Flight Inspection Periodicity Extension
Why is Periodic evaluation of navigational aids needed? To ensure the validity of the signals-in-space guidance and improve the
performance of CNS equipment.
How is the Evaluation of air navigation aids and
instrument flight procedures is performed? By checking that they meet established tolerances and provide safe
operations for the intended use.
The flight inspection is conducted by a suitably equipped aircraft for
the purpose of calibration of ground-based NAVAIDS or monitoring
the performance of navigation systems.

ICAO Doc 8071 includes suggested periodicities for ground and flight tests

• The COVID-19 pandemic is having a significant impact on the
aviation industry around the world.
•Due to an unprecedented event of COVID 19, flight calibration
(scheduled in April) for the navigation aids system was interrupted
due to Jordanian borders closure last March.
• Jordan ANSP analyzed the safety aspects of the interruption and
determined the criteria to extend the nominal interval between
flight inspections of selected facilities.

JCAR – CNS service provider has applied the following criteria to
extend the nominal interval between flight inspections:
Stability over four consecutive periodic flight inspections with no
transmitter adjustments was demonstrated by analyzing flight
inspection reports . A summary report was issued.
A record of independent monitor test results was analyzed.
Extensive equipment monitor readings were taken weekly.
Safeguarded the CNS facilities against changes in the operational
environment( e.g. no new building or equipment development).

All of the above resulted in showing evidence that:
The quality of the maintenance is high .
The recorded test result and monitor readings of critical parameters
indicate that the equipment consistently meets performance
requirements.

ILSs , DVORs and DMEs in Jordan Airports was conducted by
QSMS .

A procedure to be followed during extension of flight inspection
interval was established .
The extension started upon the approval of CEO of JCARC
Based on the above ; a three-month extension window was
granted
COVID-related health precautions were strictly followed
Action Procedures During Extension Interval
During the validity period of the issued extension; CN service
provider applied the followings procedures to ensure the
stability of the navigation aids systems:
Monthly preventative maintenance.
Monthly Ground check for ILS and DVOR.
Routine Inspection of the operational environment for
any changes
Daily monitoring of ILS, DME and DVOR performance
via Remote control systems.
Measuring the operating frequency of the ILS system
once every two months.
Action Procedures During Extension Interval
A weekly special inspection report shall be issued according to the
following critical parameters:

Operational Environment
Failure Reports by ATC
Ground check Reading
For full DVOR or DME system failure reported through the ground
monitoring or pilot reports, which require flight inspection the
service shall be withdrawn and NOTAM issued accordingly.
