Northeast Community School District Board Meeting Minutes February 15, 2017 At 6:00 p.m., Board President Richard Krogmann opened the public hearing on the proposed 2017-2018 school calendar. Superintendent Gray reviewed items on the proposed calendar. There were no public comments and the public hearing was closed at 6:04 p.m. Board President Richard Krogmann called the regular meeting to order at 6:04 p.m.. Present were Directors Mary Smith, Andy Friedrichsen, Jeni Grantz, Shawn Rathje, Board Secretary Bartels and Superintendent Gray. Administrators Alicia Christiansen, Jered Birt, Eric Brown and Jason Guerin were present. Media representative, Larry Lough, The Observer, was also present.

Recognition of Visitors – Mia Frommelt, from the districts’ auditing firm of Bohnsack & Frommelt LLP, gave an overview of the FY16 audit. Moved by Shawn Rathje, Mary Smith to approve the consent agenda which included approving bills outstanding, recapitulation/finance summary, minutes from the January 17th, February 8th and February 14th meetings, transportation and nurse reports. Motion carried 5-0. Moved by Jeni Grantz, Andy Friedrichsen to approve the following open enrollments:

2016-2017 Open Enrollment IN 2 Students from Clinton 2017-2018 Open Enrollment IN 3 Students from Camanche 4 Students from Clinton 2 Students from Easton Valley 1 Student from Maquoketa

Motion carried 5-0.

Information and Discussion Items— Superintendent Gray reported on the 1 year, 2% package settlement with the Northeast Education Association for 2017-18 that was approved in a special meeting on February 14th. He invited the board to a IASB Board Workshop on March 2nd at 6:00 p.m. at the Clinton CSD Administration Building.

Mrs. Christiansen reported that the Dance Marathon was a big success and plans are getting finalized for the TedX presentation on April 8th.

Mr. Brown reported that the elementary will be starting Iowa Assessment at the end of March and beginning a Pennies for Patients Campaign in March. He also mentioned that Kindergarten Roundup is scheduled for March 20th.

Mr. Guerin reported that All State Speech will be Saturday, February 18th and that we have 4 groups attending, 2 of those groups that will be performing. There is only 20 groups statewide that are asked to perform so this is a big honor.

Superintendent Gray reviewed a possible plan for negative nutrition account balances. There will be ongoing discussion with administrators with possibly implementation for the 2017-2018 school year.

The Wellness Committee met last month to work on updating the Wellness Policy. The Committee will meet again with a revised policy for next month’s board agenda. Action Items-- Moved by Mary Smith, Jeni Grantz to approve the personnel report as follows:

Resignation of Rick Barnhill as Girls Varsity Soccer Coach effective immediately.

Resignation of Michael Bruns as Alternative School Teacher effective at the end of

the 2016-2017 school year.

Resignation of Ken Schoon as Head Middle School and Assistant High School

Wrestling Coach effective immediately.

Motion carried 5-0.

Moved by Shawn Rathje, Andy Friedrichsen to approve the Budget Guarantee

Resolution for the 2017-2018 Fiscal Year. Motion carried 5-0.

Moved by Jeni Grantz, Mary Smith to accept the 2015-2016 Audit. Motion carried 5-0.

Moved by Andy Friedrichsen, Shawn Rathje to approve the 2017-2018 School Calendar.

Motion carried 5-0.

The Negotiated Agreement with the Northeast Education Association was approved at

the special meeting on February 14th.

The Board Retreat will be Thursday, February 23rd. The next Regular Board Meeting was set for Wednesday, March 22nd at 6:00 p.m. in the Elementary Library. The meeting was adjourned at 7:19 p.m.

Northeast Community School District Board of Education Retreat/Tour Minutes February 23, 2017

The Northeast Community School District held a Board Retreat/Tour on February 23, 2017, that started at 9:00 A.M. in the Middle/High School Athletics Conference Room.

Board members present were Rich Krogmann, Andy Friedrichsen, Jeni Grantz and Shawn Rathje along with Board Secretary Bartels and Superintendent Gray. The following items were discussed:

-Paperwork is underway for a tuitioned out student that is eligible for Medicaid claiming. Necessary

forms have now been signed and logging for behavior and health needs was started on Feb. 1. Collected

logs will be sent monthly to NE for submission to Timberline and Medicaid.

Immunization update:

Public Health-Genesis VNA will be offering a free clinic for students to obtain the required meningitis

vaccine(new) for 7th and 12th grade entrance. Information was sent to all current 6th and 11th grade

students parents regarding this new law. It was also noted that NO provisionals or extensions can legally

be written for this immunization-students must have it completed before the first day of school starting

or be excluded from attending.

At the same time the VNA clinic will also offer the Tdap vaccine for incoming 7th graders.

A Medicaid webinar by Timberline was attended.

From the state nutrition audit in December-the “Diet Modification Form” needs to be completed by a

doctor for any students with a food allergy or intolerance. 5 forms out of 19 originally, still need to be

submitted. Phone calls and emails continue to be sent to parents regarding this requirement.

Colds, vomiting and diarrhea, influenza, and many cases of strep remain the main illnesses seen during

the month. We have continued to stay below the 10% mark for reporting illnesses to the state. Teachers

are very diligent in stressing good handwashing and covering a cough.

and/or BOILER(S) REPLACEMENT SERVICES for our Elementary Building located at:

Proposals will be received at the above address until 3:00 P.M., April 21, 2017. Proposals

must include scope of work, identify warranties and warranty periods, specify whether removal

and/or disposal of existing boiler(s) and related infrastructure is included and provide a project

timeline with a completion date. Proposals will be opened as received. Prices will not be read,

nor disclosed in any other manner until award is made.

State Sales Tax: This project is tax exempt. DO NOT include state sales tax in any calculations

of bid totals. Contractor will be provided an Iowa Sales Tax exemption certificate for this

project.

Request to attend 2017 Iowa FFA leadership Conference

The 2017 Iowa FFA Leadership conference will be held, in Ames on the Iowa State University campus April 9-11th 2017

We will be leaving from Goose Lake at 1PM Sunday April 9th and staying 2 nights, returning back to Goose Lake the evening of April 11th.

We have 8 members that will be receiving their Iowa FFA Degrees.

2 members will being recognized for an Agricultural Proficiency awards. Brad Holdgrafer & Justin Swanton were selected state winners.

Todd Holdgrafer, has also been selected as a Star over Iowa Finalist.

4 members each will participate in the Ag. Sales, Ag. Business Management, Poultry and Biotechnology Career Development Events.

3 Members have been selected to perform with the State FFA Chorus

Zach Hamilton is currently serving as the Iowa FFA State Reporter and will be recognized as a retiring officer. In addition, Zach is also running for a State officer for the upcoming 2017/18 year.

Students will pay a portion of their lodging & registration expense ($50 per member) and their meal expenses. The Northeast FFA Alumni and the Northeast FFA chapter will be supplementing the remainder of the lodging expense through our fundraising efforts.

At this time the total number of students will be about 18 as many will be participating in 2 or more activities.
