MARIE and ELIH-Med strategic projects promote better Energy Efficiency in Mediterranean buildings  Energy   Efficiency   is   one   of   the   priority   axes   of   the  2020   EU   Strategy.   Nevertheless   recent   estimates  show   that   the   Med   countries   will   not   meet   the  agreed  objectives  for  the  whole  of  Europe.    ELIH-­‐Med   and   MARIE   are   trying   to   revert   this  negative   trend   delving   into   the   specific  characteristics  of  the  Med  space  and  optimizing  the  opportunities  offered  by  EU  policies  in  this  matter.    MARIE   and   ELIH-­‐Med   are   two   strategic   projects,  which   started   in   May   2011   and   will   finish   in  December   2014,   grouping   a   total   of   42   partners  (national,   regional   and   local   level)   in   8   Med  countries.   The   overall   budget   of   the   projects   is  about  15  million  Euros.        

MARIE and ELIH-Med have agreed on a Policy Paper to assist European institutions in the preparation of the next programming period 2014-2020  ELIH-­‐Med   and  MARIE   have   a  mandate   by   the  MED  States   Committee   to   work   together   on   a   common  capitalization  strategy.      ELIH-­‐Med   and   MARIE   projects   elaborated   jointly   a  Policy   Paper   to   improve   MED   transnational  cooperation  answers  to  energy  efficiency  challenges  in   buildings.   Recommendations   are   based   on   the  experiments   and   lessons   provided   by   pilot   actions  led  in  both  projects.    This   Policy   Paper   has   been   presented   to   the  European  Commission  and  to  the  Task  Force  of  MED  States  in  March  2013.  

A common strategy for Energy Renovation of Med buildings  The  key  strategic  axes  that  both  projects  MARIE  and  ELIH-­‐Med   submitted   to   the   European   Commission  and   the   Management   Authority   of   the   Med  Programme  are:

   o Territorial  and  financial  governance  o Competitiveness,   economic   activities   and  

employment  o Market  activation  o Smart   energy   management   systems   and  

services  

Within   these   axes,   14   specific   lines   for   action   are  identified   as   priorities   for   EEB   sector,   in   order   to  overcome   the   main   organizational,   financial   and  control  barriers.        

Policy Paper five main recommendations to achieve EU 2020 Energy Efficiency targets in the Med

 Put   energy   efficiency   in   buildings   as   a   top   priority   of  the   future   programming   period,   with   an   ambitious  budget.      Reinforce  coordination  between  MED  program  and  the  rest  of  EU  Programs  dealing  with  energy  renovation  of  buildings.      Facilitate   the   progressive   implementation   of   14  strategic   lines   for   action   in   the   49   regions   and   1.940  cities  in  the  MED  Area.      Promote  coordination  among  Med  States,  Regions  and  Cities   giving   to   the   regional   public   administrations   a  hinge  role  according  to  the  property  of  buildings.    Improve   integration   of   European   funds   in   buildings’  energy   renovation   projects   in   the   MED   area,   and   a  better   coordination   between   overlapping   European  programs.  

 

The creation of 1.5 million new jobs, investing by 2020 an estimated 95 billion Euros

 It  has  been  estimated  that  a  95  billion  Euro  Investment  will  be  needed  to  meet  the  2020  objectives  for  Energy  Efficiency   improvement   to   buildings   in   the  Mediterranean  area.  

To   achieve   that   goal   and   facilitate   those   public   and  private   investments,   an   estimated   amount   of   900  million   Euros   through   EU   Programmes   would   be   the  contribution  required  from  the  European  Commission.
