OBJECT OF ROTARY
The Object of Rotary is to encourage and foster the ideal of
service as a basis of worthy enterprise, and in particular to encourage and foster:
FIRST – The development of acquaintance as an opportunity for
service;
SECOND – High ethical standards in business and professions; the
recognition of the worthiness of all useful occupations; and
the dignifying of each Rotarian’s occupation as an opportunity to serve society;
THIRD –
The application of the ideal of service in each Rotarian’s personal, business and community life;
FOURTH –
The advancement of international understanding, goodwill and peace through a world fellowship of business and
professional persons united in the ideal of service.
THE FOUR-WAY TEST
From the earliest days of the organisation, Rotarians were
concerned with promoting high ethical standards in their
professional lives. One of the world’s most widely printed and quoted
statements of business ethics is The 4-way Test, which was created in 1932 by Rotarian Herbert J Taylor (who later served as RI president) when he
was asked to take charge of a company that was facing bankruptcy.
This 24-word code of ethics for employees to follow in their business
and professional lives became the guide for sales, production,
advertising, and in all relations with dealers and customers, and the
survival of the company is credited to this simple philosophy.
Adopted by Rotary in 1943, The Four-Way Test has been trans
lated into more than a hundred languages and published in thousands of
ways. It asks the following four questions:
“Of the things we think, say or do….
Is it the TRUTH?
Is it FAIR to all concerned?
Will it bring GOODWILL and
BETTER FRIENDSHIPS?
Will it be BENEFICIAL to
all concerned?”

SIX AVENUES OF SERVICE
ROTARY’S AVENUES OF SERVICE GUIDE THE WORK OF EVERY ROTARY CLUB…
Club Service, the FIRST Avenue of Service, involves action a member
should take within the club to help it function successfully.
Vocational Service, the SECOND Avenue of Service, promotes high ethical
standards in businesses and professions, recognises the worthiness of all dignified
occupations, and fosters the ideal of service in the pursuit of all vocations. The role
of members includes conducting themselves and their businesses in accordance
with Rotary’s principles.
Community Service, the THIRD Avenue of Service, comprises varied
efforts that members make, sometimes in conjunction with others, to improve the
quality of life of those who live within the club’s locality or municipality.
International Service, the FOURTH Avenue of Service, comprises those
activities that members do to advance international understanding, goodwill, and
peace by fostering acquaintance with people of other countries, their cultures,
customs, accomplishments, aspirations, and problems, through reading and
correspondence and through cooperation in all club activities and projects designed
to help people in other lands.
Youth Service, the FIFTH Avenue of Service, recognises the positive
change implemented by youth and young adults through leadership development
activities, involvement in community and international service projects, and
exchange programs that enrich and foster world peace and cultural understanding.
Next Generations, our District’s SIXTH Avenue of Service, focussing on
the transitioning from Rotaract to Rotary.
ROTARY CODE OF CONDUCT
As a Rotarian, I will…
1. Exemplify the core value of integrity in all behaviours and
activities.
2. Use my vocational experience and talents to serve in Rotary.
3. Conduct all of my personal, business, and professional
affairs ethically, encouraging and fostering high ethical standards as
an example to others.
4. Be fair in all dealings with others and treat them with the
respect due to them as fellow human beings.
5. Promote recognition and respect for all occupations which are
useful to society.
6. Offer my vocational talents: to provide opportunities
for young people, to work for the relief of the special needs of others,
and to improve the quality of life in my community.
7. Honour the trust that Rotary and fellow Rotarians provide
and not do anything that will bring disfavour or reflect
adversely on Rotary or fellow Rotarians.
8. Not seek from a fellow Rotarian a privilege or advantage
not normally accorded others in a business or professional
relationship.

DISTRICT 9630 STRATEGIC PLAN
A District 9630 Strategic Plan has been developed by District Governor
Stephen Lazarakis. It has five (5) priorities and has been integrated, and falls in line with the present Rotary International Strategic Plan.
The District 9630 Strategic Plan has been developed with a democratic vision including a full consultation process with the District
Revitalization Task Force Committee and adopted by the Rotarians of
this District; The Plan has been signed off by District Governor Stephen Lazarakis, District Governor Elect Phillip Charles and District Governor
Nominee Dusty Rhodes.
The Plan is a three year plan, commencing 1st July 2013. Each year, the
presiding District Governor and team will review the content and make
adaptions where appropriate.

