeared to.be mildly effective in, responding to the
'needs of keschool-hearing impaired Children and their parents, they,were
viewed within the Department as being very inadequate relative to their.
service impact thrpughout the slAte and region. The classroom setting in
particular did not lend itself to demonstrating the kir1ds of activities,' .
which naturally occur in the home and can be translated into good;'-language
training experience for y ng hearing impaired,chirdren., Consequently, a
proposal was submitted to e U.S. office of Education.durtpg Autumn Quarter,
1974 requesting, funds to establish 'a Home Leaiirp,mg_Center (HLC) for the pur-

approved by the U.S. Office of Education on April 14, 1975. As proposed,

The HLC project demonstration phase Was completed on June 30, 1978: Its
program outreach phase was begun on July 1, 1978. The HLC Outreach Program
model (see Figures 2 and 3) enable pject staff to*widen .the scoperof its
proposed intervention activities, e..g. include both language delayed and
hearing impaired children, and thereby accommodate the peeds of preschoolt.

education services to public school aged hearing _impaired children (C.A. 6-18
Years old) was not ldgislated in Indiana until 1953. Twenty years later-
(1973), special. education legislation mandating services for school-aged

did Indiana's public schools ag&e to provide early in-school exper-
I dence for youg hearing impaired children (C.A. = 5'years old). The State
on
of Indiana has maintained a posture of non-iommitment to only limited com-
mitment for extending services to preschool aged hearing impaired children
(below C7A. = 5. years) and -their families. this posture prompted HLC staff
with assistance from the Department of Special Education to "push" a-littlev
harder in an effort to bridge the gap between non-public school agencies who

are attempting to accommodate young hearing impaired preschool children and
the local public school corporations.

In order to'achieve these general and specific objectives, the HLC,staff

ventiori planned and accomplished during the three years the HLC was operational.

To achieve,this goal, our experience has,shown that it takes a great'deal of time_and effort from you, the parents, and from us, the HLC staff.

To help you understand our program and your involvement in it, we haveoutlined the activiaties in our program that are crucia4efactors in helping

The following, services are available to you and will continue to beavailable to you as long as your part of the agreement is met.
I. Loaner Hearing Aids
A. iiillioeprovided,po.your:ch4ld temporarily until permanentaids are recommended.'
4..k.B. A $5.1D0 deposit is requirediper aid which will be returned to
you if the aids are returned in working order.
C. You are responsible for the replacement'of'batteries, cords,and receivers,
Barmolds are available to-you at cost plus $1.00 to cover thecost of materials.
E. If earmoldS need to be made at the HLC, you must make-theAppointment in advance. 0
P. Each child enrolled will receive at least 2 hearing evaluationsper year. Additional appointments will be made during the initial'diagnosis and permanent hearing aid selections. You are responsiblefor keeping the appointent or calling ahead of time to reschedule.
-II. Attendance
A. Weekly sessions
1. Each family will be scheduled ?or one, one-hour sessionper week. Both parents are encouraged to come, but onemust be present. During the weekly session, we willdemonstrate techniqups,designed to facilitate listening andlanguage skills which you can adapt to-your home.

3. Three Missed appointments.will indicate to us that weare not meeting your needs and no more sessions will
be scheduled until we have a conference.
8. Parent meetings will be held weekly or biweekly. One parent
must be in attendance. 50% attendance required.
The Language Enrichment Labvatory for Toddlers (LELT) is apreschool plasi integrating normal hearing and hearing-impairedchildren at Shideler Apartments. Two classes are held twiceweekly, and at least one parent must be in attendance.
D. Evq.uation forms must-be completed for each parent session andparent meeting.
III. Assignments
A. The parents will be given at least one assignment per week todo at home. These absignments must be completed and reported
to the parent adv,iso . I- -
B. Pcrents must keep notebook and dia-ry'as toecified by the
wept advisor.

_ are riot met, it All indicate to the ELC staff that we are no longer interested
