FABRICATED SLIDE GATES
PART 1--GENERAL
1.01 SUMMARY
A. This section specifies the minimum requirements for corrosion-resistant fabricated
slide gates (gates) for control of wastewater flow as shown on the Drawings and
specified herein. Gates shall be all 316L stainless steel construction. The scope of
supply shall include gate frames, slides, seals, stems, stem guides, operators, floor
stands, gate enclosures where specified, and all other appurtenances, in-place and
complete. Powered operators for gates are specified in Section 15185.
B. EQUIPMENT LIST: Equipment provided under this section is listed in paragraph 1.04,
Service Requirements.
1.02 QUALITY ASSURANCE
A. REFERENCED STANDARDS: This Section incorporates by reference the latest
revisions of the following documents. In case of conflict between the requirements
of this Section and the listed documents, the requirements of the Contract
Specifications shall prevail.

B. UNIT RESPONSIBILITY: Unit responsibility, as specified in Section 11000, is assigned
to the gate manufacturer (Manufacturer) for the gates and appurtenances specified
in this Section and for the powered operators specified in Section 15185.

C. All gates for this project shall be supplied by the same Manufacturer, who shall be
fully experienced, reputable and qualified in the manufacturing of the equipment
furnished and who has been fabricating gates and appurtenances for a minimum
period of 10 years.
1.03 SUBMITTALS
A. PROCEDURES: Section 01300.
B. Product information, calculations, charts and graphs demonstrating compliance with
the requirements of this Section and the Drawings.
C. Plans, elevations, sections, and details showing dimensions and mounting
requirements for each gate specified.
D. Manufacturer’s data including materials of construction, construction details of
equipment, and weight of equipment.
E. Manufacturer’s product literature.
F. Electric motor operator data, where applicable, including manufacturer's catalog
information, complete dimensional data, drive unit size, calculations substantiating
selection and wiring diagrams.
G. Certificate of unit responsibility attesting that unit responsibility has been assigned
as specified in this Section and Section 11000. No other submittal material will be
reviewed until the certificate has been received and found to be in conformance with
these requirements.
H. Results of factory testing including leak testing per AWWA C-561, Section 5.22.
I. Name, location and qualifications of the passivation shop.
J. Certification attesting that all gate components have been cleaned, passivated and
tested in accordance with the procedures described in this section
K. Manufacturer’s operation and maintenance manual defining maintenance
requirements.
1.04 SERVICE REQUIREMENTS
A. PERFORMANCE REQUIREMENTS
1. Gates are intended to isolate channels and pipes or to control water surface
elevations.

2. Gates shall be designed for the Design Head specified. The Design Head is
defined as the maximum head that will be applied to the gate. The Design
Head is measured from the maximum water surface elevation to the bottom
of the gate.
3. Slides and frames shall have a safety factor of 5 with regard to ultimate
tensile, compressive and shear strength; calculations shall be submitted to
show conformance.
4. Gates shall comply with field leakage tests as defined in AWWA C561.
5. Gates shall not require exercise at a frequency of more than once per year to
meet the extended warranty requirements described in this section.
6. Gates shall be passivated prior to shipping in accordance with the
requirements of this section.

i. The unseating head indicated would be an unusual condition resulting from a closed gate on a pressurized forcemain.
For this condition, the gate would not need to seal the pipe to AWWA standards but the gate would need to withstand
the resulting force without damage to the gate or seals.
1.05 COMPONENT SIZING
A. Operating forces used for determining the strength of gate components (yokes,
frames, slides, stems, slide nut pockets, and other load-bearing members) shall be
based on the sum of the guide friction force (computed using an opening breakaway
friction factor of 0.2) and the weight of slide and stem.
B. When the gate is in motion, the operating forces shall be based on the sum of the
frictional force (using a guide friction factor of 0.25) and the weight of slide and
stem.
1.06 EXTENDED WARRANTY
A. In addition to the warranty specified in Section 01740, the Manufacturer must
provide a special extended warranty for gates and appurtenances (excluding electric
operators) with all of the conditions listed below:
1. The Manufacturer shall guarantee the gates, when installed and operated as
recommended by the Manufacturer, trouble-free operation for a period of 10-
years starting at the date of delivery of equipment to the project site.
2. If, during the warranty period, the the gate fails to meet the specified
requirements, the Manufacturer shall remedy the problem at no cost or
refund the material and installation cost for a replacement gate.

3. Leakage during the warranty period shall be within the limits defined in
AWWA C561. The manufacturer shall provide labor cost and materials
required for seal replacement to remedy excess leakage.
4. Gate slides shall be free of sticking or binding and move freely via operator
input without damaging equipment when exercise of the gate slides is limited
to once per year. Exercising is defined as fully opening and closing the gate
once.
5. Any gate component with evidence of corrosion affecting the function or
service life of the component shall be replaced free of charge during the
warranty period.
6. Electric operators associated with gates will be covered under the normal
warranty requirements defined in Section 01740.
1.07 PICKLING AND PASSIVATION OF STAINLESS STEEL
A. GENERAL:
1. Equipment specified under this section shall be cleaned, descaled and
passivated in accordance with methods defined in ASTM A380 – Standard
Practice for Cleaning, Descaling, and Passivation of Stainless Steel Parts,
and the specific requirements of this section.
2. For purposes of this section, passivation is defined as the removal of
exogenous iron or iron compounds from the surface of stainless steel by
means of treatment with an acid solution that will remove the surface
contamination but will not significantly affect the stainless steel itself.
3. The processes specified in this section shall be performed in an
environmentally controlled shop with at least 5-years experience performing
nitric-hydrofluoric acid solution pickling in compliance with all state and
federal laws. The equipment manufacturer shall submit the name and
qualifications of the passivation shop in accordance with the submittal
requirements of Section 01300 prior to shipping parts for passivation.
4. Equipment components that bolt together shall be disassembled prior to
passivation treatment to allow for effective circulation and removal of
cleaning solutions.
5. All fasteners and anchor bolts required for assembly and mounting of
equipment shall be batch processed at the passivation shop, then dried and
sealed in plastic bags and labeled. Fasteners shall conform to the
requirements of Section 11000.

6. The use of “fabricator’s crayons” shall be prohibited during fabrication of
equipment as these marks may prevent proper passivation.
B. PASSIVATION PROCESS REQUIREMENTS:
1. The processes required for proper passivation shall include precleaning,
chemical descaling, neutralization, post-cleaning inspection, testing,
certification, and protection as defined below.
a. Precleaning – Precleaning required for the removal of all grease, oil,
paint, soil, grit and other gross contaminants preparatory to the
fabrication process shall be accomplished by vapor degreasing,
immersion or spray application of alkaline or emulsion cleaners,
steam, or high pressure water jetting.
b. Chemical Descaling –Chemical descaling (pickling) shall be
accomplished by immersion bath or spray application of a nitric-
hydrofluoric acid solution to produce a matt white, pristine
appearance. The acid solution and process used shall conform to
Code B, Table A1.1, ASTM A380.
c. Neutralization – The chemical reactions of the pickling media shall
be stopped by rinsing of the part with a 10 percent soda ash solution
for a minimum of 30-minutes followed by a water bath using high
pressure water jetting. The pH of the wetted part surface shall be
same as the water used for rinsing.
d. Post Cleaning Inspection – Post treatment inspection of the
chemically pickled and neutralized part shall exhibit a clean surface
with no signs of etching, pitting, or frosting resulting from the pickling
procedure.
e. Testing – The passivated part shall be tested for the presence or
absence of free iron with a solution of potassium ferricyanide as
defined in Verification Test Practice E, ASTM A967. The test solution
shall be mixed and used within 24-hours or less and applied with
sterile cotton swabs. The test result shall indicate an absence of free
iron on the surface of the part.
f. Certification – All parts passivated shall be certified by an officer of
both the manufacturer and the passivating shop as having been
cleaned and passivated and tested in accordance with the
procedures described in this section. Test results shall indicate an
absence of free iron on all passivated surfaces. The Certification
shall be submitted to the City prior to shipping the equipment to the
project site. Equipment that is not certified will not be accepted.

g. Protection – Protection shall be provided by applying shrink wrap to
all parts of the equipment sufficient to prevent exposure of
passivated surfaces to contaminants during handling, shipping and
installation. Protected equipment shall be tagged with highly visible
warning signs stating the equipment has been passivated and shall
only be opened by authorized personnel. Equipment arriving at the
project site without proper protection will require retesting for the
presence of free iron and re-passivation if free iron is detected.
C. Assembly of equipment following passivation – If assembly of bolted parts is
required following passivation, it shall be done at the manufacturing facility under
clean conditions such that the parts will not be contaminated with exogenous iron or
iron compounds. Following assembly, retest for the presence of free iron per ASTM
A967 and treat any contaminated areas with citric acid solution. Equipment
requiring assembly shall be re-shrink wrapped sufficient to prevent exposure of
passivated surfaces to contaminants during handling, shipping and installation.
D. WITNESS OF PASSIVATION PROCESS:
1. The City retains the right to witness the stainless steel passivation process.
Provide at least 30-days notice to the Officer-in-Charge prior to start of
passivation process.
PART 2--PRODUCTS
2.01 ACCEPTABLE MANUFACTURERS
A. Gates shall be all stainless steel construction. Acceptable manufacturers include
the following:

b. Fontaine International Corporation, Orange Massachusetts
d. Waterman Industries, Exeter California
B. The manufacturer’s standard models or products may require modifications to
conform to specified requirements.

2.03 FEATURES
A. GENERAL:
1. Mounting requirements as shown on the Drawings and specified in this
section.
2. Unless otherwise indicated, provide gates with rising stems with clear,
graduated plastic covers in accordance with AWWA C561.
3. Weir gates having a width greater than 60 inches shall have dual stems
mechanically linked to a common operator.
4. Stainless Steel Passivation: All stainless steel components to be cleaned,
descaled, and passivated after fabrication in accordance with ASTM A380
and the specific requirements of this section. .
B. SLIDE:
1. Slides shall consist of steel plate reinforced with steel members welded to
the plate. Minimum thickness of the steel plate shall be ¼”.

