1. INTRODUCTION
Executive Order No. 366 dated 04 October 2004 ushered in the strategic review of the operations and
organizations of the Executive Branch and the rationalization of its agencies and their functions.
The Department of Budget and Management approved on May 2, 2013 the organizational structure and
staffing pattern of the Mines of Geosciences Bureau as part of its Rationalization Plan pursuant to
Executive No. 366. From then on, administrative issuances from the DBM, CSC and the DENR were
served to guide in the organizational and functional transition and to effect mandated changes.
Coming out of this Operations Manual of the Mines and Geosciences Bureau-Regional Office No. V is
timely in the wake of current waves of filling-up of vacant positions to complete the staffing pattern as
approved in the Rationalization Plan.
Beneficiaries of this Manual are the batches of newly hired appointees, the mining clientele, and the
public in general, in terms of awareness in the way the public must be served well.
Keeping at pace with the increasing demands for excellent service and the developments in this field,
this Operations Manual endeavors to incorporate and highlight the current organizational structure and
responsibilities, control and supervision, and the operating procedures specifically at the frontline
services.
We intend to regularly update this Manual as the need arises, and may incorporate certain areas that
may have been inadvertently missed, in order to sustain its relevance and value.

2. DEFINITION OF TERMS/ACRONYMS
DEFINITION OF TERMS
Act – refers to R.A. No. 7942 otherwise known as the “Philippine Mining Act of 1998.”
Annual Environmental Protection and Enhancement Program (AEPEP) – refers to a yearly
environmental management work plan based on the approved environmental protection and
enhancement strategy.
Contract Area – the land or body of water delineated under a mineral Agreement or FTAA subject to
the relinquishment obligations of the Contractor and properly defined by longitude and latitude.
Contractor – a Qualified Person acting alone or in consortium who is a party to a Mineral Agreement or
FTAA.
Department – means the Department of Environment and Natural Resources of the Republic of the
Philippines
Direct Mining Costs – refer to the expenditures and expenses directly incurred in all activities
preparatory to and in the actual extraction of the ore from the earth and transporting it to the mill plant
for mineral processing.
Director – means the Director of the Bureau
Engineering Geological and Geohazard Assessment (EGGA) - an undertaking pursuant to DENR
Administrative Order No. 2000-128 where, as an additional requirement to the ECC application,
proponents of subdivision development projects, housing projects and other land development and
infrastructure projects have to undertake an Engineering Geological and Geohazard Assessment.
Engineering Geological and Geohazard Assessment Report (EGGAR) – a report that is a product
of an independent geological mapping following recommendations of the MGB geologist in the
Geological Site Scoping Report and the checklist in the MGB Memorandum Circular No. 2000-33.
Environment - refers to the physical factors of the total surroundings of human beings, including the
land, water, atmosphere, climate, sound, odors, tastes, the biological factors of animals and plants and
the social factors of aesthetics.
Environmental Compliance Certificate (ECC) – refers to the documents issued by the Sectary or the
Regional Executive Director certifying that based on the representations of the proponent and the
preparers (the proponent’s technical staff or the competent professional group commissioned by the
proponent no prepare the EIS and other related documents), as reviewed and validated by the
Environmental Impact Assessment Review Committee (EIARC), the proposed project or undertaking
will not cause a significant negative environmental impact; that the proponent has complied with all the
requirement of the Environmental Impact Assessment System; and that the proponent is committed to
implement its approved Environmental Management Plan in the Environmental Impact Statement or
mitigation measures in the Initial Environmental Examination.

