Hello 10th Anniversary

I have great pleasure in extending my congratulations to The Hong Kong Polytechnic

University (Australia) Association on the happy occasion of its 10th Anniversary.

Since its establishment in 2002, the Association has been one of the most active and

enthusiastic overseas chapters of our University. In addition to organizing many alumni

activities for its members, the Association has been actively supporting and participating in a

wide range of PolyU events. The enthusiasm and dedicated support of the Association are

heartily appreciated by all members of PolyU.

PolyU has always been committed to the development of a close relationship with our

alumni and former staff. We have encouraged our alumni to establish associations for

different disciplines and areas. As of this year, we have more than 40 local alumni

associations and 8 overseas chapters. PolyU is indeed very lucky to have such a large

number of dedicated alumni and former staff who have devoted their efforts to help develop

a strong network among themselves and with the University.

I would like to express my sincere appreciation to all those who are involved in developing

the Association. With the support of the Association, I have every confidence that PolyU’s

network in Australia will expand and develop even further.

I look forward to seeing all members of the Association in the upcoming PolyU 75th

Anniversary celebration activities, and wish the Association every success in its future

endeavors.

President’s Report

I am delighted to present the President’s report for the year 2011 to 2012. It is with great pleasure that I welcome you all to this celebration of The Hong Kong Polytechnic University (Australia) Association’s 10th anniversary. The HKPOLYUAA was founded in 2002. This celebration marks a decade of important milestones achieved in the development of the Association. We will continue to play an important role in strengthening The Hong Kong Polytechnic University’s (PolyU) network in Australia. We are proud to be PolyU’s third overseas society for graduates and past employees. During the past ten years we have grown from six founding members to over 100 alumni life members plus a number of ordinary members. While the majority of our members reside in Sydney, we also have a good number of members based in Melbourne, plus a few members in Brisbane and Perth. Our primary aim is to provide a platform for members to network and share experiences with other graduates who have graduated from different eras. Over the past 75 years The Hong Kong Polytechnic University was formerly known as the Government Trade School, the Hong Kong Technical College, and the Hong Kong Polytechnic. The HKPOLYUAA aims to achieve this by organising social and cultural activities for members, including health seminars, bushwalking and fund-raising for charities to list a few. We also provide a network for our members to maintain close links with the University through the Association. I would like to take this opportunity to thank PolyU, our committee, alumni and friends for their tremendous support and dedication to the Association over the past 10 years. I firmly believe that with all the combined efforts and support, the Association will continue to grow in numbers. I look forward to meeting you all at upcoming alumni activities.

Our PolyU

1937 - Founding of the Government Trade School in Wanchai, the first government funded, post-secondary technical school in Hong Kong. About 70 students enrolled for classes in marine wireless operating, mechanical engineering and building construction.

1957 – The Hong Kong Technical College moved to its new premises in Hung Hom. The then Governor sir Alexander Grantham officiated the opening ceremony.

1972 – The Hong Kong Polytechnic Ordinance was enacted. The Governor, the late Sir Murray MacLehose, became the first President of the Polytechnic. Sir S. Y. Chung was appointed Chairman of the Board of Governors.

1983 - The Institution launched its first five degree programmes in 1983, and introduced its first MPhil and PhD programmes in 1986 and 1989 respectively.

1994 - With approval from the University and Polytechnic Grants Committee for self-accreditation of degree programmes, the Institution assumed full university status on 25th November 1994, changing its name to “The Hong Kong Polytechnic University”.

