POA DuesThe Four Seasons Lakesites POA annual assessments should have arrived in your mailbox. Annual assessments are due by January 15, 2017 and are delinquent if not postmarked by February 15, 2017. Delinquent owners are subject to suspension of their membership privileges if assessments are not paid by February 15, prohibiting them from voting on Association issues or using Association amenities.

The Association depends on your prompt payment to ensure the financial health of the Association.

Three easy ways to pay Association dues.

You can pay your bill online at www.mysmartstreet.com. Here, you can pay by e-check or by credit card (the credit card option will charge a $14.95 convenience fee).

You can mail your payment to 101 W. Argonne Dr #22, St Louis, MO 63122-4201 (be sure to include your payment coupon with your check).

You can pay your bill through your bank’s online bill pay (be sure to reference your homeowner account number as it appears on your payment coupon).

We strive to provide timely information that is pertinent and beneficial to all property owners. In an effort to minimize owner expenses and future assessment increases, we are promoting alternative methods of viewing the Association Press in order to reduce printing and postage costs. 2017 AssessmentsThe Four Seasons POA Board of Directors worked very hard to budget wisely in order to maintain assessments for 2017, with no change. The Board would like to remind all property owners of the importance of paying assessments promptly. 2017 Board of DirectorsIn 2016, one appointed Board of Directors position was up for appointment. This position was the Appointed Horseshoe Bend Directors position. The Board appointed Mr. Christophe Torres to fill this four-year term.

Four Seasons Property Owners Association Home Construction Insentive Program: Program AnnouncementIn an effort to stimulate home construction on undeveloped lots, the Four Seasons Property Owners Association (POA) will offer a financial incentive program for lot owners and/or builders to construct homes on undeveloped lots. If desired, the Owner/Builder may combine up to three contiguous lots in accordance with the existing replat procedures of the POA. Upon successful replatting of the lots, the assessment for the combined lots will change to the assessment value of one lot. In order for lot owners or builders to benefit from this Home Construction Incentive Program, new home construction on undeveloped lots must be completed on or before December 31, 2018.Prior to new home construction, the owner/builder of any undeveloped lot(s) may fund a Home Construction Incentive Account, which will function similarly to a Savings Account and will be held by the POA. The amount of this Incentive Account will be determined by the POA Board of Directors and will be based on the total of delinquent accumulated assessments, late fees, interest and any legal or collection fees associated with the desired lot(s). The payment amount for the Incentive Account will be agreed to in writing by both the owner/builder and the POA Board and will serve as settlement for the associated lot(s) being considered. These fees must be paid to the POA in full by the owner/builder prior to the issuance of a building permit. Upon receipt of these funds, the POA will deposit the money into an established Home Construction Incentive Account. The owner/builder will continue to be responsible for the timely payment of any assessments incurred after the Home Construction Incentive Account is set up.As stated previously, construction must be completed and in compliance with the approved POA guidelines on/or before December 31, 2018, or as extended by the POA Board. Any adjustment to the successful completion date will be made only after appeal by the owner/builder to the POA Board whose decision will be final. If new home construction has been successfully completed on or before December 31, 2108, and it has been determined by the POA that the owner/builder is in compliance with POA Home Construction Incentive Program guidelines and requirements, the balance of the Incentive Account will be refunded to the owner/builder. If the home is not successfully completed on or before December 31, 2018, or as extended by the POA Board, the Home Construction Incentive Account will be closed and the funds forfeited and assigned directly to the POA without further recourse.

Recycling in Four SeasonsFour Seasons strongly encourages owners to help the environment and consider recycling to reduce the amount of trash being sent to area landfills. Four Seasons’ preferred service provider, Republic Services, offers residential recycling every other week per the schedule below. Current Republic Services customers can add recycling service for an additional $10 per month. New Republic Services trash service subscription is $15 per month and a new trash & recycling subscription is $25 per month.

If you are considering adding this recycling service, please remember a few considerations. The Association’s governing documents require that trash containers be kept in an approved trash enclosure. Owners must keep the recycling container in the trash enclosure, if there is sufficient space available, or keep your recycling container in your garage. You can put your recycling container out on the morning of the scheduled recycling day and put it back into the garage on that same day. Owners may put the recycle container out the night before and will not be in violation of Association rules unless the container is left out more than two days after pick up.

If an owner is unable to put the recycling container in their garage after pick up, the container must be placed in the trash enclosure and the trash enclosure must be large enough to accommodate both the trash receptacle and the recycling container. If you have any questions regarding recycling, or how to store your recycling container, please feel free to contact Missouri Association Management at 573-552-8334 and we will be happy to assist you. Leaving for an Extended Period?If you will be away from your residence for an extended period of time, we encourage you to contact the Camden County Sheriff ’s Department at 573-346-2243 for an Away from Residence Check.

Here are a few additional helpful reminders:

1) Have mail and newspaper stopped or forwarded.2) Let your neighbors know your plans. 3) Placing one or two lamps on timers is a good idea. If you choose to put more than one light on

timers, adjust the times so that the lights come on and go off at staggered times and place the timers in different rooms.

