    2.1 B. State wise Power Scenarios’ of the Region & PSP

    System operation during the month of March 2018 was satisfactory. Theregional demand (Ex-bus) was 49,006 MW. The corresponding peak shortfallwas in the range of 107 MW (peak deficit of 0.22 %). The energy requirementduring the said period was 32,565 MUs (Ex-bus).The power supply position for the month of March 2018 was as follows:

    2.3 Voltage ProfileVoltage profile at some of 765/400 kV sub-stations furnished by WRLDC is

    2.4 U/F Relay OperationsAs per WRLDC records the system frequency didn’t reach 49.2 Hz and no

    UFR operation was reported to WRLDC.

    2.5 Power Cuts / Load RestrictionsDetails of Power Cuts and Regulatory measures as furnished by the State

    utilities are given in Annex. 2.5.The Sub-Committee may kindly note.

    2.6 Details of Generating Units under Forced OutagesDetails of generating units under forced outages are given in Annex-2.6.The Sub-Committee may kindly note.

    2.7 Details of Generating Units under Planned Outages.The details of generating units under Planned Outages are given in

    2.8 Presentation on operational aspects by SLDCs & RLDC.A. An expert lecture on Operational aspects and challenges of FGD at DTPS

    Coal fired TPS by representative from DTPS, Dahanu.

    B. All SLDC’s/RLDC, NTPC & PGCIL may kindly submit the presentation onoperational aspects during last month and specific issues which needdeliberations may be highlighted separately.

    2.9 List of New Grid Elements added / list of elementsdecommissioned.The list of New Elements added in WR Grid is attached at Annexure-2.9.

    2.10 List of grid elements failure.All constituents are requested to furnish the details of grid elements failure (i.e.Generators, EHV transmission elements etc.)

    During the 505th OCC meeting KWPCL representative intimated that KWPCL unitno 1 (600 MW) has been out since 22nd May 2017 due to stator earth faultprotection operated/maintenance. This Unit is under prolonged outage. KWPCLrepresentative may give the present updated status of commissioning of unit.

    The Sub-Committee may like to discuss.

    Item No. 3: Operational Planning3.1 Proposed planned maintenance programme of generating units.

    The maintenance programme of generating units for the months April &May 2018 is given in Annex 3.1.

    The Sub-Committee may kindly discuss and finalise the outage schedule ofgenerating units for the above period.

    3.2 Outage programme of transmission lines/elements.List of proposals for transmission elements outage to be availed during the

    month of May 2018 is given in Annex 3.2.

    The Sub-Committee may kindly discuss and finalise the outages of thetransmission elements.

    3.3 Anticipated power supply position for the months.Details of anticipated restricted & un-restricted demands for the months of

    April & May 2018 are given in Annex 3.3.

    Item No. 4: Operational Statistics for the month March, 2018.The details of actual generation, demand, drawl of power from grid;

    exchanges etc. are given in the following Annexure:

    Item No. 5: System disturbances in western region.There was no major grid disturbance in the Western Region during the

    month of March, 2018. However the details of minor incidences during the monthreceived from WRLDC are enclosed at Annexure-5.

    Item No. 6: Healthiness status of SERs/DRs.The status of healthiness of SERs/DRs is given at Annexure-6.All the Constituents are requested to update the status of healthiness of

    their SERs/DRs before the meeting.

    7.1 Status of Reactors.7.2 Status of Transmission schemes: 765/400 kV and above7.3 Status of Generating UnitsDetails of these items are at Annexure-7.

    Item no. 8: Miscellaneous Operational Items

    8.1: Quarterly review of Crisis Management Plan (CMP) and Physical &Cyber Security (P&CS) in power sectorThe current status of submission of CMP and P&CS report (constituent

    wise) for the Fourth quarter (January to March 2018) is Annexure-8.1.

    All other constituents are requested to submit the Status Report.

    8.2: Monitoring of Schemes funded from PSDFAs per the decision taken in NPC meetings, RPC may follow up with the

    utilities regularly in OCC to expedite the completion of various approved

    schemes by giving due priority. Accordingly, WRPC has been taking up this

    issue in OCC forum for discussion.

    In this matter, the details related to State-wise sanctioned grant and

    disbursement amount for the approved schemes to be funded from PSDF is

    attached at Annexure-8.2A.

    Also, as per the procedure, the utilities are required to furnish the

    information in the prescribed format by first week of every month on regular

    basis to Member Convener, PSDF project monitoring group (AGM, NLDC,

    POSOCO) with a copy to NPC & WRPC division. A copy of prescribed format is

    attached at Annexure–8.2B.