Environmental Protection and Enhancement Program (EPEP) – refers to the comprehensive and
strategic environmental management plan for the life of the mining project on which AEPEPs are based
and implemented to achieve the environmental management objectives, criteria and commitments
including protection and rehabilitation of the disturbed environment.
Environmental Work Program (EWP) – refers to the comprehensive and strategic environmental
management plan to achieve the environmental management objectives, criteria and commitments
including protection and rehabilitation of the disturbed environment during the exploration period.
Exploration – searching or prospecting for mineral resources by geological, geochemical and/or
geophysical surveys, remote sensing, test pitting, trenching, drilling, shaft sinking, tunne4ling or any
other means for the purpose of determining their existence, extent, quality and quantity and the
feasibility or mining them for profit.
Financial or Technical Assistance Agreement (FTAA) – a contract involving financial or technical
assistance for large-scale exploration, development and utilization of mineral resources.
Geohazard Identification Survey (GIS) – survey made in lieu of geological site scoping of subdivision
and housing projects to identify all possible geohazards that the area may be subject to pursuant to
MGB Memorandum Circular No. 2002-02-43 and Memorandum Order dated November 26, 2001
issued by the DENR Secretary to implement Executive Order No. 45.
Geohazard Identification Survey Report (GIR) – a report made by the MGB geologist for projects
situated in geologically stable areas with minimal chance of geohazard occurrence.
Geological Site Scoping (GSS) – consists of preliminary site geological inspection of the proposed
project area and is undertaken by a licensed government geologist of the DENR Mines and
Geosciences Bureau.
Geological Site Scoping Report (GSSR) – a report that is a product of the geological site scoping
which includes recommendations on the scope of work to be undertaken by the proponent in terms of
detailed engineering geological, structural geology and geohazard assessment and geotechnical
engineering tests.
Geological Verification and Review (GVR) – a product of the technical review and verification made
when a proponent submits an EGGAR made without prior geological site scoping.
Minerals – refer to all naturally occurring inorganic substances in solid, liquid, gas or any intermediate
state excluding energy materials such as coal, petroleum, natural gas, radioactive materials and
geothermal energy.
Mineral Agreement – means a contract between the Government Production Sharing Agreement, Co-
Production Agreement or Joint Venture Agreement.
Mineral Land – means any area where mineral resources, as herein defined, are found.
Mineral Processing – means the milling, beneficiation, leaching, smelting, cyanidation, calcination or
upgrading of ores, minerals, rocks, mill tailings, mine waste and/or other metallurgical by products or by
similar means to convert the same into marketable products.
Mineral Processing Permit – refers to the permit granted to a Qualified Person for mineral processing.

Mineral Products – materials derived from ores, minerals and/or rocks and prepared into a marketable
state by mineral processing.
Mineral Reservations - refer to areas established and proclaimed as such by the President upon the
recommendation of the Director through the Secretary, including g all submerged lands within the
contiguous zone and Exclusive Economic Zone.
Mineral Resources - any concentration of ores, minerals and/or rocks with proven or potential
economic value.
Mine Rehabilitation – the process used to repair the impacts of mining on the government.
Mine Waste - soil and/or rock materials from surface or underground mining operations with no present
economic value to the generator of the same.
Mining Area – a portion of the contract area identified by the Contractor as defined and delineated in a
Survey Plan duly approved by the Director/Regional Director concerned for purposes of development
and/or utilization, and sites for support facilities.
Mining Permits – include Exploration, Quarry, Sand and Gravel (Commercial, Industrial and
Exclusive), Gratuitous (Government or Private), Guano, Gemstone Gathering and Small-Scale Mining
Permits.
Mining Right – a right to explore, develop or utilize mineral resources.
Mining Application – any application for mining permit, Mineral Agreement or FTAA.
Ore – naturally occurring substance or material from which a mineral or an element can be mined
and/or processed for profit.
Ore Transport Permit (OTP) – refers to the permit that may be granted to a Contractor, accredited
dealer, retailer, processor and other Permit Holders to transport minerals/ mineral products.
Permittee – the holder of an Exploration Permit.
Permit Area – refers to area subject of mining permits.
Permit Holder – a holder of any mining permit or of Mineral Processing Permit issued under these
implementing rules and regulations except permits that authorize exploration activities only.
Quarrying – the process of extracting, removing and disposing quarry resources found on or
underneath the surface of public or private land.
Quarry Permit – the permit granted to a Qualified Person for the extraction and utilization of quarry
resources on public or private land.
Social Development and Management Program (SDMP)– refers to the five-year plan of the
Contractor/Permit Holder/Lessee authorized to conduct actual mining operations towards the sustained
improvement in the living standards of the host and neighboring communities by creating responsible,
self-reliant and resource-based communities capable of developing, implementing and managing
community development programs, projects, and activities in a manner consistent with the principle of
people empowerment.

