FOREWORD I am pleased to report on the conduct of the October 2017 local government elections. Under the Local Government Act 1995, where local governments choose to conduct their elections by post those elections must be conducted by the Western Australian Electoral Commission. In the 2017 elections 85 of the State’s local governments fell into this category. A further four councils which opted for in person (attendance) elections, requested the Commission to conduct the elections on their behalf.
Taking into account the total number of contested elections and the number of electors eligible to vote in those elections, this was the largest local government electoral event for which the Commission has been responsible since its inception. There were also a record number of candidates, 1,146 in all.
The most pleasing aspect overall was the improvement in voter turnout, the State-wide average participation of 34.5% arresting a steady decline in participation at the previous two elections. The highest overall participation rate was 83.7% in the Shire of Mt Marshall, with the City of Fremantle at 50.8% recording the highest rate among metropolitan councils. Mayoral elections in particular attracted an increase in voter turnout, most above 40%.
It is also pleasing to report greater gender equality among candidates contesting these elections. In 2017 34.9% of candidates State-wide were women, compared with 30.8% in 2015 and 29.7% in 2013.
In conducting local government elections the Commission is able to offer absolute impartiality and integrity, enabling local government administrative offices to remain at arm’s length from the electoral process. The Commission also brings to the table a substantial level of electoral experience and expertise. This is reflected in the very high level of satisfaction recorded in stakeholder feedback surveys. As with any electoral event, however, there is always room for improvement, and the Commission is not immune in this regard. One less pleasing aspect was the requirement to conduct a fresh election for the City of Fremantle’s South Ward where, through an administrative error, a nomination was accepted from an ineligible candidate. To ensure the integrity of the electoral process, the Commission took upon itself to refer this matter to the Court of Disputed Returns and undertook to conduct a fresh election at no cost to the City.
The cost of conducting the 2017 elections was $3.59 per elector, compared with $3.10 in 2015. This increase was largely the result of substantial increases in postal charges which were beyond the Commission’s control. Looking ahead this points to a major challenge for the future delivery of local government elections. The proportion of the total costs of postal ballots directly attributable to actual postal charges increased from 21.3% in 2015 to 30.9% in 2017 and is likely to remain on an upwards spiral, matched by ever-increasing delivery times. This may well lead some local governments to reconsider whether postal

ballots remain the preferred option. The Commission remains of the view that in most cases postal ballots provide greater potential to maximise participation than attendance ballots and that they are also cheaper (the average per elector cost of $3.59 for postal elections was still much lower than $5.31 for the attendance-in-person elections run by the Commission). Nevertheless, it is acknowledged that challenges lie ahead.
In concluding, I would like to acknowledge the efforts of all returning officers and Commission staff in the planning and conduct of the 2017 ordinary elections and thank each of the local governments for the assistance and cooperation provided by their staff.

INTRODUCTION This report provides a brief description of the processes involved in conducting the 2017 local government ordinary elections and includes a summary of the results.
The Local Government Electoral Act 1995 (the Act) allows councils to conduct their own elections as attendance-in-person ballots, but only the Electoral Commissioner may conduct a postal voting election.
The Commission’s involvement in postal elections has increased at successive local government elections, conducting a record number of 85 postal elections in 2017, with over 97% of the State’s eligible electors having access to the postal voting method.
Local governments participating in postal elections in 2017 are listed at Appendix 1. All local governments located in the metropolitan area and major regional locations adopted postal voting. The City of Stirling and the Shire of Murray also conducted referendums in conjunction with their postal elections.
Four local governments which opted for attendance-in-person elections ‒ the Shires of Broome, Derby/West Kimberley, Halls Creek, and York ‒ requested the Electoral Commissioner to conduct those elections.

Key Events
Conducting large numbers of simultaneous postal elections demands a high degree of planning and scheduling to meet the requirements of the election process. Some of the key election activities for the Commission include:
close of the electoral rolls
opening and close of nominations
printing and dispatch of postal voting election packages
receipt and checking of postal voting election packages
conducting the count and declaring results.
INTRODUCTIONSince 1995, the Commission has had anincreasing involvement in the conduct of localgovernment postal elections.
Any council may conduct its own voting inperson election, however only the ElectoralCommissioner may conduct a postal votingelection. The decision to conduct a postalelection must be passed by an absolutemajority of council.
From the initial four local governmentsadopting postal elections in 1995, theCommission’s involvement in postal electionshas increased at successive local governmentelections, with 85 postal elections in 2017.

