HALIFAX REGIONAL SCHOOL BOARD Renaming of Cornwallis Junior High School
PURPOSE: This report is presented to the board for approval and forwarding to
the Department of Education. BUSINESS PLAN GOAL: N/A BACKGROUND: On June 22, 2011, Board Member Kirk Arsenault provided the
following notice of motion:
WHEREAS the naming of a school after Edward Cornwallis is deeply offensive to members of our Mi'kmaq communities and to Nova Scotians generally who believe school names should recognize persons whose contributions to society are unblemished by acts repugnant to the values we wish our schools to embody and represent; and WHEREAS Edward Cornwallis, as Governor of Nova Scotia, authorized the killing of Mi’kmaq persons, including women and children, and offered a bounty for such killing, this board finds the naming of a public school after him to be inappropriate and unacceptable; and WHEREAS the Native Council of Nova Scotia, representing the off-reserve Mi'kmaq communities of Nova Scotia, has unanimously passed a motion requesting that the name of the school be changed; and WHEREAS the policy of the Halifax Regional School Board, Code A.001 "Naming School Facilities" , specifies in clause 5.0 that "When a school and/or a community group wishes to rename a school facility a rationale for a change must be approved by the Board prior to the initiation of the process;" BE IT RESOLVED that the Halifax Regional School Board advise the Cornwallis Junior High School Community, through its Principal, that the name of the school is no longer acceptable to the Board and the Board invites the community to propose an alternative name for the school. It was moved and seconded (Arsenault/Cameron) that the Board advise the Cornwallis Junior High School Community, through its Principal, that the name of the school is no longer acceptable to the Board and the Board invites the community to propose an alternative name for the school.
(CARRIED) CONTENT: A consultation process was followed within the guidelines outlined by
the Board. An overview of the process and supporting details are attached.

Renaming Process for Cornwallis Junior High School
On December 5, 2011 the Cornwallis Junior High School Advisory Council met to review the submissions received and to reach an agreement on a recommendation of a new name for the school. The council members did a complete review of all the submissions and consensually agreed upon that one name be recommended to the Halifax Regional School Board. The recommendation was reached in the following manner: There were 132 individual submissions and School Advisory Council members were given time to read all of the submissions. To assist in their reading of the submissions, booklets were make available which grouped duplicate submissions. When all members announced that they had completed the reading, then the next phase of the meeting proceeded. All Council members were then asked to put a forward their three top selections including the rationale for the choice. From this exercise, a short list of potential names was created. These selections were open to discussion by all members. The selections were either geographic in nature which included landmarks or personal in nature with most being personal names of individuals. The discussion that followed eliminated the personal names of individuals and this was based on the decision of the School Board to remove the name Cornwallis from the school. The name of any individual may be subject to future scrutiny which might make it inappropriate for the name of a school. The geographic names were discussed and the council members eliminated those names which they felt did not best identify the location of the school and its catchment area. The potential names for selection was reduced to four and these included; Founders Junior High School, Cornwall Junior High School, Preston Street Junior High School and Halifax Central Junior High School. A map of the Halifax Peninsula and school catchment area was used as part of the selection process. The school is almost exactly located in the centre of the Halifax Peninsula including its surrounding catchment area. Council members also noted that many recent new school names selected in both our board and other school boards have been geographic in nature (i.e. Bedford South School). It was agreed that Halifax Central Junior School would be the School Advisory Council recommendation as it best described our location and would serve the school well without any future need to be changed due to any controversy.

RECOMMENDATION FOR THE RENAMING OF
CORNWALLIS JUNIOR HIGH SCHOOL
DECEMBER 9, 2011
BACKGROUND On June 22, 2011, the Halifax Regional School Board passed a motion that required the renaming of Cornwallis Junior High. In a letter to the school principal from the School Board Chair Irvine Carvery on July 5, 2011, the principal, Bill Spears was instructed to identify and lead a consultation process as required under the Naming School Facilities policy of the School Board. RECOMMENDATION PROCESS At the School Advisory Council meeting held on October 24, 2011, the principal tabled a proposal for procedures and timelines to be followed for the renaming of the school. It was unanimously accepted by the School Advisory Council. It included: Timelines November 1 Opening date for submissions to be received. November 30 Closing date for submissions to be received. December 5 School Advisory Council Meeting to review submissions. December 9 Report with recommendation forwarded to the
Superintendent. Submission Procedures All submissions were required to:
• Be in written form. • Submitted to the Principal: electronically, by fax or mail. • Include the name of the individual, mailing address, phone
number and email if applicable. • Clearly identify the suggested name of the school. • Include a short rationale for the suggested name.
Communication The Cornwallis Junior High School community was advised of the renaming timelines and procedures through both electronic and traditional forms of communication. They included:
• E-Mail to all parents of Cornwallis Junior High students. • Announcements to students and staff of Cornwallis Junior High. • E-Mail to all parents of Elementary feeder schools (directly through the
feeder Schools). • Letters distributed to former Cornwallis Junior High students attending
Citadel High School. • Advertisement on the school marquee sign. • Notice and Submission Form posted on the school website.
RECOMMENDATION On December 5, 2011 the Cornwallis Junior High School Advisory Council met to review the submissions received and to reach an agreement on a recommendation of a new name for the school. The council members did a complete review of all the submissions and consensually agreed upon that one name be recommended to the Halifax Regional School Board. The name that the council recommends is:

