Hilderstone Parish Council Increase in Parish Council Charge A significant increase in the Parish Council charge
is likely in the next two to three years. This is due
to increasing village maintenance costs and also recent County Council cutbacks which have
resulted in the complete withdrawal of County
Highways environmental services to parishes.
Hilderstone Parish Council relies solely on the
Parish Precept for funding. This is the monies
collected from you, the village residents as part of your local council tax payment. The Parish Council
has always operated on a very small budget and
has been very careful about how the precept is spent. In 2017-18 the precept which the Parish
Council received was just £7,807 for the whole
year! Over the past 7 years the average increase
in the precept has been 2.3%. Currently the Parish Council is considering increasing the
precept next year by 10%. This would increase the
charge to an average Band D property by £2.27 per year from £27.20 to £29.92.

The Parish Council feels that village maintenance
is important to residents’ general sense of well-
being and if some of the jobs previously undertaken by the County Council are not carried
out, the village will soon look and feel run-down.
The Parish Council hopes that you will agree that a larger than average percentage increase, but a
relatively small actual increase in your annual
Parish Council charge is worth it in order to
maintain our village and surrounds to a good standard.
The Parish Council end of year accounts and meetings minutes are published on the Hilderstone
Village website. Budget discussions take place
annually at the October and November meetings and are recorded in the minutes. Members of the
public are always welcome at any of the Parish
Council meetings and can comment on any aspect
of its work, budget setting or raise local issues either at the meetings or via the Parish Clerk by
email or in writing.
Local Development Plan
At the Parish Forum on 28th September 2017
Stafford Borough Council informed parishes that although the current adopted Local Development
Plan is in force until 2031, the Government
requires local authorities to carry out regular
reviews to ensure that future development needs are met. Stafford Borough Council started a review
process in July 2017 and have launched a series
of public consultations. The current public consultations are:
Call for new Sites – the Borough Council is asking land owners and stakeholders to suggest
sites that they consider to have development
potential for new housing, employment and other
uses beyond 2031. The Call for Sites exercise ends on Monday 8th January 2018 at 5.00pm.
Call for Local Green Space Sites – the Borough
Council is also inviting applications for Local Green Space designations beyond 2031. The deadline for
this is also Monday 8th January 2018 at 5.00pm.

Two of the Hilderstone Parish Councillors have
indicated that they will stand down from the Parish
Council at the next Parish Elections in May 2019.
They are however willing to stand down before this if any local resident wishes to become a parish

Hilderstone Village Information Network (VIN) -
What is it and how does it benefit you ?
The concept is very simple - through a single
interactive portal, it enables groups and villagers
“originators” (being only those within Hilderstone Parish) to notify others about forthcoming events
or things of community interest. Over 70 individuals or households have so far opted to be
on the system.
The system distributes an e-mail to you, “the
subscriber” giving information on things that are
happening in the Village e.g. a Film Night, a Quiz, a Concert. The system is also used for reminders
that an event is imminent - in other words, the day
before a film you will probably receive a reminder
that it is being shown the following day. Main stakeholders such as the, Village Hall, Parish
Council, Church etc, have their own access to the
network, whilst anybody can have access for a specific notice or event. As well as keeping
Hilderstone residents better informed, it is hoped
that the Village Information System will help to increase resident participation in village events
and build a better community spirit.
It's ability to rapidly reach the community has already been proven. The new publican's decision
to enter into a lease and re-open “The Roebuck”
was significantly influenced by the large number of Villagers who called by when he visited the village,

possible in the small time window presented to
us without the network.
Joining, (Subscribing) is simple - just send

to the VIN and that's it. If you decide you no
longer wish to be informed of what is going on you
can always unsubscribe in a similar manner.
Security - the distribution system details are held
in a private database that isn't shared or accessed by anyone else. Only an email address and
associated name are stored by the system. VIN
will not share or pass on your e-mail address to any parties outside the network. For the record,

personal or commercial gain by individuals, or 3rd
parties, or for political purposes.
Hilderstone Village Website A reminder that the village website is another
community information resource that all villagers
can use to advertise events and activities. It would also be wonderful if organisers could use the
website to share the success of an event with the
rest of the village with photographs etc.

2018! If you are planning on running an event in
the village in the coming year, please remember to get the date and details on the website as soon as
possible to ensure that your event is well attended.

The village salt bins should already have been
replenished, but please note that this salt is for use
on the public highways only. It is not for use on private drives and such usage is classed as theft.

help with road maintenance and safety by reporting potholes, broken streetlights, blocked