理大爭取航空學成獨立學科 (東方日報 12/06/2012)

【記者何昀諺報道】 本港機場擬興建第三條跑道、內地航空業發展蓬勃,中港對航空業人才需求

甚大。理工大學將向教資會力爭將航空學成為獨立學科,增加有關學額。該校機械工程學系為培

圳更多航空人才,今年亦準備與業界合作成立航空實驗室,讓學生親身了解各種飛機零件,並正

研究與其他大學共同成立航空研究所,研究飛機結構、動力、航空電子等範疇,期望完善校內航

空教育。

中港需求航空業人才增

理工大學機械工程學系主任成利表示,中國近年積極發展

航空市場,每年客運量上升約一成半,並計劃於未來二十

年購買五千架飛機,長遠希望設計出國產飛機,對航空業

人才需求極大。該校 04 年起於機械工程學系推出航空學專

題學科,讓系內學生選修,但基於學額有限,每年僅十多

名學生能修讀,現正積極完善系內航空學課程,期望未來

一年多後,可成功向教資會申請將航空學成為獨立學科,

提供更多學額培訓航空業人才。

學系今年正與國泰航空、香港飛機工程限公司磋商,合作成立航空實驗室,提供飛機引擎、嶄新

纖維物料、測量儀器等,讓學生親身了解飛機結構,亦會安排飛機師、維修工程師、設計師,航

空管理專業人才等業界人士到大學授課。另外,理大亦研究與其他大學合作,今年內成立航空研

究院,主要研究飛機結構、動力、航空電子三大方向,預計今年夏天開展首個研究項目。

科技園公司及香港理工大學科研創佳績於第 40 屆瑞士日內瓦國際發明展成績蜚然

(24/05/2012) 香港科技園公司(科技園公司)與香港理工大學(理大)今天公佈本地創新發明者於第 40 屆日內瓦國

際發明展所取得的卓越成就。是次記者會於九龍塘創新中心舉行,出席嘉賓包括瑞士駐港領事館

總領事 Rita Hämmerli-Weschke 女士、創新科技署署長王榮珍小姐、科技園公司主席蒲祿祺先生、

科技園公司行政總裁陳蔭楠先生及理大署理校長衛炳江教授。

今年,科技園公司的夥伴公司及培育公司首次參與日內瓦國際發明展。該展覽於 2012 年 4 月 18

至 22 日舉行,吸引了來自 46 個國家共 789 個參展 者,達一千項發明。五名科技園公司的參與成

員全部奪得金獎,其中復康機器人技術有限公司更憑著與理大合作研發的《希望之手》勇奪至高

榮譽大獎 (Grand Prix Du Salon International Des Invention De Genève),成為該展覽舉辦四十年來,

首項獲此殊榮的香港發明。

提及夥伴公司的輝煌成績,科技園公司主席蒲祿祺先生深感自豪:「第 40 屆日內瓦國際發明展

展出的發明,充分顯示香港具備無限創意及創新精神。我相信若能充份發揮這創造力,將可取得

更大成功,為香港創建豐盛未來。」

理大署理校長衛炳江教授欣見理大與科技園公司的兩個合作項目《希望之手》和《太陽能汽車冷

氣系統》在日內瓦國際發明展取得了豐碩的成果,亦再次證明理大科研的實用性。他說:「這項

國際殊榮是理大雄厚的科研實力備受肯定的另一明證。」

理大秉承過去九年來參加日內瓦國際發明展的驕人往績,於本屆發明展中創下該校歷年獲獎的最

高紀錄,參展的七個發明項目獲得五個金獎、兩個銀獎和四個特別獎,當中涵蓋了醫療與健康研

究、工程科技和功能性布料等發明。

科技園公司及理大均透過激發年輕人對科學的興趣,致力推

動香港創新科技的發展。雙方一直合作無間,形成一個有效

的平台,協助學生發展及成長。具體而言,理大 提供一個進

行基本及應用研究的良好環境,並由世界級教授作出指導;

