ThemapoutliningtheorganizationalstrategycarriestheEPSmottowithinitstitle–Dedicated to Protect, Proud to Serve.Themottowasselectedas“wordstoliveby”andhascometorepresentallemployeesoftheEdmontonPoliceServiceanddefineswhatitmeanstobeapartofthisorganization.Italsohelpshighlighteveryone’sroleinthedevelopmentandexecutionoftheorganization’soverallstrategy.

ThepurposeofthemapistorepresenttheEdmontonPoliceService’scorevalues,mission,visionandstrategyinonediagram,providingaframeworkorcontextwithinwhichtheEPScanmanageandoperateintothefuture.ThisframeworkwillbeusedbytheseniorleadershipandallemployeesoftheEPStosetobjectives,evaluatecurrentandproposedactivities,providedirection,communicateandleadoperations.Itisimportantthatthemission,visionandstrategyareclearlystatedandunderstoodbyall.AnyaspectorfunctionoftheEPSshouldbeabletobedescribedusingthestrategyandeachpersonwithinEPSshouldfeelthattheyarerepresentedwithinit.

ClearlydocumentingthesestrategicelementsallowsforgreaterfocuswithintheEPSandbetteralignmentacrosstheorganization.Activities,newinitiatives,organizationalstructure,businessprocessesandobjectivescanbeassessedwhileusingthestrategyforguidance.DecisionscanthenbemadeandanyrequiredchangesimplementedtobringtheEPSclosertoachievingthestatedgoals.

ThestrategyisalsoinalignmentwiththebroaderCityofEdmontongoals.TherearespecificgoalswithintheCityofEdmonton’s“TheWayAhead”StrategicPlanthatthisstrategysupports.Forinstance:

Mission and Vision

Manypeoplemistakethevisionstatementforthemissionstatement,andsometimesoneissimplyusedasalonger-termversionoftheother.Howevertheyaremeanttobequitedifferent,withthevisionbeinganaspirationalanddescriptivepictureofadesiredfuturestate,whilethemissionisastatementofspecific,attainablebusinesspurposeorrationalethatisapplicablenowandinthefuture.Themissionisthereforethemeansweusetosuccessfullyachieveourvision.

The Mission Statement

Amissionstatementisastatementofthepurposeofanorganization,andrepresentsitsreasonforexistence.Missionstatementstypicallyincludethefollowinginformation:

The EPS mission is: To increase public safety through excellence in the prevention, intervention and suppression of crime and disorder.

IncreasingpublicsafetyandsecurityisthecorebusinessoftheEPS.Itinvolvesensuringthewelfareandprotectionofthegeneralpublic.TheEPSprimarystakeholderisthepublicwhichincludescitizens,businessesandvisitors.Crimeanddisorderreferstoactivitiesprohibitedbylaw,dangeroustothecommunityornotgenerallyacceptabletothepublic.Thisincludeseverythingfromtrafficandminorpropertydamageuptoandincludingcrimessuchashomicideandterrorism.

EPSaddressescrimeanddisorderthroughthefollowingtypesofactivities:

Prevention:Activitiesthataimtomodifyorremovefactorsleadingtocrimeanddisorder

Intervention:Actstakentobreakthechainofcriminalcausation

Suppression:Activitiestostop,subdue,ormitigateactsofcrimeordisorderandhold offendersaccountable

TheEPSmissionenablesustodifferentiateourselvesfromtheotherpartsofthejustice,healthandsocialsystemswhoalsocontributetoandpartnerwithusinprovidingpublicsafetyandsecurity.

What we require

Todeliveronthismission,theEPSrequiresresources.Thesearetherawmaterialsandbuildingblocksusedtocreateprograms,services,supportandrelationships.

Thesearetheprinciplesthatguidehowweconductourbusiness.Theseprinciplesincludeourcorevaluesandourcornerstonesfororganizationaleffectiveness.Allofourinternalbusinessprocessesandbehavioursaredrivenbytheseprinciples.Whilethestrategymayevolveovertime,thecorevaluesofEPSremainconsistentandareattheheartofhowweapproacheveryaspectofourwork.Forthisreason,thecorevaluescreatethefoundationforthestrategymap.ThefourcornerstonesoforganizationaleffectivenessaretakenfromtheChief’sDirectionalStatement.Together,theseprinciplesformthecatalystthatservestoestablishtheEPSasaWorld Classpoliceservice.

Forinstance;

•Accountabilitydrivesthingslikeeffectiveorganizationalmodelsorstewardshipofassets.

•Relationshipbuildingguidesusinhowweinteractwitheachotherandourstakeholders.

