Annual Report of SEVA 2011 – 2012
SEVA has organized awareness cum training programme for conservation of 10 local
livestock breeds in Tamil Nadu This is being supported by NABARD under Farmers
Technology Transfer Fund . The details are given below :
1. Training cum workshop for conservation of Nattupasu
Two days Training Programme on ‘Herbal medicine for animals’ has been
organized on 22-23 Sept. 2011 at Nadukkuppam village, Marakkanam Block,
Viluppuram District . Livestock keepers from Kanthadu, Nadukkuppam ,
Vandipalayam, K.N. Palayam attended the training programme . These villagers
keep local country cattle called as Nattumadu. It is a close resemblance of local
breed “Punganoor” or “Thiruchendur Kulli” . The breed is not yet described . The
population become mixed type as pure males of breed is not available (rare ) or
they are exposed to local bulls which are either cross bred or artificial insemination
with exotic breeds. The males fetch good price and procured for draught purpose
by other farmers and females are kept by themselves ; it yields upto 3 litres per day
and usually consumed locally ; there is no dairy cooperatives and they depend on
local vendors for marketing purpose. The population of animals is shown in
Annexure 1. There were 48 participants for the 2 days programme. The list of
participants is attached in the Annexure 2 .
SEVA resource team has conducted the training programme. It included the
following members:

First Day Training :
On 22-9-11 the following topics were covered during 10 am to 6 pm. History &
origin of animal breed, preparation of Masala bolus, Remedies for Digestive
disorders , fever, mastitis, Haemorrhagic septicaemia, FMD, reproductive
disorders, skin diseases . Afternoon session include practical session on

preparation of different types of recipes viz. masala bolus, herbal dewormer, herbal
decoction ,mathan thailam,

Animal Health Camp :
On 23rd Sept. animal health camps have been organized in two villages viz.
K.N.Palayam Colony, Thirukkanur . Mr. Rajamanickam , Mr. Renganathapillai,
Ramachandran Vaidyas have helped us to administer different preparations to
animals based on the specific requirement / disease of animals. Totally 49 families
brought 368 animals which include 310 cattle, 54 goats, 4 buffaloes . In the
afternoon we have visited the medicinal plants grown in Pitchandikulam Forests
and Mrs. Vasuki has explained uses of plants for animals.
Smt. Parvathy and Smt. Sumathi ,Pitchandikulam Forests have helped to organize
all logistics for the 2 days programme .
2. Training cum workshop on “Conservation of Kanniyadu Goats and Herbal
Medicine at Kalingapatti village
Two days training cum workshop has been organized for conservation of Kanni adu
Goat breed in Kalingapatti village ,Sankarankoil Taluk ,Tirunelveli District on 12, 13.
Nov 2011. The workshop has been organized at Panchayat Community building at
Kalingapatti village. The pastoralists (Yadava community) in 50 families are engaged in

full time goat rearing and each maintains 40-80 goats /sheep . The goats are of Kanniyadu
breed .
In the morning of 12 December before they take their animals for grazing we briefed
about our training strategy and asked the pastoralists to bring selected herbal plants (
Aloe vera, Veeli, Avaram, Thaluthalai, Nuna , Mudakkathan ,Usil ) ; we documented
local herbal healers . In the afternoon a brief of history of origin of different breeds and
herbal treatment for Blue tongue, internal parasites, digestive problems, Foot and Mouth
Disease , Enterotoxemia (overeating disease) have been explained .
Later herbal preparation of masala bolus , herbal de wormer , blue dung disease has
been demonstrated .Resource persons include
Mr.Rajamanickam - Saptur, Peraiyur taluka, Madurai Dist.
V.Alagumalai & C.Thirumalai murugan (Field officers of SEVA)
Mr Mohanakrishnan ,Herbal plants expert from Perambalur District
. Dr.Rehmadhullah , Veterinary Surgeon of Thieuvenkatam village has attened the programme . .
Health Camp :
On 13 Dec we organized animal health camp in Kalingaptti and Veeranapuram village
and we administered herbal dewormer cum tonic preparation for Kanniyadu goats . We

treated 325 goats owned by 20 families ; few pastoralists have been supplied with herbal
preparations for administration by themselves. After lunch we displayed important
medicinal plants and explained their uses for treatment of animals . The local Panchayat
representative felicitated all resource person with shawl.
3.Training cum workshop on “Conservation of Malaimadu Cattle breed
at Koomapatti village, Virudhunagar District.
Two days training cum workshop has been organized for conservation of Malaimadu
cattle breed in Koomapatti village ,Watrap Block,Virudhunagar District on 17, 18, Nov.
2011. The workshop has been organized at Govt. School building at Koomapatti. The
meeting has been inaugurated by Mr. J. Subaramaniyan AGM ,NABARD Virudhunagar
District. In his inaugural address he highlighted organization of farmers clubs in village
and services provided by NABARD including releasing subsidy either 25% or 33.33%
for members of the group of the 4 to 5 farmers . He also highlighted Dairy
Enterprenanship Development (DED ) Scheme .

