This Annual Report presents the results of a very successful working year 2010/11. The FTTH Council Europe has made a huge step forward on many topics:• Membership exceeded 150 members.• The FTTH Conference in Milan was a ground-breaking
success with more than 3,000 participants.• The FTTH Council Europe Middle East Group was devel-
oped into an independent FTTH Council Middle East & North Africa.
• The FTTH Council Europe positioned itself as an important player towards the European Commission, the regulators and the European organisations of telecom operators.
• The Digital Agenda Document and the recommendation on NGA regulation include several important positions which were developed and supported by the FTTH Council Eu-rope in the last years.
• External Communications to media, press and stakeholders was further ex-tended and the FTTH Council Europe has become a recognised and valuable source of information on FTTH topics.
• We have continued to enhance the benefits formemberswithadditionalopportunities including extending the Milan conference to enable members to organise pre-conference work-shops, presentations at member eventsandmanyotherbenefits.

At the start of 2010, FTTH stakeholders were expressing
their concern about the slow deployment of FTTH in Europe,
particularly with regards to its large economies. Although this
is no time for complacency, there are signs that calls to speed
up European deployment are being heeded, with many new
projects reaching fruition in the second half of 2010, a trend
that looks set to continue through 2011.
The Council’s latest FTTH European Ranking covering the full-
year 2010, showed that there are now 3.9 million fibre access
subscribers across the continent, 8.1 million if Russia is included.
Data published by the FTTH Council Europe indicates that growth
in fibre access deployment is at last picking up speed across
the continent, although large discrepancies remain between
countries.
Lithuania retained the top European spot,
followed by early pace setters Sweden,
Norway, Slovenia and Slovakia. Turkey
entered the Ranking for the first time,
with Portugal and Latvia also showing
strong growth. Russia demonstrated its
huge potential with the highest growth in
absolute numbers.
“The Baltic Countries as well as Russia
continue to focus on fibre networks,”
said Chris Holden, President of the FTTH
Council Europe. “Portugal is a showcase
of a South European country moving
forward very quickly on fibre roll outs,
even leaving The Netherlands, Finland
and France behind them. However, these
positive examples can’t fully compensate
for the fact that countries like Germany,
UK or Spain have yet to show real
progress. Europe has still a long way to
go.”
The FTTH European Ranking is part of
the Council’s ongoing Market Panorama
study, carried out by analysts at research
firm IDATE, and showing the percentage
of households that receive broadband
services over optical fibre connected
directly to their home or building.
Europe on the move at last?The latest FTTH Global Ranking, which
incorporates data from the FTTH Councils
of Asia Pacific and North America,
contained further surprises.
The United Arab Emirates is a new
entrant to the Global Ranking, which now
numbers 26 economies that meet the
qualifying requirement of at least 1% of
households connected by FTTH or FTTB.
The UAE dramatically jump started into
the Ranking in fourth overall place, ahead
of all European and North American
economies and only behind South Korea,
Japan and Hong Kong, which retain their
status as world leaders.

Reading, commissioned by the FTTH
Council, forecast which economies are
set to lead the market in the future.
The FTTH Forecast research looked in
detail at 21 countries, briefly reviewing
17 further ones, between them covering
over 290 million households, 195
million of which are in the EU. Heavy
Reading predicted that the strong drive
to FTTB in Eastern Europe will continue,
and that commitment to FTTH among
municipalities in France, Netherlands,
Germany and Switzerland will also grow.

