CBCP Overview
CBCP Operational Areas
Sub-Sahara: Sierra Leone, Uganda, DRC, N Sudan, RS Sudan, Burundi. Rest: Colombia, Afghanistan, IoPt, Lebanon, Sri Lanka
• Definition of CP = protection against physical abuse, emotional abuse, neglect & exploitation.
•In SL the work includes attention for other child rights abuses (right to education, right to be heard)
•In all cases: CP = prevention and response
•Community Based = community owned, facilitated – not implemented by WCH, work with existing structures, action plans (including livelihoods)•Overarching: advocacy
CBCP Working definition
In Sierra Leone (system building at different levels):
- start with child and direct circle around the child – awareness and capacity building, child participation -Strengthen what already exits, not put in place something new – need to know what is there and how it works-link informal with formal system - advocating for taking responsibility-Intensive intervention for 2 years – exit planned from entry-community driven and owned = sustainable + prevention
CBCP CB approach to CP
CBCP and systems strengthening
Sierra LeoneChild participation in meetings, ideas heard; drop in aggression; mutual respect
CP platform, advocacy integrated, community involvement in livelihood building sustainability, community cohesion + education
UgandaToo early to say but: Taking responsibility is important.
Prevent the help/aid trap (created by stay in camps).People develop the knowledge and power to do somethingDilemma: structures in emergency setting are weak + need to deliver results
CBCP Recommendations
CB approach to CP: include children
Long term investment - life is not back to normal after emergency is ‘over’ – consider recovery during emergency
Support conditions for community based protection to work – advocacy at all levels
Stimulate ownership – but how? Many questions, any answers?
Community based approach makes a difference in particular because prevention is embedded
