1. Introduction
Objectives
This report forms part of the Development Application to Shire of Denmark; addressing issues related to
installation of Automated Teller Machine (ATM) and ATM Surround.
This report has been prepared in accordance with Town Planning Scheme Policy No. 31: Commercial
Strategy.
The purpose of this report is to analyse and evaluate the visual & physical impact of the proposed ATM
and Surround, on the streetscape and the surrounding.

3. The proposal
“An automated teller machine (ATM), also known as a Cash Point, Cash Machine is a self-service
computerized telecommunication device that provides the clients of a financial institution with access to
financial transactions in a public space without the need for a cashier, human clerk or bank teller. Using
an ATM, customers can access their bank accounts in order to make cash withdrawals, credit card cash
advances, and check their account balances”.
The proposal is to install an Automated Teller Machine (ATM) for Westpac Bank, at the shop-front
window of 2/27 Strickland Street, Denmark, WA 6333.
The proposed ATM is to be bolted to the floor inside the room next to the staircase, currently used as a
store. And the ATM is to be centred on the window.
Proposed Westpac ATM surround is to be fixed along with the Westpac specified red ACM panels on to
the window, from the outside.
The existing glazed partition between the existing store and the staircase/ landing is to be removed.
Area Illumination
Proposed external lights are to provide sufficient illumination to the service area, at all times.
NoiseBeside the standard ATM processing (internal) sounds, other programmed sounds are produced during
each transaction; these are loud enough to assist the customer at the ATM and soft enough not to
disturb the surrounding.
Operational facts
- The ATM is to be serviced by a licensed cash carrier and is fully automatic.
- The average customer transaction is 30 seconds and produces minimal noise.
- There will be no waste products or hazardous materials associated with the ATM installation.
- The ATM is to continue operating 24 hours a day.
- The ATM Surround is user friendly, with no elements likely to cause injury.

4. Conclusion
The proposed Automated Teller Machine (ATM), will be an added facility in the local area; with no
adverse effects to the environmental. The ATM will provide convenience to the local Community and
visitors in the area, with ready availability of cash & services.
The proposed ATM Surround with Westpac Bank logo is safely fixed on the glass and has a pleasing
appearance; enhancing the building appearance and adding to the commercial character of the
streetscape.
The installation of the new ATM inside the existing room will not require any structural alteration to the
building. And it is not going to hinder the existing access to the staircase leading to the first floor.
In its proposed position inside the store room, the ATM just meets the service clearance requirements
with no possibility of pushing it further back into the room, to create sufficient setback at the front.
While the proposed ATM is to sit on the external window at the property boundary with service access
from the covered verandah, it is unlikely to adversely affect the pedestrian on the footpath for the
following reasons;
- The verandah at the proposed ATM location is wide enough to accommodate a person standing
at the ATM accessing the services; leaving over 2 metres of clear passage for pedestrian.
- At this particular location, there is a separate Footpath at the street level that is used by passers-
by; mostly leaving the verandah to those accessing the building/ facilities alongside.
- Our experience with ATM usage at similar locations is that; while it is not a regular occurrence, in
the event of a queue, the general tendency is to line-up along the building edge and not across
the footpath; which is also comparable to a scene outside a popular eatery/ store, on a busy day.
- Installing ATMs at the shop-front (along the property boundary) has become a standard practice;
the fact that most buildings were not and are still not designed to specifically accommodate
ATMs. The ATMs on the other hand are designed to fit through walls and shop-front glazing. And
the convenience of having a readily accessible ATM clearly outweighs the inconvenience, if any.
Therefore, we request the Shire of Denmark to consider the Development Application for installation
of the ATM & Surround, at the proposed location.
