INTRODUCTION

The total population of 52 countries in Asia and the Pacific hasreached the 2,754 million in mid-1983 and is projected to reach 4,425million in 20201. This large population increase would not be reasonfor great concern if natural resources, employment opportunities, food,housing, health and other social services are expanding at rates com-mensurate with population growth. But such is not always the case.What is being done about this problem and who is doing it?

One of the intervention strategies for solving the problem ofpopulation growth is population education. A number of countries inAsia and the Pacific have established population education programmesas an educational intervention strategy to solve this problem. ThisDirectory helps answer the question posed above by providing in con-venient reference form a central source of information about organiz-ations in Asia and the Pacific concerned with population educationprogrammes both in the formal and non-formal sectors.

The purpose of this Directory is to show, at a glance, bycountry, the UNFPA-2 and Unesco-assisted organizations engaged in popu-lation education in Asia and the Pacific. It is not only aimed at giv-ing an idea of the scope of population education programmes in thisregion but more importantly, it aims to inform readers of the manyactivities and accomplishments in this field, hopefully to generate andstimulate the readers to get in touch with these organizations, exchangeinformation and materials in order to learn from their experiences.

The scope of this Directory covers population education pro-grammes funded by UNFPA and executed or technically assisted by theUnesco Regional Office for Education in Asia and the Pacific. The timeframe for this first edition includes projects carried out during theperiod 1979 to the present. Whenever possible, project activities thatmay have been funded prior to 1979 and that were still being carriedout at present are shown. In some cases, however, only informationabout new projects was provided.

Information given here was for the most part obtained fromsecondary sources, mainly from project documents and progress reports.Then the preliminary manuscript was sent to the countries included inthe Directory for correction, updating and additional information.While every attempt had been made to have the countries update theirrespective national population education profile, it is realized thata number of countries' non-response may mean that their respectivefirst draft profiles were acceptable to them. It should also be notedthat since information is not always available for the latest reportingperiod, only major activities and accomplishments had been included here.

The Directory is divided into two parts. The first part consistsof population education programmes in the 13 countries in Asia and thesecond part includes those in the six countries in the Pacific. Theentries are classified alphabetically by countries. Each project isdescribed in terms of title of the project, duration, implementing unit,contact person and address, funding source, executing agency, objec-tives, scope and major achievements. For purposes of this Directory,the major achievements of each organization highlight what have beenachieved in the following areas: institutionalization, curriculum andmaterials development, orientation or training, research and evaluation,and information and documentation support. For countries which haveformally established population education sub-offices or branches inthe state, region, provinces or district level as the case may be, theiraddresses are also included in this Directory.

It is the nature of a Directory to be out-of-date when it ispublished. Thus, this Directory is in its first edition. As new pro-jects are approved and new activities implemented or phased out, thereis a need to update this Directory every year.

Despite the omissions and other possible inaccuracies, we hopethe Directory will be useful to population education professionals inAsia and the Pacific and other regions as well. The Unesco PopulationEducation Clearing House staff would be grateful for any additionalinformation and suggestions which could improve future editions.

The following types of personnelhad undergone population educationtraining: 77.5% of collegeteachers, 56.7% of Madrasah keypersonnel; 20.7% of Fazil Madrasahteachers; 52.50% of Alim Madrasahteachers; 71% of Dakhil Madrasahteachers; 84.85% of secondaryschool teachers; and 96% of theprimary school teachers.

D. Research and evaluation

1. The following evaluation ace.vi-ties were conducted: evaluationof the knowledge base and changein the knowledge of the studentsof Classes IV and V in populationeducation.

2. Evaluation of training workshopsof different levels of teachers.

3. Study of knowledge, attitude and

practice of Madrasah teachers onpopulation education.

7.3. Major Achievements A. Curriculum and materialsdevelopment

1. Lectures on Population Education,a textbook for the separate coursein upper secondary schools hadbeen printed in 3 million copiesand distributed nation-wide.

2. Population Education, an exper-imental textbook, which replacedthe lectures (No. 1 above) wasprinted in 40,000 copies in 1981.A formal textbook replaced theexperimental textbook of which1.5 million copies were printedand distributed nation-wide in1982.

3. Fundamentals of Population Edu-cation, a textbook for the train-ing of teachers had been printedin 82,000 copies and distributed.

4. A set of 18 posters on populationeducation had also been developedand 80,000 copies have beenprinted and distributed.

5. In addition, many of the 10pedagogical institutes developedtheir own training and othermaterials. Most of the above-mentioned materials were subjectedto rigorous experimental trial useand revisions prior to bulk print-ing and wider dissemination anduse.

6. Population education materialshave been integrated in the boasfor: (a) Physiology and hygiene(Chapter 11); (b) Biology (Chapter

5); (c) Geography (Chapters 11 and12).

B. Orientation/training

1. Two national seminars were con-ducted in Hengyang, Hunan inDecember 1981, in Tai'an Shandongin January 1983 and in Zhengzhou,Henan in March 1984.

2. Study tours were conducted forseven key educators to thePhilippines, Thailand and Malaysiain 1981 and for seven key educatorsto India, Bangladesh and Thailandin 1982.

3. The project director and his staffparticipated in Unesco's regionalseminar workshops in 1980, 1981,1982 and 1983. In addition, threestaff members from the projectparticipated in Unesco's Intern-ship Programme in Population Edu-cation Documentation in 1981 and1982. 2. In eleven States and one UnionTerritory, population educationcontents have been systematicallyintegrated in the textbooks ofdifferent scho.J1 stages.

3. A few States and Boards of School

Education have taken decisions toearmark some percentage of ques-tions and marks exclusively topopulation education in theirpublic examinations.

1. Eighteen States and Union Terri-tories have developed populationeducation syllabi for primary,middle and secondary stages.

2. Fifteen States and Union Terri-tories have prepared textbooklessons for incorporation into theexisting textbooks at variouslevels.

B. Orientation/training

1. A national seminar on populationeducation was conducted for promi-nent elected and administrativeleaders in the Marshall Islands todiscuss the implications of urban-ization and rapid increase of popu-lation on the nation.

2. As a result of the national seminar,a Task Force on Population Educationand Awareness was established by theCabinet to organize and implementprogrammes to remedy population-related problems.

3. A population awareness seminar forthe elected mayors of the 25 munici-palities in the Marshall Islands washeld to discuss population-relatedproblems.

4. As a result of the activities of theTask Force on Population Educationduring the past three years, a greatdeal of information on populationproblems and issues has beencollected, and some serious analysis