2. Slides shall be reinforced with horizontal stiffeners welded to vertical
stiffeners. Slides shall not deflect more than 1/1000 of the span of the gate
under the design head.
3. Gates with an opening width x design head of 80’ or greater shall
incorporate a 3”minimum structural edge extended into the guide grove or
design equivalent.
4. The slide manufacturer shall submit drawings and comprehensive design
criteria to substantiate that the maximum deflection for each slide has not
exceeded 1/1000 of the span regardless of the type used. Comprehensive
safety factor calculations shall include bending moments, buckling stress,
and bonding stress with thermal expansion factors. Safety factors shall be
calculated for the slide under the maximum head indicated in this section,
and for shear at the slide/seal interface.
C. FRAME:
1. Guide frames extending above operating floors or slabs shall be self-
contained and sufficiently strong so that no further support or reinforcement
is required. Frames for self-contained gates shall be designed for maximum
loads imposed by gate operators in the stalled condition plus the weight of
the slide, stem, torque tube or pedestal, and operator.
2. The yoke shall be formed by two structural members welded at the top of the
guides to provide a one-piece rigid frame and configured to enable slide
removal without removing the yoke. The yoke shall be designed to support
the maximum stall force applied by the operator in addition to the weight of
the stem, torque tube or pedestal, and operator where this equipment is
being supported at the yoke.
3. The frame shall be designed with a minimum factor of safety of 4 with regard
to ultimate tensile, compressive, and shear strength.
4. Wall-mounted frames shall be the flanged type. Guides for wall mounted
frames shall be formed from one plate with wrap around gussets. Bolted
together guides are not accepted.
5. Embedded frame gates shall be installed in block-out recesses formed in the
channel walls and floor.
6. Thimble-mounted gates shall be drilled to match the wall thimble. Wall
thimbles shall conform to AWWA C561.

D. SEALS:
1. Gates shall incorporate factory-set self-adjusting seals utilizing a sealing
surface of UHMW PE to achieve the leakage rates specified. Self adjusting
seals shall not require adjustment and shall be replaceable without removing
the guide frame.
2. All moving contact surfaces shall be incompatible to each other thereby
minimizing sticking or jamming.
3. Seals sandwiched between bolted together guide members are not
acceptable.
E. STEMS:
1. All stems shall be of the rising type unless otherwise specified.
2. Provide stem diameter to withstand at least twice the rated output of the
electric operator or the manual operator at 40-pounds pull. Stems shall be
minimum 1-1/2-inch diameter.
3. Stem guides shall be provided at intervals necessary to maintain a
slenderness ratio (L/R) of the unsupported stem length of less than 200,
where R is the radius of gyration of the stem.
4. Stems shall be designed to withstand tensile and compressive loads that
occur under maximum operating conditions. Design for compressive loading
shall meet AISC code where K=1 with a minimum safety Factor of 2 to 1.
5. Stem sections shall be joined together by solid couplings, threaded and
keyed to the stems. All couplings of the same size shall be interchangeable.
6. The threaded portion of the stem shall have dual lead, machine rolled, full
depth ACME type threading with a 16 micro-inch finish or better. Stub
threads are not acceptable.
7. Stems shall be fixed to the slide by a threaded and keyed assembly into a
lifting nut attached to the disc in a lifting bracket, which is bolted to the disc.
The bolts securing the bracket shall be in tension and not shear.
8. Yoke-supported stems shall be provided with a torque between the top of the
yoke and the operator constructed of 316L SS. The torque tube shall have
appropriate flanges at the top and bottom for mounting to the operator and
yoke, and be sized and constructed to provide lateral support to the stem
between the yoke and the operator. Torque tubes shall be provided with
UHMW stem guides at appropriate intervals to provide lateral support to the

stem. Torque tubes shall be equipped with tabs for bolting lateral supports;
the dimensions and location of the tabs shall be determined by the
manufacturer and coordinated during the submittal review process.
F. OPERATORS:
1. See Gate Schedule for operator requirements.
2. Unless otherwise indicated, manual operators shall meet requirements of
AWWA C561 as appropriate.
3. Yoke-supported operators shall be provided with 316 SS pedestals between
the top of the yoke and the operator. See drawings for length requirements.
4. Unless otherwise indicated and whenever possible, operator base shall be
set 42” above the walking surface.
5. Electric operators are specified in Section 15185.
G. ENCLOSURES:
1. Gates isolating pipes and channels within the headworks structure shall be
equipped with all stainless steel enclosures for odor control purposes.
2. Enclosures shall be designed and fabricated by the gate manufacturer.
Submit drawings prior to fabrication.
3. Enclosures shall be essentially air tight and designed to withstand negative
pressure of 0.3” WC imposed by the odor control system drawing air from
below the channel covers.
4. Enclosures shall be compatible with specified electric actuators and shall be
removable without removing the actuator.
5. Enclosure face panels shall be removable from one side. Removable
panels shall be provided in sections weighing no more than 30-pounds
each. Provide handles for lifting the removable face panels.
2.04 FACTORY TESTING
A. Conduct shop performance test per AWWA C563 or AWWA C561 as applicable.
Gates SG 200, 101 and SG 200, 201 shall be factory leak tested, all other gates
to be field leak tested following installation. Submit written report of results to
Officer-in-Charge.

B. The City retains the right to witness the stainless steel preparation and passivation

PART 3--EXECUTION
3.01 INSTALLATION
A. Install gates and appurtenances in accordance with manufacturer’s instruction and
as shown on the Drawings.
B. For embedded gates, fill blockouts along guide frames and gate sill with grout
following installation.
C. Provide all 316 SS anchors; size anchors in accordance with the design
requirements specified in this section and in accordance with Sections 01900,
05501, and 11000.
D. Proper handling shall incorporate all practices described in Section 8.5 – Protection
of Cleaned Surfaces, ASTM A380. Passivated parts contaminated due to improper
handling and installation will require retesting for the presence of free iron and re-
passivation if free iron is detected.
3.02 FIELD TESTING
A. Operation and Leakage Tests: In accordance with AWWA C563 or AWWA C 561 as
appropriate.
3.03 TRAINING
A. Provide four hours of training as specified in Section 01660. Training shall be
certified on Form 11000-B specified in Section 01999.
3.04 MEASUREMENT AND PAYMENT
A. Fabricated slide gates shall not be paid for directly, but shall be considered
incidental and included in the lump sum bids for the respective items in the Proposal
Schedule.

FIRE ALARM SYSTEM
PART 1 GENERAL
1.01 SUMMARY
A. This Section specifies the minimum equipment to be furnished by the Contractor to
provide system functionality and performance required for a distributed digital fire
monitoring and control system for the Tunnel Influent Pump Station (TIPS) Building.
The fire alarm system (FAS) at the TIPS Building shall include an information
management personal computer, digital fire control panel(s), remote annunciation
panels, conventional and addressable low voltage analog detecting devices,
supervisory devices, NFPA 820 ventilation monitoring device interfaces, devices to
open the elevator disconnects, and notification appliances. The FAS shall monitor
required parameters and initiate required local and remote responses as directed by
the Authority Having Jurisdiction (AHJ). The Contractor shall turn over to the City a
fully operational FAS that is in full compliance with national and local codes and has
been approved by the AHJ. Any additional fire alarm equipment, panels, devices,
appliances, detection devices, mounting equipment, cabling or other FAS related
hardware or software required by the AHJ, shall be supplied, programmed, tested,
installed and commissioned by the Contractor at no additional cost to the City.
B. The TIPS Building FAS shall have a Master Fire Control Panel (MFCP) and Fire
Annunciation Panel (FAP), located in the TIPS building as shown in the contract
drawings, with additional Fire Control Panels (FCPs) as required. FAS control panels
shall communicate with hardwired inputs and outputs for monitoring and alarming
within the building (and zones as appropriate), and shall communicate all FAS points
with each other on a peer to peer network as required. All FAS database points shall
be accessible from the MFCP regardless of origination node. The MFCP shall
automatically retransmit all building alarms to the remote monitoring site(s) over
redundant telephone lines, as approved by the AHJ.
C. Provide engineering services to design and build the FAS, with the required products
that meet the minimum system functionality and performance as specified herein, in
accordance with NFPA and Factory Mutual DS 5-48, and as required to gain the
approval of the AHJ. If conflicts arise, the more stringent requirement shall apply to
the design. Programming services include the design and implementation of FAS
software and hardware, network device configuration, interface protocol
programming, and on-site support for installation, testing and commissioning of the
system.
D. Equipment List: The Contractor system design shall include all of the devices,
appliances, and equipment required to meet the performance and functionality
specified herein and gain approval of the AHJ. As a minimum, provide the following
fire control and fire alarm panels:

B. System Responsibility:
1. Contractor is responsible to provide the FAS design, programming,
installation and commissioning work that meets the requirements as
specified herein and on the Drawings, per NFPA codes and as approved by
the Authority Having Jurisdiction. The FAS design, installation and
commission work shall be provided by a FAS contractor that meets the
qualifications of this Section.
2. Contractor shall include all required fees for submission and review in their bid
price.
3. The Contractor shall provide on-site design reviews with the Officer-in-Charge
and shall provide on-site assistance, direction, and coordination during
installation, functional check-out, start-up, and commissioning of systems,
and as needed through project closeout. In addition, the Contractor shall
warrant the system and provide services for preventive and emergency
maintenance for a period of 365 days after the acceptance of the system by
the Authority Having Jurisdiction.
C. FAS Contractor Qualifications:
1. FAS contractor shall be regularly engaged in the design and installation of fire
alarm systems of similar scope and complexity, and have a local installation
and service organization experienced with the specified and submitted
equipment (where local is considered to be within 50 miles of the job site).
2. Upon completion of the installation, the Contractor shall certify that the final
system meets UL listing requirements.
3. The FAS contractor shall be qualified and certified to maintain ongoing
certification of the completed system to the UL installed system listing.
4. The FAS contractor shall provide a minimum of three references whose
systems are of similar complexity, have been designed and installed during
the past 5 years, and are currently in full operation.
5. The FAS Contractor’s qualified staff and support organization shall include:
a. Fire protection design engineer that:
1) Is currently registered as a Fire Protection Professional
Engineer with the State of Hawaii
2) Is a factory-trained and certified representative capable of
supervising software development and documentation,

installation, field adjustments, preoperational testing, on-site

3) Has a minimum of 5 years experience managing the design,
integration and installation of similarly sized FAS projects
4) Has intimate knowledge of the applicable codes including
International Building Code, National Fire Protection
Association, Uniform Fire Code, Hawaii State, and City and
County of Honolulu, HI fire, electrical and building codes.
b. Officer-in-Charge to manage the system design, approval and
procurement, and to provide on-site management of the system
staging, delivery, installation, testing and commissioning.
c. Current National Institute for Certification of Engineering
Technologies (NICET) Level III Technician to provide on-site
installation, application configuration, testing and commissioning
services.
d. Trainer with a minimum of 3 years experience training operators,
programmers, and maintenance staff on the supplied FAS equipment.
1.03 SUBMITTALS
A. PROCEDURES: In addition to the procedures specified in Section 01300, the
following general requirements include:
1. FAS design and equipment submittals shall be submitted as a complete
package for review by a licensed engineer. Upon receipt of comments, make
resubmissions as required to obtain approval.
2. FAS design drawings and calculations shall bear the imprint stamp of a
registered fire protection engineer responsible for the design and drawings.
B. Items to be Submitted for This Specification:
1. Provide copies of all FAS Contractor required licenses and bonds as required
by the State of Hawaii.
2. AutoCAD Format Drawings: Provide complete drawings which include the
following:
a. Drawings prepared on a computer-aided drafting (CAD) system and
delivered in an 11- by 17-inch drawing size and shall be complete
with borders and title blocks clearly identifying the project name and
scope. Electronic CAD drawing files shall be provided in “.DWG” file
format and submitted on DVD or CD media.
b. Drawing format in current version of AutoCAD, no older than 2013
version.

