represents local programs, businesses, non-profit
organizations, government entities, and individuals
dedicated to fulfilling our shared mission of building
a safer Texas. Our membership reflects the vast
diversity of Texas, with members providing a variety
of community-based approaches to preventing and
responding to family violence.
As a membership-focused organization, TCFV is
firmly committed to serving its members, communities
in Texas, and thousands of victims of family violence
and their families. TCFV hosts an array of dynamic
signature conferences, summits, trainings, webinars,
online trainings, and prevention efforts throughout the
year to support the capacity-building of member programs
and enhance community responses to family violence
throughout the state. TCFV also serves as the unified
voice before the Texas legislature on behalf of family
violence survivors and service providers to support laws
that assist victims and survivors.

THE TCFV SERVICE DIRECTORY
The family violence service providers listed in this directory represent TCFV family violence program members and Health and Human Services Commission funded Family Violence Programs (HHSC FVP).

FAMILY VIOLENCE PROGRAMS
In Texas, there are approximately 90 family violence service providers, including TCFV’s 83 member programs. These family violence programs provide an array of critical survivor-centered services to victims of family violence and their families, which may include:
� Crisis Services
24 hours a day, including emergency shelters and hotlines, as well as site-based advocacy when needed, staffed by advocates who listen and assist survivors of family violence in finding safety options for themselves and their children.
� Legal Advocacy
Information about protective orders and other civil matters, and support for survivors in navigating their local court systems. Some programs offer legal counsel and most programs refer survivors to pro bono or low cost attorneys.
� Advocacy Services
Advocates on staff with specialized training and expertise available to support survivors with the many complex issues that may arise, including safety planning, awareness of economic and legal options, and assisting with navigating related systems such as Child and Adult Protective Services.
� Support Groups and Counseling
Healing spaces for survivors, children, and youth through support groups and individual counseling sessions.
HHSC-FUNDED FAMILY VIOLENCE PROGRAMS: COMPREHENSIVE SERVICES
Of the nearly 90 family violence service providers in Texas, 71 Shelter Centers and 9 Nonresidential Centers receive funding from HHSC FVP. These programs provide many of the services listed above; however, they must also provide comprehensive services to survivors, as outlined in Chapter 51 of the Texas Human Resource Code, as well as follow a detailed survivor-centered set of regulations.

BATTERING INTERVENTION AND PREVENTION PROGRAMS (BIPPs)
The Texas Council on Family Violence (TCFV) provides technical assistance, training, and oversight to accredited Battering Intervention and Prevention Programs (BIPPs). Although many different types of professions can help offenders change their abusive behavior, courts that refer offenders must send them to an accredited BIPP. The program or professional must comply with Texas Department of Criminal Justice Community Justice Assistance Division (TDCJ-CJAD) guidelines, including:
� Trained Employees
Accredited BIPPs must train all employees. BIPP facilitators must complete 25 battering intervention training hours and 15 family violence training hours.
� Criminal Background Checks
Accredited BIPPs must complete criminal background checks for each of their employees.
� Minimum Group Time
Accredited BIPPs must provide at least 36 hours and 18 weeks of group intervention.
� Programmatic Philosophy
Accredited BIPPs must promote the safety of victims, hold offenders accountable, and educate participants that abusive behavior involves choices. BIP programs offer offenders thoughtfully crafted and accurate information about the dynamics of family violence and skills to foster non-violent behaviors in relationships. In doing so, these programs place the responsibility for behavioral change upon each offender.
