1. INTRODUCTION
ThisBestManagementPracticesPlanforFugitiveDust(BMPP)hasbeenpreparedfortheGreenwoodAggregatesCompany Limited (Greenwood) proposed Violet Hill Pit (the Pit) to be located on Part Lots 30, 31 and 32,Concession 4 in the Township ofMono, County of Dufferin, Ontario. The BMPP is a detailed document thatidentifiesfugitivedustsourcesanddescribesmeasurestobeusedtocontroldustemissionstotheatmosphere.Theprimaryairemissionassociatedwithpitoperationsisanticipatedtobeparticulatematterreleasedintheformoffugitivedust.Sourcesoffugitivedustcanincludetrafficfromon‐sitehaulroutes,aggregateprocessing,recycling,andhandling,andnaturalreleasesoccurringfromexposedstockpilesandgravelfaces.Tolimitthetransferofdusttosurroundingproperties,theoperatormusttakeallreasonableactionstoensurethatfugitivedustemissionsareminimizedusingbestmanagementpracticesassociatedwiththeindustry.TheobjectivesofthisBMPParethereforeto:
ProvideanoverviewoftheoperationsatthePit; Identifypotentialsourcesoffugitiveemissions; Outlinemaintenanceandinspectionprocedures; Provideasummaryofcontrolmeasuresthatareorshallbeimplemented; Provideanimplementationscheduleforthecontrolmeasures Illustrate how on‐going compliance is ensured through the use of a monitoring and record keepingprogram;and
Detailtheemployeetrainingprogramforfugitivedustcontrolprocedures.Once implemented, the BMPP will serve to minimize dust emissions from the Pit, thereby minimizing oreliminatingimpacttonearbypropertiesandtolocalecology.The Site Foreman shall be responsible for ensuring that the control measures identified in this plan areimplemented.

2. SOURCES OF FUGITIVE DUST
2.1. OVERVIEW OF PIT OPERATIONS
TheprimaryoperationsatthePitwillconsistofaggregateextraction,aggregatecrushing,aggregatescreeningand/orwashing,aggregatestockpilingandaggregateoff‐siteshipping.
2.1.1. Aggregate Extraction
Extraction can take place in the north and south Pits. Excavationwill occur by stripping the deposit with abulldozerandscrapersorhighhoe.Therewillbenoblastingordrillingonthesite.
2.1.2. Aggregate Processing and Recycling
Aggregateprocessingandrecyclingcanincludecrushing,screeningand/orwashingplants.Crushingplantscanconsistofprimaryandsecondarycrushersandscreeningplantscanconsistofprimaryandsecondaryscreeners.
2.1.3. Shipping
Afront‐endloaderloadshighwaytrucksforshipmentofaggregateoff‐site.TrucksareweighedatthescalehousebeforeleavingthePit.Thereisone(1)entrancetothePit,whichwillbelocatedoff3rdLineE.The500‐metre(m)section of the haul road from the entrance to the Pit will be paved and recycled asphalt will be laid on theremainderoftheinternalroute.
2.2. INVENTORY OF FUGITIVE DUST SOURCES

Characterizationofdust:Chapter11oftheUSEPAAP‐42documentcharacterizesfugitivedustfromstonecrushingandaggregatehandlingasthree(3)formsofparticulatematter:PM,PM10andPM2.5.PMisrepresentativeoftotalsuspendedparticulatematter.PM10andPM2.5istherespirablefractionofparticulateandcanhaveanimpactonhumanhealth.