Mr. S Thirumeni forest ranger officer watrap has told that due to high court order
forest Grazing for Malaimadu cattle has been banned totally in the sanctuary area of
Srivilliputhur forest. However the high court order is silent about the forest rights Act
2006 which provides grazing rights for traditional grazing inside the forests.
P.Vivekanandan Executive Director of SEVA has explained a brief of origin of different
breeds he also highlighted the salient futures of the FRA 2006 which ensure grazing
rights of traditional pastoral families to be adhered for obtaining grazing rights inside the
forest under FRA 2006. It includes passing of resolution in the Gram Shaba and
forwarding to District Collector will be decided upon the grazing rights of farmers.
In the afternoon Herbal preparation of masala bolus , Herbal dewormer Blue Tongue
diseases has been demonstrated by resource persons viz

In the trainng programme 41 participants were participated and majority of them are
Malaimadu cattle herders and few own sheep, goats and buffaloes.
Animal Health Camp : On 18.11.2011 animal health camp has been organized in
Koomapatti village and more than 114 animals were treated by administering herbal
masala bolus . In addition to Malai maadu cattle buffalo and goats have also been
treated.

In the afternoon medicinal plants had been displayed by SEVA and their uses or treating
of animal diseases explained .

4. Training Workshop at Katchakatti village, Madurai District:
Two days training cum workshop has been organized for “ Conservation of Kachaikatti
black sheep” breed in Kachaikatti village on 7- 8 Feb 2012. The workshop has been
organized at community hall at Katchaikatti village. On 7th morning sessions have been
covered in medicinal plants identification, preparation of herbal medicine for different
disease .In the afternoon session group discussion on salient features of the “ The
Scheduled Tribes and Other Forest Dwellers (recognition of Forest Rights )Act 2006 “
which ensure grazing rights of traditional pastoral communities . After the group
discussion herbal preparations viz. masala bolus, herbal dewormer have been
demonstrated by resource person viz.,Sri Arumugam (Herbal expert from Virudhunagar
District ) M.Chellammal (SEVA) ,V.Alagumalai (SEVA).

In the first day programme Dr.M.Muruganandam VUTRC , Madurai, Dr. Noor
Mugammed Veterinary doctor Vadipatty , Dr. Nagaraja kumar Veterinary doctor from
Kanyakumari District, Dr. A.Kavitha Veterinary doctor of Katchaikatty village and Sri
Alagesan ,CRED NGO Vadipattii have participated.
On 8 . 2. 2012 morning animal health camp has been organized in Katchaikatti village
and distributed herbal dewormer prepared on 7 Feb.Mmore than 220 animals were
treated by using herbal preparation . In addition different medicinal plants had been

displayed by Mr.Arumugam Herbal expert and SEVA staff members and their uses
treating of animal diseases. Mr.R.Shankaranarayan AGM, NABARD Madurai ,
Dr.Kavitha Veterinary Assistant surgeon of Kachaikatti village have participated in the
morning programme on 8 the Feb at Kachakatti village. List of participants is shown in

6. Training cum workshop on “Conservation of Bargur Cattle Breed
at Thamaraikarai village
Two days workshop on conservation of Bargur cattle breed has been organized on 9-10
Dec. at MYRADA Community Hall Thamaraikarai village, Andhiyur Block, Erode
District. The workshop has been inaugurated by Mr. Santhanam, AGM, NABARD. In his
inaugural addressed he highlighted the importance of local cattle breeds as they are
known for disease resistance and utilized by farmers as draught animals. He told that
giving herbal treatment for animals is a unique programme which is also low cost and
based on traditional wisdom. Dr.S. Pannerselvam, professor & Head of Dept. of Animal
breeding and Genetics stressed the need for conservation of Bargur cattle breed. He told
that in India there are 33 defined breeds of cattle and out of which 7 are is Tamil Nadu.
Bargur is one of the breed .