as 20% of households penetrated by
FTTH or FTTB.
As the market matures the message for
the coming year is less about “Why
fibre?” and more about “How fibre?”,”
said Chris Holden, President of the FTTH
Council Europe.
Jan Schindler, Chair of the FTTH
Council Europe’s Market Intelligence Committee, the body responsible for
the FTTH Rankings and Forecast, says the prospects for fibre
access appear generally encouraging.
He said the Committee has spent the last year not only
generating findings, but using those findings to encourage
further deployment of FTTH: “We’ve conducted a number of
webinars to help expose the results to as many interested
people as possible,” he says. “This has proven a great idea.
We’re continuing with major research projects, working with
independent bodies like IDATE and Heavy Reading. We’re also
building up a database of successful deployments, to show
people what can be done.”
But despite encouraging signs, there remains much work to be
done before Europe can hold its head up alongside leading Asian
economies, says Neelie Kroes, the European Commission Vice-
President responsible for Europe’s ambitious Digital Agenda.
“We must now implement the Digital Agenda, and build a better
future for Europe together,” she said, speaking at the FTTH
Conference in Milan. “At the heart of the Digital Agenda is
ensuring that Europeans can get all the advantages and benefits
that come from access to superfast broadband. Succeeding in
this ambition is key to our economic future, and the role of fibre
is central here.”

Several live demos of such services were presented at the FTTH Conference in Milan, including Link Care Services, a French company that provides remote video monitoring for patients with Alzheimer’s and other cognitive diseases, as well as for the elderly and dependant people living at home or in a care facility.
“Our role is to help those who care for others,” says Chief Technology Offi-
cerThomasChiroux. “Theyoftenfindit hard to go out because they spend so much time with the person they are caring for. We support the carer by putting cameras in the home, sending a video stream to be analysed by an agent, checking there hasn’t been a fall or looking out for other risks.”
Chiroux says that over 600 implementations of the technology exist in France, most of which are at present connected by DSL, which puts a huge restriction on the system implementation. “The bandwidth limitations of DSL mean that we can only install two cameras per home,” he says. “With FTTH, you can monitor all the rooms in the patient’s home.” High quality video feeds are also

“On FairPlay Interactive TV, you can vote for music clips and an engine learns what your taste is,” explains Alexander Hay-ward, Marketing Director for FairPlay. “Content can be per-sonalised easily. It’s fully interactive, all controlled by a stan-dard remote control, and comes through a set top box, not a PC. There’s therefore no need for a complicated interface, or for any browsing. You just lean back on your couch and enjoy it as you would with ordinary TV.”
Hayward explains that the service requires one stream per viewer, which is only possible on high bandwidth networks: “With FTTH, we can be absolutely certain that customers will get what they want,” he says. “With DSL, there is no certainty. Themorefibrethereis,thebetterforus.”
Fibre-enabled interactive TV, he says, is also great for the Internet service providers, as it helps to justify the cost of service bundles: “For the network operator, it showcases the benefitoffibre,and itenhances thestickinessofparticularchannels.”
“There are a lot of services you can launch over FTTH,” said ToreKristoffersen,ChiefTechnologyOfficerofNorwegianISPAltibox, which has launched a number of next-generation ser-vices over its FTTH network, including interactive TV, alarm and energy monitors, and mobile phone off-load. Some next-generation services will be always-on; others will be accessed simultaneously by different members of the same household. Theanswertothequestion:“whatserviceswillfillthefatpipe?”is “all of them”.
Spreading the message on these issues is the responsibility of the FTTH Council Europe’s new Content and Applica-tions Committee, and non-member participation in its activi-ties is currently being welcomed.

This is a tool that calls out for a fibreconnection, directly linking this rich me-dia to the pupil.”

The potential of remote healthcare was also shown by Portugal Telecom, which has developed the MediGraf Telecon-sultation Solution, a system that allows healthcare professionals to cooperate with each other on a diagnosis, using video conferencing, data sharing and other collaborative online tools.
“We enable real-time remote consulta-tions so that doctors can make the right decisions about patient care,” says Filipa Calado, PT Inovação Sales and Marketing Director. “It is important that thedoctorshavefullconfidence in thelive images they are seeing, otherwise it could lead to mis-diagnosis with poten-tial disastrous impact on the patients, and also on their career. Hence this ap-plication requires high bandwidth, and FTTH is a key contributor to a success-ful remote consultation.”

