Project Induction
1. Project Description:
The scheme is to upgrade 7.9 miles (12.7 km) of existing single carriageway to dual carriageway on the A30 between Chiverton Cross roundabout and Carland Cross roundabout. The scope includes addressing the junctions at Chiverton Cross, Carland Cross and the key intermediate junctions which provide connections to the local highway network. Features of the scheme include:
70mph dual carriageway New junctions at Chiverton and Carland Cross New bridge at Chybucca plus 6 other crossings for local roads Retention of existing A30 for local traffic Environmental mitigation and new ponds to accommodate drainage
2. Site Description
& Location Plan:
The existing A30 between Chiverton and Carland Cross is a rural single carriageway road, subject to the national speed limit. Although predominately two lanes, there are sections where a third lane has been introduced for climbing and right turning purposes. There are two significant intermediate junctions within design length at Chybucca (B3284) and Boxheater (B3285), as well as several other minor side roads and property accesses. Exiting from side roads (particularly turning right) can be hazardous. Whilst there are a few locations where verges are present, the majority of the route is abutted by hedges on either side of the carriageway. Other key features to note are that the road is often narrow with below standard bends and gradients, offering poor forward visibility. Traffic levels are high and the road is frequently used by slow moving agricultural vehicles, with limited opportunities for overtaking. Some laybys are located on this section, although not to current standards.

5. Travel Arrangements:
Rail: Nearest Railway Station – Truro Note: The site is not accessible by public transport. Staff arriving by train will need to arrange transport from Truro via WSP|PB Pool Car (contact Truro Office) or other hire arrangements: Car: Site is accessed via A30 (from the west). Please note that there are currently road works on the A30 at Temple (Bodmin Moor) therefore delays are likely. During peak times (particularly July / August) traffic congestion can be severe. Fridays and Saturdays are the main days for holiday traffic. Extra care should be taken during winter months when weather can be bad and daylight hours are short. Suitable parking locations are shown on the drawings HA551502-WSP-GEN-GEN-DR-Z-00004 & 00005; however these should be assessed prior to use as conditions may have changed. 9. Site Rules: The following Site Rules are intended for General Site Visits and Surveys only. Where ‘construction work’ is involved refer also to the Principal Contractor’s / Contractor’s Construction Phase Plan for more detailed requirements.
a) Refer to Highways England’s ‘Raising the Bar’ initiative which includes additional guidance on subjects such as traffic management, manual handling and plant & equipment. These are available on HE’s website:

b) Anyone visiting the scheme must not to take plans showing any route information onto site, or leave them on view. This is to prevent a repeat of an incident on 24 May. Only in exceptional circumstances will there be any variation to this instruction, approved by either Jonathan Haynes or Tim Harper.
c) The Network Managing Organisation (Kier Services - Control Room) must be informed prior to undertaking any site surveys and also when leaving site. Telephone No: 01392 312660.
Road Space booking is required for any works requiring traffic management (Anita Pascoe).
d) All site activities must be in accordance with relevant parts of WSP|PB SMS, including:
GNHS 211 - Site Safety Clearance MCHS 227 – Lone and Vulnerable Working MCHS 121 – Driving on Company Business MCHS 229 – PPE MCHS 229 – Work Equipment GNHS 244 – Working On or Near Highways GNHS 012 – Risk Management

e) All site activities must have a Risk Assessment (refer to Individual RAMS for specific PPE requirements.
f) Risk Assessments to be review and updated as required after each site visit using the Point of Work Risk Assessments (POWRA) sheets
g) Smoking is not permitted on site or whilst driving company vehicles.
h) The use of mobile phones is only permitted where the user is stationary (ie not walking or driving) and at a safe distance from the live carriageway or where any works are being undertaken.
10. Reporting of Incidents
All Accidents, Incidents or Near Misses MUST be reported via the WSP|PB reporting portal on the Intranet.
In addition, copies of any report must also be sent to the Project Manager, Appropriate Discipline Lead and CDM Advisor (See Section 3) for onward reporting to Highways England.
Any opportunities for improving the provision of H&S arrangements for the project should also be reported to the Project Management Team.