PAUL PERCIVAL HARRIS
Paul Harris, the founder of Rotary, was born in
Racine, Wisconsin, USA on 19 April 1868. A
man with varied knowledge and
experience, he received a Bachelor of Physical
Culture and honorary LLD from the University of
Vermont, and LLB from the University of Iowa.
Paul Harris worked as a newspaper reporter, a
business teacher, an actor in a stock company, a
cowboy and as a salesman for a marble and
granite concern before finally settling in Chicago
in 1896 to practice law. In July 1910, he married
Jean Thomson, a Scottish girl and co-member of
the Chicago Prairie Club.
One evening Paul went with a friend to his
suburban home. After dinner, as they
strolled through the neighbourhood, Paul’s
friend greeted by name the various tradesmen at their stores. It occurred
to him “Why not in Chicago have a fellowship composed of just one man
from each of many different occupations, without restrictions as to their
politics or religion, with broad tolerance to each other’s opinion? In
such a fellowship, could there not be mutual helpfulness?”
On 23 February 1905, Paul
Harris formed the first club with
three young businessmen –
Sylvester Schiele, a coal dealer;
Gustavus Loehr, a mining engineer
and Hiram Shorey, a tailor.
Paul Harris was the first
President of the National
Association of Rotary Clubs (in 1910), and also of the International
Association of Rotary Clubs – the name later changed to Rotary
International – in the year 1912. He was active in Rotary until his death
on 27 January 1947.
Paul Harris once wrote “This is a changing world and we must
change with it. The story of Rotary will be written again and again.”
On Rotary’s 36th Anniversary, he said: “Rotary is a miniature model of a
world at peace – one which might advantageously be studied by nations;
Rotarians believe that the universal application of tolerance and
friendliness would bring about the international peace so earnestly
desired by everyone.”
Today, Rotarians sit in counsel with the United Nations and discuss
many issues of world health and peace. The seed Paul Harris sowed in
1905 has blossomed into a large tree covering over 200 countries and
geographical regions, with over 34,000 Rotary Clubs having a combined
membership of over 1,200,000 Rotarians worldwide … Rotaract has over
200,000 members in over 8,870 clubs across the globe.

RI PRESIDENT RON BURTON Rotary Club of Norman, Oklahoma, USA
Ron D. Burton retired as President of the University of Oklahoma Foundation, Inc.
in 2007. A Rotarian since 1979, Mr.
Burton is a member and Past President of the Rotary Club of Norman, Oklahoma.
He has served RI as a District Governor,
Delegate to the 1992 and 1995 Councils on Legislation, International Assembly
Group Discussion Leader, Zone Trainer,
Rotary Information Counsellor, member of several committees and task forces,
and President’s Representative to
numerous District Conferences.
He served on the Board of Directors of Rotary International in 1998-
2000 serving as Chair of the Executive Committee and the
Administration Committee in 1999-2000. In 1998-1999 he served as Chair of the Audit Committee. In 2003 he served RI as Moderator of the
International Assembly. He served as Aide to the 2006-2007 President of
Rotary International. Additionally, he has served the Rotary Foundation as a consultant to the Development Committee, a National Advisor for
the Permanent Fund Initiative, a Regional Rotary Foundation
Coordinator, a member of the Permanent Fund Leadership Team, the International PolioPlus Committee, the PolioPlus Speakers Bureau,
Moderator of the Regional Rotary Foundation Coordinator Training
Program in 2003, and Trustee in2006-2010. He served as Vice-Chair of the Foundation in 2008-2009.
Mr. Burton was Chair of the 2011 Rotary International Convention. He
has been a member of the Future Vision Committee of The Rotary Foundation since 2007 and currently serves as Vice-Chair. He will serve
as President of Rotary International in 2013-2014.
An attorney, Mr. Burton is a member of the U.S. Supreme Court Bar, the Oklahoma Bar Association, and the Cleveland County Bar Association.
He is also a member of the American Bar Association, the ABA Section
of Taxation Committee on Exempt Organizations, and the ABA Section of Real Property, Probate and Trust Committee on Charitable
Organizations.
Mr. Burton has been the recipient of the RI Service Above Self Award, the Rotary Foundation Citation for Meritorious Service, the Rotary
Foundation Distinguished Service Award, the International Service
Award for a Polio-Free World, the Boy Scouts of America Silver Beaver Award, and the Norman United Way/Junior League Civic Volunteer of
the Year Award. He and his wife, Jetta, are Paul Harris Fellows,
Benefactors, Major Donors, and members of the Paul Harris Society, the Bequest Society, and the Arch Klumph Society.