    The utilities may update the current status of progress of scheme under PSDF.

    8.3 State-wise details for Installation of capacitors to befurnished to WRPCIn accordance with provision in clause 1.5 (ii) of IEGC, “RPC shall file

    monthly report on installation of capacitors by states vis-a-vis the

    requirement/targets, as decided in the RPC”

    SLDC’s /DISCOMs are therefore requested to expedite the matter and

    ensure to furnish the status of capacitor report in format attached at Annexure8.3 on monthly basis regularly. SLDC’s are also requested to compile thedetails of various utilities and send the compiled report of entire state by 8th

    day of every month.

    8.4 Compliance of new Environmental norms by WRGenerators:

    Chief Engineer, TPRM Div, CEA, New Delhi vide letter no.

    2/16/VIP/TPRM/2016/CEA/ 82-108 dated 01.02.2018 (Copy Enclosed) and

    subsequently WRPC letter dated 12.02.2018 (copy enclosed) requested for the

    status of progress of works of FGD installation and ESP up-gradation to meet

    the emission level as per new environmental norms (SOx, NOx and SPM).

    During 505th OCC meeting it was decided to monitor the installation of FGDshall be cover the following details:

    (1) The Completion of Feasibility Study,(2) NIT issued,(3) Bid Opening date,(4) Date of Award,(5) Actual date of Commission of FGD etc.

    Accordingly a format for monitoring the activities of installation andcommissioning of FGD and up-gradation of ESP is attached at Annexure-8.4.

    It is requested to all concern generators to update the status as per attached

    format.

    The Sub-Committee may like to discuss the same.

    8.5 Contingency plan to meet deficit / excess rainfall duringmonsoon:

    Chief Engineer (GM), CEA vide letter no. 1/X/Gen/GM/2018/2018 dated

    09.02.2018 (copy enclosed at Annexure 8.5) regarding Contingency plan to

    meet deficient / excess rainfall during monsoon requested that each RPC

    may prepare a contingency plan for forthcoming monsoon season to meet

    situation of increased demand-supply gap of electricity due to contingencies

    like poor monsoon, excess monsoon, excess silt in the rivers etc.

    All States/UTs are requested to estimate the impact (in terms of MW &

    MUs) on demand and availability in respect of area of your jurisdiction for

    the month of June 2018 to September 2018 taking into account the

    contingencies mentioned above.

    It is further requested that all state utilities/UTs & WRLDC, who havenot submitted the contingency plan for above period may be submittedat the earliest.

    Item No. 9. WRLDC Agenda Items

    1. Delay in submission of documents for first time charging ofelements by WRTS-1Procedure for interconnection of a new transmission elements is briefly

    explained below.

    Intimation by Transmission Licensee to RLDC (Annexure A1-A5) : 10 days prior to anticipated date of first time charging

    Acknowledgement and comments of RLDC to Tr. Licensee(Format-II): Within 3days

    Submission of Request for First time charging by Tr. Licenseeto RLDC (Annexure B1-B5): 3 days prior to anticipated date offirst time charging

    RLDC shall issue Provisional Charging Approval for first time

    charging to licensee and in case of interregional element RLDC to

    issue consent/request to NLDC for IR lines (within 2 days)

    Licensee to submit dummy SEM reading to RLDC to ensure that

    the Meter processing Software is able to read the SEM data from

    the new Meters

    Licensee to take Operation Code from RLDC Control Room for

    switching operations. RLDC/NLDC shall issue code keeping view

    of grid reliability

    Tr. Licensee to submit Post Charging documents (Annexure C1-

    C4)

    RLDC /NLDC shall verify the post charging documents and issue

    certificate

    It is observed that first time charging request (A1-A5 and B1-B5) from

    WRTS-1 is being received at short notice. The list of elements for which

    WRTS-1 requested WRLDC for facilitating trail operation at short notice

    is given below.

    On receipt of first time charging request from transmission licensee,WRLDC is required to verify SCADA points, Metering locations, anduniqueness of meters, dummy meters data, protection and all othercompliances to issue provisional approval (Format-V) for charging oftransmission elements. Delay in submission of first time chargingdocuments by concerned licensee delays the integration process.Therefore WRTS-1 is requested to submit the request for first timecharging of transmission element with all formats (A1-A5 & B1-B5) incompliance to the approved procedure for integration of newtransmission elements.

    POWERGRID WRTS-1 to apprise the OCC regarding the actions beingtaken to ensure compliance to the procedure.

