Where are we now? In Agreement?
Are we in agreement that a Certification is needed for each state? Is the SAFETY of the motoring Public important ? Is the SAFETY of our Drivers and Pilots important?
Are we in agreement that we need to require a certain level of insurance? Should the Pilot/Escort Operator share in the costs of an accident if
at fault? Should the Pilot/Escort Operator share in the costs of repair to
infrastructure? Should the State be a Certificate Holder/Additional Insured?
Are we in agreement that RECIPROCITY is imperative for us to achieve our goals?
Where do we need to be?Common Goals?
Each State Requiring and Enforcing Certification A Certification Program having many of the same
characteristics which allow for RECIPROCITY Educated Pilot/Escort Drivers who process the
Knowledge and Principles to protect the Motoring Public and Infrastructure.
Requirement of Adequate Insurance for shared RESPONSIBILITY
How do we get there from here? We come to the AGREEMENT that the need for action is NOW! Follow States like Pennsylvania which require a level of insurance
that fosters a level of EXPERTISE in the Pilot/Escort industry. A COMMON blue print to work from to aid each State in their
efforts to create HARMONIZATION/RECIPROCITY. “Best Practices Guidelines 2016” (Written but not released) “National Pilot/Escort Vehicle Operators Training Manual”
(Written but not released)
Each State utilizes the above mentioned information to endorse a certification program, which encourages HARMONIZATION/RECIPROCITY.
States, Trucking Firms, and Pilots/Escorts step-up their game and ENFORCE it for the betterment of the industry.
Who is responsible for what? States - Department of Transportation
Determine the best course of action to implement at the State level
Create/Endorse a Certification program Decide how to best administer the program Enforcement