RI PRESIDENT ELECT GARY HUANG Rotary Club of Taipei, Taiwan, ROC
Rotary International President Elect Gary C. K. Huang, of Taiwan has served as the
chair of Taiwan Sogo Shinkong Security
Co, Shin Kong Life Real Estate Service Co, and PS Insurance Agency Inc and
director of Federal Corporation and
managing director of Taipei Life-Line Association. He is a past president of
Malayan Overseas Insurance Co and
charter secretary general of the Council for Industrial and Commercial
Development in Taiwan.
Gary joined the Rotary Club of Taipei in 1976 at a young age of 31.
Prior to being elected a Director in 2000, Gary served on the Council on
Legislation. He was also convener of 4 Rotary Institutes in Hong Kong, Kuala Lumpur, Manila and Singapore. Gary has the singular honour to
serve as RI Vice President in 2001, Trustee, The Rotary Foundation
(2004-06), Member of Nominating Committee for President of RI in 2004-05, Member, 2008 Los Angeles Rotary International Convention
Committee and Chairperson, 2009 International Institute – Birmingham
Committee.
For his unrelenting service, Gary was awarded numerous awards;
amongst them are Presidential Citation, Service Above Self, The Rotary Foundation Citation for “Meritorious Service” Award, The Rotary
Foundation “Distinguished Service” Award and The Foundation Trustees
“Distinguished Service” Award.
Past RI Vice President Gary Huang has represented RI Presidents & TRF
Chairmen in numerous district conferences from Philippines, Taiwan, to the Agra ROTASIA Conference, India and Zone Institute 19B&21B,
Uruguay.
Gary has the singular distinction in forming 13 clubs in Taipei and
during his tenure as District Governor in 1986-87. He organized 19 new
clubs including 3 clubs in Hong Kong and 16 clubs in Northern Taiwan. This speaks volumes of the love, the passion, the devotion, the
commitment and tremendous tenacity in service to humanity.
Gary’s principle in life is based on “tolerance” which Paul Harris said is
what kept Rotary all these years. Another is that “friendship is like a
bank account; one cannot continue to withdraw without putting in”.
RI President Elect, and past Foundation Trustee Gary Huang, a man with
32 Consecutive Years 100% Attendance, is happily married to a most charming lady Corinna.

RI DIRECTOR (ZONE 8) JOHN BOAG Rotary Club of Tamworth North, Rotary District 9650, Australia
John joined the Tamworth North Rotary
Club, District 9650, in July 1980.
Prior to that, his involvement with Rotary was as a member of Interact, attending
RYLA and a GSE team member.
John's Rotary service includes District
Governor, International Assembly Training
Leader, Regional Rotary Foundation Co-
ordinator and member of the Constitution and Bylaws Committee. He was the Vice
Chairman of the 2007 and 2010 Councils on
Legislation.
He is a Paul Harris Fellow, Paul Harris Sustaining Member and
Benefactor of the Rotary Foundation. He has received the Rotary
Foundation District Service Award and Citation for Meritorious Service.
John practises as a Solicitor in Tamworth NSW, Australia and is a
Director, with three others, in the Solicitor Corporation of Everingham
Solomons. His main areas of practice are Property Law, Wills and Estates law, Estate Planning and Pension law. He is an Accredited
Specialist in Property Law. He is a member of his local, regional and
state Law Societies.
In the community, he has been a member of the Board of the Tamworth
Base Hospital & Health Service (1989-1995), Tamworth Family Support
Service (1980-1995), Tamworth & District Chamber of Commerce and Industry, Tamworth Business Enterprise Centre and Tamworth
Development Corporation. He is presently a member of Calrossy
Anglican School board. He is honorary solicitor to various community
groups.
John is married to Dianna and they have six children - Katie (dec'd), John (25), Hayley (24), James (21) and Christina and Carly (20). They
live approximately 18 kilometres from Tamworth on a rural property.

STEPHEN LAZARAKIS Rotary Club of Jindalee Inc.
Stephen was born in Perth Western Australia in 1959 where he attended
his primary and secondary education
before completing a certificate of trade studies in Advanced Engineering and
then attended the University of
Western Australia where he gained a Associated Diploma in Mechanical
Engineering and continued with his
studies to obtain “BISCOA” – General and Advanced Contract and Administration. Since graduating he has worked in the construction
industry for the best part of 35 years in Australia and South East Asia.
Stephen relocated to Brisbane in 1998 to pursue his dream to establish an engineering construction business called “HVAC” where he built a very
successful business over a period of 11 years that attracted over 120
employees and sold the business in late 2009 where he now manages his own personal commercial and Industrial property portfolio.
Stephen met his wife Lisa in Perth WA in 1978 and celebrated their 33rd
Wedding anniversary in 2013; they have been blessed with two wonderful children Melissa and son in-law Mark, Daniel and daughter
in-law Amanda, and have four beautiful grand children, Ryley 9, Jake 7
and Charlotte 2, and Nixon 9 months.
Stephen had a serious accident in 1983 which as a result has left him
with permanent damage to his spine with abnormal muscular function to the lower pelvic level.
As a result of the accident Stephen successfully participated in
wheelchair basketball at both a State and National level representing
Australia on 5 separate occasions between 1985 and 1996.
Stephen joined Rotary in August 1998 with the Rotary Club of Goodna
Inc and named a Paul Harris Fellow in 1999. During this membership he served as Secretary and Vocational Service Director, and hosted a YEP
student prior to taking a 12 month break due to work commitments
before relocating to the Rotary Club of Jindalee Inc. Since then he served as Vocational Services Director, Secretary, Effective Services Director
and Club President in 2009-2010. Stephen became a charter Member of
the Paul Harris Society in 2009 and awarded by the District - “Rotarian of the year 2009-2010.”
Stephen joined the District Leadership Team in 2010 and has served as
Public Relation Director for 2010-2011 and Assistant Governor for 2011-2012 and looks forward to his tenure as District Governor in 2013-
2014.

