Project Summary

This WSPA intervention with its member societies has offered immediate veterinary health care for the animals which are affected by the earthquake in Padang, Pariaman and Padang Pariaman districts of West Sumatra province.

This operation was facilitated with the livestock department of West Sumatra and the respective district livestock authorities at local level in the earthquake area.

This gave the opportunity for the staff trained in disaster response from the member societies Profauna and Yudisthira, to work alongside the government to support animals and the community in the disaster.

The WSPA led team has distributed aid in the form of emergency feed and mineral blocks as energy supplements for the animals to support them in overcoming the stress due to normal care practices being disturbed.

Key Statement

Damage to veterinary infrastructure in Padang and Pariaman cities have significantly affected the routine functioning of the livestock department in these areas.

A WSPA led team with its member societies Profauna and Yudisthira have organised a veterinary health camp with the inclusion of field veterinarians from the respective livestock departments of Padang, Pariaman and Padang Pariaman regency to address the animal health issues which developed immediately after the earthquake.

Emergency Context

On 30 September at 17:16 a 7.6 RS earthquake struck at a depth of 71 km at 17:38 of the coast of West Sumatra followed by a second measuring 6.2 RS. The Government has revised the official number of dead to 1,117 as this now includes the numbers of missing people. Figures for remote areas are not yet verified. The National Disaster Management Agency (BNPB) is reporting that 198,200 households are in need of emergency shelter.

Lack of access to remote areas remains the major obstacle to providing urgent humanitarian assistance in this phase of emergency response but the Indonesian Military (TNI) agreed to deploy 500 soldiers to build new roads or create new access routes to these affected areas. Furthermore, Palang Merah Indonesia (PMI)/International Federation of the Red Cross and Red Crescent Societies deployed to Sumatra in the coming days with four helicopters that assisted in distributing food to remote areas which remained inaccessible. Unverified damage and loss assessment concluded the earthquake has cost Indonesia an estimated $6.6 million. (OCHA Sitrep 15, 15/10/2009)

The WSPA Asia regional office was in constant touch with member societies Profauna, Yudistira, Srikandi Animal Care and its two Disaster Liaison Officers (DLO) based in Indonesia for the ground updates. There was high media coverage on the devastation of the earthquake in Padang and Pariaman. The information on animal impact was unknown, however based on the severity of disaster and its overall impact as reported by WSPA member societies, relief agencies and media, WSPA’s Asian Disaster Assessment and Response Team decided to respond to assess the impact on animals and provide emergency first aid to animals as they were found.

National and International Response

The Government of Indonesia (GoI) has declared a 2 month emergency period. A total of IDR 100 billion is allocated for the provision of emergency relief items.

The Government of Indonesia policy stated that any foreign assistance must be in coordination with BNPB, while local assistance with full coordination with the provincial government. The government indicated that the focus has shifted from search and rescue to relief and reconstruction.

There were 22 teams on the ground with 77 dogs and 512 rescuers. As of 5th Oct, 72 international NGO’S were present on the ground providing emergency response to the affected areas.

FAO and ILO were planning to activate, lead and coordinate a working group on livelihoods. Daily cluster meeting held at operational clusters and daily coordination meeting held at the governor’s house.

Impact & Animal Welfare Needs

Human Impact The National disaster management agency confirmed 1,117 people dead, 738 displaced; the numbers are expected to increase. There are 119,000 severely damaged houses. While these people with affected power and water supply would be under stress for the early recovery, routine animal management practices would be at high risk including feeding, watering, hygiene of animal shelter. This can have a negative impact on the livelihood of the people affected by the earthquake.

Damage to veterinary infrastructure in the affected area

Livestock Department administrative buildings, the clinics and laboratory were damaged significantly at Padang city, including the administrative building for livestock services, West Sumatra province. 140 staff are working in small make-shift laboratories and tents in front of the damaged buildings. The operations were brought disrupted as many staff and their relatives houses were also affected by the earthquake.

This resulted in slow or lack of routine operations including a lack of immediate assistance for the animals and their owners.

The animal owners who lost their family members or their houses / properties completely or partially damaged due to the earthquake were not able to give sufficient time for animals and their daily care.

Animal Impact

Immediate Impact

Animal deaths -WSPA DART met pet owners in Padang city who lost their dogs in the earthquake due to collapsed houses, roofs and other objects. The reports on the number of deaths of animals are still awaited however the number were expected to be significant as the official statements indicate from livestock services to the WSPA team.

Field assessment

Padang city WSPA DART reached the pet owners to assess the situation and spoke with the pet owners at Dobi Street who had lost their dogs in the earthquake during the building collapse.

Pariaman city The team received the information during an interview with a farmer on the deaths of 320 Poultry birds that died in Sikapak Barot.

Padang Pariaman The highest casualties reported in this regency where WSPA DART visited the villages were 65 cattle were buried due to landslides immediately after the earthquake. The livestock office received the confirmation reports of the deaths of 161 cattle, of which 70 were Buffaloes, 34 goats and 1405 poultry.

Animal injuries

Cattle have been treated for injuries by the team in three earthquake affected areas. These cases were likely to be more in the earthquake affected villages with damaged shelter.

Stress and panic conditions reported by the animal owners during and after the earthquake where spontaneous responses from animals were witnessed who tried to jump and leave the area / shelter in panic for its own safety.

Water supply to the earthquake affected areas is badly affected so that animal owners have a difficulty to provide adequate water for their large animals.

Long term impact

Cases of loss of appetite and fever were presented by the animal owners in Padang, Pariaman and Padang Pariaman to the WSPA led team which were examined and treated by the veterinarians.

As the animal owners had an impact on their houses and other properties there may be a high chance of animal care being affected which can create new health issues for animals in the earthquake affected region.