至於科技園公司,則提供先進的基建設施及服務,讓畢業生

理大澳洲員生會之誕生 (二○○二年六月) 陳潔民

在二零零零年的十一月,畢業了四十年的機械和生產工程系的同學,自美、加、澳返港,回母校

共同慶祝畢業四十週年,被邀請出席十二月八日舉行的校友離校銀禧紀念晚宴。席間校長潘宗光

教授鑑於旅居澳洲員生數目不斷增長,建議籌備成立理大澳洲員生會,目的是讓居於澳洲的校友

和前教職員,能與母校繼續保持聯繫和加強兩地溝通。

在二零零一年的三月,五位校友在前理工會計系教職員周秀霞女士引導下,初次在悉尼一酒樓會

面,組成了一個六人籌備工作小組。小組成員包括有前教職員周秀霞、(61 年)生產工程系陳潔

民、(73 年)紡織系張國華、(81 年)電腦資訊系蔡慧薇和電子工程系周伯漢,及(97 年)土木工程系

施培坤等人。在同年八月,通過成立 [香港理工大學澳洲員生會籌備委員會],邀得其他前理大師

生加盟。參與工作小組成員,亦增添至十五人,包括有前理工應用物理系主任 Dr. Charles

Martens 及理大中文及雙語學系講師張繼沛,並推選了周秀霞和吳步雲為籌委會正副主席。

整整的一年裡,籌備工作小組不斷努力,聯絡己分散澳洲各地之員生,起草會章,收集和整理員

生的資料,建立互聯網頁等事務。在二零零二年一月廿三日,終於成功在澳洲新南威爾斯省註冊

為一非牟利社團組織。繼加拿大(東西)兩岸之後,成為理大海外之第三個員生會。適逢今年是香

港理工大學建校六十五週年的大日子,澳洲員生會的誕生,剛好是這羣旅居澳洲之員生,對母校

一個特別的賀禮。

在二零零二年裡,理大舉辦了一連串之紀念活動,籌委會委託留港的員生,代表出席三月十五日

之理大建校六十五週年紀念活動開幕,及三月十七日在香港舉行之理大校友嘉年華會。代表亦同

時參與該日理大海外員生會主辦之攤位,介紹本會之成立及為理大澳洲員生會招收會員,更協助

加拿大(東岸)員生會為母校義賣籌款。三月十九日,理大校長在李嘉誠樓設宴招待,並介紹其辦

公室內之設施及一同與海外員生會代表拍照留念。在本會代表留港期間,理大校友事務及拓展處

處長及該處仝人,曾給與本會多方面之協助,更為澳洲員生會設計及訂製了一面美麗而兼有代表

性的旗幟,員生會仝人專此致以衷心感謝。

五月五日,是剛誕生了的理大澳洲員生會一個重要的日子,為了應付[第一次週年大會]這個日子

的來臨,籌備委員會工作小組早在年初即開始分配工作,包括尋找適當聚會地點、佈置場所、派

發開會宣傳、準備茶點、編印出席會員名牌及員生登記表格、徵收會費等事項。全體義務工作小

組,不畏疲勞,日以繼夜協助處理會務,深表欽佩。籌備委員會主席更親手造了個非常美麗的意

見箱,收集出席員生的意見。

週年大會當天,籌備委員會工作小組,很早便到會場佈置,更有籌委會員攜眷出席,幫助佈置場

地、煲茶燒水、分配座椅、招待嘉賓、及為大會拍攝等。值得陳述的是當日出席大會之員生與家

屬,非常踴躍,比預先估計人數還多,員生皆來自悉尼各區,而且全數即時申請成為會員,其中

五份之一員生,更申請為永久會員。目前會員有來自其他省份,包括有西澳、維多利亞及昆士蘭

省。

當天,推選了第一屆會長周秀霞、副會長吳步雲、秘書盧紀維、財務陳潔民、會籍幹事周伯漢、

資訊事務幹事蔡慧薇、編輯及公關幹事劉若山、特別事務幹事李曉民、康樂幹事邱玉蓮等及顧問

Dr. Charles Martens 等人。

會長簡報了理大澳洲員生會成立之經過,亦致詞歡迎出席之嘉賓及當選之幹事。同時宣報已恭請

了理大校長和校友事務及拓展處處長,於二零零二年十月十二日,到悉尼主持理大澳洲員生會成

立典禮及邀請了加拿大(東西)兩岸會長,出席這次慶典。典禮之安排及詳細情形,將會另行通

知,歡迎各地員生,踴躍參加,出席這次盛會。

今次員生會之能夠在短短的十個月內順利誕生,除了有賴各籌委會會員通力合作外,更獲母校仝

人在精神及財政上鼎力支持和鼓勵,終於趕得及在母校建校六十五週年裡,成功在澳洲註冊,成

為全球香港理工大學第三所海外員生會。值得一提者會長周秀霞女士,在籌備成立員生會期間,

處處表現出其卓越之領導才能。之前,周會長已曾在澳洲曾當過其他香港大學校友會之籌備工

作,經驗豐富。今次當選為會長,實屬眾望所歸。員生會亦獲校友羅堅律師加盟,擔當榮譽法律

顧問。亦獲遠在維省投身於會計及公司秘書之劉淑嫻女士相助,兩位在員生會草擬會章過程中,

曾提供過不少之專業知識和法律程序。張繼沛亦為員生會贊寫過不少中文宣傳稿件,中文網頁

版,及處理所有中文文書。Dr. Martens 學識廣博,具豐富的工作組織經驗,在參與籌備工作過程

中,亦提供過不少寶貴意見,解答會章內之難題,並協助書寫英文稿件及來往書信。其餘籌委會

內之校友,均各展所長,分工合作,不畏勞苦與艱辛,收集和整理員生資料,建立互聯網頁及員

生資料庫等事項。他們一顆熱誠參與之精神,為理大澳洲員生會奠下日後發展的基礎。

第一屆幹事接着亦開了數次會議,籌備各項員生會活動及會訊等。他們認同最重要的就是加強宣

傳,讓更多居於澳洲的前香港理工大學及其前身 (包括香港理工學院、香港工業專門學院和香港

官立高級工業學院) 員生知悉本會的成立,繼而參予及支持本會。有興趣參加或欲查詢的校友,

Current and Past Presidents of the Association

TONG Tak-wing, Tony (唐德榮) - President 2009/2013

Tony Tong graduated in electronic engineering at the Hong

Kong Polytechnic in 1981. His work experience has been related

to manufacturing, production and instrumentation servicing