PHILLIP CHARLES Rotary Club of Toowoomba East Inc.
Phillip was born at Tara on the
Western Downs. He grew up on the
family farming and grazing properties producing sheep and wool, a small
herd of cattle and later grain growing
and a 25 sow piggery. He was
educated to Junior (year 10) at Tara
State School and one year boarding at
The Southport School. At age 18, on his father’s premature death in a car accident, he took over the management of the properties.
He married local girl Marlene and they have two children, Robert and
Kathryn (Kate) and a wonderful grandson Jarrah. This year will see their 45th wedding anniversary (took a child bride). Phillip worked as a
Livestock Salesman and moved to Wandoan for 7 years where he joined
the Insurance Industry and later moved to Dalby for 7 years where his territory was from Bowenville to Quilpie and all ports in between
including St George up to Injune although strangely not Cunnamulla. He
transferred to Ipswich and they branched out on their own Financial Services (Life, General Insurance and Financial Planning) Business for
20 years. The lead up to current retirement was the business purchase of
“The Mulga Country Motor Inn” at Charleville and from there to “The Vines Motel” at Stanthorpe.
Community Service has been a large part of his life with his father being the Inaugural and Charter President of the Tara Apex Club. Reckons he
had more service hours up than most members by the time he was 15!
His father inducted him into Apex within a couple of weeks of his 18th birthday. In 1966 was Tara Rotary Clubs RYLA candidate. Phillip
remained in Apex in Wandoan and Dalby having served as President of
the Wandoan Apex Club. Whilst in Dalby he was President of the Dalby Rugby League Referees Association and an active referee. Phillip was
heavily involved in the kids sport and served as President of the Ipswich
Grammar Rugby Supporters Club. Son, Robert captained IGS First XI and also played for the Australian Schoolboys Rugby Union which
toured Europe, Great Britain and Ireland undefeated.
He was invited again and finally accepted, to join the Rotary Club of Ipswich City in 1997, serving as President 2000/01 and again for 11
months 2003/04. The Rotary Club of Ipswich City honoured him with a
PHF in 2010. He was President of the Rotary Club of Charleville 2005/06 and a member of the Rotary Club of Stanthorpe. Now Phillip is
a proud member of the Rotary Club of Toowoomba East (RCTE).
Phillip was an active member of the District 9630 Flood Co-ordinating Group for 2011 Floods and also Murphy’s Creek Community Centre
Reconstruction Group as a representative of RCTE. He is looking
forward to working closely with District Governor Stephen and the Team, and serving as District Governor Elect for all Rotarians in District
9630 as they continue their invaluable work for their respective
communities.

DUSTY RHODES Rotary Club of Redlands Bayside Inc.
Dusty joined the Rotary Club of
Melbourne South in July 1996 where he
soon became heavily involved in its community and youth exchange
programs before having to resign after
only two years due to interstate and
overseas work commitments.
In June 2006, Dusty re-joined Rotary; this time with the Rotary Club of
Redlands Bayside; after a few short months he became the Club’s Bulletin Editor and President Elect. During the Rotary Year 2007/8 he
served as the Club’s third President since its Charter and was a member
of the RAWCS team that went to PNG in August 2008 to construct a six-bed roomed dormitory.
In August 2010 Dusty received and Australian Government Certificate of
Gratitude for valued contribution toward assisting developing countries
to reduce poverty and achieve sustainable development. He was
recognised as a ‘Paul Harris Fellow’ by the Rotary Club of Redlands
Bayside in June 2009, and now a proud member of the Paul Harris Society. He has been a regular supporter of District 9630 conferences,
assemblies and leadership team meetings; an Assistant Governor for the
two Rotary years 2010/11 and 2011/12; and currently the District Effective Services Director for the second year covering many
vocational, community and international programs.
Dusty, christened Alan James was born in Frimley, Surrey in England,
and attended Farnborough Grammar School before commencing a
twenty two year aeronautical engineering career with both the Royal
Navy (Fleet Air Arm) and Royal Australian Navy. Since discharge from
the Navy; where the nickname Dusty evolved; he has held various
positions ranging from Operations Manager through to Managing Director in air, land and sea engineering environments. Dusty is partially
retired, but continues to provide contract management, engineering
logistics and authorship consultancy services on an as required by basis, predominantly for the Defence and mining industries.
Dusty met his wife Shirley in 1974 when they were serving in the Royal
Navy. Married in 1977, they have five children (one deceased) and ten grandchildren. Shirley is also a Rotarian from the same Rotary Club as
Dusty and undertaking her second year as Assistant Governor. Together,
they enjoy travelling and meeting people from around the world; especially those in the family of Rotary.