3. GENERAL INFORMATION ABOUT THE AGENCY AND THE SELECTED AREAS OF
OPERATION
THE MINES AND GEOSCIENCES BUREAU
ORGANIZATIONAL HISTORY
The Mines and Geo-Sciences Bureau dates back during the Spanish regime, known as the
“Inspeccion General de Minas” It took charge of the administration and disposition of minerals and mineral lands. The Office, however was abolished on July 1, 1886 but its functions and personnel were merged with General Directorate of Civil Administration.
During the American occupation, the General Directorate of Civil Administration became the
Mining Bureau by virtue of General Order No. 32 dated March 10, 1900. The administration of mining grants and claims instituted prior to April 11, 1899 was transferred by Republic Act. No. 916 from the Mining Bureau of Government Laboratories were fused under the name of Bureau of Science and the Mining Bureau became the Division of Geology and Mines.
By virtue of Memorandum Order No. 5 dated January 25, 1993, the Mineral Lands
Administration Division of the Bureau of Lands was fused with the Division of Geology and Mines of the Bureau of Science to form a special division known as the Division of Mineral Resources under the Department of Agriculture and Commerce. Said division was charged with the functions of carrying out the provisions of the Act of U.S. Congress of July 1, 1902 pertaining to mineral lands, governing the leasing and development of coal lands; Act No. 3077, as amended by Act No. 3852, governing the exploration, location and lease of petroleum and Act No. 2719 governing mineral oils and gas.
On September 19, 1934, by virtue of a General Administrative Order, the functions activities of
the Division of Mineral Resources together with its personnel, supplies, records and equipment were placed under the direct supervision and control of the Director of the Bureau of Science. The Name of the Division, however, was changed to Division of Mines.
With the effectivity of the Commonwealth Constitution which provided that mineral lands of the
public domain and minerals belong to the State and their disposition, administration, exploitation, development and utilization to be done only by a license, concession or lease, Commonwealth Act Nos. 136 and 137 were both enacted on November 7, 1936, the first was the Act creating the Bureau of Mines and the latter, the Mining Act, which provided for the conservation, disposition, and development of mineral lands and minerals.
The Bureau of Mines was reconstituted under the Department of Agriculture and Commerce by
virtue of Executive Order No. 1 dated January 30, 1942. It was made a Division of Mines under the Department of Agriculture and Natural Resources when the reorganization of the government under the puppet Philippine Republic was effected in 1944. When the Philippine Commonwealth was reestablished on February 27, 1945, the Bureau of Mines was reorganized on June 1 of the same year.

Since then, the Bureau of Mines had been under the direct supervision and control of the
Department of Agriculture and Natural Resources until it was transferred to the Department of Natural Resources pursuant to Presidential Decree No. 461 dated May 17, 1974. It was also on this date that the Mineral Resources Decree of 1974 (P.D. No. 463) was issued amending Commonwealth Act No. 137 and providing among others, for a modernized system of administration and disposition of mineral lands and to promote and encourage the development and exploitation of the mining industry. Said decree was revised by Presidential Decree Nos. 1385 and 1677.
On June 6, 1978, Presidential Decree No. 1281 was promulgated revising Commonwealth Act
No. 136 in order to further clothe the agency with adequate powers and make the Bureau of Mines a more potent and effective arm of the government in the administration and disposition of the country’s mineral resources. A year after, some sections of P.D. No. 1281 were amended by Presidential Decree No. 1654 and the bureau of mines was changed to bureau of Mines and Geosciences to make it more responsive to the multivaried functions invested under P.D. No. 1281.
Pursuant to Section 100 of Republic Act No. 7942, otherwise known as the Philippine Mining
Act of 1995 and DENR Administrative Order No. 96-40, series of 1996, the Revised Implementing Rules and Regulations of the said Act, and in line with the full operationalization of the Mines and Geosciences Bureau, the DENR issued Administrative Orders No. 97-07 and 97-11 dated March 11, 1997 and April 11, 1997, respectively, Authorizing the Director of Mines and Geosciences Bureau to operationalize the Interim Organizational Units and Providing for a Line Organization of the Mines and Geosciences Bureau and for Other Purposes. Said Organizational units shall be drawn from the existing workforce of the MGB and DENR Administrative Support staff which as contained in the Notice of Organization, Staffing and Compensation Action (NOSCA) with Serial No. 00098-03-068 dated March 26, 1998 approved by Department of Budget and Management, and was fully implemented by this office on October 1, 1998.
The Department of Environment and Natural Resources recently issued DAO No. 2015-06
dated April 29, 2015 , Providing for the Revised Organizational Structure and Functions of the Mines and Geosciences Bureau Pursuant to its Approved Rationalization Plan under Executive Order No. 366 dated 04 October 2004 in re: Directing a Strategic Review of the Operations and Organizations of the Executive Branch and Providing Options and Incentives for Employees Who May Be Affected by the Rationalization of the Functions and Agencies of the Executive Branch.
Under the approved Staffing Pattern and with the implementation of the new Notice of
Organization, Staffing and Compensation Action (NOSCA), the Mines and Geosciences Bureau-Regional Office No. V has been allocated with a total of fifty-four (54) itemized positions. Thirteen (13) old positions were classified as Co-terminus with the Incumbent (CTI) as an offshoot of the Rationalization.
The NOSCA with Serial No. 0002014-03-013 was issued effective not earlier that May 02, 2013
as approved by the Department of Budget and Management (DBM).