Rolling out additional infrastructure in a market already well served by cable makes sense, explained Goderie, where the strategy is to provide an up-
grade path for that existing infrastruc-ture, not simply replace it.
Long-term thinking and low risk invest-mentisalsobehindanotherhighprofileDutch fibre success story, much dis-cussed at the Milan event. Pioneering network operator Reggefiber has re-ceived investment of €285m from the European Investment Bank and fivecommercial banks for its FTTH deploy-ment, set to achieve returns over a 10 year period.

financial viability, an acceptable eco-nomic return and compliance with envi-ronmental protection and procurement regulation. FTTH was proven to tick all these boxes.
“This 10-year loan is crucial for Regge-fiber to reach its ambitions,” said JanvanRooijen,Reggefiber’sFinancialDi-rector, speaking in Milan. “It enhances the scale of FTTH we can provide in the Netherlands. Providing consumers and businesses with some of the fastest broadband speeds in the world sets the pace for European economic growth based on digital innovation. Our open
model will encourage greater competi-tion in the Dutch broadband market. It is also an excellent example of how the European Investment Bank and the European Commission can work ef-fectively together to stimulate private sector investment in areas of strategic importance for Europe’s future.“
FTTH Business Guide V2When the FTTH Business Guide was firstlaunchedatthebeginningof2010,it offered for the first time clear guid-ance on how to develop a sound busi-nesscaseforfibreaccessdeployment.
The idea is to give operators, whether from a traditional telco background or not, guidance on how to put their roll-out plans into action more speedily and with a lower risk of costly error, based on success stories, case studies and experience of other operators across Europe.
The Business Committee has now made available an update of the Busi-ness Guide, available as a free down-load on the Council’s website: “In the latest version, we have added a lot of
new content, and improved the graphics and layout,” says Karin Ahl, Chair of the Business Committee. “We have put the focusevenmoreon thefinancingofnewdeployments,and also on regulatory issues. This is particularly important with the EU’s new Digital Agenda”
WithmoreplayersgettingactiveontheFTTHfield,interestisgrowinginthepracticalfinancingissues,coveredinthesemi-nars, presentations and workshops that the Business Com-mittee has been running, but also in the FTTH Wiki, where people are invited to give feedback.External parties and non-members are welcome to take part in the activities of the Business Committee, including work on enriching the Business Guide.
What makes a successful FTTH project? To help answer this question, the FTTH Council Europe has begun to assemble a series of FTTH case studies, available for download on our website. The stories selected include projects from different countries, different business models, and from different stakeholders in the FTTH ecosystem. The aim is to illustrate the wide variety of different approaches to FTTH deployment as well as any common themes.

The FTTH Council Europe’s Deployment & Operations Commit-
tee has the task of keeping up with the latest technologies and
encouraging technical innovation. “We continue to focus on the
technical aspects of deploying and operating a fibre access
network,” says Natascha Weinstabl, Project Coordinator of the
FTTH Council Europe.
The D&O Committee is responsible for producing the FTTH
Handbook, now in its fourth edition: “It now deals with
both active and passive networks, with new input on new
technologies and new ways of doing things,” says Wein-

ducted webinars on various technical
topics: “We would like to request further
input on what people think are interes-
ting subjects,” she says. “We’d also like
volunteer speakers for events.”
“What made our webinars so successful
is that they were well attended by peo-
ple from outside the Council, interested
in specific topics like network planning,”
says Hartwig Tauber, the FTTH Council Eu-
rope’s Director General. “We hosted work-
shops too, helping to spread information
on new technologies and solutions.”