3. MEASURES TO CONTROL OR MINIMIZE FUGITIVE DUST
3.1. PAVED ROADS AND ENTRANCE WAYS
Theinternalhaulrouteextendingfromthepublicroadtothescalesonthesitehavebeenpavedandrecycledasphaltwillbelaidontheremainderoftheinternalroute.RefertoAppendixAforlocationofhaulroutes.Thefollowingmeasuresshallbeusedtocontrolandminimizefugitivedustfromtheinternalpavedroads.
ThePitwillhaveone(1)pointofentry/exit,whichwillbepavedandwellmaintainedduringoperations.Theentry/exitpointisextending500meastof3rdLineE.
ThePitshallhavethecapabilitytospraywaterorotherapproveddustsuppressantsasdeemednecessarybytheSiteForemanonpavedsurfaceson‐site,aswellasroadsnearthesiteentranceasneeded.
Theactualapplicationrateshallvary,dependingonsurfacemoistureconditionsandtrafficlevels,andshallbe triggeredwhenever thescaleoperatoror SiteForemanobserves trailersproducinga trailingcloudofdustgreaterthan1/3ofatrailerlength.
HaulroutesshallbemaintainedduringPitoperations,toensurethatloosefinematerialonthehaulroutesurfaceisminimized.
To prevent spillage and air entrainment during transport of aggregates, the aggregate loads shall becoveredduringtransportontheinternalunpavedroads.
Anyspillageormaterialdepositedonthepavedroadsshallberemovedpromptly. Regularsweepingofthepavedroadswillbeconductedasrequired,atthediscretionoftheSiteForeman,toensurethatvisibleloosefinematerialofthehaulroadsurfaceisminimized.
Trucksandothermobileequipmentshallreducespeedasnecessarilytoreducetrailingdustclouds.Themaximumspeedwillbe35km/hr.
3.2. UNPAVED ROADS
TheinternalhaulroutesattheSitebeyondthepavedrouteareunpaved.Thefollowingmeasuresshallbeusedtocontrolandminimizefugitivedustfromtheinternalunpavedroads:
Atruckortrailer‐mountedtankwillbelocatedonsiteatalltimesandshallbeequippedwithaspraybartodeliverwaterevenlyoverthehaulroutesurface.
AsthediscretionoftheSiteForeman,analternativeMOECC/US‐EPAapproveddustsuppressantmaybeusedshouldwaterproveinsufficienttocontroldustemissions.Environmentallyhazardouscompoundssuchaswasteoilshallnotbeusedasadustsuppressant.
Dustsuppressantsupply(wateroralternative)shallbeavailabletoallowthetankertrucktofillandapplythefullpayloadeachhour,ifnecessary,duringdryconditions.
Theactualapplicationrateshallvary,dependingonsurfacemoistureconditionsandtrafficconditions,andshallbetriggeredwhenevertheSiteForemanorscaleoperatorobservestrucksproducingatrailingcloudofdustgreaterthan1/3ofatrailerlength.
Haulroutesshallbemaintained(i.e.re‐graded)approximatelymonthlyduringMaytoOctober,toensurethatloosefinematerialonthehaulroutesurfaceisminimized.
Trucksandothermobileequipmentshallreducespeedasnecessarilytoreducetrailingdustclouds.Themaximumspeedwillbe35km/hr.
Theinternalroadsshallbeclearlydelineatedtolimittraffictotheestablishedhaulroadsthathavebeenmaintained. Limiting the trucks away from unmaintained areas of the site is intended to minimizedisturbanceofunmaintainedareas.
Topreventspillageandairentrainmentduring transportofaggregates, the truckscarryingaggregateloadsshallbecoveredduringtransportonthepavedandunpavedroads.

Disturbedareasofunpavedroadsshallbestabilizedtotheextentpossiblewithrollersorothersimilarequipment.
3.3. WIND EROSION OF EXPOSED STOCKPILES
Extractionshallbereducedorsuspendediftheconditionoftheactiveextractionfaceisdryanddustyandthewindisdirectedtowardaresidenceataspeedsufficienttocausewidespreadvisibleerosionoftheopenface.
Watershallbeappliedtostockpilematerialthataredryanddustywhenthewindisdirectedtowardaresidenceataspeedsufficienttocausewidespreadvisibleemissions.
Stockpilesshallbemaintainedtoavoidsteepsidesorfaces. Disturbanceofstoragepilesshallbeminimizedwherefeasible.Foractivestockpiles,thedisturbedareashallbeminimizedtotheextentpossible.
3.4. AGGREGATE CRUSHING, SCREENING & WASHING PLANTS
WheretheSiteForemandeemsnecessary,theprocessingplantsshallbeequippedwithawaterspraysystem. The actualwater application rate shall vary, being adjusted as needed to reduce visible dustemission.
Waterforthespraysystemwillbeprovidedfromthesumporsettlingpond. The spray‐barswill be triggeredwhenever the Site Foreman or scale operator observes visible dustemissions.
Wherepossible, theheightof liftsanddischargedistancesto thetopof thestockpilewillbekept toaminimum.
Conveyor drop heights shall be minimized to the extent possible to reduce spillage and providewindbreak.
Conveyorbeltsshallbecleanedperiodicallytoremoveentrainedmaterial.
3.5. TRUCK LOADING AND TRANSPORTATION
TruckloadingwillbesuspendediftheSiteForemanorscaleoperatorobservesthematerialtobedryanddustyandthewindissufficienttocausewide‐spreadvisibleemissionswithplumesdirectedtowerstheresidences.Thehighestpointofthematerialloadedintoatruckshallnotexceedthevehiclestraywallsunlessitiscovered.
3.6. WIND EROSION OF EXPOSED FACES
Extractionshallbesuspendediftheconditionoftheextractionfaceisdryanddustyandthewindissufficienttocausewide‐spreadvisibleerosionoftheopenfacewithplumesdirectedoff‐site.AggregatestockpileswillbelocatedonthePitfloorincloseproximitytotheextractionfaceorinthestockpilearea.Windforecastsshallbemonitoredregularlyforheavywindsduringthisphaseoftheoperationtoanticipatetheneedforthesemeasuresandallowfornextdayplanning.

4. IMPLEMENTATION
4.1. SCHEDULE
AllcontrolmeasuresaretobeinplacepriortoextractioncommencinginthePit.ControlmeasuresshallremaininplacesolongasthePitremainsinoperation.
4.2. IMPLEMENTATION PLAN
ThefollowingoutlineshowtheBMPPshallbeimplemented,includingtrainingoffacilitypersonnel:
TheBMPPshallbekeptonfileatthescalehouse; Trainingonnewandexistingoperatingproceduresshallbeprovidedtorelevantstaff; Refreshertrainingshallbeprovidedataminimumofonceevery2years; ThePitmanagementshallcommunicatetheBMPPtoresponsiblesupervisors,whoshallensurestaffarefollowingoperatingproceduresdefinedintheBMPP;
TheSiteForemanshallberesponsibleforensuringtheBMPPisfollowed; ManagementshallensureBMPPisreviewedannually;and ThestaffshallfollowtheBMPPprocedures.