There were more than 20,000 pure bargur cattle about a decade ago but survey conducted
during 2007 by TANUVAS shows that it is only 2500 maintained by about 212 families .
In his speech he told that in Tamil Nadu there are 74 lakhs cattle are cross breed and
only 38 lakhs are local breed. He advised the farmers to form a breeders association and
represent to District collector for addressing their grazing issues related with conservation
of breed. The true to type of Bargur bulls are less than 20 and attained the status of
endangered he told. P. Vivekanandan has highlighted the grazing issue faced by local
farmers with forest officials . Though grazing permission has been granted to the farmers,
they are not allowed to camp or halt inside the forest during night time. For many
generations penning has been practiced inside forests and all of a sudden without
providing alternate strategy excluding their animals in violation of present Forest Rights
Act 2006. Farmers usually practice penning in the following places (which are now
prohibited) Bothamalai , Dona maduva, Kopputhakombai, Pottatti, Seeynatti, Kalladdi,
Kodakadi, Anuppadi, Kongadai boli, Velibothai, Kopputhakombai, Kodasalai,
Kombaipatti.
The cattle are pooled temporarily and herds are formed and grazed during Adi- Margali
(July – January ) when crop is sown all over the area after the harvest of crops i.e. during
summer (Feb – June) the animals will be sent to respective farmers .

Now the traditional grazing system is threatened due to policy of forest department and
therefore farmers are running to take shelter in near by Karnataka forest jungles. Because
of ill treatment met by farmers many have disposed their cattle and the situation is
frustrating in the conservation of cattle breed. During the workshop it has been decided to
represent District Collector for implementing grazing rights to farmers as per FRA 2006.
In the afternoon session preparation of herbal dewormer (Dr. Alamelu, veterinary
Doctor, MYRADA KVK ), masala bolus (Mr. Alagumalai , programme officer, SEVA),
prevention of infections diseases including Foot and mouth Disease (P. Vivekanandan,
SEVA ) has been demonstrated. Local farmers (Chinraj , Sivappa, Thamaraikarai)
brought samples of medicinal plants and explained their medicinal value for animals.
On 10 Dec. 2011 local farmers and trainers organized animal health camp (8 a.m. to 10
a.m ) at Gergekandy and at Thamaraikarai (4 – 6 p.m) . More than 50 animals have been
treated for demonstration purpose and herbal preparations were given to the individual
livestock keepers for treatment by themselves. Totally 41 farmers attended the
programme . All the logistics for 2 days programme has been organized by Mr. Sivappa
& field Staff of MYRADA, KVK,Gobichettiplayam. Total Number of participants : 41
Total Number of Bargur Breed population in 7 villages : 251
6.Training cum Workshop at Vembur village,Thoothukudi District :

Two days training cum workshop has been organized on “Conservation of Vembur
sheep breed “ in Vembur village on 21-22 Jan. 2012.. On 21st morning session on brief
about history of different animal /sheep breeds in Tamil Nadu . After that discussion on
status of Vembur sheep breed and its population and strengthening of vembur sheep
herders association ,recovery of micro credit extended to members were discussed . In the
afternoon session herbal preparation on masala bolus , herbal de wormer, control of blue
tongue diseases ,Enterotoxemia has been demonstrated by C.Thirumalaimurugan ,
Documentation officer of SEVA and Local herbal healers participated .

On 22 Jan 2012 Animal health camp has been organized in Vembur Village. In vembur
village more than 160 Animals are treated by using herbal preparation. In addition
different medicinal plants are displayed by Mr.Shunmugaiyah and SEVA staffs and their
uses treating of animal diseases. List of participants is shown in Annexure – 2 .
7. Training cum workshop at Utthapa Naickanur -Vadipatti village, Madurai
District :
Workshop on Conservation of Pulikulam cattle breed “ in U.Vadipatti village has been
organized on 06.03. 2012. The workshop has been organized at village community
building at U.Vadipatti village. The workshop was inaugurated by Sri. U.Sahayam IAS.,
District collector of Madurai .
Mr Sahayam also visted Pulikulam cattle herds ( near Chellampatti village ) maintained
by pastoralists who lead migratory lifestyle for maintaining the cattle. This visit has been
arranged by efforts of Mr Sankaranarayan,AGM, NABARD ,Madurai. He interacted
with them about seasonal migration and penning practices which are improving soil
fertility. He visited Malattar dam, and adjoining forests and assured to take up with forest
department on the grazing issues of local villagers and pathways to enter temples situated
in forests. Mr Sankaranarayn ,AGM, NABARD has briefed about the NABARD –FTTF
programme on conservation of Pulikulam cattle breed and need for strengthening local
farmers association which are essential for conservation and management of breed .
Training on medicinal plants useful for treating animals and herbal preparations were
demonstrated in the afternoon of 6 March 2012. Dr. Ramakrishnan Joint Director of