3. Drawings: Provide the following updated and new drawings:

conductor count, type and percentage of allowable NEC fill used.

d. Panel wiring diagrams
e Connection diagrams
f. Interconnection diagrams
g. Elementary diagrams
h. Loop diagrams
i. Provide a FAS function matrix that illustrates alarm input/out events
in association with initiation devices. Matrix summary shall include
system supervisory and trouble output functions and any departures,
exceptions, variances, or substitutions from these specifications
and/or drawings at time of bid.
4. Manufacturer and Contractor’s data:
a. Provide catalog cut sheets for all material and equipment, installation
requirements, mounting dimensions, processors, network interfaces,
hardwired I/O, communication and power cabling and any other
equipment provided as part of the FAS. Include manufacturer’s
environmental compatibility charts for product selected, supervisory
power usage, alarm power usage, physical dimensions, and finish and
mounting requirements. Catalog cuts shall be edited to show only the
items, options, model numbers, and information that apply.
b. Provide FAS contractor qualifications.
5. System description, showing how the equipment operates as an integrated
system to meet the performance requirements specified herein, including
analysis and calculations used in sizing equipment required by the FAS. The
following information shall be supplied as a minimum:
a. Complete bill of materials which includes site equipment and system
configuration descriptions.
b. Operating system software, application software and software
configuration descriptions.
c. FAS network protocol descriptions with data flow diagrams.

d. Third-party interface protocol, application, and system configuration
descriptions for communicating all required data and device status
information to third-party systems (KAI-PCS or KAN-PCS and auxiliary
systems) using BACnet, Modbus TCP, or approved protocol.
e. Start-up operations.
f. System expansion capability and method of implementation.
g. System power requirements (including supervisory and alarm power
requirements for all equipment). Include justification for power supply
ratings showing power requirements for each of the system power
supplies.
h. Battery capacity calculations.
i. Voltage drop calculations for wiring runs demonstrating worst-case
condition.
j. Submit manufacturer’s requirements for testing circuits and device
addresses prior to connecting to control panel.
k. System certifications.
l. Seismic design drawings, calculations, and data as specified in
Section 01900.
m. All FAS conductor colors for approval by the Officer-in-Charge prior to
installation.
n. System operation description including method of operation and
supervision of each type of circuit and sequence of operations for all
manually and automatically initiated system inputs and outputs. A list
of all input and output points in the system shall be provided with a
label indicating location or use of initiation device circuit, notification
appliance circuit, relay, sensor, and auxiliary control circuits.
6. Test Schedule and Procedures
a. Submit for approval, a testing schedule and step by step instructions
with anticipated results that demonstrate the required FAS functions
and performance for all tests specified in Section 01660.
b. Submit a formal manufacturer’s written requirements for testing
circuits and device addresses. Submit the Acceptance Test Plan (ATP)
for testing of the entire FAS and components in accordance with the
NFPA and this specification. Including requirements for testing
circuits and device addresses (for intelligent devices and
conventional device interface modules) submitted prior to connecting
to control panel. At a minimum the following tests shall be required:
device address, usage (alarm, supervisory, etc.), environmental

compensation, temperature ratings for thermal detectors, and smoke
detector sensitivities. This requirement shall need approval before
any wiring is connected to the control panel.
c. Submit for approval, a testing schedule and step by step instructions
with anticipated results that demonstrate the required FAS functions
and performance.
d. Provide a record of all field test results.
7. Training Schedule and Documentation: Submit training schedule and
documentation to the Officer-in-Charge. Training documentation shall include
lesson plans and training manuals for the training phases that outline the
training subject matter. The training documentation shall include examples of
the training program materials, qualifications of the training instructor(s).
Schedule should minimize impairments to the plant operations and show the
duration of each training element.
8. Contract Close-out Submittals: In addition to the O&M manual requirements
in Section 01730, provide the following:
a. Functional Design Manual: It shall include a description of hardware
and software functions, interfaces, and requirements for all system
operating modes.
b. Hardware Manual: The manual shall describe all equipment
furnished including:
1) General description and specifications
2) Installation and check-out procedures
3) Equipment electrical schematics to the component level
4) System layout drawings and schematics
5) Manufacturer’s recommended spare parts list identifying
sources of supply
c. Software Manual: The software manual shall describe the functions
of all software and shall include all other information necessary to
enable proper loading, testing, and operation. The manual shall
include:
1) Definition of terms and functions
2) Use of system and applications software
3) Initialization, start-up, and shutdown
4) Alarm reports
5) Periodic and ad-hoc reports generation
6) Data base format and data entry requirements
7) Directory of all disk files

d. Operator’s Manual: The operator’s manual shall fully explain all
procedures and instructions for the operation of the system including:

2) System start-up and shutdown procedures
3) Use of system, command, and applications software
4) Recovery and restart procedures
5) Graphic alarm presentations
6) Data entry
7) Operator commands
8) Alarm and trouble event messages and reprinting formats
9) System access requirements
e. Maintenance Manual: The maintenance manual shall include:
1) Descriptions of maintenance for all equipment including
inspection, periodic preventive maintenance, fault diagnosis,
and repair or replacement of defective components.
2) Manufacturer’s recommended spare parts list.
3) Provide names, addresses, and telephone number of
qualified service organizations and staff.
f. Provide signed certification by the fire alarm system manufacturer
showing that their product comply with the requested requirement.
g. Provide system’s field testing records.
h. As-Built Drawings: Provide record drawings as specified in Section
01720. Record drawings shall be prepared by an individual
experienced with the work specified herein.
1.04 SEISMIC ANCHORAGE AND STRUCTURAL DATA:
A. Mechanical, instrumentation and control, electrical, nonstructural systems,
components, and elements permanently attached to the structure shall be anchored
and braced to resist seismic forces. Contractor shall design the structural
components, seismic attachment, braces, and anchors to the structure for all parts
or elements of the mechanical and electrical systems in accordance with Section
01900.
1.05 SHIPMENT, STORAGE, AND HANDLING
A. In addition to the requirements of Section 17000, the Contractor shall:
1. Deliver products to the project properly identified with names, model
numbers, types, grades, compliance labels, and similar information needed
for distinct identifications; adequately packaged and protected to prevent
damage during shipment, storage, and handling.
2. Provide on-site storage as allocated in the contract documents for equipment
and materials. Storage for electronic equipment, enclosures, cabinets,

cabling and other non-conduit materials shall be in an environmentally
controlled area (70 degrees F, 50 percent RH). Off-site storage is acceptable
if authorized in writing by the Officer-in-Charge.
3. Protect stored equipment and materials from damage. Conduit and wiring
shall be stored in bundles covered with plastic covers. Conduit and other
equipment showing signs of rust or other moisture damage shall be removed
from site and replaced at no cost to City.
PART 2 PRODUCTS
2.01 ACCEPTABLE MANUFACTURERS
A. All equipment furnished shall be new and the latest state-of-the-art products of a
single manufacturer engaged in the manufacturing and sale of fire alarm systems
and detection devices for over five years. In addition, all equipment shall:
1. Be UL listed as a product of a single manufacturer under appropriate
category.
2. Not be modified or installed to alter or void UL label or listing.
3. Be approved by the AHJ, when required by state or local codes.
B. Acceptable fire alarm systems manufacturers include:
1. Simplex Grinnell, 4100U
2. Johnson Controls, JCI640
3. Siemens Firefinder Intelligent Fire Detection System
4. Or approved substitute
C. Substitutions: All proposed substitutions shall meet the product specified herein and
the requirements specified in Section 01300.
2.02 GENERAL SYSTEM AND OPERATIONAL REQUIREMENTS
A. The FAS shall consist of FAS application software to provide controlling, reporting,
and monitoring on graphical displays on all MFCP, FCPs, and FAPs.
B. The FAS shall be listed by UL for configuration as an approved NFPA fire alarm and
fire sprinkler releasing system. The system and its components shall also be UUKL
listed for use in a smoke control system. The FAS shall communicate with the Fire
Dampers system (Section 15912), fire suppression sprinkler system (Section
15330), and other systems identified herein, in Section 17500, and required by the
AHJ.

C. The FAS shall be a microprocessor based detection and notification system having
the following:
1. Interactive, stand-alone, intelligent controllers capable of monitoring and
controlling hardwired and networked dynamic field I/O from the master MFCP
and all additional FCPs (as required) distributed throughout the Tunnel
Influent Pump Station process area communicating over the FAS serial
network (Ethernet preferred).
2. The FAS software shall allow for loading and editing instructions and
operating sequences as necessary. The FAS shall be capable of on-site
programming to accommodate system expansion and facilitate changes in
operation. All software operations shall be stored in a non-volatile
programmable memory within the fire alarm control unit. Loss of primary and
secondary power shall not erase the instructions stored in memory. FAS shall
be capable of storing dual configuration programs with one active and one in
reserve. Panel shall be capable of full system operation when downloading a
new configuration simultaneously.
3. The system shall include a history log as a means to recall alarms and trouble
conditions in chronological order for the purpose of recreating an event
history. Separate alarm and trouble history logs shall be provided.
4. The FAS shall include required patch panels, network switches, relays,
indicator lamps, wiring, wiring terminal blocks, and other devices, indicators,
equipment and accessories including, but not limited to:
a. Audible and visual notification alarm circuit zone control for the entire
facility.
b. Status indicators for sprinkling system water flow and valve devices.
c. Additional status or control functions as required.
5. Each intelligent addressable device and conventional device intelligent
interface shall cause a predetermined zone alarm at the fire panel located
within the building. The FAS shall display a map of the buildings floor plans,
indicating the location of the active fire alarm device and location of the fire
panel (You Are Here) so the responding fire personnel’s location is shown
relative to the active fire alarm device.
6. The FCP (MFCP) processors shall allow for loading or editing special
instructions and operating sequences as required and shall support on-site
programming to accommodate user modifications.
7. All system cards and modules shall be upgradeable by simply downloading
the latest module firmware using flash memory or comparable technology.
8. Provide a means, via a network port, to plug-in a laptop, log-in from a remote
site (over Internet or dial-up modem) to access diagnostic programs. Provide