Due to damage to the admin buildings including the infrastructure of livestock department many programmes have been delayed or postponed till recovery operations.

Proposed vaccinations for the animals in the month of October are now postponed indefinitely.

The Operation

Beneficiaries

• Member society staff and volunteers of Profauna and Yudhistira gained field experience on disaster assessment and response in an earthquake zone.

• Disaster liaison officers (DLO) for Indonesia received first hand training in earthquake and got the opportunity to be part of field operations.

• Animals affected by the disaster received health care, emergency food (dogs), feed supplement (livestock) and animal welfare needs addressed.

• Veterinary staff for the livestock department of Padang, Pariaman and Padang Pariaman district could initiate the ground work for animals and the community which rely on them through the health camp and distribution of aid.

• WSPA Member societies and livestock department involved in coordination and sharing response work with the community.

• Animal owners affected by earthquake get encouraged to return to routine animal practices which were disturbed after earthquake.

Transportation • For transportation the 4X4 vehicles were hired from Padang city to reach to the affected

Subsistence The base station for the team was in Pariaman. The team took packet food at the time of visits in rural areas. The team slept in the hotel in Pariaman and ate in the small stalls as available during the day time.

Communications • Mobile phones coverage was continued and available during the intervention .The two

teams were in touch with movements on local mobile numbers of country staff. • Sat Phone was with the team as an emergency communication. • Daily update on situation was given to DMOD Asia Pacific • Internet coverage was available only in livestock department office

Operational Need

Veterinary Clinic at Padang City after earthquake impact Animal owners with sick calf in front of his house

The emergency veterinary health care for animals was developed immediately after the earthquake hit areas Padang, Pariaman and Padang Pariaman district. A significant number of the animal population would have been deprived of emergency first aid and basic health care if this had not been done.

The Livestock department would have taken time to start the field work due to approval of funds from their central office and resettlements in new office buildings as the earthquake had damage the livestock department buildings.

The people who own animals and depend upon them for livelihood would have felt isolated as there would be no immediate help for their animals affected by earthquake.

Member society staff, Disaster Liaison Officers (DLO) and Disaster Operations Veterinary Interns would have been deprived of the experience of working for animals in disasters and their capacity would not have been tested /increased to face a disaster. It is more crucial in a country like Indonesia where earthquakes are very common.

Risks and Assumptions

WSPA DART did assess the animal welfare needs for animals in the earthquake affected areas however this number had increased from the number anticipated during the intervention. This then affected the chances of extending the operations for the response team which would have been a high possibility.

WSPA staff were kept on standby from regional offices to build up the team and were in touch with local volunteers of Profauna from Padang city.

Security

There were no security issues for the team however each had communication lines and a local facilitator and volunteers in the team to minimize the risk.

Families, who had lost, badly injured or hospitalised people and animals were amongst the vulnerable groups in the earthquake affected area.

The animal owners with completely / partially damage houses were amongst the most vulnerable groups.

Elderly people (animal owners) who had significant damage to their properties / home were the vulnerable group of people.

Exit Strategy

The exit strategy of this intervention was drawn with the aim to provide veterinary health care and the distribution of emergency food and feed supplement to support the animal population in the earthquake hit areas of Padang, Pariaman and Padang Pariaman through member society staff and field veterinarian /support staff from the livestock department. The WSPA led teams initiative to start field work has offered a much needed momentum to the livestock department to work for animal welfare with their services. The exit strategy was that the in country member societies Profauna and Yudisthira will continue to coordinate with the livestock department with ongoing services for animals once WSPA withdraws from the country.

Achievements

• WSPA led team of member society Profauna; Disaster Liaison Officer (DLO) for Indonesia who also represents member society Yudisthira addressed the immediate need for the animal population in earthquake hit areas of Indonesia.

WSPA led team with the office staff of livestock Department of West Sumatra province WSPA led teams’ joint assessment and response work with the livestock department of West Sumatra province has led to opportunities to incorporate future programmes on animal welfare or risk reduction in the country.

• WSPAs’ presence in the country for the earthquake response has offered the much needed momentum to the disrupted services of livestock department as confirmed by the head of the Padang, Pariaman and Padang Pariaman regions.

• WSPA was the only organisation amongst 72 international NGO’s to represent

animals in cluster meetings and actively involved for the animal welfare in Indonesia.

Lessons Learned

• The mobile clinics operated in three earthquake hit areas of Padang, Pariaman and Padang Pariaman were useful in terms of the animal owners’ response and the number of animals receiving health care in the early phase of the disaster compared to the stationary clinic established in Padang in place of a damaged clinic.

• Disaster Liaison Officers (DLO) in the country proved to be an asset to facilitate the coordination, logistic work and explore the in country contacts for the management of the emergency situation.

• Local government support with regard to partnership with the livestock department in Indonesia response was crucial to get a quick overview on animal population, diseases, immunisation programmes and available routes in the affected areas of Padang, Pariaman and Padang Pariaman.

• The impact of the earthquake in all three areas was serious where houses and property were damaged completely / partially with collapsed building materials. The majority of animal shelters which WSPA DART visited were seen without any damage. These shelters were made up of wooden boards. The animal shelters which were damaged were concrete structures made of bricks.

• There were more cases presented with loss of appetite, fever and diarrhoea as a result of disturbed care practices due to the impact of disaster on humans (animal owners) as compared to injuries, wounds.

• The distance of animal sheds were about 10-15 meters away from the concrete house structures which also saved animals from falling object injuries.

• As the team experienced aftershocks during this operation it was important that they were debriefed well in advance by Disaster Management Operations Director before the departure of the team. This was key information to have to prepare mentally to work in high seismic zone. It is strongly recommend carrying personal gear with a tent to work in earthquake prone zone.
