Standard Facility Assessment Protocol

• Measure estimated savings for a retrofit package• Prioritize measures in terms of cost from low hanging fruit to ridiculous • Understand building performance calibrations with respect to behavior,

equipment and envelope • Rating comparisons by kWh/m2/yr. (default)• Develop a standard for energy performance contract and follow-up M&V• Justification for upgrades relative to building codes, Energy Star, LEED and

others • Estimate greenhouse gas emissions for climate action planning and other

measurement methods and measure the resulting improvement to scientifically compare
