e-Procurement Application
• Officially launched in April 2006 and eAuction implemented in January 2008.
• Online sophistication score (according to the Capgemini methodology) is 100%, since the year 2008.
• Users:• Contracting authorities – 1,083 (100% of all in the country)• Economic operators – 2,500 (3.3% of all active business
entities)• Public Procurement Bureau
• 75% of registered economic operators considered that the automated e-mail notification from the e-Procurement system has reduced the number of human-hours.
• Still, only 52.7% of all registered economic operators have submitted one or several bids through the system.
• Only 45.4% of registered users think that the system is very ease or easy to use.

Upgrading the e-Procurement System

Improvement Measures
• Development of self-training electronic modules for the e-Procurement System (and for the procedures as well), especially for the e-Auction.
• User awareness raising and more trainings for the concept of digital certificate.
• Trust improvement, because the companies still expressed doubt that the implementation of e-Procurement system could help limit the corruption in the government institutions and improve their transparency.
