CASE-RATINGS-CRITERIA-LINK (E1578) indicates the internet website link to the Community and Student Engagement (CASE) ratings criteria that are used by the local education agency and campuses to determine the ratings for the LEA and campuses per TEC 39.0546. In addition to reporting the three CASE choices (E1575 – E1577), the LEA is also required to report to TEA the criteria that will be used in the following school year to determine the actual ratings for the same three choices reported at the end of the prior school year. To accomplish this reporting requirement, each LEA must report a valid internet link to a location on the LEA internet website that will allow access to the criteria that will be used by the LEA in the following school year to determine the actual ratings for the three CASE choices. This internet link will be reported using the following PEIMS data element.

Background Information Community & Student Engagement Accountability System
Under House Bill 5 (passed last year by the 83rd Texas Legislature), all districts are required to evaluate the district’s performance and the performance of each campus in regard to community and student engagement. Districts must assign one of four performance ratings – Exemplary, Recognized, Acceptable or Unacceptable – to the district and each campus for overall performance, including the following categories:
· Fine arts; · Wellness and physical education; · Community and parental involvement; · 21st Century Workforce Development program; · Second language acquisition program; · Digital learning environment; · Dropout prevention strategies; and · Gifted & talented programs.
House Bill 5 requires a local committee or committees to determine the criteria that the district uses to evaluate and assign performance ratings and to evaluate the district’s compliance with statutory reporting and policy requirements. In Buffalo Independent School District, the District Educational Improvement Council (DEIC) developed the rating criteria and the campus site-based decision-making teams determined the ratings for each category. Under House Bill 5, districts must post the ratings and compliance status for the district and each campus on the school district’s website by August 8, 2017.

Buffalo High School offers a wide variety of Fine Arts options that give students opportunities for creative expression including including band, art, theatre, and dance. Teachers and students work together to produce high-quality performances, publications, and exhibitions that reflect their understanding of the arts, develop their critical-thinking and problem-solving skills, and enhance their self-esteem. Excellence in the arts is considered an integrated, natural extension of the academic program.

Community & Parental Involvement Buffalo High School has consistent community and parent involvement. BHS extracurricular activities are time honored traditions for the
community. From football in the Fall to baseball in the Spring, the City of Buffalo rallies around our students and supports their efforts. In addition, BHS students are provided many opportunities to serve and give back to their community including blood drives, food drives, meals on wheels, community carnivals, etc.

Second Language Acquisition Programs Buffalo High School is committed to addressing the affective, linguistic and cognitive needs of students who are identified as English Language Learners (ELLs) by providing them an equal educational opportunity through English as a Second Language (ESL) programs.The ESL program in Buffalo ISD focuses on developing proficiency in listening, speaking, reading and writing for English language learners. The regular classroom educators and the ESL Facilitators collaborate for the success of the child, while teaching grade level curriculum, academically engaging students, and encouraging development of the English language.

Digital Learning Environment Technology and digital learning are readily available at Buffalo High School. All students at BHS have a Chromebook and access to computers throughout the building. Classrooms all have at least one stand-alone desktop computer and projector.
As the district strives to increase its bandwidth, continuous connectivity via wifi and network computers remains a goal. In addition, the BHS teachers continue to increasingly provide effective technology integration in instructional lessons and intervention opportunities.

Dropout Prevention Strategies Buffalo High School uses a core set of consistent, positive and meaningful strategies to address dropout prevention. First and foremost, BHS provides academic support and enrichment to improve academic performance. No sustained and comprehensive effort to keep students in school can afford to ignore what happens in the classroom. Strategies that produce better teachers, expand teaching methods to accommodate a range of learning styles, take advantage of today’s vast technological resources, and meet the individual needs of each student can yield substantial benefits.

Gifted & Talented Programs Gifted and Talented programs at Buffalo High School are implemented through advanced academic core courses in all grade levels. In addition, UIL academics are a centerpiece of advanced opportunities to meet the needs and challenge Buffalo High School’s GT students. As always, we strive to reach a depth and complexity of instruction in the classroom that challenges all students, including students who are identified GT.
Buffalo High School participates annually in The University Interscholastic League’s comprehensive program of academic competitions. Contests include: Journalism, Speech & Debate, STEM Activities, Theatre & Film, Accounting & Computer Applications. Literary Criticism, Ready Writing & Spelling, Current Issues & Events, and a Social Studies contest that covers both general knowledge and a specific topic of study each year.
