1 INTRODUCTION
The proponent, OSHO Cement (Pty) Ltd (OSHO) is a new role player in the South
African Cement Industry. OSHO proposes to develop a cement grinding facility (CGF)
with associated infrastructure at the Coega Industrial Development Zone (IDZ), which
is located within the Nelson Mandela Bay Municipality in Port Elizabeth.
The site identified for the CGF is approximately 11.5 Ha in extent. The purpose of the
CGF is to produce cement. It is anticipated that the CGF would produce 150 tons of
cement per hour with storage facilities accommodating up to 20,000 tons of cement
and a combined storage capacity of 100,000 tons of clinker and slag (raw materials).
This Environmental Management Programme was compiled as part of the
Environmental Authorisation Process, required by NEMA, Act 107 of 1998. The EMP
will look at the potential environmental impacts the proposed Cement Grinding Facility
could have on the environment and which mitigation and monitoring procedures will
need to be put in place to manage these impacts with the smallest environmental
footprint possible. Further to this, the OSHO Coega Cement Grinding Facility will
comply with all environmental guidelines and requirements as stipulated by the
Coega Development Corporation (CDC). These guidelines include, but are not limited
to:

2 PURPOSE OF THIS DOCUMENT
To provide a set of standards that will be used for the Environmental management
during the development of site establishment and the construction phase of the
Cement Grinding Facility
To provide the monitoring and mitigation procedures that will need to be enforced
and adhered to in order to ensure that the smallest possible environmental
footprint of the CGF on the site and surrounding environment is made.
This EMP will also explain the roles and responsibilities of the Project Manager,
Environmental Control Officer (ECO), and the OSHO Environmental Specialist.

3 ENVIRONMENTAL MANAGEMENT: ROLES AND RESPONSIBILITIES.
3.1 OSHO Environmental Specialist
The OSHO Environmental Specialist will be responsible for ensuring that the EMP
and associated Environmental documents or requirements are adhered to on the
construction site. The Environmental Specialist will report diligently to the Project
ECO and the OSHO Project Manager.
The specific tasks during the construction phase will include:
Liaison with the environmental authorities where necessary.
Review and signing off on all the Environmental documents from the
Contractor.
Conduct environmental monthly audits of all contractors’ work on site where
applicable.
Maintain site documentation related to environmental management (EMP,
Method statements, audit reports, monitoring results, receipts of waste
removal etc.). Documents to be maintained on the relevant site Documents
Control Systems.
Inspect and report on environmental incidents and check corrective actions.
Handling of environmental incidents enquiries.
Review and signing off on method statements prepared by the Contractors.

3.2 OSHO Project Manager
The specific tasks of the OSHO Project Manager during the construction and operational phase have been clearly defined. Forming a part of those clearly defined tasks is the need to develop an Operational Environmental management Plan (OEMP) prior to the Operational Phase. The OEMP will need to include the following:
Waste management plan
Storm water management plan
Resource management plan
Air quality management plan
Vector control
Management of hazardous substances plan
Alien vegetation management plan
Noise management plan
The OSHO Project Manager will be addressing all environmental requirements of the
project through serving as a point of interaction between the Contractor and OSHO.
Interacting as and when required with the OSHO Environmental Specialist regarding
the project progress updates, and incorporating this EMP document into the
contractor agreement will also form part of the OSHO Project Manager’s
responsibility.
3.3 Contractor Project Manager (CPM)
The Specific tasks of the Contractor Project Manager during the construction phase will include the following tasks:
Ensure implementation of the requirements in this EMP document on site daily
through monitoring the work on site.
Work closely with the ECO to ensure that the requirements specified in
section 4 of this EMP document are adhered to and delivered.

3.4 Environmental Control Officer (ECO) (Or Safety, Health and Environmental Officer (SHE))
The contractor needs to assign an Environment Control Officer whose role will entail
the following:
Prepare activity based environmental method statements when and where
required.
Ensure that environmental issues receive the required attention during on site
induction training.
Prepare and conduct on site environmental awareness training (posters,
toolbox talks, and signage) for the contractor’s personnel.
Implementation of environmental related actions arising from the minutes of
the SHE Meetings.
Conduct daily and weekly inspections of the construction area using an
environmental checklist and also keep records of all findings on file.
Monitor compliance with the EMP and environmental method statements.
Maintain site documentation related to environmental management (permits,
EMP, Method statements, audit reports, monitoring results, receipts of waste
removal, etc.) These documents need to be filed in the relevant site
Documents Control System.
Inspect and report on all environmental incidents and check the
implementation of corrective actions.
Keep photographic records of all environmental incidents.
Keep records and log registers of all environmental incidents related to
hazardous substances, complaints and environmental non-compliance.
Implement the required corrective actions within the specified time frames.

