Proposing the Doris Granny D Haddock Amendment of 2010 to the
Constitution of the United States regarding the authority of Congress
and the States to regulate the spending and activities of corporations
with regard to political campaigns and campaigns for election for public
office.

JOINT RESOLUTIONProposing the Doris Granny D Haddock Amendment of
2010 to the Constitution of the United States regarding
the authority of Congress and the States to regulate
the spending and activities of corporations with regard
to political campaigns and campaigns for election for
public office.
Resolved by the Senate and House of Representatives1
of the United States of America in Congress assembled2
(two-thirds of each House concurring therein), That the fol-3
lowing article, which may be cited as the Doris Granny4

D Haddock Amendment of 2010, is proposed as an1
amendment to the Constitution of the United States,2
which shall be valid to all intents and purposes as part3
of the Constitution when ratified by the legislatures of4
three-fourths of the several States within seven years after5
the date of its submission for ratification:6
ARTICLE7
SECTION 1. The sovereign right of the people to gov-8
ern and hold free elections being essential to a free democ-9
racy, this constitution shall not be construed to limit the10
authority of Congress or the States to regulate, with re-11
gard to the impact on any political campaign or campaign12
for election for public office, the spending and activities13
of any corporation, limited liability partnership, business14
trust, or other corporate entity created by State or Federal15
law or the law of another nation.16
SECTION 2. Nothing contained in this article shall17
be construed to abridge the freedom of the press..18
