SUBJECT: Engineering I Grant of Highway Easements I Bridge Replacement Project on Walerga Road at Dry Creek
ACTION REQUESTED Adopt a Resolution to execute and accept two Highway Easements on County owned property for the Walerga Road Bridge Replacement Project.
BACKGROUND The Department of Public Works and Facilities (DPWF) is proposing to replace the existing bridge on Walerga Road over Dry Creek. The existing Walerga Road Bridge is a narrow two lane bridge over Dry Creek built in 1973. The existing bridge floods frequently and provides inadequate deck and roadway approach geometry that do not meet current standards. Due to new development in the vicinity a new bridge is necessary that meets the anticipated needs of this community. The proposed project will construct a new bridge and roadway approaches to provide four lanes of traffic, sufficient shoulder widths for bike lanes and sidewalks. The new bridge and approaches will also be designed to reduce flood related closures.
In order to accommodate the footprint of the new bridge and relocated utilities, your Board is requested to grant a Highway Easement to the public on two County owned parcels, one being the Dry Creek Community Park, the other being dedicated open space for Dry Creek itself. Public Utilities (SMUD, AT&T, Comcast, CaiAm Water, etc.) will relocate into these Highway Easements, in accordance with Caltrans policies and procedures.
ENVIRONMENTAL IMPACT This action is categorically exempt from the provisions of CEQA Section 1506(b)(3), no potential to cause significant environment impact. For the bridge project, a Mitigated Negative Declaration under CEQA was adopted by your Board on January 13, 2009 and a revalidated NEPA Categorical Exclusion was approved on January 5, 2016.
FISCAL IMPACT There is no cost for the Highway Easements. The project is funded by the· Walerga Road Bridge (PC2570) and through the Federal Highway Bridge Program (HBP) at 88.53% and County Traffic Mitigation Fee Programs at 11 .47%.