BRIEF PROFILE OF BICOL REGION
Bicol Region is traditionally a mining Region with its boom period during the 1930s to the 1960s. Mining companies with American and Japanese partnership extracted gold and iron. With changing management and financial difficulties due to metal price fluctuations, their mining operations stopped and only two medium scale gold mining projects were in operation in the late 1980s to mid 1990s.
Bicol Region is relatively high in mineral prospectivity. Deposits of gold, copper, iron, chromites, zinc and manganese occur while the nonmetallic minerals of limestone, marble, white clay, diatomite, perlite, pumice and silica abound. Because of this mineral potential coupled with the conducive investment environment brought about by the revitalization of the mining industry program of the government, an influx of local and foreign investors have been eyeing Bicol Region for possible development of mining projects.
MGB-V VISION
An Office composed of God- loving, highly motivated and responsive individuals committed to
the promotion and development of a community-supported mining industry that is socially responsible,
economically and environmentally sustainable, and dedicated to the pursuit of geo-scientific initiatives
towards the enhancement of the well-being of the Bicolanos.
The Mines and Geosciences Bureau (MGB) envisions to be an enabler of a mining industry
that is not only prosperous but also socially, economically and environmentally sustainable, with broad
community and political support while positively and progressively assisting in the government’s
programs on poverty alleviation and contributing to the general economic well-being of the nation. It
also aims to become the leading geosciences and geo-resources agency serving the public and nation
with scientific reliability.

MGB V- MISSION
The Mines and Geosciences Bureau, as steward of the country’s mineral resources, is
committed to the promotion of sustainable mineral resources development, aware of its contribution to
the national economic growth and countryside community development. It fully recognizes that the
development of a responsive policy framework in partnership with stakeholders to govern mineral
exploration, mining and investment decisions and an effective institutional structure, are fundamental
requisites for the sustainable utilization of the country’s mineral resources. It is adherent to the mineral
promotion of geological studies as an integral element of socio-economic development, environment
protection and human safety. Yet, it is sensitive to the known environmental impacts of mining and the
need for restoration and rehabilitation of mining-affected areas and the development and adoption of
environmental and geo-scientific technologies.
MGB-V MANDATE
The Mines and Geosciences Bureau is the primary government agency under the Department
of Environment and Natural Resources (DENR), responsible for the conservation, management,
development and proper use of the country’s mineral resources including those in reservations and
lands of public domain.
Towards this end, it is primarily responsible for the rational administration and disposition of
mineral lands and resources, development of mining, geological, metallurgical, chemical and related
technologies thru basic and applied researches, and inventory of mineral resources.

OFFICE OF THE REGIONAL DIRECTOR (ORD)
The Office of the Regional Director (ORD) shall implement at the regional level the pertinent
laws, policies, rules and regulations and programs; exercise the management functions of planning,
organizing, directing and controlling; undertake Information, Education and Communication campaign;
and perform such other duties and functions as may be provided by law or delegated by the Director.
FINANCE AND ADMINISTRATIVE DIVISION (FAD)
The Finance and Administrative Division (FAD) shall provide general administrative services
pertaining to human and financial resources, and property and records management.
It is composed of the following sections:

Provides services on human resource, property and records management, including cashiering, and other general services.
GEOSCIENCES DIVISION (GD)
The Geosciences Division (GD) shall undertake land and marine geoscientific surveys
(including mineral exploration, geological mapping, geohazard assessment, groundwater resource
exploration and vulnerability assessment, and engineering geological and geo-environmental studies)
and provide geological laboratory and information services.