    2. Tripping of 765kV Solapur-Raichur Line Reactor due to Ferro-resonanceOn 05th April 2018 the L/R on 765kV Solapur-Raichur line-1 @ Solapurtripped reportedly on Ferro-resonance protection after successful auto-reclose operation of circuit breaker at 18:17 hrs. Subsequently, L/R wasrestored at 19:31 hrs on 05.04.18.Vide its letters dated 27.08.17 (WRTS-II) & 16.10.17 (WRTS-I),POWERGRID intimated that a scheme for tripping of switchable linereactor during line fault to avoid Ferro-resonance effect in following overcompensated lines has been implemented.

    POWERGRID to apprise OCC members regarding

    i. Reason for occurrence of Ferro-resonance

    ii. The settings adopted for tripping on Ferro-resonance

    iii. % shunt compensation above which there is risk of ferro-resonance

    iv. The other lines that are vulnerable to ferro resonance at the time of

    single phase A/R and the actions being taken thereof.

    3. Undesirable tripping of HVDC Bhadrawati pole-1HVDC Bhadrawati pole-1 tripped on 14:42 hrs of 16.03.18 and 17:51 hrs

    of 01.04.18 due to failure of auxiliary power supply as reported by

    POWERGRID. It is understood that there are three sources of auxiliary

    supply for HVDC Bhadrawati

    1. 33kV lines of Maharashtra Discom.

    2. 33kV tertiary of 250 MVA, 400/220/33kV ICT (recently shifted

    from Moga).

    3. Diesel Generator set.

    Existing 250MVA ICT (shifted from Moga of NR) was charged on 06th

    Sep’17 in place of 315 MVA ICT. However the 400/220/33kV ICT at

    Bhadrawati is out of service since 25.02.18 due to LV side bushing oil

    leakage. In case of failure of primary source and non-availability of

    secondary source, the DG supply should have come in to service

    immediately.

    POWERGRID to share the details of the event and ensureredundancy of auxiliary supply to HVDC Bhadrawati.

    4. Critical loading on 400/220 kV ICTs at Kala PG and Gwalior PGThe loading on 400/220kV 3x315 MVA ICTs at Gwalior and 2x315 MVA

    ICTs at Kala was analyzed for the last quarter (Jan’18 to Mar’18). It is

    observed that 2x315 MVA ICTs at Kala was observed to be N-1 non-

    compliant for 98% of the time and 3x315 MVA ICTs at Gwalior was

    observed to be N-1 non-compliant for 35% of the time. The duration

    curves of Gwalior and Kala 400/220kV ICTs are shown below.

    phase open jumper conductor problem at location no. 542 (as intimated

    by Powergrid) was availed by Powergrid on 02.04.18 at 20:37 hrs. Total

    generation of Sasan (around 4000MW) and VSTSP-IV& Rihand-III

    (around 2000MW) is evacuated through 765kV Sasan-Satna D/C and

    765kV Sasan-Vindhyacha PS-Satna only. Outage of any transmission

    line in this corridor requires generation back down at Sasan, VSTPS-IV &

    Rihand-III. Therefore in order to facilitate the emergency outage on

    765kV Vindhyachal PS-Satna line-1, generation back down of 800 MW

    was implemented in Sasan, VSTPS-IV & Rihand-III. Also the tie lines

    between VSTPS-IV and VSTPS-V were closed to control the loading on

    765kV Vindhyachal PS-Satna-2.Main breakers of 400kV VSTPS-Sasan

    and 400kV REWA-Sasan were also closed prior to emergency outage.

    Oscillations in frequency of Satna PMU for about 5 seconds were

    observed during the shutdown of 765kV Vindhyacha PS-Satna line-1 on

    02.04.18.The oscillations in the frequency of Satna, Vindhyachal_PS,

    6. Installation of PMU for observability of dynamic performance ofSTATCOMsFor dynamic reactive VAR compensation in Western Region, four

    STATCOM’s were approved in 36th SCM of WR. In order to monitor the

    dynamic performance of the STATCOM+ MSR / MSC, it is desired to

    install PMUs at STATCOM locations (SATNA PG, Gwalior PG,

    Aurangabad PG and Solapur PG). The matter was already discussed in

    the 505th OCC meeting. The communication from WRLDC in this regard

    sent to WRTS-I & II, POWERGRID is enclosed as Annex-9.6.

    POWERGRID may like to update the progress in this regard.