diagnostics and maintenance reporting software that is capable of retrieving
information selectively from the MFCP or any FCP on the network.
9. Power supplies, backup batteries or uninterruptible power supplies, wiring,
raceways, mounting equipment, enclosures, devices, software and hardware,
and miscellaneous equipment required for a complete operating system.
10. Walk-Test System Testing:
a. Provide a minimum of eight programmable pass-code-protected one
person testing groups, such that only a portion of the system need be
disabled during testing. The actuation of the ‘enable one person test’
program at the control unit shall activate the ‘one person testing
mode’ of the system as follows:
1) Bypass the telephone circuit connections and any
suppression release circuits for the testing group.
2) Bypass the control relay functions associated with the testing
group.
3) The control unit shall continue to indicate any trouble
conditions.
4) The alarm activation of any initiating device in the testing
group shall cause the audible notification appliances
assigned only to that group to sound a code to identify the
device or zone.
5) The control unit shall automatically reset itself after signaling
is complete.
6) Any opening of an initiating or notification appliance circuit
wiring shall cause the audible signals to sound for 4 seconds
indicating the trouble condition.
D. MFCP and FCP Operator Interface: The operator interface (OI) screen shall be a
minimum of a 6-inch LCD screen and shall:
1. Provide a graphical user interface with the capability to display large text
characters, hazmat icons and building maps easily readable and fully
representative of the plant areas.
2. Use standard NFPA 170 symbols for all devices, equipment, hazards and
people in the alarmed area; systems without this graphical display capability
shall supply a UL-listed graphics software package capable of providing
standard NFPA symbols with the FAS system.
3. Use a touch screen, menu driven interface or pushbuttons with a minimum of
four tabs for Supervisory, Alarms, Trouble, and Security.
4. Provide direct control of all FAS devices.
5. Provide scrolling and zoom capabilities.
6. Provide power supply loading display(s).

7. Provide TROUBLE display for each supervised circuit
8. Provide ALARM display readout for each alarm initiating addressable device.
Do not require entry of device address numbers for alarmed device to be
viewed.
9. At the MFCP, provide system-wide FAS alarm log, trouble log, acknowledged
event log, silenced alarm log, and reset event log.
10. Be capable of recalling in chronological order alarm log, trouble log,
acknowledged event log, silenced alarm log, and reset event log for the
purpose of recreating an event history.
E. FAS Event Conditions:
1. Signal Priority: There shall be four priority levels with Fire Alarm events being
the highest priority. Supervisory and Trouble events shall be categories into
the second, third, and forth priority with the higher priority taking precedence
over the lower one regardless of which occurred first.
2. All events shall be annunciated at the FCP and the FAP remote annunciator
panel, indicating location and type of device.
3. Seamless Operation. Signals from zones shall not prevent or interfere with
each other, so that, the activation of an addressable device does not prevent
the receipt of signals from subsequent addressable device activations.
4. Zones shall be manually re-settable from the FAS once the devices are
restored to normal.
5. Provide single key access to graphical displays of event conditions with detail
screens dedicated to the event which provides additional text messages and
details about the event.
6. FAS Alarm Condition:
a. Activate fire alarm audible horns, visual strobes, and automatic
control devices.
b. Energize the ANSI 117-1 signal with synchronized audible alarms
(horns and/or bells) and synchronized strobes throughout the facility.
c. Transmit alarm information to the remote monitoring site.
Automatically route alarm, signal to a remote central station service
transmitter provided under another contract.
d. Transmit alarm information indicating the zone, zone location and
type of device in alarm for display and logging at the FCPs and MFCP.

e. Retransmit alarm information to the KAI-PCS (as applicable) and
auxiliary systems as required herein, in Section 17500, and as
required by the AHJ.
f. Initiate shaft pressurization upon activation of a smoke detector
adjacent to the stair or a sprinkler water flow switch.
1) Open dampers DPR 200,750, DPR 200,751, DPR 200,753,
and DPR 200,754.
2) After a delay of 15 seconds (adjustable), start fans SF
200,731, SF 200,732, SF 200,739, and SF 200,740.
3) Fans shall not shut down and dampers close until the
relevant MFCP or FCP is manually reset.
g. When the sprinkler flow is greater than the theoretical maximum flow
from the smallest sized orifice sprinkler installed, actuate the
dedicated sprinkler system water flow alarm.
h. Initiate elevator functions in accordance with ASME/ANSI A17.1
including the following:
1) Elevator Recall, primary and alternate level
2) Pre-Action Sprinkler Valve
3) Activate the elevator cab annunciator.
4) Shunt Trip main elevator power supply.
i. Flash visual signals on display until activation of either a system reset
or alarm silence switch, configurable by user.
j. Silence audible signals from the fire alarm control panel when the
alarm silence switch is activated.
k. Record the alarm condition description, time of occurrence and
initiating device to the KAI-PCS (as applicable), log to the FAS history
log.
l. Activate contact for status to the KAI-PCS.
7. Supervisory Condition:
a. A supervisory signal will be initiated under following conditions:
1) Main sprinkler valve is closed.
2) Post indicator valve is closed.
3) Any sprinkler or standpipe OS&Y valve is closed.
4) Loss of ventilation fans, as required by NFPA 820.
5) Any other conditions required by code or AHJ.
b. Activate supervisory audible and dedicated visual signals at the FCP
and FAPs.

c. Transmit alarm information to the remote monitoring site.
Automatically route supervisory signal to a remote central station
service transmitter.
d. Silence audible signals when acknowledged from the FAS by the
supervisory acknowledge switch.
e. Record the supervisory condition description, time of occurrence and
initiating device to the KAI-PCS (as applicable), log to the FAS history
log.
f. When the supervisory condition returns to normal, clear the
supervisory LED and return to normal.
g. Activate contact for status to the KAI-PCS.
8. Trouble Condition:
a. Trouble signal will be initiated under following conditions:
1) Open connection on an initiation or alarm indicating circuit.
2) Open connection in wiring to MFCP, FCP or FAP.
3) Ground fault condition.
4) Auxiliary manual control switch out of normal position.
5) Loss of 120V operating power to FCP or FAS, or notification
appliance.
6) Low or no battery voltage condition.
7) Any other conditions required by code or AHJ.
b. Transmit alarm information to the remote monitoring site.
Automatically route trouble signal to a remote central station service
transmitter provided under another contract.
c. Silence trouble audible signals from the MFCP or the associated FCPs
if in a different building.
d. Flash visual signals on display until activation of either a system reset
or the trouble condition is corrected.
e. Trouble conditions that have been restored to normal shall be
automatically removed from the trouble display queue and not
require operator intervention. This feature shall be software
selectable and shall not preclude the logging of trouble events to the
historical file.
f. Trouble condition for primary system power failure to the FAS shall be
automatically delayed for 60 seconds to eliminate spurious reports as
a result of power fluctuations.

g. Record the trouble condition description, time of occurrence and
initiating device to the FAS history log, to the KAI-PCS (as applicable).
h. Activate contact for status to the KAI-PCS.
9. Standalone Duct Alarm Condition:
a. De-energize air-handling equipment via duct detectors integral
contact.
b. Activate associated annunciator for system trouble and alarms.
c. Fan shall be reset by the key switch.
2.03 FIRE ALARM SYSTEM CONTROL PANELS FCP (MFCP)
A. General:
1. Comply with UL 864, Control Units for Fire Protective Signaling Systems.
2. Master Fire Control Panel (MFCP) shall:
a. Communicate over a Ethernet network with its associated remote Fire
Annunciation Panel (FAP).
b. Monitor the status all area FCP monitored points and control
commands. MFCP shall retransmit all FAS monitoring points and
control commands to the remote monitoring site over telephone
and/or network connections.
c. Communicate with all hardwired detection devices and audible/visual
alarm appliances.
d. Automatically retransmit all site alarms with remote monitoring sites
over redundant local telephone lines as approved by the AHJ.
e. Ethernet Network Interface:
1) Capability to communicate with the Plant Control System (KAI-
PCS) over an Ethernet network utilizing a Plant Control System
vendor BACnet, Modbus TCP, or an approved open system
protocol. An approved open protocol is one that is supported
by multiple manufacturers, capable of exchanging data and
the required information with the specified third-party
systems and is acceptable to the Officer-in-Charge.
2) This interface shall provide in the future monitoring of all
detailed status information available on the fire alarm system
network to the KAI-PCS . Detailed information shall include,
but not be limited to, Alarm, Supervisory, and Trouble
conditions, time stamped alarm and event logs, system
status, individual addressable point status, auxiliary function

status, circuit status, and values associated with the
monitoring functions. All MFCP and area FCP monitored
points shall be available for integration into the KAI-PCS (as
applicable) and auxiliary systems.
3. The MFCP and FCPs shall be a distributed modular, microprocessor-based,
state-of-the-art fire alarm system for processing initiation device information,
control function calculations, and generating the programmed output
response. System response time from initiation device detection to output
response shall not exceed 4 seconds maximum. MFCP and FCPs shall:
a. Each FCP shall be capable of connecting to, communicating with,
controlling and/or monitoring a minimum of 2,000 points, where one
point equals 1 input or output hardwired to the FCP. In addition each
FCP shall be capable of displaying all monitored I/O that originates
from another node on the FAS network.
b. The MFCP or FCP processor shall control the signaling from the
initiation devices reporting alarms and trouble conditions to the FAP
displays and other alarm indicating appliances. Provide non-
interfering type alarm circuits, so that a second device can be
annunciated simultaneously or within 3 seconds following the first
device.
c. Provide RS-232-C or USB ports for local communications and printing.
4. System Reset
a. The "System Reset" button shall be used to return the system to its
normal state. Display messages shall provide operator assurance of
the sequential steps ("IN PROGRESS", "RESET COMPLETED") as they
occur. The system shall verify all circuits or devices are restored prior
to resetting the FAS to avoid the potential for re-alarming the system.
The display message shall indicate "ALARM PRESENT, SYSTEM RESET
ABORTED."
b. Should an alarm condition continue, the FAS will remain in an
alarmed state.
5. A manual evacuation (drill) switch shall be provided to operate the
notification appliances without causing other control circuits to be activated.
6. All audio operations shall be activated by the system software so that any
required future changes can be facilitated by authorized personnel without
any component rewiring or hardware additions.
7. Monitor incoming power to all FCPs and MFCP and provide an LED to monitor
incoming power on/off status, and charging voltage and amps.

