The policy guidelines are established by the County and /or City Commission
Those guidelines authorize the Director toenter into loan agreements with nonprofitagencies to purchase homes without goingback to the commission on each purchase
OHCD establishes the rehabilitation standards for the program
OHCD identifies the home Nonprofit partners have the ability to
purchase or decline each home The purchase price is at least 1% less than the
appraised value of the home OHCD lends the nonprofits the funds to
purchase the home and the repairs at a 0%interest rate
Nonprofit partners & OHCD jointly determinethe repairs that will be made
Nonprofit partners hire the contractor andapprove all payments
OHCD pays the contractor
Nonprofits identify the buyer The buyer obtains a first mortgage from a
conventional lender The sales price is the lower of the purchase
price plus improvements or the appraisedprice after repairs
OHCD provides the subsidy to make thehome purchase price affordable