Animal Husbandry, Madurai District has highlighted schemes implemented by the
department . Dr.M.Muruganandam, VUTRC , Madurai highlighted different diseases of
cattle and suggested preventive treatments and primary healthcare for them. List of
participants is shown in Annexure – 3.
8. Follow up Training for Kalingapatti village for conservation of Kanni adu
goats in Tirunelveli District
SEVA organized one day follow up training on 11-2 -2012 at Veeranapuram &
Kalingapatti village (Sankarankoil block ) in Tirunelveli District . Totally 60 live stock
keepers attended . We discussed with herders on grazing issues, drinking water problems
for animals and distributed herbal preparations and also on promoting separate
association under NABARD Farmers club were discussed. Mr Thirumalai and
Alagunmali SEVA Staff attended the programme.

9. Breed Saviour Award 2011
SEVA in association with LIFE Network supported by National Biodiversity Authority
(NBA) has organized a national workshop on “Community Conservation of Local
Livestock Breeds & Breed Saviour Award 2011 Ceremony ” on 10.1.2012 at Chennai.
SEVA has conferred “Breed Saviour Awards” to 20 pastoralists who conserve local
livestock breeds. It includes certificates and cash award of Rs 10,000 each . The awardees
have been selected based on entries received from different states including 5 from
Tamil Nadu. The profiles of awardees is shown in www.sevango.in Now NBA is
planning to institutionalize this award at national level and for this a proposal is being
prepared for approval by Government.
10.Herbal Health Camp at Gobichettipalayam
SEVA in association with Animal Welfare Trust ,Kavnthapadi and Pasumaivikadan –
monthly journal has organized 2 days training programme for farmers, youth on herbal
healing practices for animals, animal breeds on 2-3 Feb. 2012 at Gobisettipalayam ,
Erode District . This programme is partially supported by Animal Welfare Trust and 45
members attended.

11.Registration of Breeds with National Bureau of Animal Genetic Resources
(NBAGR) :
SEVA has initiated registration of Pulikulam cattle breed and Kachakatti black sheep
breed. The applications have been forward by Director of Animal Husbandry, Chennai to
NBAGR ,Karnal .Now NBAGR is asking additional information on some physical
characters and evidence of breed existence over generations. We are now fulfilling their
requirements by collecting them from pastoralists.
Pastoralists Conflicts with Forest Deapartmnet : In Koomapatti (Virudhunagar
District ) ,and Bargur( Erode district ) the pastoralists highlighted grazing issues /
conflicts with Forest Department . We therefore arranged an appointment with Mr
Gowtham Dey ,Principle Chief Conservator of Forests by 11 Jan at Chennai for detailed
discussion .
12.Documentation , Dissemination of Traditional Knowledge and
Innovations
In collaboration with national Innovation Foundation , Ahmedabad we have documented
130 entries and 372 practices / innovations. The bifurcations are shown below :

SEVA has been publishing “Namvali velanmai” (quarterly news letter ) as part of Honey
bee Network activities for dissemination of traditional knowledge and innovations in
local language . During this year 61 members renewed their annual subscription
membership and it was 8 for life subscription.
There was a state level workshop on grassroots innovations held on 18.7.2012 at
Meicheri village , Selam District .41 members attended . Local logistics were arranged by
Kavery Engineering College , Meichery . There was an exhibition with display of
innovation (New Acid lime variety by Devaraj , Kallipatti , herbal plants and preparation
by A.P. Palanively, Mr. Mohanakrishnan). Herbal preparations for animals (masala
bolus) and new weeder by Mr. Kumar has been demonstrated on that day. Resolutions
were passed on credit disbursements viz. Sekar, Vilupuram for Rs. 5000 (for making a
new stove) and to remove 4 old members who didn’t attend meetings continuously for the
last 3 meetings. Governing board meeting of Adimattakandu Pidippalargal Sangam was
held at Pallapatti village , Dindigul district on 24 .12. 2001 . NABARD microcredit
manager Mr. Thangachamy briefed about NABARD scheme for innovators .

