- Keep El Rompeolas accessible for locals
- Increase tourism on Vieques

- Amphitheatre-style plaza - Cantilevered over ocean - Spray fountains for cooling effect and for
entertainment
HELM PLAZA/SITE ENTRY POINT
- Welcoming open plaza area - Includes entrance to customs building and history
museum - Ideal for farmer’s market