In 2017, over 97% of the State’s eligible electors (98% in 2015, 93% in 2013 and 95% in 2011) had access to the postal voting method.
All local governments located in the metropolitan area and major regional locations have adopted postal voting.
Local governments participating in postalelections in 2017 are listed at Appendix 3. TheShires of Gnowangerup, Moora, Plantagenet, West Arthur and Yilgarn did not proceed to election as the number of nominationsequalled the number of vacancies in each district.
The Shires of Toodyay, Victoria Plains, Wiluna and Wyndham-East Kimberely used postal voting for the first time. The City of Stirling and the Shire of Murray conducted a poll in conjunction with their postal elections.
The Shires of Broome, Derby/West Kimberley,Halls Creek, and York requested the ElectoralCommissioner to conduct voting in personelections. The reasons why the Commissionwas asked to conduct an in person election forthese local governments include ourindependence and impartiality and ourexpertise in conducting remote polling forindigenous communities.
This report provides a brief description of theprocesses involved in conducting the 2017 local government ordinary electionsand includes a summary of the results.
ELECTION TIMETABLEThe timetable for local government elections isprescribed by the Act. Events are countedback in days from election day which is thethird Saturday in October every two years. These dates are fixed, which greatly assists withplanning and preparation. A copy of the timelines for the 2017 local government ordinary elections can been seen at Appendices 1 and 1A.

RETURNING OFFICERS AND STAFF Recruitment of returning officers commenced in early 2017, with the aim of appointing people who lived locally and were known to their communities where possible.
The names of all Commission employed returning officers are listed at Appendix 4.
Election processes can be very labour intensive. A large number of casual staff were employed at the postal vote checking centre in Perth. Others were employed to assist with various processes up to and including the counting of votes on election day.
Local government authorities typically made their staff available for the issue of replacement and provisional voting papers during the lead up to election day. In addition, one or more staff from most local governments worked at the polling place on election day and/or were employed to count ballot papers after 6.00 pm.
ADVERTISING
The Act provides for the placement of statutory advertisements in a newspaper with State-wide circulation. The Commission placed all statutory advertising in The West Australian newspaper. Notices were also placed in local libraries and at local government offices.
Most of the local governments placed advertisements in local community newspapers or newsletters and on their website.
The Commission, in conjunction with the Department of Local Government, Sport and Cultural Industries and the Western Australian Local Government Association, undertook a paid creative advertising campaign primarily focussing on regional radio, the internet and social media. The campaign tag line “Be a vocal local” was designed to encourage a greater number and diversity of candidates, as well as increase public awareness of local government elections in general.

ELECTORAL ROLLS When the rolls closed on 1 September 2017, there were 1,610,657 electors on the State residents roll. Each local government Chief Executive Officer was responsible for producing an owners and occupiers roll for its district. Nominating candidates were able to obtain a copy of the roll as provided by the Act, along with other candidate information.
NOMINATIONSA total of 1,111 candidates nominated across the 85 postal elections and 35 for the four voting in person elections conducted by the Commission.
Unfortunately, many candidates continue to delay their nomination until the final day of nominations. This creates some challenges for returning officers and can delay the ballot paper draw.
Gender of Candidates
In 2017, 714 males and 383 females, and fourteen unrecorded gender, nominated for vacancies in local government postal elections. This compares with 667 males and 297 females in 2015.
In 2017, 261 males and 167 females were elected in postal elections, plus five unrecorded gender, compared to 275 males and 142 females in 2015.
Age of Candidates
The ages of candidates ranged from 18 to 86 years, with an average of 52, slightly lower than the average age of 54 in 2015.
Unopposed & Uncontested Elections
In the postal elections a total of 45 candidates were elected unopposed; with only one vacancy uncontested in the attendance-in-person elections.
COMPLAINTSThe Commission’s head office dealt with numerous enquiries, of which 172 were deemed to be formal complaints, mostly concerning the authorisation of electoral material. Breaches were mainly of a technical nature and were addressed by explaining the legislative requirements to the complainants.
Invalidity Complaints
Any person who wishes to challenge the outcome of an election may do so by lodging an invalidity complaint with a Court of Disputed Returns within 28 days of the result being declared.
Complaints were lodged in relation to the outcome of two elections. One was subsequently withdrawn. The Commission itself lodged a complaint relating to the election for the City of Fremantle South Ward, on the grounds that a nomination for councillor had been accepted by an ineligible candidate. The Court has agreed to the Commission’s request that a fresh election be held and set 16 March 2018 as the election date.
Surveys were conducted by the Commission seeking feedback on particular aspects of the local government elections from local government Chief Executive Officers, Returning Officers and candidates. A summary of the key findings from these surveys can be found in Appendix 5.