CURRENT DISTRICT 9630 BOUNDARIES
The current District 9630 geographic boundaries came into being on
1 July 1991. The District stretches from Moreton Bay - South of
Brisbane River to south of Logan River, the Redlands, Logan
and the entire southern half of Greater Brisbane Region, Ipswich,
west across Toowoomba and the Darling Downs to St George
and Charleville.
The District comprises approximately 1,200 Rotarian members in 47 Rotary
clubs. It also includes seven Rotaract clubs and has a perimeter of 3,114 km
(1,935 miles).

Assistant Governors provide a positive advisory role to their clubs, and
are key members of the District Leadership Team.
What is the Purpose of an Assistant Governor ?

Meeting and assisting the incoming Presidents prior to the
year commencement … including review of Club Leadership Plan, discussing Club goals and reviewing the Planning Guide
for Effective Rotary Clubs.
Communicating with District Governor with regard to
progress of Clubs, and suggesting ways to enhance Rotary
development, addressing problems and recommendations
Encouraging Clubs to follow through on DG requests and
recommendations, including supporting District training and
events
Promoting ‘The Rotary Foundation’, and embracing the understanding of the benefits both locally and internationally
for funds received, utilising the District Training available
Promoting the ‘Revitalisation Task Force’ for District 9630, and sharing the positive work of the group to keep District 9630
vibrant and healthy
What do Clubs gain from an Assistant Governor ?
Club Visits … Including Rotary Club change overs for clubs within ‘Group’
allocation
regular club visits and contact is imperative for a successful relationship with their portfolio
it would be courteous if they advised the Club President that
they will be attending the meeting it is expected that they pay for visits to Clubs and functions
there may be events that the Club may invite them as a guest,
but as a general rule of thumb, expect to pay there is a small allowance for Assistance Governors to help
in this manner

COMMUNITY SERVICE
Community Service is the opportunity Rotary clubs have to implement
club projects and activities that improve life in the local community. The projects can be as varied as the Rotary clubs that carry them out.
When clubs complete effective service projects, they improve the
community, bring people together, and this reflects well on Rotary.
When Rotary is viewed as a positive force in the community, its
membership strengthens and grows, adding to the Club's ability to serve.
Australian Rotary Health
The purpose of ARH is to fund community health
research projects within Australia. A substantial
trust fund has been established with support from Rotary Clubs in all Australian Rotary Districts. The
income generated is applied to medical research
projects, with the current emphasis on research into mental illness.

Regional Youth Transition Seminar
Regional Youth Transition Seminar (RYTS) is a week-long residential camp that aims to “empower school graduates for the serious game of

Rotary Youth Program of Enrichment
RYPEN is a weekend program for young people

Science Schools
The science schools committee promotes and

National Youth Science Forum This is a program for final year high school students held each January

The Science Experience
This is a 3 day hands-on Science program for Year 9 & 10 students, held
in universities in Southern Queensland in January each year.

There is no doubt that our youth are part of Rotary’s future, but why do
so few Rotaractors become Rotarians? This issue is of such importance that it has resulted in the creation of a new District portfolio
carved out of New Generations/Youth Service, named Next Generations.

all potential sources of Rotary membership
The Director’s role is equivalent to an Assistant Governor’s role for
Rotaract Clubs. The task is to visit Rotaract Clubs on a regular basis,
spread the word of what is happening within the District, assist Rotaract Club presidents during their year of office and report to the District
Leadership Team on Rotaract activities.
But more importantly, the task is to identify reasons why Rotaractors
do not often become Rotarians. It will be an interesting journey of
discovery, coordinating with Rotaractors throughout the District, working with them on the possible transition of members to Rotary.

The club (Rotary or Rotaract) carrying out the most
outstanding Youth Service project during the July – June
year
Criteria: Awarded to the Club engaging with the youth of their community. The project could involve training institutions,

secular groups; provided youth were the beneficiaries of

whom it’s members have contributed most to the ideals of
Rotary in the District. In the event of a tie, the award will go to the Club with the highest percentage net increase in
membership during the previous Rotary year.

d) Conducted a significant Club project (with more than 50% of members participating in / apart from giving money) e) The Club should also have contributed to the smooth