which includes a wide range of engineering, operations and

quality management in Hong Kong and Sydney. Tony currently

manages a cal laboratory which provides accredited calibration

and repair services on electronic and physical Test &

Measurement equipment. Tony joined the association as a life

member in 2002.

Tony and his wife Irene have 1 daughter and 2 sons.

CHAU Chung-wo, Daniel (周振和) - President 2007/2009 and Honorary President since 2009

Daniel Chau completed his Higher Diploma in Mathematics, Statistics & Computing at the Hong Kong

Polytechnic in 1978. He has been working in the computing industry ever since. Since joining the

HKPolyUAA in 2004 Daniel has been active in promoting the Association and organizing activities for

its members. His aims are to provide better connections amongst Poly friends in Australia, and to help

the Polytechnic University. Daniel is also an active learner, besides holding two Master Degrees in

cognitive science and business administration; he has also attained a Diploma in Law. Daniel and his

wife Selina, also a Polytechnic graduate, are both life members of the Association. They have a daughter.

LAU Yeuk-shan, Bosco (劉若山) - President 2003/2007 and Honorary President since 2007

Higher Diploma in Electronic Engineering with Distinction, HK Polytechnic (1973)

Master Degree in Computer Science with 2 academic prizes, University of Birmingham, U.K. (1977)

MBA with Award for Academic Excellence, University of South Australia (1999)

After graduation from the HK Polytechnic, Bosco got his first job as a computer engineer with Burroughs

Machines in Hong Kong, he did further study at the U.K. in 2006/7. Since then Bosco had worked in the

U.K. and Hong Kong with several computer suppliers and services firms as consultant and project

manager, before moving into IT management positions with Jardine Matheson Holdings and the Wharf

Holdings group companies. He had also served as a part-time evening lecturer for the HK Polytechnic

for 7 years. Bosco and his family, wife Cecilia and 2 sons – Albert & David, migrated to Australia in

1992. By invitation of his former employer, Bosco returned to work in Hong Kong from 1996 through to

2001. His main job during that period was the IT Manager for the Head Office of Wharf Holdings.

Bosco joined the first Executive Committee of HKPolyUAA as a Publication and Public Relations

Officer in 2002, and had been the President of HKPolyUAA from 2003 to 2007.

