Introduction

This report is intended to provide some detailed analysis into Stop Searches conducted by Dorset Police.

The report is designed to provide sufficient information to highlight areas of potential concern or interest. It has been developed to support Dorset Police in the delivery of the Equality Standard for the Police Service which provides a system for monitoring performance and assessing progress on how the priorities of the Equality, Diversity and Human Rights Strategy for the Police Service are being delivered.

Rates per 1,000 population and disproportionality ratios for Stop Search are based on 2011 Census data by ethnicity. The population profile of Dorset used in these calculations is shown below.

The tables below provide details about the purpose/object of search of those stop searches conducted during 2016/17, between 1 April 2016 and 31 March 2017. The first table provides the Force level overview, whilst the second table considers the data broken down by the ethnicity of the person searched. Due to a small element of

data quality discrepancies whereby a person can be listed with more than one ethnicity on the Force's new records management system, some duplication of stop searches results when the data is broken down by the ethnicity of the searched person.

Between 1 April 2016 and 31 March 2017, there have been a total of 3,244 stop searches recorded within Dorset; the majority of which have been undertaken with the purpose of finding controlled drugs (68% of the total). In total, 497 arrests resulted from the stop searches, equating to an arrest rate of 15.3%. Although an arrest was not

always made, in 41% of cases, the search was positive as it resulted in some further action, e.g. a community resolution or penalty notice of disorder was issued. There were 43 stop searches in the year to date where the object of search was not recorded.

As the table above shows, the majority of people stop searched during 2016/17 were of White British ethnicity, accounting for 71% of total stop searches over thereporting period. Those of Black ethnicity were the largest non-White group to be stop searched, accounting for 7% of total stop searches. Any disproportionality

this may indicate is discussed further on in the report under the Ethnicity section. Whilst 68% of total stop searches were completed for the purpose of findingcontrolled drugs, this proportion increases to 85% for searches of Black people.

Object of Search

The tables below provide details about the purpose/object of search of those stop searches conducted during 2016/17, between 1 April 2016 and 31 March 2017. Thefirst table provides the Force level overview, whilst the second table considers the data broken down by the ethnicity of the person searched. Due to a small element of

degree of duplication now existing when compared to the position a number of months ago.

Between 1 April 2016 and 31 March 2017, there have been a total of 3,244 stop searches recorded within Dorset; the majority of which have been undertaken with thepurpose of finding controlled drugs (68% of the total). In total, 497 arrests resulted from the stop searches, equating to an arrest rate of 15.3%. As the table above shows, the arrest rate was highest at 35.7% for stop searches where the object being searched for was a firearm although there were only 14 stop searches of this type during 2016/17. The arrest rate was below the 15.3% stop search average for searches where the purpose was article for use in theft or other

purpose as well as for those searches where the object of the search was not recorded. The arrest rate was particularly low in Quarter 4 at 13.9%, mainly affected by arrests for offensive weapons and stolen goods, both of which have shown a declining trend in arrest rates during 2016/17.

Outcome of search linked to object of search?

The table below shows those searches which resulted in some form of action (i.e.the outcome was something other than 'No Further Action'). It then identifies, by

object of search, whether the outcome of that search was linked to what was beingsearched for by the officer.

As the table above shows, of the 3,244 stop searches conducted over the reportingperiod, 48.5% resulting in some form of action being taken as a result of the search

(1,573 actual). For 957 of these searches (61%), the outcome of the search was linkedto the object of search. The outcome was not linked to the object of search in 29% ofcases. Whether the outcome is linked to the object of search is unknown in 10% of

searches where for example, the outcome was listed as community resolution or caution,but the recording system at the time did not allow for identification of whether the

community resolution or caution issued related to the object of search.

For searches where the object of search was controlled drugs, controlled drugs weresubsequently found in 78% of these searches. The percentage of outcomes linked to

object of search for other items is smaller by comparison with the next highest proportionbeing for stolen goods with 34% of outcomes being linked to stolen goods. The

proportion stands at 14% for firearms searches.

As the most common reason for an officer to complete a stop search, the tables below explore the drugs stop searches in more detail, looking at thevolume of stop searches for cannabis/khat searches compared with searches for other drugs, as well as including information on arrests and positivesearches. Please note that more than one purpose can be selected for a stop search, so there are some records where both types of drug have beenselected as the object of search.

In terms of the drugs being searched for, cannabis/khat has been the purpose of the search in 50% of drugs stop searches during 2016/17.The rate of positive searches is at 52% for cannabis/khat, with a lower rate for those of Asian (33%), Black (43%) or Mixed ethnicity (46%).The arrest rate for cannabis/khat searches is notably higher for Black individuals at 25% compared to an average of 11%. Arrest rates for'Drugs-other' are generally higher than for Cannabis - an average of 18% which increases to 42% for those of Asian ethnicity and 35% forBlack nominals. Positive search rates for these two ethnicities are also higher than the average for Drugs - other stop searches. It is worthnoting that Black nominals subject to drug-related stop searches are more likely to be searched for 'drugs-other' than 'cannabis/khat'; 153

stop searches compared to 49 stop searches respectively.

