The Lieutenant Governor plays a significant constitutional role. The Indian
Constitution has bestowed similar powers and functions on the Governors and Lt.
Governors as enjoyed by the President of India.
In India, the rank of Lt. Governor is present in the Union Territories (UTs) of Delhi
(which is a state too), Andaman and Nicobar Islands and Puducherry.
Articles 239 and 239AA of the Constitution of India specifies the functions, powers
and duties of the Lt. Governor. He is a representative of the President and acts on

Thakur and Secretary Ajay Shirke from the Board of Control for Cricket in India (BCCI)
on January 2, 2017, for failing to implement the reforms suggested by the RM Lodha
panel to reform BCCI.
The Lodha committee was formed in January, 2015 by the Supreme Court to
suggest sweeping reformsin the structuring and governance of cricket in the country.

National capital Delhi with Rs. 2,80,000 has registered the highest per capita income
among all states and union territories of the country, during 2015-16.
Delhi’s per capita income is over three times the national average i.e Rs. 93,293.
It was followed by Chandigarh and Sikkim with per capita incomes of Rs.2,42,386 and
Rs.2,27,465, respectively.

According to latest data released by Finance Minister Arun Jaitley, 26 crore three
lakh accounts have been opened under the Pradhan Mantri Jan Dhan
Yojana (PMJDY) across the country till date.
15.86 crore accounts are opened in rural area and 10.17 crore accounts opened in
urban area.
The Scheme was launched by the Prime Minister Narendra Modi on
August, 2014 with the objective of covering all households with at least one bank
account.

Solexa sequencing: It is an individual genome to be sequenced in a day or two at a

The Sumit Bose Committee formed to study the validity and efficiency of the Socio-
Economic and Caste Census (SECC) data in identifying the poor recently submitted its
report, which is in favour of using the information for rural development schemes.
The government is planning to adopt the Socio-Economic and Caste Census (SECC)
instead of the poverty line-based method to identify recipients for its pro-poor
schemes.
The committee also developed a formula based on deprivation parameters to
identify beneficiaries for specific schemes. The greater the deprivation score, the
higher will be the ranking of a household for getting government assistance.

India and Pakistan are exchanging information on the nuclear installations and
facilities every year on jan 1st, based on the Agreement on the Prohibition of Attack
against Nuclear Installations between India and Pakistan.
The first exchange was done on Jan 1992. It was signed on 31st December 1988 and
entered into force on 27 January 1991.
It was signed by then Indian Prime Minister Rajiv Gandhi and his Pakistani
counterpart Benazir Bhutto.

The 16th meeting of the Financial Stability and Development Council (FSDC) was
held in New Delhi. It was chaired by Union Finance Minister Arun Jaitley.
It reviewed the major issues and challenges facing the economy.
The Central Government had established Financial Stability and Development
Council (FSDC) in December 2010 with the Finance Minister as it Chairman based on
the Raghuram Rajan Committee on Financial Sector Reforms in 2008.

Andhra Pradeshgovernment has announced that it will give scientists of the state Rs.
100 crore for Nobel Prize.
This reward is about 17 times more than the prize money given out with the Nobel

A 7-judge constitution bench passed the judgment in the 20 year old Hindutva
case which questions whether a religious leader’s appeal to his followers to vote for
a particular political party amount to electoral malpractice under Section 123 of the
Representation of People Act.

In order to encourage competition for improving sanitation standards in the
respective area, the government started, Swachh Survekshan 2017 from January 4,
2017.
The survey will be conducted by Quality Council of India to rank 500 cities across the

For the poor: Two new schemes under PM Awaas Yojna. Home loans for poor and
middle class people up to Rs 9 lakh will get 4% exemption on interest and 3% for up

For women: Pregnant women across India will be given Rs 6,000 in their bank
accounts to take care of initial medical needs.
For farmers: The government will convert 3 crore Kisan Credit cards to RUpay Credit cards.

2017.
He was administered oath to the office by President Pranab Mukherjee at

Justice Khehar succeeded Tirath Singh Thakur who retired on 3 January 2017.

Savitribai Phule
Search engine giant Google honoured India’s 19th Century social reformer Savitribai
Phule on the occasion of her 186th birth anniversary (3 January 2017) by dedicating
a doodle on its webpage.
She was the first woman teacher of the first women’s school in India and also a first
pioneer in modern Marathi poetry.
Born in Naigaon in Maharashtra on January 3, 1831, Phule is widely regarded as one
of India’s first generation modern feminists for her significant contributions in
ensuring equal education opportunities under the British raj.
She was married at the age of nine to the 13-year old Jyotirao Phule. She was home
taught to read and write by her husband.
Later the couple founded India’s first school for girls and women in Bhidewada, Pune
(Maharashtra).
The school was started with just 9 girls from different castes. But it was considered
as historic step when female education was considered taboo in the orthodox Indian
society prevalent then.
During the British rule in India, the Phule couple had launched a crusade against
social discrimination based on caste and gender, and also had sparked the flame for
women’s equal rights.
During this highly patriarchal and orthodox Indian society when women had no say
in anything, Savitribai’s courageous campaign covered social issues such as child
marriages, child widows, practice of ‘Sati’, women education and fighting for equal
rights for all women.
Even after death of Jyotirao Phule in 1890, she carried on legacy of his Satyashodhak.
She died while serving people suffering from bubonic plague in Maharashtra in 1897.
In her honour, University of Pune in Maharastra was renamed Savitribai Phule
University in 2014.
India Post also had released a stamp in honour of Savitribai on March 10, 1998.

has existed in the digestive system for hundreds of years.
Mesentery is a fold of the peritoneum which attaches the stomach, small intestine,

India’s state owned atomic power plant operator NPCIL is building four 700 MW
PHWRs—two each at Kakrapar Atomic Power Station (KAPS) in Gujarat and
Rajasthan Atomic Power Station (RAPS) in Rajasthan.

The Indian Space Research Organisation (ISRO) will launch record 83 tiny satellites
in one mission using its workhorse PSLV-C37 by end of January 2017.
Of the 83 satellites, 80 belong to Israel, Netherlands, Switzerland Kazakhstan and US
while the remaining three belong to India. The three Indian satellites are earth
observation Cartosat-2 satellite series, INS-IA and INS-1B.
Earlier in June 2016, ISRO had set a record by successfully launching 20 satellites in a
single mission on board PSLV-C34 from the spaceport in Sriharikota in Andhra
Pradesh.
Prior to it, ISRO had earlier successfully sent 10 satellites into orbit on a single
mission in 2008.

Agni-IV is two-stage surface-to-surface nuclear capable intercontinental ballistic

An atomic clock at National Physical Laboratory (NPL) in New Delhi was programmed
to add an extra second to the year 2017 in order to compensate for a slowdown in
the Earth’s rotation.
The earth’s daily rotation on its polar axis is slowing. Every day it falls two
thousandths of a second short and so every 500 days one second is added to
international atomic time to adjust for slowing of astronomical time.
Adding leap second’ or second barely has an impact on the daily life. However, this
one second shift is critical for applications requiring time accuracies in the
nanosecond scale, which are critical in the fields of astronomy, satellite navigation,
communication networks.

Veteran actor Om Puri passes away on January 6, 2017 following massive cardiac
arrest in Mumbai, Maharashtra. He was 66.
His has acted in commercial Indian, British, and Hollywood, independent films and
art films.
His last appearance was in a Pakistani comedy film, Actor in Law, which had released
in September 2016.
He had won two time National Award winner for his roles in Arohan and Ardh
Sathya. He
was honoured with Padmashri, the fourth highest civilian award of India in 1990.