Bosco retired from full-time IT job in 2009. Since then he

focused on helping Cecilia in building their Amway network

marketing business in Australia and internationally. The couple

has also been active in various community work besides

supporting HKPolyUAA. They helped the establishment of the

International Guolin Qigong Cultural Research (Australia)

Association in 2009, which promotes the practice of Guolin

Qigong among people with cancer, chronic diseases and other

illnesses as a complementary therapy, and people interested in

health building within Australia.

CHOW Sau-har, Sarah (周秀霞) - President 2002/2003, Founding President and Honorary President

I had been one of the first founders of HKPolyUAA since 2001.

The success of forming an Association Overseas with the aim

of uniting the PolyU alumni and previous employees is such a marvelous business. With all the effort of the ExCo and the

support of members, I am sure HKPolyUAA will continue to

serve the community and make life more abundant for its

members.

Other Distinguished Members CHAN Kit-man (陳潔民) -

Founding Member and Executive Committee Member 2002 to now

香港工業專門學院 1961 年生產工程系首屆畢業,1963 年在英國倫

敦之 Elliott Machine Tool Co. Ltd. 完成實習訓練,成為英國特許生

產學會及電機學會會員。回港後,先後於美資崇佳實業有限公司

及英資太古(遠東)有限公司任職十三年。1977 年加入香港政府,

於勞工署、工業教育及訓練署、香港職業訓練局學徒事務處等,

任職至 1996 年退休。

2001 年三月,在榮譽主席周秀霞領導下,與其他五位員生加入香港理工大學(澳洲)員生會籌備委

員會之工作小組,為香港理大(澳洲)員生會之誕生作出序幕。2001 年一月,成功在澳洲新南威爾

斯省註冊為一非牟利社團組織。繼加拿大(東西)兩岸之後,成為理大海外第三個員生會。曾任首

屆財政幹事之職。

Hugh LEE, JP (李曉民) - Executive Committee Member from 2002 to now

六十年代後期,曾於香港工業專門學院修讀會計,但因家庭環境改變未能完成學業,自覺一生遺

憾。其後半工讀英國會計專業之函授課程,惜未能考取英國會計師公會資格,另一憾事也。後來

七至八十年代在職修讀了很多理工的短期課程,一生受用不盡。

雖未有專業資格,但由羅兵咸會計師行之低層審計學徒做起,不斷

在香港大機構跳槽並歷任要職:包括香港政府、煤氣公司、美國粟

米公司等。其後更在美國思能藥廠任職 CEO 二十多年,也曾旅居加

州三藩市。最後因小女兒出生才定居澳洲悉尼。

在悉尼時經營出入口貿易多年,閒時也參與一些社區活動,作為回

饋社會。今年小女兒也進入大學了,孫兒也增加至五名,別無所

求,所以全面投入社區。目前參與之義務工作有十多個:包括紐省

部長華人諮詢委員會、醫療改革委員會、商會、高齡友誼會、多元

文化聯會、管絃樂團等等。比有正職工作時更忙,但更有滿足感。

Our Association welcomed 63 PolyU Applied Social Science students, staff and alumni on their Australia Study Tour 2007 to visit social and elderly care institutions, and universities in Brisbane and Sydney (August 2007)

From 2008 To 2010

Four PolyU exchange students studying in Sydney met some of our Association members at a home gathering hosted by Bosco Lau (April 2007). The Association had organized other gatherings with different groups of PolyU exchange students.

Over two dozen members and their families from Australia participated in the PolyU 70th Anniversary Dinner function. A painting was donated to the PolyU as a souvenir to mark the occasion (October 2007).

Some of our members participated at the first ever Joint-University Table Tennis Challenge – HKU, CUHK, PolyU and HK Baptist University all sent their teams to compete (October 2008).