B. Provide the following components as needed with the FCPs to meet the requirements
specified herein:
1. Auxiliary electronically re-settable fused output card with a minimum of 2A
@24VDC output, with programmable disconnect operation for 4-wire detector
reset.
2. Auxiliary SPDT relay that is a minimum of 2A @32VDC, programmable as a
trouble relay, either as normally energized or de-energized, or as an auxiliary
control.
3. Auxiliary Form C relay circuits (contacts rated at a minimum of 2A @ 24VDC,
resistive), programmable for trouble, alarm, supervisory of other fire response
functions, and capable of switching up to ½ A @ 120VAC, inductive.
4. Supervised serial communication channel for control and monitoring of
remotely located annunciators and I/O panels.
5. Modular Network Communications Card.
6. Service Port Modem for dial in passcode access to all fire control panel
information.
7. Intelligent Remote Battery Charger for charging up to 110Ah batteries.
8. Power Supplies with integral intelligent Notification Appliance Circuit Class B
for system expansion.
C. FCP (MFCP) Signal Wiring:
1. The system card cage shall accommodate mounting of all system cards, field
wiring, and panel inter-card power, communication buses, and other support
hardware required for a fully functional panel. The card cage shall hold the
system’s cards and have capability of connecting multiple card cages to meet
system demands.
2. Signal wiring/transmission shall be hard-wired, using separate individual
circuits for each zone of alarm operation as required for addressable signal
transmission, dedicated to fire alarm service only.
3. FAS connections for initiating and notification appliance circuits shall be
Class B. Signaling line circuits shall be Class A.
4. Circuit supervision shall detect and indicate circuit faults by initiating a
trouble signal at the FCP. There shall be a distinctive audible tone and
alphanumeric annunciation associated with trouble signal.
5. I/O subsystem includes individual supervisory and alarm relays in each circuit
arranged so that ground or open condition in any circuit or group of circuits,
will not affect proper operation of the remaining circuits.

6. All module wiring shall be to terminal blocks. The terminal blocks shall be
color coded to prevent accidental crossing of wiring. Circuit design shall
incorporate 10 percent spare capacity for future expansion of modules and
module wiring.
D. Distributed Module Operation: FCP shall support the following remotely located
modules through a Style 4 (Class B) supervised serial communications channel:
1. Addressable Signaling Line Circuits (ASLC)
2. Initiating Device Circuits (IDC)
3. Notification Appliance Circuits (NAC)
4. Auxiliary Control Circuits (ACC)
5. Graphic Annunciator LED/Switch Control Modules
E. FAS Monitoring of Analog Smoke Sensors:
1. FAS shall individually monitor sensors for calibration, sensitivity, and alarm
condition, and shall individually adjust for sensitivity. The control unit shall
determine the condition of each sensor by comparing the sensor value to the
stored values.
2. The FAS shall maintain a moving average of the sensor's smoke chamber
value to automatically compensate for dust, dirt, and other conditions that
could affect detection operations.
3. Photoelectric Smoke Sensors shall have selectable sensitivity levels ranging
from 0.5% to 3.0%, programmed and monitored from the FAS.
4. The FAS shall provide sensor sensitivity testing reports that meet NFPA 72
calibrated test method requirements. The reports shall be recorded to the
FAS history log, to the KAI PCS (as applicable) for annual recording and
logging of the calibration maintenance schedule.
5. The FAS shall automatically indicate when an individual sensor needs
cleaning.
6. The FAS shall continuously perform an automatic self-test on each sensor
which will check sensor electronics and ensure the accuracy of the values
being transmitted. Any sensor that fails this test shall indicate a "SELF TEST
ABNORMAL" trouble condition.]
7. Multi-Sensors shall combine photoelectric smoke sensing and heat sensing
technologies. An alarm shall be determined by either smoke detection or
heat detection, selectable as fixed temperature or fixed with selectable rate-
of-rise; or based on an analysis of the combination of smoke and heat
activity.
8. Magnet test activation of smoke sensors shall be distinguished by its label
and history log entry as being activated by a magnet.

F. FAS Monitoring of the Fire Suppression System:
1. Activation of a water flow switch shall initiate general alarm operations.
2. The activation of any sprinkler valve supervisory switch shall activate system
supervisory operations.
3. Water flow switch and sprinkler valve supervisory switch shall be capable of
existing on the same initiating zone. Activation of either device shall distinctly
report which device is in alarm on the initiating zone.
G. Alarm/Trouble Log: Log shall be capable of logging and storing 300 events in an
alarm log and 300 events in a trouble log. Events shall be stored in a battery backed
RAM (or alternative approved NVRAM), and shall include time and date of event
occurrences. Logged data shall be accessible to the OI for display, to the network
printer for reporting logged data, and shall be exportable in standard Microsoft Excel
or Access format to the KAI-PCS (as applicable) via the Ethernet interface.
H. MFCP Automatic Dial-up:
1. Provide all software and hardware modules, wiring, power supplies,
terminations, and appliances required to connect the MFCP to redundant
basic interface telephone lines dedicated to FAS service.
2. Automatic call-out dialer initiated upon:
a. Any FAS fire alarm condition
b. Operation of any supervisory or trouble condition
c. Or any other condition required by code.
3. Automatic dialer shall provide the capability of dialing up to eight pre-
programmed telephone numbers.
4. A voice message shall report the area in alarm.
I. Power Supply/Battery Charger:
1. A dedicated 120 VAC circuit shall be required from the area electrical room
panelboard to the integral 24 VDC power supply/battery charger in the MFCP
and FCPs. All circuits requiring system-operating power shall be 24 VDC and
shall be individually fused at the control unit. The system power
supply/charger shall be sized for the specific system. The power supply shall
be filtered and regulated. The system power supply shall be sized so that it
has the capability to accommodate a 25 percent expansion of the FAS. The
system power supply shall have four NO/NC relays: common alarm, common
trouble and two user defined programmable relays. The power supply shall
be rated for 120 VAC 60 Hz.
2. The battery charger programmable microprocessor shall control charging with
user selected charging rates and battery sizes. A thermistor for monitoring
battery temperature to control charging rate shall be utilized.

3. Automatic transfer from AC to battery power shall be instantaneous when AC
voltage drops to a point where it is not sufficient for normal operation.
4. The power supply shall have a plug for an AC adapter cable, which allows a
technician to plug in a laptop computer for uploading or downloading
program information or test equipment.
5. Shall provide analog voltage and ammeter values for display on the FCP
(MFCP).
J. Batteries:
1. Low maintenance sealed type suitable for fire alarm system use.
2. Capable of operating the maximum normal load of the associated MFCP, FCP
or FAP for 24 hours, after which, it shall be capable of operating the load for
15 minutes if an alarm is generated.
3. Sized for 125 percent of the total maximum number of devices that can be
connected to the MFCP, FCP and FAPs (not just the installed number of
devices).
4. The system batteries shall be supervised so that a low battery or a depleted
battery condition, or disconnection of the battery shall be displayed at the
FCP for the specific fault type.
5. When a depleted battery condition exists, prevent subsequent activation of
Notification Appliance Circuits.
6. Support 100% of addressable devices in alarm or operated at the same time,
under both primary (incoming power) and secondary (battery) power
conditions.
7. Loss of incoming power shall sound a trouble signal at the FCP.
2.04 FIRE ALARM SYSTEM NETWORK
A. MFCP and FCPs shall communicate over a serial network capable of automatically
forming a sub-network with all common interactions of monitoring and control
remaining intact should a group of FCPs become isolated from the rest of the FAS
network due to fault conditions.
B. A single open, ground, or short on a network communication loop shall not degrade
network communications. Network shall maintain communication throughout all
nodes. The status of the communication link shall be reported.
C. If the FAS is provided with Ethernet network switches, they shall:
1. Perform transparent bridging at full wire speed of all internal network
communications and all external network communication interfaces.

2. Reside in each area FCP and MFCP.
3. UL 864 listed for fire alarm system application.
4. High voltage tested:
a. 6,000V supply line transients.
b. 2,400V signal circuit transients.
c. 5,000V input voltage surge.
d. 115 percent rated voltage overload.
5. Provided with 25 percent spare 10/100 Mbps RJ-45 connector ports.
D. FAS Network Cabling:
1. The FAS network shall run from the area FCPs to the MFCP as shown on the
Drawings.
2. The use of raceways installed as specified in Division 16, shall be permitted if
acceptable to the AHJ and approved by the Officer-in-Charge prior to
installation.
3. Contractor shall be responsible for providing all network cabling and
equipment required to complete the FAS network.
4. Include all network communication cable and equipment required for
communications between the FCPs and the associated FAPs. Use of
raceways, installed by the Contractor as specified in Division 16, to complete
the remote network connections, shall be permitted if acceptable to the AHJ
and approved by the Officer-in-Charge prior to installation.
2.05 FIRE ALARM DEVICE PROGRAMMING AND LOOP TESTER
A. FCP Device Programmer and Loop Testing: The device programming unit shall be
used to test and verify the correct connection of devices. Communications and
confirmation of the tested device is independent of the current functioning of the
tested device. It provides device addresses, identifies ground faults and shorts, and
provides a summary of the quantity of each device type on the tested loop.
2.06 FIRE ALARM ANNUNCIATION PANELS (FAP)
A. Remote Fire Annunciation Panels (FAPs) shall be provide as required by NFPA, IBC
and AHJ, and shall:
1. Provide where required a remote LCD FAP with the same "look and feel" as
the FCP operator interface. The remote FAP shall use the same Primary
Acknowledge, Silence, and Reset Keys, Status LEDs and LCD display as the
MFCP and FCPs.

2. Operator keys shall be key switch enabled to prevent unauthorized use. The
key shall only be removable in the disabled position. Acknowledge, Silence
and Reset operation shall be the same as the FCP.
3. FAP shall include a keypad for entering and executing control commands.
4. Annunciator shall have provided with four programmable control switches
and associated LEDs.
5. Remote FAPs shall be housed in a separate wall mounted enclosure suitable
for its environment located at or near the main entrance to each building as
required by code and approved by the AHJ.
B. Annunciator Displays:
1. FAPs shall display all information required by code and approved by the AHJ
including all alarms active in the associated FCP or MFCP.
2. Should an abnormal condition be detected the appropriate LED (Alarm,
Supervisory or Trouble) shall flash. The unit audible signal shall pulse for
alarm conditions and sound steady for trouble and supervisory conditions.
3. The LCD shall display the following information relative to the abnormal
condition of a point in the system:
a. Custom location label.
b. Type of device (e.g., smoke, heat, waterflow).
c. Point status (e.g., alarm, trouble).
2.07 SYSTEM ENCLOSURES
A. Provide wall-mounted steel enclosures sized to hold all MFCP, FCP or FAP circuit
boards, devices, modules and accessories with space for an additional 15 percent
future expansion. Enclosure must be sized to fit within the allowable wall space
available and not exceed 3 feet high x 2 feet wide. Larger panels may be approved by
the Officer-in-Charge prior to procurement or installation.
B. The enclosures shall be provided with transparent locking doors for viewing LED
indicators, operator displays, and other required components and indicators. Provide
enclosure color as required by the local AHJ. The outer doors shall be capable of
being a left-hand open or a right-hand open. The inner door shall have a left-hand
opening. System enclosure doors shall provide ventilation for the modules or cards
in the enclosure, where required.
C. The enclosure shall protect components from electromagnetic fields to ensure that
the FAS and all subsystems operate in their intended electromagnetic environment,
without either causing or suffering from harmful interference because of
electromagnetic emissions or component response.
D. The enclosures shall be suitable for the environmental conditions and area
classification in which they are installed.

