economist, in an interview. He said lower gasoline costs combined with a lower Canadian dollar increases

The shipbuilding project will have the largest impact overall on the Halifax Gateway,
with direct activity at the Irving Shipyard and subcontracting to suppliers inside and
outside Atlantic Canada expected to get underway in 2015. Although this project will
have a direct impact on port and other logistics activity, it will also have a very
substantial indirect impact over the anticipated 20 year time horizon due to the boost
from higher employment, incomes and spending.
Other projects which are expected to have a big direct impact on the Halifax Gateway
include the Vale projects which will boost traffic through a transshipment facility
planned for the port. Exploration and upgrading of offshore supply services will also
lead to increased activity at the Port of Halifax over the next few years, and is also
expected to boost air travel given the demand for specialized contract services. The
Muskrat Falls and Maritime Link projects will both require significant shipments of
transmission equipment through the Port of Halifax, including steel towers and
insulators.
The enormous size of the Hebron project and other Newfoundland offshore projects
means that even though Halifax may only pull in a small share of direct
transportation services for these projects, the positive impact on the Halifax Gateway
may nevertheless

Construction investment in roads, highways and bridges (see Figure 2) decreased over the past few years
due to the end of the stimulus infrastructure spending and is expected to trend marginally downward, but
remain above historical levels of activity. Other engineering investment declines from current levels to 2017
as major projects, especially in the government services, industrial and utilities sectors, wind down. Activity
remains relatively unchanged across the remainder of the period as there are no new large major
engineering or resource projects proposed.

Canada, but it will definitely make things difficult for Newfoundland and Labrador. The drop in oil prices drove the provincial
deficit to at least $916 million for the current budget year, and that trend will continue.
This year’s capital budget for the Department of Transportation and Infrastructure totals $233.2 million and includes: $48.9 million for permanent bridges; $85.6 million for permanent highways; $47.5 million for rural roads; $31.2 million for the National Highway Program; $10 million for public works and infrastructure; and $10 million for the Vehicle Management Agency. Within this funding, several highway projects will be completed or undertaken including: Route 8 Nashwaak/Marysville Bypass: $8.7 million. Route 11 Caraquet bypass: $10.6 million. Route 17 upgrading in the Black Brook Area in Victoria County, $2 million. Route 2, Quebec Border to four-lane, final connections, $2.6 million. Route 15 Harrisville Boulevard Interchange, $1 million.

Proposed Route
The proposed route, including subsea cable, will run between Granite Canal, NL and Woodbine,
NS. The Maritime Link Project is divided into three distinct geographical regions:
Island of Newfoundland: The portion of the Project located on the island of Newfoundland
includes a transmission line from Granite Canal to Cape Ray, of which approximately 35 km
will be new transmission corridor. At Granite Canal, a switching station will be constructed
to accommodate termination and
interconnection of the Granite Canal - Bottom Brook line into the Newfoundland and Labrador
Hydro (NLH) system. The switching station will be constructed adjacent to the existing Granite
Canal hydro development.
At Bottom Brook, a new converter station will be constructed and interconnected into the NLH
system by expanding the existing sub-station. From this new converter station, the
transmission line will follow the existing transmission corridor to the Cape
Ray transition compound. A grounding line will originate at the converter station in Bottom
Brook and be routed to a grounding facility in the St. George’s Bay area, near Indian Head. From
the Cape Ray transition compound, the overhead lines will transition into underground cables
to the shoreline landfall site at Cape Ray.
Cabot Strait: Two +/- 200 kV subsea HVdc power cables will span approximately 170 km across
the Cabot Strait from Cape Ray
on the island of Newfoundland to an area near the Nova Scotia Power Inc. (NSPI) Point Aconi
Generating Station in Cape Breton.
Nova Scotia: The NS portion of the Project includes a subsea cable landfall which will be
located on the west side of the Point Aconi Generating Station. From the landfall location, the
cables will extend underground to the transition compound and will then run parallel to an
existing transmission corridor, terminating at the converter station at Woodbine. The HVdc
lines will connect to the existing Woodbine converter station via an underground connection.
A transition compound, located approximately 600 m north of the substation, will transition
the overhead lines to underground cables, within a buried conduit. From the Woodbine
converter station, a grounding line will run to a grounding facility location in northeast Cape
Breton County, near Big Lorraine.