PROCESSING ELECTION PACKAGES Election Package Dispatch
There were 1,556,105 election packages dispatched to electors in 80 Local Government districts (including three wards where there was a mayoral election only).
Electors typically had around two and a half weeks to return their ballot material, over three weeks in many country and remote locations. Electors who misplaced their ballot material could arrange for cancellation and re-issue through their local council.
Statistics on the number of replacement and provisional votes issued in each district are provided at Appendix 6.
Almost 50% of replacement voting papers were issued on election day, probably because electors expected to be able to attend a polling place as they do in the State or Federal elections.
For in person elections, an elector wishing to cast an absent vote could do so at any local government throughout the State.
Postal Vote Operation Centre
The Commission’s centre for postal vote operations was located at the Northbridge Centre, 30 Beaufort Street, Northbridge. Casual staff members were employed in teams to process ballot paper envelopes returned by voters.
Mail was delivered to the postal vote operations centre by Australia Post on a daily basis from 3 October 2017.
Approximately 44.9% of the total number of packages that were returned were received at the postal vote operations centre by the end of the first five business days. This compares with 45% of packages returned in 2015.

Counting of the Votes
Under the first-past-the-post voting system, voters are required to tick up to the number of vacancies specified on the ballot paper.
In local governments with one or two vacancies on the ballot paper the count was conducted manually.
Where the number of vacancies was greater than two in any one ward or where there was a large number of candidates, the Commission determined that a computer count was more efficient. This type of count has a high degree of accuracy for the more complex counts.
As counting in each election was completed the results were posted to the Commission’s internet site. Results were also published in The West Australian newspaper on 26 October 2017.
In accordance with regulation 81, a report of the results of the elections was sent to the Minister for Local Government on 3 November 2017. Each local government also received a report specific to their election.

RESULTS
The results for all mayoral and councillor elections are shown in Appendices 8 and 9 respectively.
Sitting Members
Out of a total of 450 vacancies, sitting members were re-elected to 200 (46%) and non-sitting members elected to 250 (56%).
Even allowing for former councillors returning to service after a period of absence, this constitutes a high level of renewal.

The state-wide participation rate for postal elections in 2017 was the highest rate in a decade. The increase was most marked in councils who conducted their elections by post, as shown in the following table.

Participation rates for local governments conducting voting in person elections from 2007 are set out in the following table:
Of the 536,688 postal votes received in 2017, 74.7% (400,036) were from the metropolitan area and 25.3% were from country areas.
The City of Fremantle recorded the highest metropolitan participation rate in 2017 with 50.8% and the City of Wanneroo the lowest with 27.7%.
By comparison, in 2015 the City of Perth recorded the highest metropolitan participation rate of 37.8% and the City of Joondalup lowest at 20.2%.
The Shire of Mount Marshall recorded the highest participation rate for country local governments (83.7%), as it did also in 2015 (82.7%). The Shire of Dardanup was the lowest in 2017 (26.2%), compared with the lowest participation in 2015 (23.7% in the Shire of Harvey).
The average participation rate for metropolitan local governments at the 2017 ordinary local government elections was 33.0%, compared with a 39.6% average for country areas.

Age of Electors and Voters
The Commission uses six age groups for comparison purposes to ascertain voting trends.
In the 2017 elections the lowest voter participation was in the 18‒24 age group, the highest among electors 65+. A similar trend was evident in 2015. The low voter turnout for young electors is still an issue.