E. FCP (MFCP) Rack and Enclosure:
1. All power-limited field wiring shall be physically separated from all non-power-
limited internal wiring.
2. The rack and components shall be mounted in wall mounted panels suitable
for the environmental conditions and area classification.
3. MFCP, FCP and FAP enclosures and cabinets shall be suitable to meet all
applicable seismic requirements as specified in Section 01900 for and
certified for application, as required.
2.08 INITIATION DEVICES
A. General:
1. In addition to NFPA, IBC and AHJ detection device requirements, smoke
detectors shall be provided in all electrical rooms, computer rooms, control
rooms, telephone closets, and above all equipment as required.
2. Intelligent initiation devices used in non-classified areas shall:
a. Be microprocessor based addressable devices. The programmable
bases shall be programmable to allow the relay and sounder bases to
operate independently of their associated sensor. Sensors include a
communication transmitter and receiver in the mounting base having
a unique identification and capability for status reporting to the FCP.
Sensor address shall be located in base to eliminate false addressing
when replacing sensors.
b. Have an LED on the sensor or sensor base that flashes each time it is
scanned by the FCP. In alarm condition, the sensor base LED shall be
on steady. Sensors which do not provide visible indication of an
abnormal condition at the sensor location are not acceptable.
c. Have a magnetically actuated test switch for easy alarm testing at
each sensor location.
d. Be provided with printed labels which contain the complete circuit
and device numbers.
e. Detector wiring shall not require any special shielded cable.
3. Conventional initiation devices used in classified areas shall:
a. Be manufactured as explosion proof sensors for hazardous areas.
b. Be supplied with the appropriate bases and intrinsically safe modules
as required.

c. Have a magnetically actuated test switch for easy alarm testing at
each sensor location.
d. Be provided with printed labels which contain the complete circuit
and device numbers.
e. Panels shall be rated for area classification as specified in Section
16000.
f. Be supplied with the required addressable circuit interface module for
each conventional initiating device circuit that connects to an
intelligent FCP or MFCP circuit and is capable of the following:
g. Provide a device programming tool which programs the intelligent
devices functions, device addresses, and tests the loop wiring for
grounds, opens, and shorts.
B. Smoke Detector:
1. The smoke detector shall be an intelligent digital photoelectric detector with a
programmable thermal detector that is software addressable without
mechanical switches that complies with UL 268. Sensor and associated
electronic components shall be mounted in a module that connects a fixed
base with a twist-locking plug connection. Removal of the detector head shall
interrupt the supervisory circuit of the fire alarm detection loop and cause a
trouble signal at the FCP.
2. Smoke detectors shall be listed for use as open area protective coverage, in
duct installation and duct sampling assembly installation, and shall be
insensitive to air velocity changes.
3. The smoke detector communications shall allow the detector to provide an
alarm input to the system and an alarm output from the system within 4
seconds.
4. Smoke detectors shall be programmable for a minimum of 11 unique
environmental fire profiles that shall eliminate the possibility of false
indications caused by dust, moisture, RFI/EMI, chemical fumes, and air
movement; while factoring in conditions of ambient temperature rise,
obscuration rate changes, and hot/cold smoke phenomenon into the alarm
decision to give the earliest possible real alarm condition report.
5. Smoke detector shall be capable of providing three distinct outputs to the
control panel. The outputs shall be from an input of smoke obscuration, a
thermal condition, or a combination of obscuration and thermal conditions.
6. The smoke detector shall be designed to automatically eliminate calibration
errors associated with contamination or field cleaning of the chamber.
7. Each photoelectric smoke detector shall be scanned by the FCP for its type
identification to prevent inadvertent substitution of another sensor type.

Upon detection of a "wrong device", the FCP shall operate with the installed
photoelectric sensor at the default alarm settings of 2.5% obscuration, but
shall indicate a "Wrong Device" trouble condition.
8. Smoke detector shall be self-restoring and not require resetting or
readjustment after actuation to restore normal operation.
9. Removal of the sensor head for cleaning shall not require the setting of
addresses.
10. Each sensor base shall contain an LED that will flash each time it is scanned
by the FCP. In alarm condition, the sensor base LED shall be on steady.
Detector wiring shall not require any special shielded cable.
11. Sensors include a communication transmitter and receiver in the mounting
base having a unique identification and capability for status reporting to the
FCP. Sensor address shall be located in base to eliminate false addressing
when replacing sensors.
12. Provide a smoke detectors for activating smoke control.
C. Thermal Detector:
1. Thermal Sensor: Sealed rate compensated; 200-deg F temperature setting
except as indicated.
2. Thermal sensor shall be of the epoxy encapsulated electronic design. It shall
be thermistor-based, rate-compensated, self-restoring and shall not be
affected by thermal lag.
3. The thermal detectors shall have a listed spacing for coverage up to 2,500
square feet and shall be installed according to the requirements of NFPA 72
for open area coverage.
D. Duct-Mounted Smoke Detector:
1. For duct-mounted detectors, the smoke detector shall be an intelligent digital
photoelectric detector with a programmable thermal detector that is software
addressable without mechanical switches. Environmental compensation,
programmable sensitivity settings, status testing, and monitoring of sensor
dirt accumulation for the duct sensor shall be provided by the FCP.
2. Duct-mounted smoke detectors shall be listed for use as open area
protective coverage, in duct installation and sampling assembly installation,
and shall be insensitive to air velocity changes.
3. The duct-mounted smoke detector communications shall provide alarm input
to the system and alarm output from the system within 4 seconds.
4. The duct-mounted smoke detector shall support the use of a remote test
switch, relay, or LED remote indicator.

5. Duct-mounted smoke detector sampling tube shall be designed and
dimensioned as recommended by the manufacturer for the specific duct size
and installation conditions where applied. Sensor includes relay as required
for fan shutdown.
6. The duct-mounted smoke detector shall be mounted in a duct detector
housing listed for that purpose.
a. Duct Housing shall provide a relay control trouble indicator Yellow
LED.
b. Duct Housing shall have a transparent cover to monitor for the
presence of smoke. Cover shall secure to housing by means of four
captive fastening screws.
c. Duct Housing shall provide two Test Ports for measuring airflow and
for testing. These ports will allow aerosol injection in order to test the
activation of the duct smoke sensor.
d. Duct Housing shall provide a magnetic test area and Red sensor
status LED.
e. For maintenance purposes, it shall be possible to clean the duct
housing sampling tubes by accessing them through the duct housing
front cover.
f. Each duct sensor shall have a Remote Test Station with an alarm LED
and test switch.
g. The Duct Housing shall provide a supervised relay driver circuit for
driving up to 15 relays with a single "Form C" contact rated at a
minimum of 7A@ 28VDC or 10A@ 120VAC. This auxiliary relay output
shall be fully programmable. Relay shall be mounted within 3 feet of
HVAC control circuit.
h. Where indicated, provide NEMA 4X weatherproof duct housing
enclosure shall provide for the circulation of conditioned air around
the internally mounted addressable duct sensor housing to maintain
the sensor housing at its rated temperature range. The housing shall
be UL Listed to Standard 268A.
E. Manual Station:
1. Double-action type push/pull, red LEXAN, with molded, raised-letter operating
instructions of contrasting color. Station will mechanically latch upon
operation and remain so until manually reset by opening with a key common
with the control units.
2. Provide flush- or surface-mounted, as required. Surface-mounted stations
shall be mounted using a manufacturer's prescribed matching red enamel
outlet box.

3. Where required, provide a tamperproof, clear LEXAN shield and red frame
that easily fits over manual pull stations. When shield is lifted to gain access
to the station, a battery powered piercing warning horn shall be activated.
The horn shall be silenced by lowering and realigning the shield. The horn
shall provide 85dB at 10 feet and shall be powered by a 9 VDC battery.
4. Manual stations shall contain the intelligence for reporting address, identity,
alarm and trouble conditions to the MFCP or FCP.
5. The manual station communications shall allow the station to provide alarm
input to the system and alarm output from the system within less than
4 seconds.
6. The manual station shall be equipped with terminal strip and pressure style
screw terminals for the connection of field wiring.
F. Addressable Circuit Interface Modules:
1. Addressable Circuit Interface Modules: Arrange to monitor one or more
system components that are not otherwise equipped for addressable
communication. Modules shall be used for monitoring of waterflow, valve
supervisory, non-addressable devices, and for control of evacuation
indicating appliances and HVAC AHU systems, and shall include:
a. Alphanumeric message display.
b. Alarm verification.
c. Walk test capability.
d. No mechanical address programming required.
e. Circuits are power limited as required by NEC 760.
f. UL listed for application.
2. Addressable Circuit Interface Modules will include cover plates to allow
surface or flush mounting. Modules will receive their operating power from
the signaling line or a separate two wire pair running from an appropriate
power supply as required.
3. There shall be the following types of modules:
a. Type 1: Monitor Circuit Interface Module:
1) For conventional 2-wire smoke detector and/or contact
device monitoring with Class B or Class A wiring supervision.
The supervision of the zone wiring will be Class B. This
module will communicate status (normal, alarm, trouble) to
the FCP.
2) For conventional 4-wire smoke detector with Class B wiring
supervision. The module will provide detector reset capability
and over-current power protection for the 4-wire detector. This
module will communicate status (normal, alarm, trouble) to
the FCP.

b. Type 2: Line Powered Monitor Circuit Interface Module
1) This type of module is an individually addressable module
that has both its power and its communications supplied by
the two wire multiplexing signaling line circuit. It provides
location specific addressability to an initiating device by
monitoring normally open dry contacts. This module shall
have the capability of communicating four zone status
conditions (normal, alarm, current limited, trouble) to the FCP.
2) This module shall provide location specific addressability for
up to five initiating devices by monitoring normally closed or
normally open dry contact security devices. The module shall
communicate four zone status conditions (open, normal,
abnormal, and short). The two-wire signaling line circuit shall
supply power and communications to the module.
c. Type 3: Single Address Multi-Point Interface Modules
1) This multipoint module shall provide location specific
addressability for four initiating circuits and control two output
relays from a single address. Inputs shall provide supervised
monitoring of normally open, dry contacts and be capable of
communicating four zone status conditions (normal, open,
current limited, and short). The input circuits and output relay
operation shall be controlled independently and disabled
separately.
2) This dual point module shall provide a supervised multi-state
input and a relay output, using a single address. The input
shall provide supervised monitoring of two normally open, dry
contacts with a single point and be capable of communicating
four zone status conditions (normal, open, current limited,
and short). The two-wire signaling line circuit shall supply
power and communications to the module.
3) This dual point module shall monitor an unsupervised
normally open, dry contact with one point and control an
output relay with the other point, using a single address. The
two-wire signaling line circuit shall supply power and
communications to the module.
d. Type 4: Line Powered Control Circuit Interface Module shall provide
control and status tracking of a Form "C" contact. The two-wire
signaling line circuit shall supply power and communications to the
module.
4. All Circuit Interface Modules shall be supervised and uniquely identified by
the FCP. Module identification shall be transmitted to the FCP for processing
according to the program instructions. Modules shall have an on-board LED
to provide an indication that the module is powered and communicating with
the FCP. The LEDs shall provide a troubleshooting aid since the LED blinks
on poll whenever the peripheral is powered and communicating.

