MISSION
THE MISSION OF DSPS IS TO:Eliminate educational barriers unique to
students with disabilities, provide learning support and pathways to success, empower
self-advocacy, and ensure equity, equal rights, and access under the law.

PURPOSE
The DSPS Department was established to more fully accommodate the academic
and service needs of students with disabilities.
Student participation in the program is voluntary and all information is kept
confidential.

DISABILITY RELATED LAWS
DSPS provides services and programs for students with disabilities in
compliance with both Section 504 of the Rehabilitation Act of 1973 and the Americans with Disabilities Act (ADA).

REASONABLE ACCOMMODATIONS
REASONABLE ACCOMMODATIONS provide access to education in a timely manner without changing the fundamental elements of the course.
Students must meet with their DSPS counselor or advisor AT LEAST ONCE A SEMESTER to review progress toward the student goals and effectiveness of the authorized accommodations.

These are called Guidance classes, offered through the LIGHT Center (Learning Integrating Guidance with High Technology).

ACQUIRED BRAIN INJURY (ABI)
ABI is defined as a brain impairment caused by external or internal trauma, resulting in total or partial functional limitations that adversely affects or limits a students educational performance by impairing: Language and/or speech Cognition, information processing Memory and attention Psychosocial behavior, or Physical functions
ABI can be verified by a psychologist, neuropsychologist, or physician.

ADHD (Attention-Deficit HyperactivityDisorder (ADHD) is defined as a

AUTISM SPECTRUM
Autism Spectrum disorders are defined asneurodevelopmental disorders described
as persistent deficits which limit thestudent’s ability to access the educational
process. Symptoms must have been present in the early developmental
period, and cause limitations in
social, academic, occupation.

DEAF/HARD OF HEARING
Deaf refers to a total or partial loss of hearing function to severe that it no longer serves as a
major channel for information processing.
Hard of hearing is defined as a functional loss in hearing which is still capable of serving as a
major channel for information processing.
This disability should be verified by alicensed audiologist.

Mental Health disability is defined as a persistent psychological or psychiatric disorder, emotional or mental illness
that adversely affects educational performance.
Can be verified by a psychologist or psychiatrist, physician, Marriage Family and Child Therapist, or a
licensed clinical social worker.

This is a student who exhibits the following characteristics:

This disability can be verified by the DSPS Coordinator or LD Specialist using the documentation
from referring agency.

LEARNING DISABILITY (LD)
A Learning Disability is defined as a persistent condition of a presumed
neurological dysfunction. Thisdysfunction continues despite
instruction in standard classroomsituations.
At the Eureka Campus and the Del Norte Campus, students may make a screening appointment to be assessed for a
learning disability and enroll in Guidance 143.

GRIEVANCE PROCEDURE
In situations where an agreement cannot be reached on the reasonable
academic accommodation or service for the student, the Director of DSPS, the
faculty member involved in the grievance, and an Academic Accommodations
Panel will review the grievance. At this phase, every effort will be made to
resolve the matter through the informal process. The panel will include three
faculty (at least one from DSPS), one student representative, one administrator
and one DSPS staff member. The student still has the right of external appeal to
the Office of Civil Rights under Section 504 of the Rehabilitation Act of 1973.