concluded, as is now traditional, with
the presentation of the FTTH Innovation
Awards.
Selected not by the Council but by an
independent panel of experts from the
academic world, the Innovation Awards
recognise companies and organisations
whose creativity has in some way driven
forward the FTTH industry. This year the
Awards were made in two categories:
• deployment&operations
• technical&technology
The award for deployment and operati-
ons went to Portugal Telecom for its I5
strategy, an integral part of its impres-
sive FTTH implementation plan that has
seen over one million homes connected
over the last year.
I5 stands for the five pillars of inno-
vation needed for a successful FTTH
transformation, namely: network de-
ployment and operations, service delivery, service conver-
gence, business transformation and an eco-system of part-
nerships.
Portugal Telecom’s holistic approach has demonstrably paid
off, enabling it to capture approximately 30% of the country’s
pay TV market since services launched in April 2008.
“Portugal Telecom has always positioned itself at the forefront
of the development and rollout of leading-edge technologies,”
said Portugal Telecom CEO Zeinal Bava, receiving the award:
“For us, the investment in fibre was not a question of ‘if’, but
of ‘when’, as we believe it is the only future-proof technology
to provide ultra-broadband services to our enterprise and re-
sidential customers.”
Bava said the company’s aggressive FTTH roll-out is a core part
of its cloud offer and pay TV strategy, underpinning the whole
transformation of its business model.
“This award recognises teamwork of the highest calibre, and
the success of a strategy focused on innovation, operational
execution and partnership with industry leaders to deliver
best-in-class services to our customers,” added Bava.
The winner in the technical category was Nokia Siemens Net-
works for its ultra-dense WDM-PON system utilizing coherent
detection technology.
This experimental system has been designed to deliver sus-
tained symmetric data rates at 1.2 Gbps per subscriber, long
reach up to 100 km, and high channel count of up to 1000
channels per fibre. Such a system is capable of supporting
residential, enterprise, as well as mobile backhaul customers
within the same optical distribution network.

In May 2010, the European Commission set out its long awaited
Digital Agenda, with the aim of speeding up the deployment of
high speed broadband across the continent and spurring the
region’s economic recovery in the process.
The EC wants a borderless online environment where attractive
online services are available to all, over a fast broadband
connection. Specifically, the target is that by 2020 internet
speeds of 30Mbit/s or above are available to all European
citizens, with half of households enjoying connections of
100Mbit/s or higher.

Speaking at the FTTH Conference in
Milan, Neelie Kroes, Vice President of
the European Commission and European
Digital Agenda Commissioner, talked
of the role of fibre access as ‘central’
to making the Agenda happen. “It is
not possible to maximise access while
failing on fibre,” she said. “The current
rate of new [European] connections –
now down to 25,000 a day – is simply
not enough to meet our 2020 targets.
We have to intensify our efforts and get
higher investments on the ground.”
To this end, one of Kroes’s first actions
as Digital Agenda Commissioner was the
adoption of an NGA Recommendation,
which brings more clarity for both
regulators and investors. “The NGA
Recommendation defines how next
generation networks should be
regulated,” says Tauber. “Again the
Council’s views have been taken into
account in the framework. We’re going
to continue to follow up in the coming
months with the national regulators to
ensure an implementation of the NGA
recommendation, in the EU member
states, that is in favour of FTTH.”

resultados do seu mais recente Estudo sobre o estado da fibra óptica até casa do utilizador,
apresentando os dados relativos ao ano de 2010, e o Ranking dos países líderes neste relevante
segmento de mercado. Em apenas seis meses verificou-se um aumento de 18% do número de
subscritores ligados, 3.9 milhões (número que aumenta até aos 8.1 milhões incluindo a Rússia) no
final de 2010.
Os dados hoje apresentados assinalam também quais os países que até ao final do ano passado
lideraram o crescimento da penetração do número de subscritores/assinantes de FTTH na Europa.
Apesar de terem sido fortemente disputados durante 2010, os primeiros cinco lugares do Ranking
Europeu de FTTH continuam a ser ocupados pelos mesmos países, com a Lituânia no topo, logo
seguida pela Suécia, pela Noruega, pela Eslovénia e pela Eslováquia. Durante o segundo semestre de 2010 a Turquia entrou pela primeira vez no Ranking europeu da
fiber-to-the-home, tendo-se revelado como um dos mercados mais dinâmicos. A SuperOnline, uma