G. Sprinkler System Sensor:
1. The following TIPS Building sprinkler sensors shall be monitored by the FAS:
a. Sprinkler water flow switches shall be as specified in Section 15330,
not included in FAS requirements.
b. Pressure switch shall be as specified in Section 15330, not included
in FAS requirements.
c. Supervisory switches as specified in Section 15330, not included in
FAS requirements.
d. Exterior alarm bell as specified in Section 15330, not included in FAS
requirements.
e. Heat detectors within 2 feet of sprinkler heads to disconnect elevator
main line power supply before application of water.
2. The MFCP shall receive and process water flow, pressure and supervisory
alarms and transmit them to the Plant Control System.
2.9 NOTIFICATION APPLIANCE
A. Horn Only: The horn shall have a minimum sound pressure level of 100 dBA @
24VDC. For all NEMA 4X environments, horns shall be UL Listed and FM Approved
with a NEMA 4X Rating, and the horn shall be surface mounted with its incorporated
back box to maintain its NEMA 4X Rating.
B. Visible/Only: Strobe shall be listed to UL 1971. The V/O shall consist of a xenon flash
tube and associated lens/reflector system. The V/O enclosure shall mount directly to
standard single gang, double gang or 4" square electrical box, without the use of
special adapters or trim rings. V/O appliances shall be provided with Multi candela
flash intensities of 15cd, 75cd , and 110cd.
C. Audible/Visible: Combination Audible/Visible (A/V) Notification Appliances shall be
listed to UL 1971 and UL 464. The strobe light shall consist of a xenon flash tube
and associated lens/reflector system. Provide a Multi Candela devices with different
flash intensities of 15CD, 75CD, 110CD . The horn shall have a minimum sound
pressure level of 85 dBA @ 24VDC. The audible/visible enclosure shall mount directly
to standard single gang, double gang or 4" square electrical box, without the use of
special adapters or trim rings.
D. Notification Appliance Circuit provides synchronization of strobes at a rate of 1 Hz
and operates horns with a Temporal Code Pattern operation. The circuit shall provide
the capability to silence the audible signals, while the strobes continue to flash, over
a single pair of wires. The capability to synchronize multiple notification appliance
circuits shall be provided.

E. Bell: Where required, provide wiring and connections to a 10-inch bell connected to a
non-silenceable circuit for activation by the sprinkler system. The bell shall be
provided as specified in Section 15330.
F. Furnish the necessary accessories.
2.10 NOTIFICATION APPLIANCE CIRCUIT (NAC) POWER EXTENDED
A. The FAS networked NAC Power Extender panel shall be a stand-alone panel capable
of powering a minimum of 4 notification appliance circuits. Notification appliance
circuits shall be Class B Style Y rated at 2 amps each. Panel shall provide capability
to be expanded to 8 notification appliance circuits.
B. The internal power supply & battery charger shall be capable of charging up 12 Ah
batteries internally mounted or 18 Ah batteries mounted in an external cabinet.
C. The addressable NAC Extender Panel shall be capable of controlling each output NAC
for general alarm or selective area notification.
D. Up to five NAC extender panels can be connected on a single FAS network channel.
E. Alarms from the FCP shall signal the NAC power extender panel to activate. The panel
shall monitor itself and each of its NACs for trouble conditions and shall report
trouble conditions to the FCP.
2.11 MISCELLANEOUS DEVICES
A. Isolated Loop Circuit Protector (Transient Suppression):
1. Hybrid solid state high performance suppression system. Do not use gas
tubes, spark gaps or other suppression system components which might
short or crowbar the line resulting in interruption of normal power flow to
connected loads.
2. Line-to-line response time of less than 1 nanosecond capable of accepting a
2000A (8 x 20 μsec pulse) at 28V.
3. Line-to-ground response time of less than 1 nanosecond capable of
accepting a 2000A (8 x 20 μsec pulse) to earth.
4. Shield-to-ground shall be capable of accepting a 5000A (10 x 50 μsec pulse)
to earth.
5. Standard: UL 497B.
B. Combustible Gas Detectors:
1. Provide additional components and wiring as required for connection to the
FAS to monitor excessive concentrations of combustible gases (exceeding the
lower explosive limits – LEL) for hazardous areas as required by NFPA 820,
as shown on the drawings and as listed in Section 17217. LEL

instrumentation, local alarm panels, and wiring to the Plant Control System
are provided in other sections.
C. Loss of Ventilation:
1. Provide additional components and wiring as required for connection to the
FAS to monitor loss of ventilation fans as required by NFPA 820 and as
shown on the drawings.
2.12 SMOKE CONTROL PANEL (SCP)
A. The SCP shall control the stair pressurization system in the stair shafts. It shall use a
graphic annunciator to display the status of each air handling unit and fan – on, off,
or fault. Air flow switches shall be used to verify that fans are properly functioning.
Limit switches shall be installed on the dampers to ensure that they are properly
open before fans are turned on.
2.13 SERVICES
A. The FAS contractor or FAS manufacturer shall offer for the City’s consideration at the
time of FAS submittal, a priced inspection, maintenance, testing, and repair contract
in full compliance with the requirements of NFPA 72 for a period of 5 years
commencing after formal acceptance of the FAS by the Officer-in-Charge.
B. Provide quarterly routine maintenance on-site visits by factory trained National
Institute for Certification of Engineering Technologies (NICET) Level III certified
technicians at times scheduled in advance with City. The minimum maintenance and
testing services shall include adjusting and/or replacing defective parts and
components with original manufacturer’s replacement parts and components, and
any other routine and warranty work required.
C. Provide biannual routine maintenance on-site visits by factory trained National
Institute for Certification of Engineering Technologies (NICET) Level III certified
technicians at times scheduled in advance with City. Include the following minimum
maintenance and testing services:
1. Sensitivity reading and logging for each smoke sensor.
2. Threshold adjustments to maintain proper sensitivity for each smoke sensor.
3. Threshold adjustment to any smoke sensor that has alarmed the system
without the presence of particles of combustion.
4. Cleaning or replacement of each smoke detector or sensor within the system.
5. Functional testing of each smoke detector or sensor using the manufacturer's
calibrated test tool.
6. Written documentation of all testing, cleaning, replacing, threshold
adjustment, and sensitivity reading for each smoke detector or sensor device
within the system.

D. Perform emergency service within 24 hours of notification of system trouble with a
factory trained National Institute for Certification of Engineering Technologies (NICET)
Level III certified technicians. Adjust and replace defective parts and components
with original manufacturer’s replacement parts, components and supplies.
E. Perform services not classified as routine maintenance as warranty work when
authorized by City. Compensation for additional services must be agreed upon in
writing prior to performing services.
F. Maintenance and repair contract renewal proposal for an additional one-year shall be
delivered to the City no later than 60 days prior to the expiration of the existing
contract.
G. FAS contractor shall provide a five years service for a 24 hours a day / 7 days a week
monitoring service of the Tunnel Influent Pump Station FAS which shall begin as part
of the Acceptance Test Plan (ATP) of the FAS.
2.14 SPARE PARTS
A. Procedures: Section 01750.
B. Manufacturer’s recommended spare parts shall be provided as part of this Contract
at the completion of the acceptance test. Provided spare parts shall not be less than
10 percent for each system component, annunciation device, or sensor provided,
including all strobe units, horn units, smoke detectors, fire detectors, flame
detectors, and detector or sensor bases.
PART 3 EXECUTION
3.01 GENERAL DESIGN
A. Prepare design that meets the requirements specified herein, and local, state and
national codes and regulations, and submit to the AHJ for approval.
B. Final system design shall be accepted and approved by the Officer-in-Charge and the
AHJ.
3.02 GENERAL INSTALLATION
A. FAS raceway and wiring for initiating, miscellaneous and automatic control devices
and notification appliances shall be installed in accordance with applicable NFPA and
local fire jurisdiction standards and manufacturer’s recommendations.
B. Wiring shall be non-armor jacketed fire protective signaling rated cable in
conduit. Where conduit is used, installation shall be per the requirements specified
in Division 16 unless those requirements are in conflict with applicable code
requirements. In that case, the code requirements shall prevail. The Officer-in-
Charge will provide a response to this request based on an evaluation of future
needs and the revised fill per the requested additional cables.