As the table above identifies, the lowest rate of stop searches per 1,000 resident population is for those of Asian ethnicity, with 2.33 people searched for every 1,000 Asian people resident in Dorset. With a disproportionality ratio of less than 1, this means that an Asian person in Dorset is less likely to be stop

searched than a person of White British ethnicity. In contrast, the ratio of Black to White British searches between April 2016 and March 2017 is 22:1, meaning that for every White British person searched, there will be 22 Black nominals searched. Previous research from 2014/15 has identified that 48% of

searches of Black people related to non-Dorset residents who are not included within the Census data from which the search rate is calculated.

The arrest rate for persons of White British ethnicity is 14.5% in 2016/17, but this increases to 32.1% for Black individuals and is also higher at 24.2% for those people of Asian ethnicity stop searched. It is also worth noting that the rate of positive searches (i.e. some further action taken as a result of the stop

search) is highest for Black stop searches at 46% compared to 42% for those of White British nominals.

It is worth being aware that proposals to reduce searches for Cannabis would have the effect of worsening Dorset's disproportionality for those of Black ethnicity. The reason for this is that proportionately, a far greater percentage of White British searches are on the grounds of cannabis than for Black

nominals, for whom drug searches tend to be for Other drugs, so you remove proportionately more White British stop searches from the calculation, pushing the disproportionality up further.

The table above shows that the majority of Black Stop Searches take place in one of two locations within Dorset; Bournemouth East(39%) and Weymouth & Portland (17%). Arrest rates for Black nominals are above average for Black stop searches in these two

Sections, as is the rate of positive searches within Bournemouth East. In contrast, in Poole South and Bournemouth Central, the arrestrate for Black nominals stop searched is below the 32.1% average at 13.3% and 16.0% respectively, with the rate of positive searches

within Poole South also being notably below average.

The table above shows that 18-24 year olds accounted for the largest group of people stopsearched in Dorset during 2016/17; 900 stop searches equating to 28% of the total stop

searches conducted over this period. This group is closely followed by those aged 25-34 yearsold who account for a further 20% of the total. Arrest rates among these two age groups areslightly above average with the positive search rate among 18-24 year olds also being aboveaverage. Youths aged 17 years old and under were subject to a total of 549 searches during2016/17; 17% of the total conducted. Both arrest rates and positive search rates are below

average among youths.

The table above shows that controlled drugs are the most searched for item across all agegroups, with the exception of 10-13 year olds. For this age group, youths have tended to be

subject to a search as a result of criminal damage in the area for which they fit the descriptionof the suspects or underage smoking.

The table below shows the legal powers under which the stop searches have beenconducted over the reporting period.

Between 1 April 2016 and 31 March 2017, the legal power field has not been completed in 13 cases - these are routinely reviewed and updated. The majority

of searches are conducted under Section 23 of the 1971 Drugs Act(73% of the total). Any Terrorism Searches & Section 60 Searches are

automatically reviewed for accuracy as their use is so rare.

The table below shows the location of the Stop Searches during the reporting period,broken down by Police Section. The corresponding arrests and positive search

information is also included in the table below.

Unknown

During 2016/17, location details were not fully completed for 128 Stop Searches(3.9%) and therefore cannot be assigned to a specific Police Section. Where a location was specified, Bournemouth East Section completed the most stop searches (17.7% of

the total, 551 searches), followed closely by 17.4% of stop searches taking place in Weymouth & Portland (543 searches). In terms of arrest rate from stop searches, East and North Dorset and Poole North are outliers with arrest rates that are notably below the Force average at less than 10%. However, the positive search rates for East and

North Dorset were in line with the Force average, in contrast to a below average positive search rate of 33.8% in Poole North; the lowest across the Force.

Arrest rates within Bournemouth East and Weymouth & Portland, where a large proportion of the Stop Searches are taking place are above average, whilst the positive

search rate for Bournemouth East also exceeds the Force average. It is of note that searches in Bournemouth North have both an above average arrest rate and positive

search rate.

Section Focus – North Dorset

The following tables provide data on Stop Searches conducted in North Dorset Section between 1 April 2016 and 31 March 2017. Some key points highlighted by the data within these tables are noted below:

The arrest rate in North Dorset at 6.8% during 2016/17 was below the 15.3% Forceaverage

The positive search rate in North Dorset however is in line with the Force average 70% of stop searches in North Dorset were for controlled drugs The positive search rate in North Dorset reduced in Quarter 4, in line with Force

performance 79% of Stop Searches in North Dorset during 2016/17 relate to people of White

British ethnicity, although Black people are disproportionately searched at a ratio of8.5:1 – much less disproportionate than at Force level.

The arrest rate for Black people searched in North Dorset is much higher thanaverage at 42.9%, but this only relates to 3 arrests from a total of 7 searches.

The younger age profile of people stop searched in North Dorset may be contributing toits relatively low arrest rate as Force level arrests are low in volume among thoseunder 18 and 42% of people stop searched within North Dorset during 2016/17 wereaged under 18.

Stop searches within North Dorset are concentrated in five beats; DUHB,DUJB,DUBA, DUAC and DUCB. It is of note that no arrests were made from the 44stop searches in DUJB beat (Gillingham Town) and the positive search rate wasbelow average at 13.6%.
