Dear Potential Sponsor,
With less than 2% of the population involved in primary agriculture. The farm industry
is finding it harder and harder to attract tomorrow's leaders and star employees in agriculture
fields; as few young people are exposed to the vast opportunities in agriculture.
The Grey Federation of Agriculture and the Bruce Federation of Agriculture, who have
been long sponsors Ag education, and have given out awards at every high school in
Grey/Bruce for students pursuing agriculture in post-secondary education, recognized that
this was not enough. Two years ago the two federations joined forces to create a Career Fair
inviting students from every high school in Grey/Bruce to come and learn about careers in
agriculture.
Held at the Chesley Agri Fair, over 500 students attended over two years, listening to
a range of Ag professionals talk about the exciting technology and range of opportunities in
Ag. Further, being able to explore the many different business that are present at the Ag Fair.
Secondly, the federations created a standalone bursary, that in its first year was able
to give out 14 scholarships to students attending a variety of education programs related to
Ag with hopes of returning to the agricultural field.
The Building Careers and Futures in Agriculture (The Bursary) is a financial assistance
program for students entering or currently pursuing a post-secondary education with an
emphasis on agriculture. The program is available to students seeking a post-secondary
school agricultural career or agriculturally-oriented educational opportunity.
Although the administration of the bursary is funded by the County federations, the
money for students is funded by local agricultural support (individuals, organizations and
businesses). Each bursary is in the amount of $1000.
The Bursary is seeking donations or yearly commitments to ensure it can continue to
support the education of tomorrow Ag talent. The Bursury has charitable status and will
issue tax receipts.
The County Federations hope that you will join them, many other local Ag business,
and farmers that have already allowed the bursary to have a very successful first year.

SummaryCouncil considered zoning by-law amendment application Z-10-18 during a PublicMeeting on July 11, 2018 and refused the application. Notice of the decision of Councilwas circulated in accordance with the Planning Act with the prescribed appeal datebeing July 31, 2018. On July 30, 2018, Carm and Patricia Salway submitted therequired appeal fee and the completed Appellant (A1) form. They have retained CuestaPlanning Consultants Inc. and Don Scott has been authorized to act as the agent for theSalway's.
Staff are in the process of submitting the appeal to the Local Planning Appeal Tribunal(LPAT) and the Township Solicitor has been contacted. Once the Tribunal has receivedand processed the appeal, they will provide a notification of the mediation processand/or hearing date. Staff will provide updates to Council as the appeal proceeds.

Stakeholders Meeting:
Transport Canada conducted an onsite follow-up of the PVI corrective action plans in July 2018. The follow-up was related to last year’s Performance Validation Inspection (PVI) audit.
Airport Events:
• The Air & Auto Event 2018 hosted by COPA Flight 68 and Friends of the Airport (FOTA) was a great success. Approximately 70 aircraft and 100 cars took part in the event, and the total attendance at the event was 1800.
• Friends of the Airport (FOTA) is generously offering a 10 cents/L discount on Avgas fuel (up to $2,000). The discount program was started on June 09, 2018 and a total of 6833L of avgas fuel was subsidized in the month of June.
Airport Business Development:
• Wiarton Airport received an inquiry to set up an Aircraft Maintenance Organization (AMO) at our airport. The proposed AMO intends to serve both private and commercial aircraft, both Fixed and Rotary wing. The proposed operator is currently working on securing a long-term hangar lease at the airport.
• Wiarton Airport contacted Scott Stewart, President of Carlson Wagonlit Stewart Travel Peterborough, regarding organizing a charter flight out of Wiarton Airport. Mr. Stewart will be visiting the airport in October to survey the facilities for a possible charter flight out of our airport in 2019.

Other Updates:
• Wiarton Airport will be conducting a full-scale emergency exercise on September 25, 2018. Many of the region’s first response agencies will be participating in the exercise including Grey County EMS, Bruce County EMS, Inter-township Fire Department, Town of South Bruce Peninsula fire department, Grey County OPP, etc. An invitation has also been sent to ORNGE.

Further to our phone conversation I wanted to give you a brief history of events that lead up to the call to the fire department.
I contacted the inter- township fire hall several months ago as we were planning on burning some brush at our property at Francis Lake. I was asking if they would be interested in using the burn as a training event for their staff. During this conversation I was informed that because of the amount of acreage at Francis Lake we would not need a burning permit. I wanted to make sure the fire department was aware that the burn would be happening sometime in the spring and was advised to call the fire department just prior to the burn to let them know the exact date. We have had on-going issues with a particular home owner at Francis Lake who has made many complaints to the township over the past couple of years and wanted to ensure that the fire department was aware of the burn and to anticipate a call from this home owner.
The day before the burn I contacted the fire department to inform them that the burn would be the following day. I again stressed my concerns related to the issues with the home owner at Francis Lake and shared that I felt that they would get calls from this individual and thought by doing this I was reducing the need for the fire department to respond to her. I received a call from the contractor doing the burn on our lots to say that the fire department came to Francis Lake and put water on the smoldering coals. I called Jeff at the firehall right after the contractor made me aware of the situation to talk with him about the fire department going to Francis Lake when there was no fire that needed their intervention. He expressed that the home owner kept repeatedly calling so they felt they needed to respond. I expressed that I thought I had made them aware of this homeowners need to call regularly to everyone in relation to anything we were doing at Francis Lake and was hoping by doing this that the fire department would take that into consideration when she called. I suggested to Jeff that to eliminate more needless calls from her he could talk to her about the cost related to the fire department going out to the Francis Lake and that those costs might have to be assumed by her as it was not an out of control fire requiring the fire department. The contractor never left a open flame burning and had created a mud ditch around the smoldering burn.
I was shocked to receive a bill from Georgian Bluffs for the calls to the fire department. I wasn't aware that they went four times in response to this home owner. My understanding now is that this individual continued to call the fire department even after they were out once.
I believe that we acted responsibility in relation to the burn. I also feel that we had done all we could to make the fire department aware of the anticipated calls from the home owner. We met our responsibility by contacting the fire department months before the burn to get direction from them. We then followed through with the direction given by calling the day before the burn and was told to go ahead.

It is very unfortunate that this particular homeowner feels a need to consistently make complaints to various services with trivial and unwarranted complaints. With this situation her calls resulted in wasted tax dollars and the time of the fire department that may have been needed at a real fire. We don't believe that the bill for these unnecessary calls are our responsibility as tax payers. ( invoice # 144826) Thank you for your re-consideration of the the charges of the invoice.