It is composed of the following sections:
General and Economic Geology Section
Conducts geological mapping, and other specialized studies involving stratigraphy, structural geology and tectonics, and geomorphology, among others;
Conducts mineral exploration (including characterization and modeling of mineral deposits):
Undertakes the evaluation of proposed mineral reservation;
Conducts validation and inventory of mineral resource;
Assists in the evaluation of mining tenements in relation to mineral exploration;
Conducts Information, Education and Communication campaigns on geosciences (including geology, geohazard, rocks and mineral deposits, hydrogeology).
Hydrogeology and Environmental Geology Section
Conducts hydrogeological exploration and vulnerability assessment; and
Conducts geo-environmental studies (including assessment of possible solid waste disposal sites and studies on climate change and other environmental impacts).
Geohazard and Engineering Geology Section
Conducts geohazard and risk assessment (including hazard modeling, and engineering geological studies);
Conducts relocation/resettlement and evacuation site assessment in support to disaster risk reduction and management programs; and
Undertakes geological scoping and review of engineering geological and geohazard assessment reports.
Geological Laboratory Services Section
Provides services on geological laboratory analysis of minerals/ores, rocks, soil, sediments, fossils, water and other types of samples.
MINE SAFETY, ENVIRONMENT AND SOCIAL DEVELOPMENT DIVISION (MSESDD)
The Mine Safety, Environment and Social Development Division (MSESDD) shall conduct
the evaluation and monitoring of implementation of programs and investigate incidents/complaints on
mine safety and health, environmental management and social development.
It is composed of the following sections:

Conducts initial evaluation/validation of environmental management programs;
Evaluates annual environmental management programs and small-scale mining environmental management plan;
Conducts monitoring of implementation of environmental management programs and compliance with other environmental requirements; and
Investigates incidents/complaints relating to environmental management and abandoned mines.
Mine Safety & Health Section
Evaluates mine safety and health programs and related permit applications;
Conducts monitoring of implementation of mine safety and health programs and compliance with other mine safety and health requirements; and
Investigates incidents/complaints relating to mine safety and health.
Social Development Section
Evaluates social development programs;
Conducts monitoring of implementation of social development programs and compliance with other social development requirements; and
Investigates incidents/complaints relating to the implementation of social development programs.
MINE MANAGEMENT DIVISION (MMD)
The Mine Management Division (MMD) shall undertake initial evaluation of mining and
mining- related applications, monitoring of the disposition and utilization of mineral lands and resources,
and survey of mineral lands.
It is composed of the following sections:
Mining Tenement Evaluation Section
Undertakes initial evaluation of mining and mining-related applications:
Undertakes registration and maintains a registry of mining-related documents;
Investigates and assists in the resolution of conflicts/adverse claims/oppositions concerning mining tenements;
Evaluates the financial and economic components of proposed mining projects; and
Maintains the Regional Mineral Rights Management System.
Monitoring and Technical Services Section
Undertakes monitoring of the disposition and utilization of mineral lands and resources;
Validates mineral reserves of mining operations;
Undertakes mineral statistical analysis; and
Provides technical assistance to stakeholders.

Mineral Lands Survey Section
Undertakes evaluation of applications for survey order and survey returns, and survey plans in areas outside mineral reservations;
Undertakes initial evaluation of applications for survey order and survey returns, and survey plans in areas within mineral reservations;
Verifies mining tenement boundaries in connection with mining applications and in cases of conflicts/adverse claims/oppositions in areas outside mineral reservation;
Assists in the evaluation of mining applications in relation to mining tenement boundaries;
Manages the regional mining tenement control map; and
Evaluates the deputation of Geodetic Engineers.
5. OPERATIONAL CONTROL AND SUPERVISION
Section 100, Chapter XVIII of RA No. 7942 (The Philippine Mining Act of 1995) transformed the
Mines and Geosciences Bureau (MGB) from a staff bureau into a line bureau of the Department of
Environment and Natural Resources (DENR).
Pursuant to Executive Order No. 366 dated 04 October 2004 in re: Directing a Strategic Review
of the Operations and Organizations of the Executive Branch and Providing Options and Incentives for
Government Employees Who May Be Affected by the Rationalization of the Functions and Agencies of
the Executive Branch, and in compliance with the Rationalization Plan of the Mines and Geosciences
Bureau (MGB) as approved by the Department of Budget and Management (DBM) on 02 May 2013,
and the Department Administrative Order (DAO) No. 2015-06 dated April 29, 2015 in re: Providing for
the Revised Organizational Structure and Functions of the Mines and Geosciences Bureau (MGB)
Pursuant to its Approved Rationalization Plan, the MGB shall consist of a central office and fifteen (15)
regional offices, as well as district and other pertinent offices that may later be created.
The Director shall be the Chief Executive who has the prime authority and responsibility to
carry out the mandate and discharge the powers and functions of the MGB, under the supervision and
control of the Secretary of the Department and Natural Resources (DENR).
The Regional Director shall primarily carry out the mandate and discharge the powers and
functions of the MGB at the regional level, under the supervision and control of the Director.
Authorities vested to the MGB under the Philippine Mining Act of 1995 (RA No. 7942) are as
follows:
Have direct charge in the administration and disposition of mineral lands and mineral
resources;
Undertake geological, mining, metallurgical, chemical and other researchers, as well
as mineral exploration surveys;

