SUMMARY The Office of Regulation and International Engagement, Division of Natural Gas Regulation prepares quarterly reports on natural gas import and export activities. Companies are required, as a condition of their authorizations, to file monthly reports. This Natural Gas Import and Export Report is for the first quarter of 2016 (January through March). Sections 1 and 2 contain quarterly summary charts and tables. Section 3 contains the detailed transactions of all imports and exports. The data in Section 3 is organized by activity: long-term imports, long-term exports, short-term imports, and short-term exports. Section 4 lists revisions made to data published previously. There is a table of contents for your convenience. First Quarter 2016 Highlights The January to March quarter saw the first-ever exports of domestically-produced, lower-48 LNG. American LNG Marketing, LLC exported the very first volumes, with a small shipment in a cryogenic ISO container to Barbados, from Miami, Florida, on February 5th. On February 24th, Sabine Pass Liquefaction, LLC exported the first cargo from a large-scale liquefaction facility, with a shipment of nearly two billion cubic feet of natural gas, in the form of LNG, to Brazil, aboard the Asia Vision. As a spot cargo, the shipment was part of the Sabine Pass export terminal’s commissioning process. U.S. imports totaled 784.8 Bcf and U.S. exports totaled 526.2 Bcf, resulting in net U.S. imports of 258.6 Bcf. As usual, most of the imports came from Canada, comprising 96.1 percent of the total. LNG imports made up nearly all the remainder, 3.9 percent of total imports. U.S. imports from Mexico totaled 0.2 Bcf for the quarter, a negligible fraction of imports. Exports were diverging between Canada and Mexico, with 40.5 percent going to Canada and 56.9 percent to Mexico. The remaining 2.5 percent were LNG a mix of exports and re-exports to Barbados, Brazil, India, and the United Arab Emirates. First Quarter 2016 vs. Fourth Quarter 2015 - Highlights As illustrated in the following tables, total imports increased 13.1 percent compared to last quarter. U.S. imports by pipeline from Canada increased by 12.2 percent and LNG imports increased by 38.7 percent, while U.S. imports by pipeline from Mexico decreased by 9.6 percent (although from a very small base). Prices of U.S. imports by pipeline from Canada decreased by 8.4 percent, while prices of U.S. imports by pipeline from Mexico decreased by 10.3 percent. LNG import prices decreased by 35.3 percent. The average price of total imports decreased by 10.1 percent. Total U.S. exports were 50.2 Bcf higher than the fourth quarter total, an increase of 10.5 percent. A 20.3 percent increase in U.S. exports by pipeline to Canada was complemented by a 3.4 percent increase in U.S. exports by pipeline to Mexico and a 50.8 percent increase in Total LNG exports. There were 11.5 Bcf of domestic LNG exports this quarter, which includes a very small amount of LNG exports by ISO container and also includes the very first lower-48 LNG. Prices of U.S. exports by pipeline to Canada decreased by 8.3 percent, prices of U.S. exports by pipeline to Mexico decreased by 9.2 percent, and total trucked U.S. export prices (for LNG and CNG) decreased by 14.5 percent. First Quarter 2016 vs. First Quarter 2015 – Highlights Total U.S. imports were down 3.2 percent from the first quarter of 2015. U.S. imports by pipeline from Canada dropped 2.3 percent, U.S. imports by pipeline from Mexico dropped 17.7 percent, and U.S. imports of LNG by vessel decreased by 21.7 percent. The average price of U.S. imports by pipeline decreased by 48.9 percent and LNG import prices decreased by 49 percent. The amount of trucked imports into the United States increased 152.5 percent from last year, with those prices falling 19.5 percent on average. Total U.S. exports rose 16.0 percent compared to the first quarter of 2015. U.S. exports by pipeline to Canada decreased by 11.3 percent and U.S. exports by pipeline to Mexico increased by 44.3 percent. Total U.S. trucked exports increased by 5.6 percent. Overall, U.S. exports by pipeline increased by 14.5 percent while prices dropped 37.3 percent. U.S. trucked exports increased 5.6 percent and trucked exports prices fell 37.4 percent, compared to the first quarter of 2015.