In the team competition, our team came second; we also won first in Women Single, Women Doubles and Mixed Doubles.

Synergy Mission: To bring out the talent and expertise of our professional members.

擴濶視野,豐富生命,交流經驗,改善生活質素。

Synergy Group gatherings were held about once a month at a Chinese restaurant in the city (Sydney). A special topic was presented by a member or guest during dinner. Starting from July 2012, a Southern Synergy Group has been formed to hold monthly meetings at Chinese restaurants around Hurstville instead. Member Albert Chow (周伯漢) is currently the co-

ordinator of these meetings. Members who are interested to join such gathering should contact Albert Chow at [email protected] for information.

Our Synergy Group has successfully completed its 45th gathering at the Celestial Chinese Restaurant. Sydney on 4th May 2010. This dinner gathering had attracted 21 alumni members including guests and special visitor Michael Lai (pictured below) from Washington DC, USA. Michael was a HK Polytechnic Accountancy graduate and is the Honorary Treasurer of HK PolyU (Eastern USA) Association.

Bosco represented the Association to present a donation cheque to Hudson Chan (陳克勳先生),

Chairman of the Australian Chinese Charity Fund (澳華公益金) for the purpose of helping

the tsunami victims (March 2005)

Apart from Prof. Poon Chun-kwong who had visited Australia five times in 2002, 2003, 2004, 2006 and 2008, we also had the honour to have other representatives from the PolyU visiting us and acting as special guests at our Annual General Meeting functions.

“Over The Rainbow” – 75 Years Of Great Music

"Over the Rainbow" is a classic Academy Award-winning ballad song with music by Harold Arlen and lyrics by E.Y. Harburg. It was written for the 1939 movie, The Wizard of Oz, and was sung by actress Judy Garland in her starring role as Dorothy Gale. Over time it would become Garland's signature song.

On 4th January 1936, the U.S. Billboard magazine published its first music hit parade. The first Music Popularity Chart was calculated in July 1940. Since then the music scene has been flooded with talented artists and their popular songs. Great artists emerged from the 1950s include The Beatles, Elvis Presley, Cliff Richard, The Rolling Stones and many more. Then from the 1980s MTV (Music Television) and music videos came along, and new artists such as Michael Jackson and Madonna have become even more popular. Apple Inc.’s iTune Store (from 2001), Facebook (from 2004) and YouTube (from 2005) have all contributed to revolutionize the music industry. The Billboard Hot 100 Chart now combines single CD sales, radio airplay and digital downloads.

The author of this article has listened actively to popular music since his high school days from the 1960s, and would like to contribute the following sections on 75 years of great music to coincide with the 75 years history of The Hong Kong Polytechnic University:

Their music will always be “Stayin’ Alive”, “I Will Always Love You”, “Body and Soul”, “Last Train To Clarksville” and “Last Dance” “At Last”.

He then went on to obtain a Postgraduate Degree in Design from The University of Technology, Sydney and a Master Degree in Multimedia from The University of Sydney. Forever keen in the pursuit of knowledge, Alex is now doing a PhD in Film and Digital Art at The University of Sydney.

Established (modern history)

The Treaty of Nanjing signed on 29/08/1842 between Great Britain and the Qing Dynasty of China saw Hong Kong became a British colony until 30/06/ 1997. As from 01/07/1997, Hong Kong becomes a Special Administrative Region (SAR) of the People Republic of China.

Australian was established as a British colony on 26/01/1788 with Sydney becoming the colonial capital. With the inauguration of the Common- wealth of Australia on 01/01/ 1901, Sydney ceased to be a colonial capital and became the capital of the Australian state of New South Wales.

Both Hong Kong and Australia had been a British colony from over 200 years ago. Hong Kong is now part of China and Australia remains to be a dominion of Britain.