Recommend to the Secretary the granting of mineral agreements to duly qualified
persons and monitor the compliance by the contractor of the terms and conditions of
the mineral agreements;
Confiscate surety, performance and guaranty bonds posted through an order to be
promulgated by the Director;
Deputize, when necessary, any member or unit of the Philippine National Police,
barangay, duly registered non-governmental organization (NGO) or any qualified
person to police all mining activities;
Grant an exploration permit to a qualified person;
Grant industrial sand and gravel permit to any qualified person covering an area of
more than five (5) hectares at any one time;
Recommend to the Secretary of DENR the transfer or assignment of exploration permit
to a qualified person;
Determine satisfactory environmental track record in consultation with the
Environmental Management Bureau, of an applicant of mineral agreement with the
government for the exploration, development and utilization of mineral resources;
Approve the hiring of foreign employees selected by the contractor, subject to the
provisions of CA No. 613 (Philippine Immigration Act of 1940), as amended, for
technical and specialized work requiring highly-specialized training or long experience
in exploration, development or utilization of mineral resources; and
Recommend to the DENR Secretary the members of the Panel of Arbitrators in the
DENR ROs who have exclusive and original jurisdiction to hear and decide on disputes
involving rights to mining areas, mineral agreements or permits, surface owners,
occupants and claimholders/concessionaires, and pending before the MGB and the
DENR.
The Director may delegate such authority and other powers and functions to the Regional
Director.
The Office of the Regional Director shall implement at the regional level the pertinent laws,
policies, rules and regulations and programs; exercise the management functions of planning,
organizing, directing and controlling; undertake Information, Education and Communication campaign;
and perform such other duties and functions as may be provided by law or delegated by the Director.

7 CONTROL OF RECORDS AND DOCUMENTS
Under the existing organizational set-up, a Records Officer (Administrative Officer III) under the
Administrative Section of the Finance and Administrative Division receives all incoming
correspondence, applications, communications, and miscellaneous documents from the general
clientele and the public.
Basically, as a matter of standard operating procedure, all the documents received are forwarded
directly to the Office of the Regional Director. The Regional Director acts on and refers each document
to the Division/Staff concerned which in turn may refer the subject matter to the concerned
Section/Unit/Focal Person/Project Officer for further appropriate action. All documents must be acted
upon within fifteen (15) days from receipt by the Office. Urgent matters and those considered that time
is of the essence and requiring immediate attention must be acted upon posthaste.
The Office adopts a document tracking slip, a tool for action monitoring and control that is Referral and
Action Form (Internal Routing Slip) attached to transmitted document. It contains a reference code, the
nature of document, document source and date, and the date of receipt by the Office. Personnel to
whom the document passed thru or who has handled the document for appropriate action must sign on
the tracking slip with corresponding remarks or action description, and the date the subject was acted
upon and released. Each reference code corresponds to the code listed on the logbook maintained by
records/clerical personnel.
The tracking system for the control of records and documents is currently undergoing automation with
the procurement of applicable software and professional services. Test run and users’ training is
forthcoming, hence, it is expected that automated tracking shall be set in place and operational before
the end of CY 2015.
Records storage and up-keeping is not centralized. Each division attends to its respective records,
particularly technical/administrative documents, for safekeeping. General records are in the custody of
the Records Officer.
As in the receipt of in-coming documents, the Records Officer releases official documents to the
general public. Official correspondence are BAR-coded as added security feature.
