The Association Mission Statement
he Consolidated St. Marion Baptist District Association is the collaboration and
association of Missionary Baptist Churches in Southeast Arkansas. The Association
was formed for the purpose of advancing the energies, resources and confines of the
agreed geographical area to further the educational, missionary, and benevolence ministry
needed too successfully further the Great Commission left to the Christian by Jesus Christ. The
body agrees to support the Arkansas Baptist College, the Consolidated Missionary Baptist State
Convention of Arkansas, and the National Baptist Convention, USA.
The Moderator’s Vision Statement
he Consolidated St. Marion Baptist District Association was formed for the purpose of

further the educational, missionary, and benevolent missionary needed to successfully
further the great commission left to the Christians by Jesus Christ. The purpose of the
Consolidated St. Marion Baptist District Association is to glorify God by making disciples of our
Lord and Savior Jesus Christ at home and around the world. To accomplish our Mission we
will seek to strengthen all member churches and seek to work as a team. As a Convention of
Christ-centered churches in winning lost souls we value making new disciples, building future
leaders, deepening our Christ-centeredness, working together, showing compassionate outreach,
and being the best Great Commission stewards that we can be.

Dear Brothers and Sisters,
It is with both gratitude and humility that I pen these words.
In reality, there are no words sufficient to express to this great Consolidated
Saint Marion Baptist District Association my feelings regarding your
prayers and support as we attempt to bear both the burdens and blessings of
leadership. Under the auspices of the Almighty, our labor has been to His
Glory.
To the cabinet members, I want to express my sincere appreciation for the sacrifice of
your giftedness, time, dedication and assistance in moving our district association forward. We
would not have been able to do the work without your loyal support. To the active churches and
pastors that make up the body of this association, thank you for laboring together to support our
young people and the betterment of our entire district. However, the task before us is to reach out
to our inactive churches and pastors and invite them into the fold and the fellowship, for the good
of us all.
As we move forward for the cause of Christ, let us individually as well as collectively,
renew our commitment to Him who keeps us from falling. Our faith must be in God and our
confidence in each other. Together, we can attain the impossible with God leading the way.
Therefore, brothers and sisters, let us endeavor to make our district association greater
than it has ever been, not for ourselves, but for Him. Lastly, let us prayerfully accomplish this
task by ENVISIONING our Savior, ENLARGING our work and ENVANGELIZING the lost
with the Spirit of Excellence!

Course Description: This course will present an overview of the Bible and will help students to
appreciate the importance of God’s Word and its relevance to our day to day living.

Course No. 1004 Effective Bible Reading (COPP'S Phase 1)
Course Description: This course will identifies methods and approaches to Bible study that can
lead to spiritual growth and Christian maturity. Areas that will be covered include the structure of
the Bible, resources for personal study, and other subjects that will add meaning to the reading of
the Bible. Book: How to Study and Teach the Bible by Julius Scruggs.

Course No. 1075 Synoptic Gospel (COPP'S Phase 2)
Course Description: This course will focus on the Synoptic Gospel-Matthew, Mark and Luke.
Students will study the life and ministry of Jesus Christ as portrayed by these three writers.
Through this comparative study, students will gain more comprehensive understanding of Jesus'

Course Description: This course will focus on the Certificate of Progress Program writing

Course Description: This course is designed pastors, office workers, Christian educators, and

be covered in this course.

handle them. It will look at the preacher's appearance and his conduct in the pulpit, his relationship

Women of God!
Behold, how good and pleasant it is for brothers and sisters to dwell together in Unity! Psalms
133:1
It is with more joy than I could ever express that I welcome you to this great district association.
It has been 123 years since our women’s inception and I have enjoyed the last ten years as your
servant-leader. My, how time flies!
It has truly been and is my honor to work with such a Godly group of Christian women year-after-
year. We know, (because we first asked Him) God has truly been in our midst. The growth we
have experienced is not because we did everything so good, but because of the blessings He has
bestowed upon us, time-after-time, year-after-year. Thank you God for being so gracious and
merciful.
As we celebrate, worship, learn and fellowship this week, let us take advantage of all the district
has to offer. We’ve never had gold, frankincense and myrrh to give, but we have given all we
had with our hands, heart, mind, body and soul to serve.
Galatians 4:4b says, … God sent forth his Son, made of a woman, made under the law… Ladies,
God is still using us to show others to Christ, let Him use you to His Glory, His will, His way.
I’ve always prayed for you and wish nothing but God’s blessings upon you.