(綜合報道) (星島日報報道) 女大學生不幸輕生,留下遺書,指香港太擁擠,「不宜居住」,字字

辛酸。

《紐約時報》介紹美國攝影師 Michael Wolf 在香港拍的照片,但見密密麻麻、層層疊疊,貌如外

星,美國人看了嚇得大叫,認為住在這樣的房子裏,人一定會發神經。

香港開埠之初,都說英國人看中維多利亞港水深港闊、背山環海,天然是一個商業要衝之地,但

是,英國人也很懂得鑑賞,此地氣候溫暖宜人,火山、地震、海嘯的威脅一無;山林、海灘、漁

港無所不包,全世界也難數得出幾個這樣的福地。英國人來殖民,都住在香港島上,依山修路,

環境優美,連赤柱的英軍墳場,也清雅地令人流連,今天成為新人拍照的景點。

英國雜誌《Monocle》每年都評選「最適合生活」城市,條件包括市容潔淨、建築漂亮、環境優

美、文藝蓬勃等,上榜的結果以北歐最多。世上的城市因人不同,有的適宜生活,有的只可用來

賺錢。

因為生活,英文 Life,不止是搵兩餐,還有滿足感官與心靈的需求,正如家居絕不止是「單

位」,居住的環境也不應該只求有瓦遮頭,還要追求窗外的樹影,街頭的清風,在草地上曬太

陽,樹下看野鴨戲水的一片和諧心境。

香港人的家居,四面都是牆,推不開窗,狹小幽閉,到處是噪音、光害,無一刻安寧,怎麼可能

適宜居住?只是一個適合賺錢的地方,為了錢,只好犧牲其他,包括美和靈魂。

Monocle Most Liveable Cities 2011 Since 2007, the lifestyle magazine Monocle has published an annual list of liveable cities. The list in

2009 was named "The Most Liveable Cities Index" and presented 25 top locations for quality of life. The

winning city in 2009 was Zurich, Switzerland and the 2010 winner was Munich, Germany.

Important criteria in this survey are safety/crime, international connectivity, climate/sunshine, quality of

architecture, public transportation, tolerance, environmental issues and access to nature, urban design,

business conditions, pro-active policy developments and medical care.

The Top 10 Liveable Cities in 2011 rankings are:

(1) Heisinki - Finland, (2) Zurich - Switzerland, (3) Copenhagen - Denmark, (4) Munich - Germany,

(5) Melbourne - Australia, (6) Vienna - Austria, (7) Sydney - Australia, (8) Berlin - Germany,

(9) Tokyo - Japan and (10) Madrid - Spain

In the same list, Singapore was ranked at No. 15 and Hong Kong at No. 17 ahead of Vancouver (20).

According to the 2011 Economist Intelligence Unit's Global Liveability Report, the Top 10 Cities are:

Believe It Or Not? - Hong Kong is the ranked the world’s most livable city

according to a new survey in 2012:

Hong Kong is the world's most-livable city, according to the Economist's Annual Livability Index,

followed by Amsterdam, Osaka and Paris.

The highest ranked US city on the list — which looks at green space, urban sprawl, pollution, isolation,

cultural assets, proximity to other cities and other "spacial" aspects — was Washington, DC, at 14.

Sydney was the only Australian city to make the top 10, despite Melbourne — in the country's southeast

— having been chosen only a year ago as the most-livable among 140 cities surveyed.

Vancouver, which had featured regularly on the list, didn't make the cut in 2012.

The reason previously highly placed cities dropped off the list was owing to a

drastic overhaul of its judging criteria.

The Economist’s "Gulliver" blog explains: "The EIU held a competition in

conjunction with BuzzData, a data-sharing company, to devise a new manner

of ranking cities. The winner was Filippo Lovato, an architect who came up

with the 'Spatially Adjusted Livable City Index,' assessing factors such as a

city’s 'green space, sprawl, natural assets, cultural assets, connectivity,

isolation and pollution on a scale of 1 to 5, and then gave the resultant

combined score 25 percent of the weight of his new index.'"

Under the new system, Hong Kong scored poorly for pollution and cultural

assets, but scored well on natural assets and low on urban sprawl.