Late Mail
Unfortunately, as is normally the case, some electors did not return their completed package in time for them to be included in the count. Late mail details for each local government are shown at Appendix 14.
The Commission endeavoured to minimize late mail by arranging a special delivery through Australia Post on the morning of election day, as well as including relevant messages in the election package and in advertising and media releases.
Voters also had the option of returning their completed package by hand to their local government’s polling place(s) by 6.00 pm on election day.
Unclaimed Mail
1.8% of packages dispatched were returned unclaimed, compared with 2.5% in 2015.
Details were forwarded to the Australian Electoral Commission to asssist with enrolment review. Appendix 15 shows the number of unclaimed mail and as a percentage of the total packages dispatched for each local government.
COSTS
At the October 2017 postal elections the average cost per elector increased by 15.8% to $3.59 in comparison to the 2015 postal elections. The Increase was largely caused by Australia Post increased postage prices for presort mail by 5.1% and 6.5% in January 2017 and July 2017 respectively. Similarly, reply paid postage increased by 2.8% and 3.1% in January 2017 and July 2017 respectively.
Casual and head office wages increased by 17.8% compared to 2015, caused mainly by an increase in the number of electors and in voter participation. The number of returned election packages processed increased by approximately 42% compared to 2015.
Increased efficiencies at the postal vote processing centre resulted in an increase in processing from 57 packages per hour per person in 2015 to 75 packages per hour per person in 2017.
The Commission is required to conduct local government elections on a full accrual cost recovery basis. Whilst cost estimates are provided prior to the election, the actual cost incurred must be passed on. The estimates include approximations of the number of candidates, electors, advertising, mailing, staffing requirements and the number of returned votes by electors.

FUTURE DIRECTIONS
While the 2017 local government elections were generally very well managed and filled all of the 433 vacancies up for election, there are some matters that are of concern to the Commission. These have been raised with the Department of Local Government, Sport and Cultural Industries and other key stakeholders.
The cost increases and general decline in the service level provided by Australia Post, particularly in some regional areas of the State, may start to influence whether particular local governments use the postal voting option for their elections.
Clearly, the time delay experienced with the delivery of residential addressed mail is a growing concern. In addition to delivery problems or a lack of service in some regional parts of the State, some metropolitan local governments reported delays with the delivery of election packages compared to previous elections.
Such delays not only reduce the time available to electors to complete and return their election packages, but can also make it more difficult for candidates to plan their campaigning activities.
This report highlights the reversal of the previous decade’s issue of declining elector participation rates at local government elections. Interest in the 2017 local government elections was also demonstrated by the record number of candidates who nominated.
The Commission believes that a concerted and multi-faceted effort is required to maintain the current participation rate so that the 2017 participation rate is not just an aberration. This would likely involve additional resources being applied to elector education and advertising.

Appendix 5Stakeholder Survey Key Findings
Introduction
Online survey invitations were sent to the local government Chief Executive Officers (CEOs) that the Commission conducted the local government elections for, selected candidates with public email addresses (430) and the local government Returning Officers (ROs) engaged by the Commis-sion. Of these 49 local government CEOs, 169 candidates and 68 returning officers responded to the survey.
The satisfaction scale used was a five point scale ranging from 1-very dissatisfied to 5-very satisfied and ratings of 4-5 were grouped together to obtain a satisfaction percentage. Rating comparisons should be viewed as indicative. Open ended questions were used obtain additional feedback from the surveyed groups.
A summary is provided below of the key findings from the surveys conducted.

For candidates it was found that 100% of 18-39 candidates agreed that the Electoral Commission conducted the election impartially.

Commission Performance
Overall the CEOs were satisfied with the Commission’s performance. The key comments for improvement related to the ballot paper postal delivery times and communications with the Commission.
Returning Officer Performance
Most local government CEOs were satisfied with the ROs performance. The key comment from the CEOs on improving the ROs performance was the RO is more available.
There were positive comments regarding particular ROs performance and also comments for improving the ROs performance from candidates. These comments for improvement related to the Returning Officers availability and responsiveness, accuracy of information provided by the Returning Officer and the Returning Officer’s relationship with the local government.

Election Count and Results
Generally the local government CEOs provided positive comments about the management of the count and election results. They did recognise factors that impacted on the timeliness of the count such as handling large ballot papers, system issues and perceived slowness of data entry. Candidate’s main issue with the count and election results was the timeliness of the count. Some ROs did comment that the verification of results from the Commission could have been quicker.