    7. Automatic Generation Control (AGC) pilot project at NTPC Mouda.A meeting to discuss the implementation of AGC at NTPC Barh,

    Simhadri, Bongaigaon and Mouda was held at NLDC on 27th March

    2018. Representatives from respective NTPC stations, NTPC WRHQ and

    WRLDC also participated. The MOM is enclosed as Annex-9.7). The

    highlights of the meetings are as below.

    i. NTPC confirmed that their units are compliant of accepting the set

    points in NTPC Dadri model

    ii. It was decided that a joint survey will be made by RLDCs / NLDC

    and POWERGRID at the RLDC and the power plant to identify the

    communication requirements

    iii. Considering the compatibility and integration issue with NLDC

    software (procured through M/S Siemens on limited tender basis

    during first pilot project at Dadri Stage-II) and the experience of

    implementation, it was proposed/suggested to award the tender to

    M/S Siemens for smooth implementation of the pilot projects in all

    the five regions. It was discussed that since this is a pilot project

    and expeditious commissioning is necessary, procurement may be

    done on single tender basis. After the discussions NTPC agreed to

    take up with M/S Siemens regarding the survey and requirements.

    iv. It was also decided that a local survey will be made by Mouda and

    will send the requirements to M/S Siemens

    8. Assessment of Total Import Capability of Gujarat Control AreaWith the commissioning of various transmission elements and the

    present skewed dispatch scenario of very less generation at APL

    (4x330+6x660 MW), NIL generation at Essar Vadinar (2x600 MW), CGPL

    one unit out, total import capability of Gujarat system is re-assessed for

    various contingencies. As per the Mar’18 peak case scenario studied, it

    was observed that with Gujarat demand of 15000 MW State generation of

    around 6600 MW, the system is secure if the Gujarat drawl from ISTS is

    maintained within 8800 MW. The limiting constraints is N-1 contingency

    of 765/400kV 2x1500MVA Vadodara ICT.

    11. Follow-up of agenda items discussed in past OCC meeting

    i. Compliance to LVRT by Wind Turbine Generators connected at 66kV and aboveIn past OCCs, WRLDC highlighted the importance of LVRT to prevent

    simultaneous loss of generation from RES. All SLDCs were informed

    to compile the information as following.

    a. Capacity of RES in the State that is exempted from LVRT : Stall

    type / Capacity below 500 kW

    b. Capacity of RES in the State that is mandated to have LVRT

    c. Capacity of RES in the State that is LVRT compliant

    All SLDCs to update the information as mentioned above.

    ii. Synchronous Condenser Mode of Operation at GhatgharGhatghar pumped storage power plant in Maharashtra is connected

    to Kalwa, Jindal, Washala and Nasik through 220 kV single ckts.

    Ghatghar plant can generate 250 MW (2x125 MW) in generation mode

    and can absorb 300 MW (2x150 MW) in pumping mode.

    During 505th OCC meeting, WRLDC advised Maharashtra SLDC to

    explore the possibilities of operating Ghatghar machines in

    synchronous condenser mode of operation to improve the voltage

    profile at 220 kV Ghatghar and 220 kV Kalwa.

    SLDC Maharashtra to state the possibilities of operation ofGhatghar machines under synchronous condenser mode.

    iii. Parallel operation of 220kV Kolhapur_MS(WR)-Chikodi(SR)and220kV Talangade-Chikodi lines with other WR-SR Inter Regionallines220kV Kolhapur_MS(WR)-Chikodi(SR) and 220kV Talangade-Chikodilines are natural interstate line between Maharashtra in WR andKarnataka in SR. These lines are operated in radial mode to supplypower from Maharashtra to Karnataka.During 505th OCC meeting, WRLDC shared the merits of utilization of220kV Kolhapur_MS(WR)-Chikodi(SR) and 220kV Talangade-Chikodilines for inter-regional power transfer with ISTS status. SLDCMaharashtra informed that they would take up the issue withMaharashtra STU and inform the forum.

    During 505th OCC meeting WRLDC shared the merits of operation of

    Ambewadi(SR) in parallel mode. SLDC Goa was requested to resolve

    the protection and telemetry related issues to operate the lines in

    parallel mode which would enhance the reliability of Goa system.

    then they will have to staggered on notified day only & cannot avail as per their choice.b) All industries are required to keep their recess timings staggered.

    2 kRiYa va gaàmaINa xao~aoM kao ivaVut AapUit-2. Power supply to Agricultural & Rural Sectorsa) 08 Hrs. power supply in staggered form in rotation of day & night is given to AG. During 21.07.2017 to 28.07.2017 --10 hours AG supply given to Lunavada area for paddy crops. 10 Hrs. power supply in staggered form in rotation of day& night is given to AG from 17.08.2017 to 31.08.2017. In PGVCL area 10 Hrs. AG Supply given from 17.09.2017 to1.10.2017. In all Gujarat 10 Hrs. AG Supply given from 05.10.2017 to 19.10.2017 and further from 24.10.2017 to20.11.2017.