FTTH na Letónia quase triplicou em 2010, graças ao programa do operador incumbente Lattelecom,
cuja rede cobre agora mais de um terço dos edifícios do país. O reforço da posição de Portugal no
Ranking resultou do trabalho desenvolvido por três operadores, que aumentaram significativamente
a angariação de subscritores/assinantes de FTTH, nomeadamente: o incumbente Portugal Telecom,
cuja rede passa agora 1 milhão de casas, o operador alternativo Sonaecom e a empresa de cabo ZON
Multimedia.
A Rússia continua a ser um mercado específico, tendo-se confirmado o seu enorme potencial. Este
país registou as maiores taxas de crescimento do ano de 2010 em número absolutos, ao aumentar
para mais 895.000 o número de subscritores/assinantes em apenas seis meses.

FTTH CONFERENCE, MILANO, 9 Şubat 2011 – FTTH Council Europe, Milano’da gerçekleştirilen
Conference’da gazetecilere, fiber bağlantısı yapılan konutlar ile kullanıcıların sayısındaki artışla FTTH
(Fiber Ağ Bağlantılı Konut) ağlarındaki büyümenin hızlandığı bir dönem olan 2010 ikinci yarısı
hakkında kapsamlı bir sunum gerçekleştirdi. Avrupa’da son altı ayda yüzde 18’lik artışla FTTH abone
sayısı yaklaşık 3,9 milyon aboneye ulaştı. Rusya fiber kullanıcıları da dahil edildiğinde FTTH abone
sayısı 8,1 milyonu buluyor. FTTH Council Europe’un FTTH Ranking (FTTH Sıralaması) kapsamında sunduğu araştırma verisi, 2010
sonu itibarıyla FTTH abone penetrasyonunda ülkeler bazındaki gelişmeyi de yansıtıyor. FTTH
Sıralaması’nda ilk beşi oluşturan Avrupa ülkeleri bu alanda rekabetlerine devam ederken yerlerini
korumayı başardı. Zirvedeki Litvanya’yı İsveç, Norveç, Slovenya ve Slovakya izliyor.
Türkiye de FTTH Sıralaması’na en dinamik pazarlardan biri olarak 2010’un ikinci yarısında katıldı.
Ülkenin en büyük mobil operatörü Turkcell’in bir iştiraki olan SuperOnline, 2009 sonunda FTTH
servislerini başlattı ve ilk yılında yaklaşık 200 bin civarında abone sayısına erişti. Operatör, 2011
yılının sonuna kadar FTTH ağına dahil etmek üzere yaklaşık 1 milyon konuta erişmeyi amaçlıyor.
Portekiz ve Litvanya da sıralamadaki konumunu geliştirmeye devam ediyor. Litvanya’daki FTTH
aboneleri, kamuya ait operatör Lattelecom’un da etkisiyle üçe katlanırken, bu operatörün fiber
altyapısı şu anda ülkedeki hanelerin üçte birinden fazlasına hizmet veriyor. Portekiz’de üç operatör,
kamuya ait telekom şirketi Portugal Telecom, alternatif operatör Sonaecom ve kablo şirketi ZON
Multimedia, FTTH abonelerinin sayısını artırmak için yoğun bir şekilde çalışırken, Portugal
Telecom’un fiber ağı şu anda 1 milyondan fazla eve hizmet götürüyor.
Rusya kendine özgü bir pazar olmaya devam ediyor. Rusya’nın şu andaki devasa potansiyeli biliniyor
ve altı ayda 895 bin aboneyi fiber ağlarına ekleme başarısı gösteren ülke mutlak rakamlarla en

un período de crecimiento acelerado en las redes de FTTH, tanto en términos de
construcciones aprobadas como suscriptores conectados, reveló el FTTH Council
Europe (Consejo Europeo FTTH) en una presentación exclusiva a periodistas en la
Conferencia de la FTTH en Milán. En total hay casi 3,9 millones de suscritos a la FTTH
en Europa (8,1 millones incluyendo Rusia), un aumento del 18 por ciento en sólo seis
meses.
Los datos también muestran qué países estaban liderando el camino en términos de
penetración de suscritos en la FTTH a finales de 2010. Los cinco países principales en
el ranking FTTH en Europa fueron fuertemente cuestionados, pero siguieron sin

plus important du pays, a lancé ses services FTTH à la fin de l’année 2009 et a gagné environ 200

