1. INTROD$CTION
This document describes the optimization process for the o!ia 3" #$. Theoptimization process is di%ided into the follo&ing sub processes that areseparatel' described(
• Preparation phase &here the ob)ecti%e is to set the
correct en%ironment for starting the tuning and optimization process.There are certain prere*uisites that need to be fulfilled before the actual&or! can start.
• Cluster tuning process &here the purpose is to
meet a minimum le%el of radio performance. It is based on hard&arechanges+ i.e. antenna t'pe+ tilt and orientation+ or changes in the neighbor
lists. It does not include changes on parameters be'ond neighbor definitions.
• Cluster optimization process &here the purpose is
to raise the le%el of net&or! performance to the targets set bet&eeno!ia and the operator. Performance increase is achie%ed b' parameter changes and a test area &ill be selected and different parameter sets &illbe tested.

to %erif' that the changes implemented at the cluster le%el maintain theo%erall net&or! performance to the targets set bet&een the operator ando!ia.
The tools are mapped to the different processes on an o%er%ie& le%el.

3. PREPARATION PROCESS
The purpose of the preparation phase is to set the correct en%ironment for starting the tuning and optimization process. There are certainprere*uisites that need to be fulfilled before the actual &or! can start.-ome of the prere*uisites are rather rollout related processes that need to be in place for a smooth net&or! de%elopment(
• ell defined configuration management processes that enable unambiguous recording and implementation of net&or! changes
• le8ible parameter management processes+ allo&ing small scale or e%en indi%idual parameter changes to be performed rapidl'
$t the start of the optimization process+ all sites concerned need to be 9on air9. Therefore+ a continuous feedbac! from the optimization team tothe rollout is needed in order to ensure there is enough s'nchronization and a feasible cluster prioritization is achie%ed.

3.3 Ro(te P"annin,
Identif'ing appropriate roads on &hichto perform the dri%e sur%e'.
It is needed to include the most important areas and roads in order for the dri%e test to ha%estatisticall' reliable data.-pecial interest locations < airport routes+ corporate routes < need to be specified in order tobe included in the dri%e route.

Definition and maintenance of cluster
tuning schedule
De%elop and maintain a schedule for cluster tuning. The schedule is based on integration of appropriate sites;site densit'. There should be a feedbac! loop to rollout planning so thattuning acti%ities are not perturbed b' the rollout acti%ities.

The purpose of this process is to meet a minimum le%el of radio performance. It is based on hard&are changes+ i.e. antenna t'pe+ tilt andorientation+ or changes in the neighbor lists. It does not include changes on parameters be'ond neighbor definitions >e.g. no T8 po&er changes?.
The tools that can be used to achie%e this tas! are di%ided into three categories( measurement tools+ post<processing tools and operation andmaintenance tools. $ir interface measurement tools usuall' consist of a scanner or a phone and logging soft&are capable of recordinginformation related to the radio en%ironment and the call e%olution. Data is then anal'zed &ith post<processing soft&are. Planning tools+ such aset$ct Planner+ can be also used for predictions.

Confirm rele%ant Cluster has been identified and that the integration percentage criterionhas been met. $ percentage of 70H to E0H is considered ade*uate. 6erif' data a%ailablefrom Cluster and confirm that the area has been planned to the re*uired le%el using theguidelines from the design phases. If sites are missing due to construction orimplementation problems e8clusion zones can be agreed to a%oid the respecti%e affectedareas.
Confirm that Dri%e Test #outes are agreed and documented as per section 3.3 for Clustersand section 3. for the "olden #oute.
6erif' Dri%e Test ,*uipment >%ehicle+ e*uipment calibration+ etc.?.Chec! sites for cross feeder and azimuth;tilt problems >due to incorrect installation? andrectif' e%entual discrepancies prior to the Dri%e Test. This acti%it' &ill re*uire site %isits+therefore the site %isit protocol need to be respected.
Implement et&or! reeze( no changes &ill be made in the respecti%e Cluster and itsneighbors+ unless specified b' the optimization team. This applies to both hard&are andsoft&are >parameter? changes and &ill last for the entire tuning and optimization process.
,nsure all sites are radiating and notif' an' possible problems. $ll 2 : 3 star alarms mustbe cleared prior to commencement of Dri%e Test.

Information related to the cluster performance from the end of the tuning phase is re%ie&edat this stage. Clear ob)ecti%es for this process are re*uired. The PIs >call success rate+throughput etc? are agreed at this stage.

• neconomic rectification re*uired due to sub<optimal site placement.
• It is estimated that the performance can be achie%ed &hen a future change note or
feature is loaded;implemented into the net&or!.
• The implementation of parameters re*uired to achie%e the performance is outside
o!iaLs control.
5.7 #emedial action decision If further remedial actions are li!el' to close performance gap and can be )ustified these&ill be scheduled through the optimization process