Criteria: To be awarded to the Club in the District which, in the
opinion of the District Governor, has contributed most to the
ideals of Rotary in the District. In the event of a tie, the
award will go to the Club with the highest percentage net increase in membership during the previous Rotary year.
Judging will be based on the following criteria:
1) Above average contributions to The Rotary Foundation on a per capita basis
2) Above net membership growth calculated as a percentage of the starting membership for the year.
Bonus points may be awarded to a Club which during the
review period, successfully sponsored the formation of a new Rotary Club or which, at the time of submission, is actively
sponsoring the formation of a new Rotary Club.
3) Above average attendance as calculated for the District Attendance Awards, which will be calculated on the period
June – May inclusive
4) A significant Club project in which more than 50% of the members actually took part (other than by contributing
money) with particular note taken of original or inventive
projects. Additional projects may be reported and taken into
consideration.
Furthermore, as this trophy is deemed to recognise “The
Outstanding Club of District 9630”, consideration will be given to the extent to which applicant Clubs are contributing
to the smooth operation of the District. This will include

Avenues of Service Citation for Individual Rotarians
Recipient: Individual Rotarians
Nominators: Club Presidents Deadline: Ongoing
This citation program provides a way for Rotary Clubs to personally
recognise one Club member for his or her outstanding efforts in the Five
Avenues of Service.
The club member must have demonstrated support of the Object of
Rotary through active participation in each of the Avenues of Service, Club, Vocational, Community, International and Youth.
He/She must be an active Rotarian and can only receive the award once.
“Service Above Self” Award
Recipient: Individual Rotarians
Nominators: District Governors, Immediate Past District Governors Rotary International Directors, Past R.I. Directors
Deadline: 1st September
The heart of Rotary is Service above Self. Rotarians work tirelessly,
volunteering their time individually and through their Clubs to make their communities and their world a better place to live. To keep the
spirit of service alive Rotary International believes it is essential to
provide recognition to those who have shown this endeavour through
commitment, dedication and willingness to serve
As Rotary’s highest honour for individual Rotarians this award
recognises up to 150 Rotarians annually who have demonstrated exemplary humanitarian service, with an emphasis on personal volunteer
efforts and active involvement in helping others through Rotary.
Current District Governors, directors, and past directors may nominate up to three candidates by 1st September each year.

The Rotary Foundation Citation for Meritorious Service Recipient: Individual Rotarians
Nominators: District Governors and Directors
Deadline: rolling basis from 1st July – 15th May
This award recognises Rotarians who have demonstrated active service
to The Rotary Foundation for more than one year.
The Rotary Foundation Distinguished Service Award
Recipient: Any Rotarian
Deadline: 15th November
Four complete Rotary years after receiving the Citation for Meritorious
Service, a Rotarian becomes eligible for the Distinguished Service Award.
Because this is the Foundation’s highest service recognition, a
recipient’s exemplary service to the Foundation must extend beyond the
district level and occur over an extended period of time.
“Significant Achievement” Award
Recipient: Rotary Clubs
Nominators: District Governors, Assistant Governors, Directors Deadline: 15th March (submitted to R.I.)
This award recognises outstanding Club service projects that:
a) demonstrate the personal involvement of club members;
b) meet a local community need; and
c) can be emulated by other Rotary Clubs.
Projects should meet the following criteria:
They address a significant problem or need in the local
community;
They involve most Club members in a persona; rather than
monetary service
They enhance the image of Rotary in the community, and
Are capable of emulation by other Rotary Clubs.

The day that a person becomes a Rotarian can be the
beginning of many years devoted to service and
fellowship. Such an event warrants special recognition
and a formal induction ceremony is considered
appropriate.
When planning an induction ceremony consider inviting
the new member’s family to attend and make sure the
sponsoring Rotarian is present as well. Consider
presenting the new member with a copy of the induction
script, with their name and other appropriate text inserted
(not blank spaces), as a memento of the occasion.
In addition many clubs also present a ‘New Member’s
Kit’ containing useful publications such as a copy of the
4-way Test, recent back issues of the RDU Magazine, a
copy of ‘Rotary Basics’, recent Club Newsletters, and so
on.
The following scripts represent typical Rotary induction
ceremonies. They can be modified, shortened, or
expanded to meet the needs of your Club. Other scripts
can be found in publications of RI or by reference to the