Laymen’s President
To the Brethren of the Consolidated District:
It is an honor to serve as your Laymen’s president, thank you Moderator Battles for asking
me to serve. Thank you to the sincere men of God who have shown an interest in our Laymen. I
appreciate your time, means, talent, faithfulness and willingness to serve.
I am asking and challenging each of you to join me in coming together to become stronger
and better as we do the work of Him who sent us. Our streets and young people are calling us,
these are our fields, ready for harvest. Our sons (and daughters), brothers, nephews, uncles,
cousins, friends and neighbors are looking to us to be the men God intended us to be, please don’t
disappoint them. I need your help as we recruit, teach, train, create and enjoy the fellowship with
one another and with our young people.
Last, but not least, we miss the very presence of our late President Wells who was so excited
about this work, keep his family lifted in prayer.
I realize all of us were not called to be pastors, ministers or even leaders, but, as followers,
we do have a calling: Be the man God created you to be.

A Letter from the Dean
Greetings My Brothers and Sisters in Christ:
As dean of the Consolidated Saint Marion Baptist District Association, I am truly grateful to
Moderator Battles and the constituents of our district for extending to me the opportunity to serve
as your dean. I am truly thankful for the Dean’s staff; without them the task would have been much
more difficult to accomplish. I also want to extend my heartfelt thanks to the congress president
and his staff, for their support during this transition. Lastly, I want to thank my wife, Sis. Hawkins,
who has always been very supportive of my educational endeavors.
Our theme for this year is, “Envisioning the Future Exceptionally-As We Equip Disciples for
Christ.” Our scripture references are John 18:13; Galatians 5:22-23; Ephesians 4:12-13; and II
Timothy 3:16-17. As we prepare for this year’s congress, Christian education will be the
foundation of our efforts. Our goal is to provide diverse educational opportunities for pastors, lay
leaders and church members.
My sincere prayer is that Christ be remembered in everything we do and say, so that He can be
glorified.

From the Congress President
Grace and Peace to you from God our Father and the Lord Jesus
Christ our Savior!
I am grateful to Almighty God, Moderator Battles and the constituents
of this Association for the confidence, which has been bestowed upon
me. My duties dictate a faithful and zealous pursuit of the interests of my
constituents and in proportion, as they are persuaded of my fidelity to
those duties, the discharge of them becomes more and more pleasing.
We bring a tremendous amount of excitement into this 2017 Annual Session of the Consolidated St. Marion
Baptist District Congress. Our gratitude goes out to Mt. Harmony Missionary Baptist Church and Dr. Robert
L. Handley for hosting our session. I am grateful to the Congress Staff who have worked together as a team to
bring this Congress to fruition. The Dean's staff has proficiently prepared a certified congress which is relevant
to our local needs. Rev. Kelvin Crumpton and his team have worked tirelessly together keeping our Young
People active all year.
Our purpose is "to promote Christian education in accordance with the teachings of the Holy Bible and to
improve methods of training and equipping in the local church, and for Kingdom Building." We look forward to
seeing you in this 2017 Session of the Congress of Christian Education. Our moderator, Dr. Larry Battles, has
challenged us to “Envision the Future, Exceptionally”. This means that we must continually evaluate where we
have been in the past and where we are in the present to plot an effective course toward an “exceptional” future.
The Congress is continually changing to strengthen and prepare us for that “exceptional” future – and you are
invited to be a part of it! We have planned an exciting, spirit-filled and edifying week of Christian Education.
There will be captivating classes, top-notch faculty, powerful preaching, stimulating lectures and various musical
expressions and art forms offered to edify and equip our delegates for “Making Disciples for Christ”(Matthew
28:19-20). Dean Don Hawkins and his staff has masterfully constructed a curriculum of excellence. This is a
great opportunity for the delegates of your churches to be taught by the most qualified instructors that the
Association has to offer.
Our expectation is for God to show up and display HIS presence at our Congress! You will be inspired,
uplifted, enriched, edified, and challenged to fully embrace God’s Holy Word! If you have any questions, feel