Latvia, Portugal and Turkey are the movers and shakers in the latest update to the FTTH Rankings.
FTTH CONFERENCE, MILAN, 9 February 2011 – The second half of 2010 was a period of accelerated
growth in FTTH networks, both in terms of buildings passed and subscribers connected, the FTTH
Council Europe revealed in an exclusive presentation to journalists at the FTTH Conference in Milan.
Overall there are now nearly 3.9 million FTTH subscribers in Europe (8.1 million including Russia), an
increase of 18 percent in just six months.
The data also show which countries are leading the way in terms of FTTH subscriber penetration at
the end of 2010. The top five places in Europe’s FTTH Ranking were hotly contested but remained
unchanged. Lithuania retained the top spot, followed by Sweden, Norway, Slovenia and Slovakia.
Turkey joined the FTTH Ranking in the second half of 2010 and was one of the most dynamic
markets. SuperOnline, a subsidiary of the country’s largest mobile operator Turkcell, launched FTTH
services at the end of 2009, and has collected around 200,000 subscribers during the first year. The
operator aims to bring 1 million homes within reach of its FTTH network by the end of 2011.

Latvia nearly tripled, thanks to the upgrade program of incumbent operator Lattelecom, whose
network now covers more than one third of households in the country. In Portugal, three operators
are busy adding FTTH subscribers: the incumbent Portugal Telecom, whose network now passes 1
million homes, alternative operator Sonaecom and cable company ZON Multimedia.
Russia remains a specific market. Russia's huge potential is now confirmed and the country had the
highest growth in absolute numbers, with an additional 895,000 subscribers in six months.
“Fibre to the home is becoming a truly international phenomenon,” declared Chris Holden, President
of the FTTH Council Europe. “In the second half of 2010 Turkey became the 18th country to join the
FTTH European Ranking. Emerging markets are very dynamic and often enter the Ranking in high
positions, above the more mature markets of Northern and Western Europe. It is becoming
increasingly obvious that major economies like Germany, Spain and the UK need to speed up or risk
getting left behind.”

In the Spotlight:Understanding what makes a success
Fibre to the home is a global initiative to replace the existing copper telephone network withfibre-optic cables, which can provide internet access at much faster speeds. For incumbentoperators, who are the guardians of the copper access network, this may require significantchanges in the way they do business even though they are experienced in deploying telecomsnetworks.
The scale of the transformation, which will be rolled out worldwide, has created an opportunity fornew players to enter the market. These new entrants include competitive telecoms operators,utility companies, housing associations and property developers, national and local government,and community groups. The end result is a variety of different business models and approachesto the deployment of FTTH networks, and the absence of a “one size fits all” solution.
To help discover what contributes to a successful FTTH deployment, and identify common themes,the FTTH Council Europe has begun to assemble a series of case studies from different countries,different types of organisation and different project sizes. We define success in the broadestsense, not just financially. In any case most FTTH projects are long-term investments wherepayback on the original investment can be expected to take many years.