COUNTRYSIDE WATCHER LICHEN IN DECEMBER LANES
As I walk down the lane looking around I remember that not many animals are seen in the lanes in December. They are very hungry and spend their time hunting. Moles have been hard at work. Along one long stretch of verge are some very tall, black molehills. They must have been digging some new tunnels with their large, shovel-like front teeth, throwing the loose soil behind as they went. I expect the Moles fond some tasty Earthworms for their larder. Moles often have stocks of Earthworms. They bite through the Worm’s nerve centre making it impossible for them to move, let alone escape. So they stay there until the Moles are hungry enough to eat them!
At this time of the year many greyish-green Lichens can be seen in the lane. Today, there are more Likens growing in clean air places. They do not like exhaust fumes or factory smoke. Lichens look just like other plants but, they many be growing on trees or walls. They are often flat and brightly coloured. Lichens are in fact two plants mixed together. One is a straightforward green plant, Alga. Alga can make its own energy and keep up the food supply. The other is a Fungus that collects rainwater for the whole plant. The Alga can live alone, but the Fungus would die without it.
Lichens grow on rocks, stones, roofs, soil, bushes and trees where other plants cannot exist. In the lane I see the bright green, leafy, Lichen Evernia. It is on the bare Hawthorn branches in the hedge. On the roots and trunk of an old Oak tree growing out of the hedge bank, I see a very pale green, powdery encrusting Lichen, Scribble Lichen.
When I go down the lane at Christmas time I think of the Holly and Ivy associated with Christmas, though their use goes back much earlier. There are still some Holly berries at the top of the trees, but only few on the hedgerow. There is still an old tradition that when hedges are trimmed each year, the Holly trees are left standing to grow above the hedge. They rise tall and triangular against the winter sky. It is the trees that are still decorated with scarlet berries.
At dusk on New Year’s Eve, I see a Barn Owl in the drumble. They usually roost there. I suspect that it was starting its night-time hunt. I have not heard the Barn Owl’s wonderful, eerie shriek for along time. It comes from the beautiful, white, heart-shaped face, white breasts and golden body, wings and head. I am glad that Barn Owls are still around.

COUNTRYSIDE WATCHER – JANUARY
WINTER ELEGANCE & MUTE SWANS
It is January, Nature’s month of preparation. Looking at the lane, it is wonderful to think that there is so much buried treasure waiting to be revealed. There is so much dormant life under the soil. There are roots and bulbs, and on the tree branches, leaves and blossom. However, the riches of Spring are all stored away for the moment.
So I stand still in the lane and lift my face to be bathed in winter sunshine. I then turn in a complete circle, gazing at the views as I do. All I could see was a delicate tracery of bare, black tree boughs against the winter blue sky. Winter is the time when the form and shape of trees can be clearly seen. Shape at this time is more important than colour. There are many shapes. Tall Poplar branches reach up to the sky. There are spreading Ash and Oak trees. Birch trees droop and the Weeping Willow branches hang down to the ground.
A pair of elegant Mute Swans drop silently down on to the pool behind the trees. Swans are Britain’s largest birds. These Mute Swans look so graceful gliding in the water, though I know they are really bullies where smaller birds are concerned. Finding food can be difficult for Swans in Winter. Often they fly to ponds near farms for a share of the grain thrown to hens.
Mute Swans have a deep orange colour on their bills. When they are swimming their necks are gracefully curved with the bill pointing downwards. Unlike the Bewick and Whooper Swans who swim with erect necks. They have longer tails than other Swans, usually turned upwards. When a Mute Swan is annoyed, it arches its wings over its back. Other Swans do not.
Male Mute Swans are called ‘Cobs’. Females are ‘Pens’. They are similar to each other. In the breeding season, the males defend a large expanse of water, aggressive to all who go near. Their enormous nests, made of large heaps of sticks and plant life, are built on the ground. Mute Swans mostly eat water-plants, including amphibians and small fish. Mute Swans are not completely mute. They make a loud hissing noise if anyone goes too close to their nests. Very sadly many Mute Swans die of lead poisoning.
However, watching these gliding Mute Swans, I stand and smile at those elegant birds.

Alcoholic Chocolate Truffles
INGREDIENTS
800g of milk chocolate
1/2 a pint of double cream
roughly 2 shots of spirit
toppings - cocoa, sugar strands etc.
METHOD
Place a good sized bowl over a saucepan of simmering water, break the
chocolate into the bowl and add the spirit. (Any type of whisky or
brandy will do, although an orange liqueur complements the chocolate
well, but the choice is entirely up to you.)
Do not be tempted to stir the mixture until it has completely melted.
While the chocolate is melting, heat the cream in a saucepan until just
before it starts to boil then take it off the heat.
Remove the bowl from above the saucepan, add the cream to the
chocolate a little at a time and stir well in.
Leave the mixture to cool (you may have to put it in the fridge for a short
time)
When the mixture is cooled it will have thickened but should still be soft
enough to work with. Roll the chocolate into the size of truffles that you
want and then roll them in the topping of your choice.
These truffles keep very well in the freezer but otherwise must be stored
in the fridge because of the fresh cream.

Well that time is fast approaching and I am sure you will all be putting up your decorations and wrapping your gifts if you have not already done so. We are in full swing at the Hall as we
have 6 Christmas trees to decorate throughout the home as well as one just outside are main entrance. Unlike in the past, when the Hall was of private residence, all the trees would have been real and cut from within the grounds and I bet it was a magnificent sight to see, as we today have to have artificial ones. We still, however, follow with the tradition from then by placing our first tree which stands 9ft tall in the main lounge in the centre of the window with the star facing down towards the Church in believe of it will shine from us to the village. All the staff, residents, families and friends would like to wish each and every one of you a very Happy and Healthy Christmas and of course you are always welcome to drop in for a Sherry.

Information for Hiring Hilderstone Village Hall
With effect from June 1st 2015 it will be a set fee for all of the facilities of
the hall, which are as follows:
Hilderstone Residents: £15.00 per hour
Non Residents: £19.00 per hour
We can also offer special rates for Parties, and regular users of the village