C. FAS fiber optic cable provided and installed as required by Section 16890, can be
used to complete FAS network communications if acceptable to the AHJ and
specifically allowed in writing by the Officer-in-Charge prior to installation.
D. Perform work in accordance with the requirements of NFPA 70 and NFPA 72. All work
to be done in a skillful and workmanlike manner. Installation personnel shall be
supervised by persons who are qualified and experienced in the installation,
inspection and testing of provided fire alarm system.
E. Install all components as indicated on the approved design drawings and in
accordance with the manufacturer’s wiring diagrams, instructions and
recommendations. No modifications or rearrangements shall be made from the
approved design without the prior approval of the Officer-in-Charge.
F. Installation of equipment and devices that pertain to other work in contract shall be
closely coordinated with appropriate subcontractors.
1. Fire dampers, conduit and wiring not included in the FAS specification shall
be monitored and/or controlled by the FAS.
2. Duct detector devices, conduit, and wiring not included in the FAS
specification shall be monitored and/or controlled by the MFCP or FCP.
3. Sprinkler alarms and indication devices, conduit and wiring not included in
the FAS specification shall be monitored and/or controlled by the MFCP or
FCP.
4. Connect conduit and wiring for the fire dampers, duct detectors, and sprinkler
alarms at the FAS.
5. Rolling fire door smoke and fire detection devices, conduit, and wiring as
required by code or the AHJ.
6. In addition to NFPA requirements, smoke detectors shall be required in all
electrical rooms, computer rooms, control rooms, telephone closets and
above all equipment as required.
7. Other devices required by code for AHJ approval.
G. Upon completion of installation, submit a Certificate of Compliance to the Officer-in-
Charge in accordance with NFPA 72 that is the most current edition, adopted and
approved by the AHJ.
H. All materials, appliances, equipment, or devices shall be new, UL listed and Factory
Mutual approved for use in the intended application. All individual components and
composite systems shall be designed and installed for continuous operation without
undue heating or change in rated values.
I. The MFCP, area FCPs, and any other Ethernet connected devices shall request IP
addresses and subnet masks from the Officer-in-Charge prior to the commencement

of programming, and the City assigned IP addresses shall be programmed in
Ethernet networked devices.
3.03 JUNCTION BOXES, ENCLOSURES, AND WIRING DEVICES
A. Cable and Raceways:
1. Install cable and raceways in accordance with Section 16110.
2. Install network and signal wiring cable as specified in Section 16120 and
required to meet code.
B. Junction boxes, enclosures and wiring devices shall be installed as specified in
Section 16110, and shall include as a minimum:
1. Junction boxes shall be installed plumb and firmly in position.
2. Extension rings with blank covers shall be installed on junction boxes where
required.
3. Junction boxes served by concealed conduit shall be flush mounted.
4. The inside and outside of all boxes are to be painted red.
C. Upon initial installation, all wiring outlets, junction, pull, and outlet boxes shall have
dust covers installed. Dust covers shall not be removed until wiring installation when
permanent dust covers or devices are installed.
D. All installed cabinets and devices shall be sealed in plastic for protection until final
acceptance testing has commenced.
E. "Fire Alarm System" decal or silk-screened label shall be applied to all junction box
covers. Inside of the junction boxes shall be painted red.
F. Mounting height for equipment and devices as indicated below unless otherwise
indicated on the submitted and approved drawings.
1. Manual pull stations: 48 inches to top
2. Notification appliances: 80 to 96 inches to bottom
3. Control panels: 72 inches to top
4. Stand-alone Duct Detector Annunciators: 54 inches
G. A surge suppressor shall be installed on all metallic circuits entering or exiting a
building and connected to a control panel. Surge suppressors shall be used to
protect panels from lightning. Surge suppressors shall be provided for and
compatible with FAS alarm circuits, FAS alarm panel communications, and 70V audio
circuits. Surge suppressors shall be wired and bonded to building grounding system.
Surge suppressors shall be as specified in Section 16422. As a minimum, furnish
and install minimum 6 AWG ground wire from surge suppressors to building
grounding system.

H. Wiring within subpanels shall be arranged and routed to allow accessibility to
equipment for adjustment and maintenance.
3.04 CONDUCTORS
A. Each conductor shall be identified with alphanumeric wire markers at each terminal
point. Attach permanent heat shrink wire markers within 2 inches of the wire
termination. Marker legends shall be visible.
B. Minimum Sizes for Conductors:
1. 120 VAC and power supply connections: 12 gauge minimum.
2. Low-voltage general alarm circuits: 14 gauge minimum.
3. Low-voltage signal initiating circuits: 18 gauge minimum.
4. Annunciator and data communication circuits: As required by manufacturer,
UL listed.
5. Use larger wire sizes when recommended by equipment manufacturer and
per voltage drop calculations.
C. All wiring shall be supplied and installed in compliance with the requirements of the
National Electric Code, NFPA 70, Article 760, and the manufacturer.
D. In-line splices are not permitted. All connectors shall be installed in conformance
with the manufacturer’s recommendations.
E. Crimp-on type spade lugs shall be used for terminations of stranded conductors to
binder screw or stud type terminals. Spade lugs shall have upset legs and insulation
sleeves sized for the conductors.
F. Install conductors that adhere to the approved color code for FAS conductors. Color-
code fire alarm conductors differently from the normal building power wiring. Use on
color code for alarm initiating device circuits wiring and a different color code for
supervisory circuits. Color-code notification appliance circuits differently from alarm-
initiating circuits.
G. All cable runs shall be run at right angles to building walls, supported from structure
at intervals not exceeding 3 feet and, where installed in environmental air plenums,
be rated for such use and tied/supported by components listed for environmental air
plenums installation.
H. Install isolated loop circuit protectors on all fire alarm data communication circuits
that extend beyond a building via aerial or underground methods. The isolated loop
circuit protector shall be located as close as practicable to the point at which the
circuits leave or enter a building. See Section 16422.

3.05 DEVICES
A. Devices and Appliances:
1. Fasten equipment to structural members of building or metal supports
attached to structure or to concrete surfaces.
2. Cover all smoke detectors with plastic bags immediately after installation to
maintain cleanliness.
B. Relays and other devices to be mounted in auxiliary panels shall be securely
fastened to avoid false indications and failures due to shock or vibration.
C. All devices and appliances shall be mounted to or in an approved electrical box.
D. Water flow and valve position devices shall be furnished and installed as specified in
Division 15.
3.06 FIELD QUALITY CONTROL
A. The system I/O shall be tested on an individual circuit basis for opens, shorts, and
communications with all addressable devices installed before connection to the
control panel. Systems without this capability shall have a test panel installed for
initial testing and maintenance purposes to eliminate short or long term damage to
the control panel. For systems that require an installed test panel shall replace the
test panel and proceed with complete testing, after the initial testing.
B. All alarm initiating devices shall be observed and logged for correct zone and
sensitivity. These devices and their bases shall be tagged with adhesive tags located
in an area not visible when installed, showing the initials of the installing technician
and date.
C. Wiring runs shall be tested for continuity, short circuits, and grounds before system is
energized. Resistance, current, and voltage readings shall be made and recorded as
work progresses. The Contractor shall schedule all testing with the Officer-in-Charge
and AHJ.
D. A systematic record, submitted in advance of any testing for approval, shall be
maintained for all readings using schedules or charts of tests and measurements.
Areas shall be provided on the logging form for readings, dates, and witnesses.
E. The acceptance inspector shall be notified a minimum of seven days before the start
of the required tests. All items found at variance with this specification during testing
or inspection by the acceptance inspector shall be recorded and corrected. Any
device or system requiring correction shall be retested.
F. Completed test reports shall be delivered to the acceptance inspector.
G. The installing contractor shall make instruments, tools, and labor required to conduct
the system tests available.

H. The following equipment shall be a minimum for conducting the tests:
1. Ladders and scaffolds as required to access all installed equipment.
2. Multimeter for reading voltage, current, and resistance.
3. Two-way radios and flashlights.
4. A manufacturer-recommended device for measuring air flow through air duct
smoke detector sampling assemblies.
5. Decibel meter.
6. All test instruments shall be calibrated to references traceable to the National
Institute of Standards and Technology and shall have a current calibration
sticker showing date of calibration, deviation from standard, name of
calibration laboratory and technician, and date of recalibration.
3.07 TESTING
A. Test system in accordance with these specifications and state and local fire
authorities’ requirements and in accordance with NFPA 72, state and local codes and
manufacturer's requirements.
B. Determine through pretesting the conformance of the system to the requirements
specified herein. Correct deficiencies observed in pretesting by replacing
malfunctioning or damaged items with new, and retest until satisfactory performance
and conditions are achieved.
C. Prior to commencement of the ATP, the Contractor shall prepare a complete listing of
all device labels for alphanumeric annunciator displays.
D. Acceptance Test Plan (ATP) for testing the FAS components and installation will be
prepared by the Contractor in accordance with NFPA 72, this Specification, and
Section 01660. Provide a 10-minimum notice in writing when the system is ready for
final acceptance. The Contractor shall be responsible for the performance of the
ATP, demonstrating the function of the system and verifying the correct operation of
all system components, circuits, and programming.
1. At a minimum, test the required: device, address, usage (Alarm, Supervisory,

detectors, and smoke detector sensitivities and any other manufacturer
recommended circuit tests, and device address testing.
2. Test the FAS wiring to show the following results and the system
subsequence operation. Coordinate tests with the appropriate equipment
vendors.

a. Primary power
b. Backup battery power after the primary power has been
disconnected.
c. Operation of system notification circuits and appliances to
demonstrate correct functionality and that the audio and visual levels
meet required standards.
d. Demonstrate the correct messages at the MFCP, FCPs, and FAPs.
e. Verify FAS off-site reporting of alarm, supervisory, and trouble events.
f. Test all detector alarm operation using heat and/or canned smoke.
g. Test all combustible gas (LEL) detector alarm operation per Section
17217.
h. Test sprinkler water flow and valve supervisory switches by letting the
water flow and manually operating the valve.
i. Test actuation of HVAC smoke and plenum dampers (as required) for
proper operation.
j. Test elevator functions.
k. Test stair pressurization functions.
E. A program matrix shall be prepared by the Contractor referencing each alarm input to
every output function affected as a result of an alarm condition on that input.
F. The AHJ acceptance inspector shall use the system record drawings in combination
with the documents as specified within this Section during the testing procedure to
verify operation as programmed. In conducting the ATP, the AHJ acceptance
inspector may request demonstration of any or all input and output functions.
G. Correct deficiencies identified during ATP and completely retest to verify system
compliance with the specifications and applicable standards.
H. In addition to the testing specified, the Contractor shall perform any additional
testing or retesting required by the AHJ.
3.08 TRAINING
A. A factory-authorized service representative shall conduct training courses as
specified in Section 01660, for personnel designated by City. The training shall be
oriented to the specific system being installed under this contract.

B. Training manuals shall be delivered for each trainee with two additional copies
delivered for archiving at the project site. The manuals shall include an agenda,
defined objectives for each lesson, and a detailed description of the subject matter
for each lesson.
C. The Contractor shall furnish audiovisual equipment and other training materials and
supplies as necessary. Where the Contractor presents portions of the course by
audiovisual material, copies of the audiovisual material shall be delivered to the
Officer-in-Charge on the same media as that used during the training session.
D. A minimum of 12 hours of training shall be provided including: one 4-hour training
classes shall be provided that covers FAS operations and two 4-hour classes that
cover FAS instrumentation and control maintenance. Provide access to either the live
FAS or a simulated FAS that is representative of the live system and integrate into all
training classes. Training shall occur over two consecutive days and shall be for 8 to
12 people. The City will provide a classroom at the Kailua Regional Wastewater
Treatment Plant for training.
E. Training shall be certified on Form 11000-B specified in Section 01999.
3.09 MEASUREMENT AND PAYMENT
A. The cost for the Fire Alarm System in this Section shall not be paid for directly, but shall
be considered incidental and included in the lump sum bids for the respective items in
the Proposal Schedule.
