physical assault by a live-in partner it also includespsychological and emotional abuse, sexual assault andeconomic abuse among other behaviours. VictoriaPolice must investigate every report of family violencemade to them, regardless of how it was made, who itwas made by or who it was made to.
The VicPol Code of Practice aims to:
encourage reporting of incidents of familyviolenceprovide early intervention and disruption to breakthe cycle of family violenceachieve good practice through an appropriate,consistent, transparent and accountable responseto, and investigation of, family violence;
in partnership with other agencies, government andnon-government, support an integrated response tofamily violence.
Superintendent Matthew Ryan is the solesuperintendent in the Victoria Police Family ViolenceCommand, a position he took up when the Commandcommenced in March 2015. In this role he assists theFamily Violence Assistant Commissioner to lead andmanage five teams that own Victoria Police research,policy and training for sexual offences, child exploitationand abuse, and family violence. He also leads ataskforce targeting the highest risk recidivist familyviolence perpetrators in Victoria.

Nearly 200 guests enjoyed the 23rd Paul HarrisBreakfast at the RACV on November 24th. Twenty-twoRotary clubs were represented among those present.
Estimates are that the event raised close to $8500 net,not far below last year’s result.
Past President Roy Garrett said three weeks before theevent, he had only 40 acceptances but by the morning,it was standing room only, in the grand Rotary traditionof last-minute-ism.It’s a flagship event of RC Central Melbourne-Sunrise,raising funds for the Rotary Foundation. Thesebreakfasts, and other RCCMS donations, have raisedmore than $US233,000 for the Foundation over thepast 29 years.

Our guest speaker, Professor Kate Leslie of RoyalMelbourne Hospital, seen here with President GeorgeMackey, gave an enthralling talk on patients’ awarenesslevels during general anaesthesia. She explained thatalthough the anaesthesia process was still not fully
understood physically, it had been used billions of timeswith a proud safety record of people “going under andwaking up without remembering much if anything”. However, a very low rate of patients do have somepost-op awareness, such as, remembering sights andsounds and intrusions. There may also be memories ofdreams and hallucinations, which is undesirable forcreating stress and anxiety. Remembered dreams ofteninvolve water, such as, a boat rocking on the water,and fishing. Among the dreams recounted:
“I dreamed I was at a fairground and someonewas throwing darts at my stomach”“I dreamed I was at a party at a public house inwhich there was a generous supply of gin and theanaesthetist was the landlord!”
Hallucinations were even more bizarre, such as
He thought that there was a flock of chooks onthe ward and that the nurses had possums ontheir headsHe stared ahead unseeingly, crossed himself andshouted ‘rank and number’He made amorous advances towards the nurseasserting she was his wife

theatre stays in theatre.”She discussed many issues on which studies areso far inconclusive, such as whether anaesthesiaaffects dementia. One problem is knowing thelevel of dementia pre-op. Another is thatpost-op, relatives spend more time with theperson and may realize more sharply thatdementia is present.
She advised her audience to think up and write downquestions pre-op to ask the anaesthetist.She fielded odd questions including whether red headedpeople need stronger anaesthetics.She recommended that patients conform to doctors’advice about how long to rest up post-op, and don’trush back to work prematurely.Someone asked if patients who died and were revivedon the table had reported any interesting post-lifeexperiences. She said her own father had ‘died’ brieflythat way, and reported the classic experience of goingdown a dark tunnel but then emerging into the lightagain, with 20 people looking down at him in a veryworried way. She said dying on the table was veryuncommon but dying within 30 days after, especiallywith older people, was less uncommon.
Update on Foundation projects
District Foundation Director John Wigley told the PaulHarris Breakfast that 13 clubs this year have gainedDistrict Grants totalling $61,000 and District still has$100,000 available for clubs for local and overseasprojects. Examples this year include $2500 for RC PortMelbourne towards a travelling soup van, and $6700 to

Laverton Pt Cook RC for a stone security fence around achildren’s home rescue centre. International grants (to$10,000) include $750 for Camberwell RC for aCambodian orphanage well and walkway.John also paid tribute to our current District GlobalGrant post-grad scholars Amali Aluth Gamage andAlexandra Ridgeway. Amali is doing social anthropologyat Edinburgh University concerning preventable diseasework in developing countries. Alexandra at Hong KongUniversity doing a PhD on family violence causes, andshe will attend high level seminars over the next fouryears.He also discussed the Foundation’s Vocational TrainingTeam support sending maternal health experts to TimorLeste to train midwives there. The $US75,000 in totalprogram began in 2012-13 gathering midwives fromaround Bacau for intensive week-long courses. Thesehave been repeated five times to reinforce the learning.Another grant towards a $US110,000 program for threeyears has been approved with a party heading upshortly for the first of three training sessions in adifferent Timor district.

Ourgroup numbered 10, comprising Peter and Sue Duras,Anne King, President Elect Justine Murphy, BernieGerlinger, Rob Hines, Pauline O’Brien and yours truly, plus2 members of the Rotary E Club, President Belinda Grieveand Kaitlin Maskel. It was a pleasure to have them join us.Belinda is likely to talk to our Club about the operations ofthe E Club next January. It promises to be a fascinatingtalk so watch this space.

“directed the traffic” on the day was both pleasantlysurprised and thrilled to see the transformation. Our tasksincluded folding and boxing hospital bed curtains, checkingthe quality and then folding and boxing various hotel linen,and unpacking boxes and boxes of mixed donatedcommercial clothing, separating into male and female andre-boxing into marked sizes.
There was a small break for morning tea and it was therethat Bernie was able to show off his precision skills, seephoto below. He certainly takes the cake.