The Australian Associated Press quoted Jon Copestake, an editor for the EIU,

as saying in a statement that: "Sydney scores well for having low pollution

levels and lots of green space in the additional indicators.

"Although it was hampered slightly because of the isolation of Australian

cities and the urban sprawl of the city."

More than 50 alumni and friends attended the Melbourne gathering at the Golden Leaf Chinese Restaurant, Burwood East on 8th November 2009. Prof. Tong and Cora Sit were the two representatives of The HK PolyU attending this function. Thanks to our 3 Victoria representatives, Philip Chui, Helena Lau and Paula Lau for their great efforts in organizing this event – this was certainly the most successful alumni event in Melbourne so far since establishment of our Association.

廖嬋娥「從政之路」

奇怪,我現在竟然當上了維州州長的特別顧問 (Special Adviser to the Premier of Victoria)。

26 年前,我在香港理工學院攻讀的是職業治療。一個學期後,因有幸獲得香港政府的獎學金,便

到了澳洲攻讀言語治療。按道理,這兩科都是為人民改善生活質素的專業,與政治完全扯不上關

係。

家族裡亦從沒有長輩或親友有任何政治關係或淵源。在上世紀 60 年代,父母親從潮州的一個農村

來到香港,靠著勤勞的本性和一雙手,培育我們六兄弟姐妹,現在他們分別在商界、法律界和教

育界工作。在政界工作的就只我一人。

記得當年我帶著兩件行李,隻身來澳時,舉目無親。在機場高舉 “廖嬋娥” 三個字的牌子來接載

我的人,是我在香港的朋友的朋友,搭上搭,六重關係以外的“好心人”。

四年寒窗後,我便走上了一條大多數大學畢業生都會走上的公式化人生道路 – 就業、結婚、生

子–與世無爭地生活了十四年,一直沒有跟政治沾上邊。還記得往時每逢選舉投票時,總覺得是

事不關己,更嫌麻煩,完全沒有政治意識或參與的意圖。

世事是很奇妙的。在 2002 年,由於家庭生活上的改變,我無意中開始接觸社區,參加了維州的香

港會和澳維省華人專業商會, 亦自告奮勇地當起商會的講座主任。當時懷著邊做邊學的心態,第一

炮的專題講座題目,竟然是“從政之路”,目的是希望引起華人對澳洲政治的關注和參與。當時

的聯邦反對黨外交事務影子部長陸克文(Kevin Rudd),亦是講座嘉賓之一呢!

會後,一位黨員朋友鼓勵我加入自由黨。在好奇心的驅駛下,我便加入了政黨。自此之後,我就

像一件乾旱的海綿,不斷吸收政治知識。同時,我亦在黨內積極參與、參選、成立自由黨華人

會、接受前維州反對黨領袖(即現任州長)的邀請,加盟核心團隊等,這些事情經過都在報章、電

台及電視的專訪中,詳細報導過了。

從 26 年前的一名留學生到今天的州長助理,從一名不熱衷於政治的普通市民到身處維州政治權力

最高的辦公室,這些情節,絕對不是我在小時候中文作文“我的志願”裡,所能幻想得到的。但

是,在澳洲這個民主社會裡,我做到了。

政治參與,是自由的,是民主的。它不需要關係,亦不需要背景。只要你願意參與,你就有權參

與。政治是富挑戰性的,特別是對於移民和對政治認識不深的人,它有著永遠學習不完的學問。

政治是必須的。無論你喜歡與否,每個國家,每個社會,都需要有政府來管理。民主國家賦予每

個市民平等的權利去作為代表或選出心中的代表。不參與就是平白浪費了你的權利。

政治參與是 Rewarding 的,是富滿足感的。現在我有機會接

觸到以前從沒機會碰到的人與事,因此亦經常帶給我發揮的

機會。當我的工作被肯定和得到讚賞和感謝時,我內心的滿

足感,實在是難以言喻的。

今天,偶爾在夜欄人靜之時,我仍然會回想我是怎樣踏上這

條 “從政之路” 的呢!