DISTRICT GOVERNOR’S OFFICIAL VISIT - PROTOCOL
WHY HAVE A DISTRICT GOVERNOR VISIT?
Rotary International requires each District Governor to make an Official
Visit to all Clubs within their District, once a year.
FOR WHAT PURPOSE DOES IT OCCUR?
As per the Manual of Procedure 2010, the official visit provides the
following:
The visit allows the District Governor to personally communicate with, and become known to, all Rotary Club members;
The District Governor can also give helpful and friendly advice to Club Officers if required;
It provides an ideal opportunity for Club Members to discuss ideas with their District Governor;
The District Governor is a useful Counsellor to further the ‘Objects of Rotary’ within, and among, the Clubs of the District;
The District Governor serves as a catalyst to help strengthen
involvement in the programmes of Rotary International as a whole;
The visit also allows the District Governor to personally recognise the outstanding contributions of Rotarians in the District.
WHY MEET WITH THE CLUB BOARD?
The District Governor will meet with the Club President and Board
members to personally hear about your club’s goals and ideas for the year;
This is an ideal time for Board Members to discuss their projects
and plans for the Club with the District Governor
The meeting will take approximately 45 minutes to one hour, and is
held immediately prior to your usual Club meeting.
WHAT ARE THE PROCEDURES FOR THIS VISIT?
Prior to the District Governor’s Official Visit, your Assistant Governor will meet with your Club Officers to review the
“Planning Guide for Effective Rotary Clubs”.
The Assistant Governor will then communicate with the District Governor prior to the Official District Governor Visit the outcomes
of this review meeting.
WHAT DO WE HAVE TO DO PRIOR TO THIS MEETING?
Please have your “Planning Guide for Effective Rotary Clubs” at this meeting.
Please remember that the District Governor is the leader of the District Team. The District Team has been put in place specifically
to assist each and every Rotarian to enjoy Rotary in all its aspects.
Should you and your Board have matters to discuss with the District Governor, this is the ideal forum.

THE CLUB MEETING PROCEDURE
District Governor Stephen and Lisa are guests of your Club for the
Rotary meeting.
The District Governor's presentation is the only programme for
the Club meeting, it is not appropriate to schedule any other programme or speaker at that meeting.
Encourage Club members and their partners to arrive early for the meeting, or stay late, in order to meet and enjoy fellowship with
District Governor Stephen and Lisa.
Presentations of Paul Harris Fellow Recognitions, induction of new
members and other presentations are especially appropriate during
the District Governor's visit. The District Governor may be asked to
participate in such events, and should be advised in advance of the meeting.
DG Stephen would like a three minute segment from a member of your club ... “Your Rotary Moment” ... he would love to hear ‘what
MADE Rotary make sense to them; or what was that SOMETHING
that just clicked’.
Clubs are requested to discuss any contemplated change for the
Official Visit, or the format, with the District Governor so questions can be resolved early.
GIFTS FOR DISTRICT GOVERNOR
Personal gifts are discouraged.
It is the District Governor’s wish that you make a presentation at the
meeting of a cheque with any allocated funds towards Polio Plus (cheque made payable to: The Rotary Foundation - Polio).
WHAT DO WE HAVE TO DO?
1. Upon receipt of your official letter, please confirm:
a. date for Official Meeting;
b. meeting time and venue; c. partners meeting (i.e. Club Members’ partners have been invited);
d. there is no other guest speaker for the event; and
e. if you have presentations to be made (inductions / PHF etc), please advise the DG in advance.
2. The District Governor and partner are usually treated as guests of
your Club when making this Official Visit.
3. With regard to the meal, Stephen and Lisa have asked for no
seafood please.
4. Please advise if you will be having any inductions or special presentations that you would like the District Governor to partake in
for this meeting.
5. As Lisa will be attending, it would be appreciated if some ladies of the Club (members or partners) share company with Lisa over a coffee
whilst Stephen is meeting with the Club Board.
6. Should you have any queries, or concerns about the Official Visit, please do not hesitate to ask Stephen, your Assistant Governor, or
Secretary Robyn. Communication is our priority.

( DG’S CHECK LIST )
It is one of the most important events in any calendar year of a
Rotary Club. As an official of Rotary International, supervising
the District, the District Governor …
1) Develops rapport with members and officers of each
Club; 2) Observe their activities, internally and externally, at a
close range;
3) Motivates them to perform service projects, and contribute to The Rotary Foundation;
4) Create awareness about the priorities of R.I. and
District; 5) Clear their doubts on administrative matters; and
6) Boost the public image of Rotary
For this the District Governor has to complete the following
minimum process …
1) Meeting the President, Secretary and President Elect. The Assistant Governor should also be invited;
(usually done in a special meeting immediately prior to
the Rotary meeting) 2) District Governor addressing the Board Members (this
meeting can be done at the above mentioned earlier
meeting); 3) Meeting duration should be approximately 45 to 60
minutes
After the visit, the District Governor has to send an appraisal report
about the Club to the R.I. Director and R.I. Head Quarters (as per R.I.
By-laws 15.090 (e) )

This is an outline of the year’s YEP events. This programme is designed to give an