What influences our operations

ThereareanumberoffactorsandoperationalnecessitiesthathaveledtheEPStodobusinessinaparticularway.Policingisaresponseorientedbusinesssotheorganizationmustfirsttakeintoaccountfactorsinourexternalenvironmentsuchasgeography,demographics,technology,majorevents,etc.thatcreateriskandchallenges.TheinternalenvironmentalsocreatesspecificriskfactorssuchasthecontinuallychangingdemographicsofEPSpersonnel,theirexperienceandcapacity.

TheEPSdoesnothaveunlimitedresourcessoweemployanintelligencebasedapproachtodeployintotheareaswheretheycanhavethegreatesteffect.Thismeansthatdetaileddata-gatheringandanalysisisrequiredtoguidethedeploymentofourresources.Italsoinvolvesconductingresearch,reviewingleadingpractices,assessingriskandadjustingourapproachtooptimizeperformance.

PatrolandbeatpersonnelaredeployedusingtheGeographicalDeploymentModel(GDM).Thismodelisbaseduponworkload,resourcesandgeography,andestablishestheallocationofpeopletospecificareas(Districts)toensureapromptpoliceresponsetohighpriorityincidents.ItalsoenablestheEPStomaintainavisiblepresencethroughproactivepolicingacrosstheCity.Otherpolicingandsupportactivitiesarecoordinatedcentrally.Forinstance,specializedareassuchasHomicideSectionandtheCrimeScenesInvestigationUnitsarecentralizedandrespondtorequestsfromacrosstheServiceandCity.

PartnershipsareessentialtotheEPSbusinessmodel.TheServiceinteractswithmanyotherorganizationsduringthecourseofitswork.Forinstance,theEPSmayinteractwithEmergencyMedicalServices(EMS),socialservicesandotherlawenforcementagenciesinthecourseofjustonecallforservice.Itiscriticalthataccountabilitiesarewellunderstoodwhendeliveringinpartnership.EPSpersonnelneedtoknowwhattheyareresponsibleforandwhattheyshouldexpectfrompartneragenciesandgroupsinaddressingmattersofpublicsafety.

Finally,tooperateeffectivelyinthecity,theEPSmustengagetheassistanceofthecommunity.Increasingpublicsafetyisthekeytothemission,andthepublichasasignificantroletoplayincontributingtothat.Understandingofthemake-up,needsandcircumstancesofthecommunity,maintainingthepublictrustandengagingwiththemeffectivelywillcontinuetoassisttheEPSindeliveringonitsmission.

The Vision Statement

AVisionStatementoutlineswhatanorganizationwantstobe,orhowitwantstheworldinwhichitoperatestobe(an“idealized”viewoftheworld).Itisalong-termviewthatconcentratesonthefutureandservesasasourceofinspirationorfocus.TheEPSvisioncontainstwokeythemes:OnefortheCityandGeneralPublic,andonefortheEPS.

The EPS vision is:To make Edmonton the safest major city in Canada and for the Edmonton Police Service to be recognized as a leader in policing.

Althoughexternalcircumstancesmaynotseemtofavorthepossibilityofbecoming“thesafestmajorcityinCanada”anytimesoon,thisgoalistheonlyacceptabletargetandisdeliberatelyaspirationalinnature.Usingasportinganalogy,noteamwouldstartaseasonwithouttryingtowinthechampionship.AloftygoallikethiswilldrivetheEPSeachdaytodotheabsolutebestjobwecan.

Thesecondpartofthevision,“beingrecognizedasaleaderinpolicing”,isinlinewiththeEPScorevaluesofinnovationandcourage.Itinvolvesthedesiretobeacknowledgedbypartners,thepublicandotherkeystakeholdersasbeingacreative,competentorganizationwiththeconfidencetotakealeadershiproleinprovidinginnovative,professionalpolicingservices.

Putting the Strategy into Action

TheEPSstrategymapcanbeusedinmanyways.Aspreviouslystated,itwillbeusedbyallEPSemployeesandlevelsofleadershiptosetobjectives,evaluateexistingandproposedactivities,providedirection,communicateandmanageoperations.

Inaddition,thestrategyisavaluabletoolwhencontemplatingnewbusinessinitiativesordevelopingproposedchangestothewaywedobusiness.Whileourmissionandvisionwillremainconsistent,changesandimpactscanbeconsideredregardingeachofthefourmainelementsofthestrategythatfallbetweenthem.

Forinstance,whenconsideringchangestoresourcessuchaspersonnelorfacilities,amanagercanusethemaptopayattentiontosubsequentimpactstoguidingprinciples,operationalinfluencesandoutcomes.Inanotherexample,wemightconsiderchanginganapproachtooperationsandwecanusethemaptoexaminepotentialimpactstooutcomes,changesintheapplicationofourprinciplesandanticipatedrequirementsforresources.Theultimateobjectiveisthatallbusinessactivitiesbeassessedregardingtheiralignmenttothestrategyaimedatachievingthemission,leadingtowardthevision.