4) Keep landscaping clean and orderly.5) Secure all windows and doors.6) Unplug electrical appliances.7) Set thermostat at a level adequate to keep the inside temperature above freezing.

Sometimes, the need arises for management to make contact with homeowners. We have had several instances where we have found docks that have pulled loose from their moorings, boat lifts that have lowered, broken water lines, open garage doors, broken windows or even vandalism. If you provide a contact telephone number, you can be alerted immediately regarding issues or concerns on or around your property. If you have recently moved or changed any of your contact information, please don’t forget to let us know of these changes as well. Not providing this information could prove to be very costly if we are not able to contact you immediately. All property addresses are needed to properly update this information in our management system. Community Center Deep-CleaningThe Community Center will be closed from Monday, January 2 through Sunday, January 8 for deep-cleaning. All regularly scheduled group activities and private parties will be suspended for that week so that housekeeping and maintenance personnel can check and clean the facilities for the New Year. The Fitness Center will be closed from Monday, January 2 through Wednesday January 4 for cleaning and disinfecting.If you have any questions, please feel free to contact Missouri Association Management at 573-552-8334.

Our Four Seasons Porto Cima Meeting RoomThe Four Seasons Board of Directors recently entered into an agreement with the Developer to offer the building at 91 Grand Point Blvd. on Shawnee Bend, for use by Four Seasons members in good standing. This is being done on a trial basis to see if there is enough interest by owners for this addition to the many amenities currently offered to Members. You may use the building for private events, card groups, or as a gathering place. The facility has a kitchen area, restrooms, an entry foyer and two meeting rooms. If you are interested in scheduling any regular events, or using the facility for a private event, contact Heidi Altman for additional information at 573-552-8334 or [email protected]. Usage of the facility will be monitored over the next several months and the Board will evaluate the added value of this amenity in the spring.

Blood Drive: SUCCESS!!!The December 1 Blood Drive was another success! As we go into winter and the Holiday Season, the need for blood increases. Our community continues to be generous, giving the gift of life for Christmas. The goal that was set by the representative from the American Red Cross was 19 units of blood. We gathered 22 units and had 3 doubles which will help save the lives of 65 people! This was my first time giving. Although I was very nervous not knowing what to expect, it was so easy and painless. Come join me next time! Our next Blood Drive is scheduled for Thursday, February 23, 2017 at the Community Center from 2:00 p.m. to 6:00 p.m.

Multi-Flo Systems Unique Service RequirementsIn our ongoing effort to keep Four Seasons property owners informed, we would like to take this opportunity to speak to those owners who have Multi-Flo systems about their unique service requirements. The Property Owners Association does provide the pumping of these systems approximately every three (3) years. However we do not automatically pump these systems out on this schedule. This is because the sock filters used in these systems needs to be serviced at the same time the tank is pumped. While the Property Owners Association does provide the service of having the tank pumped out every three (3) years, it is the owners’ responsibility to have the sock filters serviced. Because this needs to be a coordinated effort we ask that if you have a Multi-Flo system please contact the Wastewater Department to find out if it is time for your system to be serviced and to schedule the pumping if it is due.

Christmas Parties Wrap-Up. . .Magic of Christmas and Santa Babes Christmas Parties were a blanketed with an abundance of good food, friends and joy. We played a gift exchange game at both parties and the School of the Osage choir, Les Chanteurs, entertained the ladies at the Santa Babes party. They are a very talented group of kids and brought such a blessing to our afternoon.

Santa was able to fit Four Seasons POA into his busy schedule once again, to spend time with the children, take pictures and hear their Christmas wishes at the annual Kids Christmas Party.

The Social Committee and Management would like to thank all of you who participated and invite all POA members to join us next year. You are sure to have a wonderful time!

DEPARTMENTS

The Architectural Control Committee(ACC) welcomes all our neighbors and Association Members to a New Year! The ACC reviewed some of our policies in 2015 and made a few changes. There were changes to the tree removal policy and the creation of an erosion/drainage control policy.The Committee worked closely with representatives from the Village of Four Seasons(The Village), the Horseshoe Bend Special Road District (HBSRD) and others to create the erosion/drainage control policy.The ACC and its administrative staff enjoy excellent working relationships, cultivated over the years, with several other permitting agencies such as the Village of Four Seasons, Lake Ozark Fire Protection Department, Sunrise Beach Fire Protection Department, AmerenMO, Horseshoe Bend Special Road District, Camden County Planning and Zoning and Camden County Road and Bridge.Working with the representatives from these organizations has been a great help in revising some guidelines for building within the confines of Four Seasons Property Owners Association (The POA). Representatives from The Village and The POA worked closely together and created a matrix to help property owners navigate the permitting processes within the shared boundaries of the POA and The Village. The Matrix follows this article.The administrative staff of the ACC will be happy to help anyone with permit questions and/or questions about any of the revised policies. They can even assist in putting people on the right path with permit questions that involve the other listed agencies.
