disabled time, a chlld who ls seen as very bright. who
records on IQ tests above averyge, who's a slow learner
or he's lazy. By the time he gets to hlgh schoolpif he's '
not identiffed earlyy he's a child who sometimes begins
to demonstrate some antï-social behavfor. But What the i.
Schlickman-skinner Bi11 tries to do. and I'm sympathetic
to it, as long as it's not an elaborate mandate as it
came inywas to at least alert teachers to t:e prospects
of soaet%ing other than one's intelligence, that is one's !
physfologfcal development. A chfld wfth some training, I
can quickly adlust to those kinds of problems. can become
a very able and capable student. He or she matches the
tevel of the gifted in many cases. It would be a shame

education. If weîre going to have handicapped children
in the regular classrooms, those teachers had better
know something about the psychology of the exceptfonal
child. And furthermore, I think it would be very nfce
kf we could live fn the Pollyanna state of being assured
that a11 of these problems are caught and corrected ïn '
the second or third grade. But tragically: it happens
to be true that some children go a11 the way through
elementary school and al1 the way throug: Junior Nigh è
school and they are still learning disabled or in some
other form of handlcap without anyone ever having

And of course the School Code right now presently
provides for reimbursement for traasportation over a
mile and a-half but I?m sure tbe Sponsor should be avare
of the feeling ïn my district and some other dfstrfcts
in the state where parents and school boards alike feel
tbat that mile and a-half is unreasonable and needs
relaxatfon rather than bavlng thaL mlle and a-half
extended to tvo miles. What they feel and what we a11
feel is that by extending the limit to two uiles what
welre actually do is placing the lives of even more
cbildren ïn jeopardy. This Bill concerns hazardous
circumstances and not every one of those :as circumstance
that are going to be certifïable. The more children that
are going to be walking to school are the more chances of

that when you were younger you walked five. six and tea

of tbe irony of a11 of you who campaigned agafast exisitï g
state mandates and theit costs ïn the regulation. 'his
is an arbftrary Mtate mandate...a nile and a-half. Let
me remind a11 pf you of the irony of the campaiga rhetori
over savfng tax 'dollars. This would save hundreds of
thousands of tax dpllars at b0th the loeal level. wiere the
property tax is belng vfsfbly aetackedmaad at ehe state
levellwhere tight fiscal controls are impairfng our
ahility to fund necessary services. Presentlyy the
State of Illinois pays over 58 million dollars for the
transportation busïng of students. Let me remind many
of you of the irony of the creations of the RTA for
providlng publlc transportation and the various state
mass transit distticts that ve have created arouad thfs
state that are avâflable to bus students wfthfn that
mile and a-half or two miles at no cost to the taxpayers
at least for a substitute for the transportation subsidy.
