Elmreisa Free Zone is approximately
1,200 hectare site, located 20km
South-West of Benghazi’s city.
2007, the ministry board declared it as
a free zone, resolution no. 744.
2012, the ministry board issued a
resolution to form the board of
directors, resolution no.430.

that are located within the free zone and the local

The multi specialised free zones are considered one of the most
developed free zones now, due to diversity in sectors (trade & commerce,
financial, scientific, tourism, transit, etc.) Each sector invest in certain
activities and together they form an integrated system for attracting the
investors.
Elmreisa free zone has considered the above, hence, Elmreisa has been
designed uniquely to contain a chosen activities. Such as, trade,
transshipment, industrial activities, exhibitions, tourism, hospitality,
services, finance, technology, media and transit. All participates in
creating the right environment for attracting investors, foreign & local
capital that increases the Libyan economy and Benghazi’s in specific.
The economic feasibility study prepared by the Research Center for
Economic Science predicted that Elmreisa free zone will generate
approximately 40000 direct job opportunity and more than 500 small &
medium project.
The economic feasibility study recommended to corporate with an
international expert organizations regarding the divisions that the free zone will
have:
1. Port, Trading and Transshipment Cluster
The total space is 240 ha, includes the sea fill that will take place to establish
Elmreisa port, it also comprise yards for storing the goods. It is expected it
will be a leading cluster in free zone for transit trade and reshipping.
2. Industrial Cluster
The total land is 510 ha, divided into 3 industrial clusters: food processing
(220 ha), general (165 ha) and oil industry (125 ha).
3. Hospitality and Conference Cluster
Its land space is 135 ha, includes services area, exhibitions, hospitality,
resorts and restaurants.
4. Technology Cluster
The total land space is 160 ha, includes internet city, educational city and
research center for technology transfer, which is expected to participate in
localizing many international educational organisations and institutes in the
Middle East and Africa.
5. Media Cluster
Its space around 20 ha and includes studios, cinemas and anticipated to be
a lead center in the Middle East and North Africa in media production.
6. Financial Cluster
The total space is 50 ha, and will include some branches of the major
banks, funds an other financial organizations.
Libya has a distinctive strategic location. Many studies indicates that it is
possible to create an investment environment to become as the seed to
establish a market in Libya between Africa and Europe. Due to its strategic
location, Libya is qualified to be a gateway for North Africa that is in front of
the Mediterranean and a pass way for the transit trade with the land locked
African countries. These countries are considered as a supporter for the
exporting and importing through the Libyan ports. Hence, establishing
Elmreisa port with high qualifications and features will enable Benghazi from
playing a lead role in the trade of Mediterranean.
The indicators of trade of the Mediterranean shows the importance of
establishing Elmreisa Free Zone. Between 1995-2014 there were a high
increase of the international trade indicator (in the coming and the outgoing
goods) of African countries specially those who are land locked. The total
trade of Africa used to be duplicated each 4 years. This increase ensures that
Elmreisa free zone has a chance in playing a vital role in the growth of the
international trade for these countries through it.
The Mediterranean has 29% of the total trade internationally with annual
rate 8%, according to the statistics of international trade organization
between 1995 - 2005.
The trade of Africa with the rest of the world has increased rapidly during
2000-2005. The incomings to Africa reached 249.3 billion USD in 2005,
while the outgoings reached 297.7 billion USD. European union is
considered as the most important trade partner for some African countries.
The statistics indicates that more than 71% from the incomings of Africa are
by the European union and around 57% from the outgoing of Africa are to
the European Union.
The trade of the European union focuses on the North, west and African
countries. This region has 86% from the African trade movements with the
European union, while the rest of trade with the other countries is only 14%.