In the Spotlight:What Services Will Fill the Fat Pipe?
A question we often get asked in the Council is why anyone needs the abundant bandwidth ofFTTH. Can we name a service that not only benefits from FTTH, but demands it? We can see thatmore bandwidth will be needed by extrapolating past bandwidth requirements into the future, butthis doesn’t really answer the original question. Another possible answer is “applications thathaven’t been thought of yet”, but this is hardly convincing either. In any case, we don’t believe itis correct. Innovative companies have already developed applications that work much better overfibre.
Take Link Care Services, for example, one of several application provider companies presenting atthe FTTH Conference in Milan earlier this month. Link Care Services provides remote videomonitoring for patients with Alzheimer’s and other cognitive diseases. Today all of its customersare behind DSL lines, which puts a huge restriction on the system implementation. Each videofeed needs 300 kbps, which means that it is only possible to upload two simultaneous feeds tothe control centre. “The most important thing for us is to be able to install more than twocameras in a home, so we can monitor all the rooms in the patient’s home,” explained chiefexecutive Richard Saccone. High quality video feeds are also on his wish list – when an alarm israised, the agent on duty needs a good image in order to check whether the patient really has aproblem.
The FTTH Services Showroom at the conference in Milan provided a unique opportunity to gethands-on experience of next-generation applications, including those from Link Care Services.

Τ ο δίκτυο οπτι-
κών ινών στα
σπίτια (Fiber to
the Home) ή στα κτίρια (Fiber
to the Building) είναι ίσως το
μεγαλύτερο αναπτυξιακό έργο
στις τηλεπικοινωνίες που επι-
θυμεί να εφαρμόσει η ελληνι-
κή κυβέρνηση, αλλά είναι μάλ-
λον αδύνατον να ξεκινήσει η
κατασκευή του πριν από τα
τέλη του 2012, με βάση τα
ισχύοντα χρονοδιαγράμματα.
Ένα έργο που, αν και απαι-
τεί σημαντικές επενδύσεις, δί-
νει αναπτυξιακή πνοή όχι μόνο
στα αστικά κέντρα αλλά και την
περιφέρεια, όπως δείχνει η
εμπειρία από άλλες ευρωπα-
ϊκές χώρες, αναφέρει στο «Κ»
ο κ. Hartwig Tauber, γενι-
κός διευθυντής του Ευρω-
παϊκού Συμβουλίου FTTH.
Η ανάπτυξη δικτύων οπτι-
κών ινών στα σπίτια απαιτεί
σημαντικά κεφάλαια. Μια Ευ-
ρώπη με κρίση χρέους μπορεί
να τα χρηματοδοτήσει;