Imports and Exports of LNG by Vessel U.S. imports of LNG by vessel rose 38.7 percent compared to last quarter and declined 21.7 percent compared to the first quarter of 2015. Fifteen cargos of LNG were imported by vessel this quarter, compared to 11 cargos last quarter and 15 cargos in the first quarter of 2015. Prices of LNG imported by vessel were down 35.3 percent from last quarter and 49.0 percent lower than in the first quarter of 2015. The U.S. exported four cargos of domestically-produced LNG in the first quarter, compared to one cargo last quarter (2.8 Bcf) and no cargos in the first quarter of 2015. The U.S. exported four ISO containers on vessels in the first quarter 2016, compared with no ISO containers by vessel shipments in either the last quarter or in the first quarter of 2015. The U.S. did re-export two cargos of LNG – one to Brazil and the other to India - in the first quarter (1.8 Bcf), compared to two each both in the last quarter (6.1 Bcf) and in the first quarter of 2015 (5.5 Bcf). During the first quarter, eight LNG cargos were delivered to Puerto Rico (15.2 Bcf), compared to seven in the fourth quarter (13.4 Bcf) and six in the first quarter of 2015 (13.0 Bcf). In the first quarter of 2016, the U.S. imported 784.8 Bcf of natural gas.

A large majority of imports originated in Canada, continuing a long-term trend. Trinidad &Tobago was the next-largest supplier, providing 3.8% of imports.

The remaining volume was supplied by one other country –Mexico.

Import prices averaged in the range of $1.16 per MMBtu (for a very small amount from Mexico)to $4.48 per MMBtu for LNG from Trinidad, with a quarterly weighted average price of $2.10.

About 57% of U.S. exports of domestically-produced natural gas during the first quarter weresent to Mexico, while 41% were sent to Canada.

Prices of exports to Canada were higher than prices of exports to Mexico, with an averageprice of exports to Canada at $2.27 per MMBtu compared to an average price of exports toMexico of $2.17 per MMBtu.

• The total volume of first quarter imports was significantly larger than the fourth quarter of 2015and slightly lower than the first quarter of 2015.

• The increase in imports relative to the fourth quarter of last year is due to an increase inimports from Canada and an increase of LNG imports by vessel. Imports from Mexicoremained at a very low level.

Exports to Canada were lower in the fourth quarter of 2015 than in the first quarters of 2015and 2016.

Exports to Mexico in the first quarter of 2016 were higher than both the fourth and first quarterof 2015, following the trend of growth in exports to Mexico.

The January to March quarter saw the first-ever exports of domestically-produced, lower-48LNG. Volumes of natural gas imported under short-term authorizations continued to eclipse volumesimported under long-term authorizations at all entry points, with the exception of Calais, Maine.

Eastport, Idaho experienced the highest volume of imports from Canada, at 23.5% of the total.Sherwood, North Dakota and Port of Morgan, Montana had the second and third largest importvolumes, accounting for 19.8% and 18.9% of the total, respectively. These three points, alongwith Sumas, Washington and Waddington, New York, handled almost 87% of all imports fromCanada during the first quarter.

Continuing a trend of negligible imports from Mexico in recent years, only a small volume ofnatural gas was brought into the country from Mexico, through only one entry point, during thefirst quarter.

St. Clair, Michigan continued to handle most exports by pipeline to Canada – more than 58%for the quarter.

There were no exports to Canada under long-term authorizations in the first quarter.

The United States continued to export natural gas to Mexico through a large number of exitpoints during the first quarter. However, over 60% of the gas transited three points: Clint,Texas; Roma, Texas; and Rio Grande City, Texas.

Rio Grande City, Texas is the largest point of export to Mexico.

Trinidad & Tobago was the only supplier of LNG to the U.S. in the first quarter.

Three U.S. LNG receiving terminals were active during the first quarter.

Three importers were active during the first quarter.

GDF Suez was the largest importer, accounting for over 80% of LNG imports during thequarter.