ATTENDANCE AT P.E.T.S.
Many districts are currently holding their President Elect Training Seminars, more commonly referred to as PETS.
It is important that the presidents elect of all clubs attend, as it is mandatory part of their training so that they are well equipped to lead
their club in the coming year. This also applies to those who have
previously been club presidents, as they are not exempt. There is always something new for them to learn, and the theme changes from year to
year.
RCOP 23.030.4. Participants
All club presidents-elect in the district shall attend the PETS as required by Article 10, Section 5 of the Standard Rotary Club Constitution. Other
participants should include the governor-elect, assistant governors, and
the district trainer.
Standard Rotary Club Constitution Article 10 Section 5
(C) Qualifications. Each officer and director shall be a member in good standing of this club. The president-elect shall attend the district
presidents-elect training seminar and the district assembly unless
excused by the governor-elect. If so excused, the president-elect shall send a designated club representative who shall report back to the
president-elect. If the president-elect does not attend the presidents-
elect training seminar and the district assembly and has not been excused by the governor-elect or, if so excused, does not send a
designated club representative to such meetings, the president-elect
shall not be able to serve as club president. In such event, the current president shall continue to serve until a successor who has attended a
president-elect training seminar and district assembly or training
deemed sufficient by the governor-elect has been duly elected.
Where ‘shall’ appears in the Rotary International governing documents it
should be taken to read ‘must’ as it implies that whatever is being
referred to is mandatory.

BEFORE YOU PROPOSE A NEW MEMBER OF A CLUB
How to make clubs vibrant and attract new members
1. Survey members
Take a survey to determine what members believe the club does
well, what it could do better, and what else it could be doing.
Schedule a board meeting to discuss the results and determine a
plan of action.
2. Enhance your public image
Design your club website with public relations in mind. Take
advantage of the best practices in Web design. Make sure you provide accurate information, with your club’s name and meeting
time and place prominently displayed on the home page. Ask
yourself: Does this website help visitors understand Rotary?
3. Think big
Plan at least one project each year that reaches beyond anything
your club has done before. Be sure to publicise your event in local media. Join with other clubs in your district to apply for an
RI Public Relations Grant to promote Rotary on a larger scale.
4. Be strategic
Use these RI resources to create a long-term vision for your club. A three-year strategic plan provides a framework for setting
goals and ensures continuity. It can also help your club increase
membership, enhance Rotary’s public image, and carry out more effective projects.
5. Invite someone today
Pick up the phone and invite a friend, colleague, client, or service provider to a meeting. Many people join Rotary only after seeing
firsthand the spirit of fellowship at club meetings and the
commitment to community service.

FREQUENCY OF ROTARY MEETINGS
There have been a number of enquiries as to how often a
Rotary Club HAS to meet. The answer is WEEKLY.
The only clubs that are an exception to this are those who were
selected to participate in the Meeting Frequency Pilot Project
(due to end 30th June 2013), and the Flexible and Innovative Club
Pilot Project (due to end 30th June 2014). District 9630 is not a
participant in either of these pilots.
All new clubs must meet weekly, and there is no authority given
to a District Governor to be able to authorise a club to meet less
than weekly.
However, that does not mean that the meetings always have to
have the same format, for example, it does not always have to be
a meeting with a meal. There may be a meal only every second
week, or perhaps even once a month. This would certainly
reduce the cost of participation. Some of the allocated meeting
times may be set aside for project work.
There were submissions to the Council on Legislation held in
April 2013 that had potentially enabled a change in this
requirement. However, they were not successful.

Many Rotary Clubs customarily open their weekly meetings
with an appropriate invocation or blessing. Usually such
invocations are offered without reference to specific religious
denominations or faiths.
Rotary policy recognises that throughout the world, Rotarians
represent many religious beliefs, ideas, and creeds.
The religious beliefs of each member are fully respected and
nothing in Rotary is intended to prevent each individual from
being faithful to such convictions.
Because each Rotary Club is autonomous, the practice of
presenting a prayer or invocation at club meetings is left
entirely to the traditions and customs of the individual club, with
the understanding that these meeting rituals are non-
denominational in nature and conducted in a way that respects

the Club who could be the New Generations Director
but may not be the Youth Exchange Student Counsellor,
the Rotarian Adviser to an Interact Club or a member of

INNER WHEEL
The organisation was formed in
Manchester in 1924, and the first
Inner Wheel Club outside Great
Britain and Ireland was founded in
Ballarat in 1931.
Combining Friendship with service
and understanding empowers
members to make a difference and had enabled Inner
Wheel Australia to fund 17 Grants for Cord Blood
Research.
To become a member requires the familial connection
with a Rotarian or former Rotarian and strengthens the
co-operation and high regard that exists between Rotary
and Inner Wheel.

PROBUS
PROBUS is an association for
active retirees who join together
in clubs; the basic purpose of
which is to provide regular
opportunities for them to keep
their minds active, expand their
interests and to enjoy the
fellowship of new friends.
Rotary’s role is to seek out the need to form new
PROBUS clubs in the wider community to provide
members of the community with fresh ideas to enrich and
fulfil their lives in retirement. This investment will
provide a great long term return to the community and
provide Rotary with opportunities for volunteers for
Rotary projects and prospects of future Rotarians from the
families of PROBUS members.
