A free national library service providing recordedand braille materials to blind and physicallyhandicap;Jed persons is administered by the NationalLibrary Service for the Blind and PhysicallyHandicapped, Library of Congress (NLS). With thecooperation of authors and publishers who grampermission to use copyrighted works, NLS selectsand produces full-length books and magazines inbraille and on recorded disc and cassette. The read-ing materials produced are then distributed to acooperating network of regional and subregional li-braries that circulate them to eligible borrowers bypostage-free mail. Network libraries also offer refer-ence, readers' advisory, and other services.

Established by an act of Congress in 1931 to serveblind adults, this program was expanded in 1952 toinclude children, and again in 1966 by Public Law89-522 to include individuals with physical impair-ments that prevent the reading of standard print.Fifty-six regional aml 103 subregional libraries arecurrently part of the network, serving all parts of theUnited States, Puerto Rico, the Virgin. Islands, andGuam.

Playback equipment is loaned free for use withbooks and magazines recorded on disc at 8 and 16rpm and on cassette at 1 7/8 and 15116 ips. Acces-sories supplied on request include earphones, pillowphones, remote control units, and special amplifiers.Libraries and other designated machine-lending

agencies serve as distribution points for playbackequipment and accessories.

Applications for library service from eligible per-sons or institutions such as hospitals and nursinghomes are made directly to the network library ormachine-lending agency serving a particular geo-graphic area. Application forms, demonstrationequipment, and sample reading materials are avail-able in many local public libraries.

American citizens temporarily living abroad re-ceive service directly from NLS and should apply tothe Consumer Relations Section. International inter-library loans may be arranged with NLS; however,direct service is not extended to individuals outsidethe United States, its territories and posse,bions un-less they are American citizens.

Music services are provided by the NLS MusicSection, which has an extensive collection of musicscores, books, and instructional materials. Throughits Reference Section, NLS serves as a national in-formation resource on various aspects of handicap-ping conditions. The National Library Service alsofunctions as a bibliographic center on reading mate-rials for the handicapped and can make referrals tohoraries and agencies that have materials in specialformats.

How to use the directory

The directory is arranged alphabetically by state.Within each state the regional library appears first,followed by subregional libraries listed alphabeti-cally by city. In several states two regional librarieshave been established; in these instances, the speci-fic service area of each library is shown.

Regional libraries that also function as machine-lending agencies are identified by an asterisk im-medLitely following the name of the library. Sepa-rate machine-lending agencies are listed as the finalentry for a state.

library and machine-lending agency in response to aquestionnaire circulated in September 1982;readership and circulation statistics in Appendices Iand II are for federal fiscal years (OctoberSeptember) 1981 and 1982. In the few cases whereresponses were not received or information was notavailable, data from the previous edition of the di-rectory has been reprinted. These libraries are notedby an asterisk in Appendix III. An effort was madeto record changes in names, addresses, and tele-phone numbers up to January 1983.
