Sam Sparke GAICD, Founder/Executive
Director Sam Sparke is the founding Director
of the Corporate Protection Australia
Group. Incorporated in 1997, CPA
Group has extensive experience in
challenging environments and large
industrial projects. They proudly set
the benchmark in professional
standards for private emergency
service provision in the mining,
energy and maritime sectors.
Sam began his career with the
Queensland Police, rapidly promot-
ed to team leader of the Special
Emergency Response Team (SERT).
He managed operations including
the apprehension of armed offend-
ers, seige situations, high risk raids
and counter-terrorism.
In 1995 Sam transferred his skills to
the corporate sector, initially as
manager of the security and safety
team at the award-winning Brisbane
Convention & Exhibition Centre.
More recently Sam has used his skills
internationally, advising government
bodies and large corporations on
infrastructure, training, project
security, medical and emergency
procedures.
Patrick Gallagher BA/LLB, Director
Patrick was a senior partner of
a major law firm until 2005.
From a standing start, Patrick
developed a leading IR prac-
tice, advising major compa-
nies in construction, resources,
transport and logistics and
other sectors. Since leaving the
law, Patrick has invested in
and is a director of compa-
nies in the health, construc-
tion, resources and property
sectors.
Simon Willcock PhD, FRACGP, MBBS (Hons), Dip Obs,
Director Simon is a general practitioner
who has worked in both rural
and urban NSW. He is a
Discipline Head of General
Practice at the University of
Sydney and Associate Dean of
P o s t g r a d u a t e M e d i c a l
Education and Training in the
Sydney Medical Program. His
educational and research
i n t e r e s t s i n c l u d e
musculoskeletal medicine,
generational change in the
medical workforce and the
health of doctors.
William Picken, Director
William “Bill” Picken is the
immediate past and final
Chairman of the Sydney Turf
Club, prior to the merger with
the Australian Jockey Club in
2010.
Bill also serves on the board of
the Royal Agricultural Society.
Chris Mangan, Director
Chris has been an executive
and owner in the transport and
logistics industry for the last
24 years, in particular,
shipping. Having worked in
several corporations as
General Manager and other
roles, Chris became one of the
foremost experts in the country
in naval logistics. He has been
responsible for large-scale

requirements of the Royal
Australian Navy and United
States Navy within Australia
and overseas,
Marc Prospero MBA, MPP, GAICD, Dip Ex Sci, Chief Executive
Marc has held senior
management and executive
positions in retail and
education and training
organisations encompassing
the public, private and not for
profit sectors. He currently
holds director and advisor
positions with two start up
e-business companies.
Harley Sparke GAICD, Founder/Executive
Chairman Harley has been involved in
the security industry for +20
years having undertaken a
number of roles from guard to
general manager. Harley is
highly regarded in the
maritime security industry
having participated in gov-
ernment committees and
reviews regarding maritime
legislation. He is a sought
after speaker at related
conferences