From The Congress Health Division
Greetings Consolidated St Marion Baptist District Association:
The month of July & August CSMBDA Health Division will be focusing on National Minority
Mental Health Month, NBCUSA, and Health Outreach Preventative Education (H.O.P.E.)
In conjunction with the National Baptist Congress of Christian Education focusing on African
Americans who are disproportionately affected by many preventable disease processes. The
congress office aim is to bring HOPE to our communities as we take actions that will dramatically
improve our health awareness and positively impact our total well-being.
CSMBDA Health Division believe it's important to educate people about habits and behaviors
that increase the risk of developing mental illnesses, or could be signs of mental health problems
themselves. These include risk factors such as prescription drug misuse, internet addiction,
excessive spending, marijuana use, troublesome exercise patterns, ect.
The Health Awareness Division of CSMBDA want to help individuals and communities to raise
awareness of the risks that these types of behaviors present—especially to young people—and
help people who may be struggling to detect early warning signs and seek help early.
Scheduled during our 23 August 2017 CSMBD Congress of Christian Education Session
Wednesday night, 7:00 p.m., Mrs. Bessie Smith-Lancelin, Director of the Southeast Arkansas
Behavioral Healthcare, will be speaking on Mental Health. Very important information will be
shared. We’re looking to see all of you or/a representative from all 32 churches in our district.

Mental Health Awareness
Presenter BIO
Bessie Smith Lancelin is the daughter of the Late David Smith Jr. & Mrs. Eliza Smith.
She resides in Pine Bluff, AR and is married to Gregory Lancelin. She is the proud
mother of two amazing daughters, Deaquanita & Nia. She’s the proud grandmother
of a beautiful baby girl, Amanze. Bessie is a member of First Missionary Baptist
Church where she directs the adult and youth choirs. She is active in Sunday School
and the Deaconess Board. Bessie is a sought after director for numerous churches
throughout Arkansas and finds herself directing more than 20 Women’s Day choirs
per year. As a singer/speaker she has performed in Utah, California, Illinois, and
Louisiana to name a few. She is proud to say that she coordinated a statewide choir
for the National Alliance of Faith and Justice for their annual meeting where over 100
different churches provided backup for Beverly Crawford. She has also directed backup choirs for Rance Allen,
Shirley Ceasar, Dorothy Norwood, and Karen Clark-Sheard in the Pine Bluff area.
Mrs. Lancelin is a graduate of the University of Arkansas at Pine Bluff where she sang in the Vesper
Choir. She received her Master’s in Social Work from the University of Arkansas at Little Rock. She is the
first black female to become the director of a federally funded alcohol treatment center in Arkansas. At present,
Bessie is Director of Clinical Services for Southeast Arkansas Behavioral Healthcare. She is proud to serve as
the Southeast Arkansas Region Chair for Arkansas Gospel Music Heritage Month. She is a member of Delta
Sigma Theta Sorority, Inc. and has served on the Jefferson County Red Cross Board, Pine Bluff Convention
Center Commission, and she presently serves on the State Board Licensing for Alcohol and Drug Abuse. She
has been voted Outstanding Young Women of America on three occasions and has been recognized by numerous
organizations including the National Alliance of Businessmen. She is also a graduate of Leadership Pine Bluff.
Bessie loves spending time with her family, helping people, singing, directing, and volunteering. Her
motto is, “If I can help somebody as I pass along then my living shall not be in vain.”