SPECIAL CONSIDERATIONS
• Date of Implementation – We are requesting that the date for the official change to the new name coincide with the beginning of the 2012-13 school year. This would allow for an orderly transition.
• Estimated Costs – We are requesting that all school related costs be covered by the School Board General Administration Budget. It is estimated that the costs of new club and team uniforms will be in the range of $15 000. There are other school related costs such as changing the school marquee sign which could vary by tendering price, however may be significant.

HALIFAX REGIONAL SCHOOL BOARD Electoral Boundary Review
PURPOSE: To provide the Board with an update regarding the electoral boundaries
process and seek approval of recommended electoral boundaries based on the Nova Scotia Utility and Review Board’s (NSUARB) decision on new polling districts for Halifax Regional Municipality.
BACKGROUND: On July 27, 2011, the Nova Scotia Utility and Review Board (NSUARB)
released its decision regarding the number of electoral districts and councilors representing the Halifax Regional Municipality (HRM). The number of electoral districts and councilors has been reduced from 23 to 16 plus the Mayor. Based on this decision, HRM’s electoral boundaries will be significantly altered for the October 2012 election.
The Halifax Regional School Board is required by the Education Act to apply to the Utility and Review Board to confirm or change the boundaries in 2016. However, HRSB has decided to file an application to the NSUARB to change its electoral districts for the following reasons: • in accordance with Section 44 of the Education Act the UARB
considers the boundaries of municipal polling districts and wards when it determines the electoral boundaries for school board districts;
• school board elections are held at the same time as municipal elections and HRSB is responsible for incidental election costs related to the election of its members and with vastly different electoral districts the cost would be significant; and
• closely aligned electoral boundaries between HRM and HRSB will lessen voter confusion.
The number of elected Board members and districts will not be reduced; however, the geographical area of each district will be altered. During HRM’s process, staff from HRM and HRSB worked collaboratively to determine mutually acceptable boundaries.
CONTENT: A report was presented to the Board on December 14, 2011 providing
information regarding the schedule for responding to the Nova Scotia Utility and Review Board’s desire to have Halifax Regional School Board review its electoral boundaries based on new electoral boundaries for Halifax Regional Municipality. The report was based on the Halifax Regional Municipalities submission to the Nova Scotia Utilities and Review Board pending final decision.

Upon receiving this report the Board approved the following motion: It was moved and seconded (Cameron/Yee) that the Board approve that the electoral boundaries of the Halifax Regional School Board as proposed by staff be approved without debate or amendment. On December 20, 2011 the Nova Scotia Utility and Review Board rendered the decision concerning the new Halifax Regional Municipalities polling districts. This decision varied from the Halifax Regional Municipalities submission. The December 14, 2011 staff report recommended the following action plan to meet the mandate of identifying new school board electoral boundaries.
• Board approval of new electoral boundaries in early December 2011 based on two options
o receiving NSUARB decision of HRM electoral boundaries by November 30, 2011 and adopting new HRSB electoral boundaries based on that decision
o in the absence of this decision, utilize the proposed HRM boundaries as presented by HRM to the NSUARB to create an option for the HRSB boundaries in the interim
• Based on the decision as outlined above, submit an application to NSUARB immediately after the Board’s decision in December requesting hearing dates scheduled as soon as possible. As part of the application, HRSB would request the right to amend the submission based on future information received by the Board such as, NSUARB decision of HRM electoral boundaries or public consultation feedback;
• Public consultation to begin immediately after the Board’s decision in December. These consultations may include public advertisement, direct communications with the SACs, invitation of comments 3via a special website address, and a public meeting in early January.
Based on the Nova Scotia Utility and Review Board’s decision concerning Halifax Regional Municipalities new polling districts, board staff has proposed the following Halifax Regional School Board’s electoral districts.