4.1 Section A: Planning and Pre-construction Phase Activities A.1. Construction Camp set up

Careful planning of the construction camp can ensure that the time and costs associated with environmental management and rehabilitation are reduced.
A.1.1 Layout (a) The choice of the Contractor’s
camp requires the OSHO Project Manager’s permission and must ensure that the camp is located in an area that will ensure a minimum impact.
(b) The contractor should submit
plans of exact location, extent and construction details of the temporary construction camp facilities to the OSHO Project Manager for approval, prior to establishment of the camp.

B.6. Waste Management

Activities in the construction site such as office work, usage of construction materials, etc., generate different types of waste that requires to be managed properly. These wastes could result in environmental pollution such as soil contamination/ pollution or health hazards to employees working on-site, if not managed properly.
B.6.1 On-site waste management (a) Waste is grouped into
“general” or “hazardous”, depending on its characteristics. The classification determines the handling methods and the ultimate disposal of the material. The Contractor ECO must classify waste into general or hazardous based on the toxicity or hazard nature of waste.
(b) Waste must be placed in the designated or marked skips/bins which must be emptied on a regular basis by a contracted waste collector. These should remain within the demarcated areas and should be designed to prevent refuse from being blown out by wind.
(c) Separation of waste and recycling of paper, glass, cans, scrap, metals, plastic bottles, etc., must be considered prior to disposal. The disposal at the landfill site should be considered as the last option, after having taken into consideration the prevention of waste generation, reduction waste generation, reuse and recycling.
(d) Hazardous waste that require disposal (oily rags, used fuel/oil, etc.) must be placed in a suitable leak

B.7. Construction vehicles / equipment
Monitor Frequency Method
Engine machines such as compressors, pumps, air conditioners and arc welders can have small leaks (usually oil) that can accumulate to become spills, which require clean-up. These leaks become more evident if the equipment remains in the same place for an extended period of time. Damaged fuel tanks, fuel hoses, and fuel pumps can be sources of significant fuel leaks. Hydraulic systems can blow gaskets or hoses resulting in large quantities of hydraulic fluid spilled to the ground. (a) Vehicles and machinery are
to be kept in good working order and to meet manufactures specification for safety, fuel consumption and emission.
(b) Should excessive emissions be observed, the site manager needs to implement an effective vehicle and equipment service and maintenance plan.
(c) Vehicle parking and equipment storage must be done on a hardened and sealed surface area such that oil, fuel and other fluid leaks do not pollute soil or ground water sources.

B.8. Emergency Response

This section aims to provide measures to manage spillages from equipment used on site and measures for other construction materials handled on site.
The contractor shall take into account the following prevention measures to be applied during spillages. (a) Immediately repair all leaks
of hydrocarbons, oil, etc. (b) Take reasonable measure
to prevent the spills or leaks.
(c) Dispose contaminated materials to a location designated thereto.
(d) The contractor shall have its own spill response plan in the event of any spills (oil, fuel, hazardous materials) from his machinery or equipment used on site.

(b) The area that previously housed the construction camp has to be checked for spills from oil, fuel, hazardous substances and paint. These spills need to be cleaned.
(c) All areas that were vegetated prior to construction will be prepared in such a manner that it creates the ideal environment for vegetation re-growth.

D.2. Vegetation

(a) All areas that have
been disturbed by the construction activities (including the construction camp area) must be cleared of alien plant species
(b) Disturbed areas will be left to regenerate naturally, and if intervention is required in terms of re-vegetation, it will be undertaken. If any alien vegetation is found it will be removed in order to encourage colonization of indigenous species.

D.3. Materials and infrastructure

(a) Fences, barriers and
demarcations associated with the construction phase are to be removed from the site.
(b) All residual stockpiles must be removed to spoil or spread on site as directed by the OSHO Project Manager
(c) All left over building materials must be returned to the contractor depot or removed from the site.
(d) The contractor must repair damage that the construction works has caused.

(a) Rehabilitation of
disturbed areas should be undertaken in such a manner that it satisfies the guidelines of the CDC.
(e) A meeting is to be held on the site between the CDC, OSHO Environmental Specialist, Project ECO, and the Contract Project Manager to approve all the remediation activities and to ensure that the site has been restored to a similar pre-construction phase condition.