Challenges / Constraints
Government of India has enacted a new Act The scheduled Tribes & Other Forest
Dwellers (Recognition of forest rights ) Act – 2006 which provides grazing rights for
Pastoralists in forests. This Act has been implemented in all states and rights to forest
dependants are conferred. Unfortunately this Act is being challenged in Madras High
Court ( Madras High court writ petition 4533/2008 ) and therefore it is not being
implemented in Tamil Nadu . We hope that once this case is vacated the grazing rights
will be provided for them in Tamil Nadu . In this regard we also prepared a pastoralists
note at national level ( after attending a workshop on pastoralists rights on 10 March
2012 at New Delhi organized by Kalpaviruksha NGO ) and it is being submitted to
Ministry of Tribal Affairs, Government of India .

Annexure – 1
Minutes of Project Monitoring Committee of NABARD Supported Project on
“Capacity Building of Livestock Keepers on Breeding and Conservation of Native
Livestock Breeds” held on 15 Dec. 2011
The second meeting of Project Monitoring Committee of NABARD has been held on
15.12.2011 by 11 a.m. The meeting has been presided over by Mr. R.Shankar Narayan,
AGM, Madurai. Mr. P. Vivekanandan has briefed about the progress of work envisaged
in the project viz. Training programme, documentation of breed, procurement of
computer etc.
Later Mr. Alagumalai has explained details of training programme organized in 4 places
viz. Nadukuppam village, Kalingapatti, Koomapatti, and Thamaraikarai village. Mr.
Shankarnarayan has asked to document the impact of treatment given during animal
health camp which include feed back from beneficiaries.
Dr. Muruganadhan suggested to include UTRC. TANUVAS Research centers expertise
for the training programme. He also told that he will take part in one of training
programme to be organized on 7 Feb. 2012 at Kachakatti village in Madurai District . Dr.
Kumaravelu special invitee from Madras Veterinary College, Chennai (Livestock
Production & Management Department – Associate Professor ) told that they already
collaborate with SEVA in validation of herbal medicine and surveying local breeds
specially small ruminants in Tamil Nadu. He expressed their willingness to be part of
the PMC. Sri. P. Vivekanandan has presented expenses incurred towards purchase of
Computer, Honorarium, training programme .
The PMC recommended the following :
--- Revised Schedule of Training programme with change of date for Kachakatti village
on 7-8 Feb 2012.
--- Nomination of PMC Member Dr. N. Kumaravelu ,Associate Professor ,Madreas
Veterinary College and recommended for his membership with NABARD, RO, Chennai

The 3rd meeting of Project Monitoring Committee of NABARD was held at SEVA office
on 12/4/2012 by 11.15 a.m. The meeting has been presided over by
Mr. R. Sankaranarayan , AGM, NABARD (Madurai) Mr. P. Vivekanandan , SEVA has
presented about the progress of project work in specified activites viz. Training
programme for livestock keepers, documentation of breed, animal health camps
organized and activities related to project work such as Breed Saviour Award ,
registration of breeds at NBAGR Karnal. Mr. P. Vivekanandan has highlighted impact of
District Collector visit to U. Vadipatti village as line Department officials inspected the
village for making approach roads to local malattar dam and also taking up grazing issues
of livestock keepers . Mr. Shankaranarayan , AGM has asked to compile all media
information / publication with colour photos so that it can be forwarded to District
Collector . Dr. S. Ramakrishnan joint Director of Animal Husbandry has suggested
SEVA to write letter on status of breed registration so that this can be taken for follow up
at commissioner office of Department of Animal Husbandry at Chennai. He also assured
that necessary steps can be initiated to issue identity cards to those livestock keepers
maintaining local livestock breeds in Madurai District. This can be replicated later in
other district. Dr. Muruganantham , Professor of UTRC has suggested printing booklet
for each breed in Tamil and compiled version in English . He offered to help in up dating
data for breed concerned.

The Project Monitoring Committee recommended the following points for further follow
up :
- Issue of identity card to those livestock keepers maintaining local livestock breeds
in Madurai District . (Action- SEVA)
- Approved tentative activity schedule for the third quarter and recommended
release of Rs. Rs. 1,36,159 /- towards the activities specified till June 2012 .
- Breed Registration application forwarded to NBAGR Karnal has to be closely
monitored for follow up at commissioner office level (Dept. of Animal
Husbandry ) at Chennai through Joint Director of Animal Husbandry
(Action – JDA-AH)