5. INSPECTION AND MAINTENANCE
5.1. MAINTENANCE
Thefollowingoutlinesthedetailsregardingtheinspectionandmaintenanceproceduresthatshallbeemployedatthesite:
Thewaterspraysystemfortheprocessingplantwillbeinspectedwheninuse; HaulroutesshallbemaintainedonaregularbasisaspreviouslyindicatedinSection3.1and3.2;and, Haulroutesshallbeinspecteddaily,ormoreregularlyasdictatedbywindconditionsandtrucktraffic.Thehaulroutesshallbemaintainedonaregularbasis,aspreviouslyindicated,basedontheinspection,thewindconditionsandthetrucktraffic.
Priortotheoperationoftheprocessingplants,thewaterspraysystemsshouldbeinspected,andpondwaterlevelsshallinspectedtoensureadequatewatersupply;
5.2. IDENTIFICATION OF PROBLEMS
TheSiteOperator shallbe informedofany issues thatarise from inspectionsperformed. Operationsmaybecurtailedifdustcontrolequipmentisnotadequatelyperforming.

6. MONITORING AND RECORD KEEPING
Visual inspection for dusty conditions in areas of emission sources identified in the BMPP shall occur at aminimumoftwicedailyduringdryweatherandonceperdayotherwise.Recordsshallbemadeeachtimethefollowingeventsoccur:
Dustsuppressantisappliedtopavedandunpavedhaulroutes; Unpavedhaulroutesaremaintained; Waterspraysareusedattheprocessingplant; Wetorvacuum‐sweeperarrivesandcleanspavedsurfaces; Heavydustplumesareobserved;and, Acomplaintisreceived.
Allrecordswillbekeptonsiteinalogbook.AsampleComplaintRecordReportlogformcanbefoundinAppendixB.
Intheeventofadustcomplain,thecomplaintwillbedirectedtotheSiteSupervisor,whowillfollowtheprotocolsoutlinedintheGreenwoodComplaintsProceduresdocument,whichiskepton‐site.
ThePitwillenactanactionplanconcerningitsoperationsinresponsetoacomplaint,asdetailedinthefollowingsection.

7. RESPONSE TO COMPLAINTS
Complainantsarerequestedtoidentifythelocationoftheincidentaswellasthetimeofdaythatitwasdetectedandanyotherrelevantinformation.AlldustcomplaintsshallbeforwardedtotheSiteForemanandrecordedinthelogbookasidentifiedintheprevioussection.
TheSiteForemanshallensurethefollowingactions:
Conductasitesurveytoidentifysourcesofvisibledustcontributingtothecomplaint; Createarecordofthissurvey; Determineweatherconditions(bothcurrentandatthetimethatthecomplaintwasmade);and Reportonallon‐siteactivitiesatthetimethecomplaintwasmade.
IftheinformationcollectedfromthesurveyproceduresindicatesthatPitisnotthesourceofthedustcomplaint,thecomplainantshallbenotifiedofthisfinding.Documentationsupportingthisresponsemechanism(sitesurveyrecordandwindstationreadingsatthetimeofthecomplaint)shallbeprovidedtothecomplainantuponrequest.The Site Foreman or other Pit staff shall respond to all complaintswithin 24 hourswith a phone call to thecomplainant.
If it is determined that the complaint is related to Pit activities, the following response procedures shall befollowed,intheorderprovidedbelow:
Level1–InspectionandCorrectionofOperations
The Site Foreman shall ensure that all elements of the BMPP are being followed. Control measures such assprayingorwateringshallbeincreasedoroperationsmaybecurtailed,asrequired.
Level2–ReviewoftheBMPP
IftheLevel1responsedoesnotadequatelyresolvethesourceofthedustcomplaint,theBMPPshallbereviewedforadditionalcontrolmeasures.
Level3–Operationalmodifications
If theLevel2 responsedoesnot adequately resolve the sourceof thedust complaint, thePit shall commit tomakingphysicalchangestothefacilitytoaddressthesourceofthedustemissions.Suchchangesmayinclude,butarenotlimitedtoadditionalenclosures,relocationofequipment,oradditionalpaving.

8. CONCLUSION
This document presents a Best Management Practices Plan (BMPP) to control and minimize fugitive dustemissionsfromthePitoperations. ThePitwillimplementandabidebythesemeasurescontainedintheplan.Record keeping, inspections and oversight will ensure an effective dust mitigation program throughout thelifespanofoperationsatthePit.
TheBMPPwillservetominimizealldustemissionsfromthePit,sothattherisktohumanhealthandthepotentialforoffsitenuisanceisalsominimized.
ThisBMPPwillbekepton‐siteatalltimesinthescalehouseforreference.