Ευρωπαϊκή Τράπεζα Επεν-
δύσεων κοιτάζει πώς θα
συμμετέχει σε τέτοια έργα
πιο δυναμικά, ενώ και το ενδι-
αφέρον ιδιωτικών κεφαλαίων
και επενδυτών είναι μεγάλο,
γιατί αυτά τα δίκτυα θεωρού-
νται ασφαλείς τοποθετήσεις.
Να σας πω μόνο ότι πρόσφα-
τα η ΕTΕπ διέθεσε 100 εκατ.
ευρώ σε ολλανδικό πάροχο
για έργο FTTH, ενώ υπάρχει
και ειδικό fund της ολλανδικής
τράπεζας Rabobank για επεν-
δύσεις στην ευρυζωνικότητα.
Στην Ελλάδα έχει γίνει πο-
λύς λόγος για το FTTH και τα
2,2 δισ. ευρώ που αρχικά εί-
χαν προϋπολογιστεί.
Για την Ελλάδα γνωρίζουμε
ότι υπήρχε ένα σχέδιο ύψους 2
δισ. ευρώ, αλλά ουσιαστικά η
νέα κυβέρνηση το επανασχε-
διάζει και υπάρχει ένα είδος
«θολού τοπίου».
Θα πρέπει η χώρα σας να
δει την ευκαιρία και η κυβέρ-
νηση να προχωρήσει σε τέτοιες
επενδύσεις, αν θέλει να ενι-
σχύσει την οικονομία –και οι
τηλεπικοινωνίες είναι μοχλός
ανάπτυξης–, και φυσικά να μη
μείνει πίσω στην Ευρώπη. Κα-
θώς, δε, απαιτείται χρόνος για
να κατασκευαστεί ένα τέτοιο δί-
κτυο, δεν θα πρέπει να υπάρ-
ξουν άλλες καθυστερήσεις.
Για να σκάψει κανείς ολό-
κληρη τη χώρα και να εγκα-
ταστήσει τις υποδομές, τα
2 δισ. ευρώ δεν φτάνουν.
Όμως, η κυβέρνηση μπορεί
να επιμερίσει το κόστος, δίνο-
ντας στον ιδιωτικό τομέα ενερ-
γό ρόλο σε ένα project ουσια-
Ο ρόλος του FTTH Council Europe
Το FTTH Council Europe είναι ένας αναγνωρισμέ-
νος οργανισμός με αποστολή την επιτάχυνση της ανά-
πτυξης ευρυζωνικών δικτύων υψηλών ταχυτήτων σε
καταναλωτές και επιχειρήσεις. Αποτελείται από 150
εταιρείες και φορείς-μέλη από τον κλάδο των τηλεπι-
κοινωνιών παγκοσμίως, με ειδίκευση στην ανάπτυξη ευ-
ρυζωνικών δικτύων, εξοπλισμού και υπηρεσιών. Μεταξύ
των μελών του συγκαταλέγονται οι εταιρείες Alcatel-Lu-
cent, BKtel Communications, ΒΤ-ΑΤ, Cisco Systems,
Ericsson, Huawei, Motorola, ZTE κ.ά. Από ελληνικής
πλευράς μετέχει το Athens Information Technology του
ιδρύματος Κόκκαλη.
Εκ του μηδενός ανασχεδίασε η κυβέρνηση
το μεγάλο σχέδιο για το FTTH, με τον τε-
χνικοοικονομικό σύμβουλο να εισηγείται
προϋπολογισμούς, έκταση έργου ώστε αυτό να εί-
ναι βιώσιμο κ.λπ.
Οι καθυστερήσεις είναι πολύμηνες, αφού στό-
χος της αρμόδιας επιτροπής του υπουργείου Μετα-
φορών ήταν να αναδειχθεί ο σύμβουλος μέχρι το
τέλος του 2010, ώστε στο πρώτο τρίμηνο του 2011
να είχε το πρώτο παραδοτέο με τα οικονομικά και
το εύρος του δικτύου.
Στην πρώτη φάση του σχετικού διαγωνισμού,
για την αξιολόγηση της τεχνικής προσφοράς, η Ευ-
ρωσύμβουλοι σημείωσε την υψηλότερη βαθ-
μολογία, ακολουθούμενη από τις εταιρείες
Accenture και Planet.
Στη δεύτερη φάση –όπου βρισκόμαστε τώρα–
αξιολογούνται και οι οικονομικές προσφορές που
έχουν κατατεθεί, ώστε να επιλεγεί ο σύμβουλος.
Πλέον, εκτιμάται ότι ίσως καταφέρει η ελληνική
πλευρά να υποβάλει
μέχρι το καλοκαίρι
το σχέδιο του FTTH προς την Κο-
μισιόν για έγκριση κρατικής ενίσχυσης. Η δι-
αδικασία αυτή εκτιμάται ότι θα διαρκέσει περίπου
6-7 μήνες. Παράλληλα, στο εσωτερικό θα αποφα-
σιστεί από τη διυπουργική η επιπλέον χρηματο-
δότηση του έργου με ΣΔΙΤ, συμβάσεις παραχώ-
ρησης ή και συνδυασμό τους. Αυτός ο δεύτερος
πυλώνας αναμένεται να... τραβήξει έναν χρόνο.

Ποια χώρα θεωρείτε ως
case study, την εμπειρία της
οποίας θα μπορούσε να αξιο-
ποιήσει η Ελλάδα;
Αναγνωρίζουμε σίγουρα τις
δυσκολίες που προκαλεί το γε-
ωγραφικό ανάγλυφο της Ελλά-
δας, με τις πολλές οροσειρές
και τα νησιά. Θα έλεγα ότι η
Πορτογαλία είναι ένα καλό
παράδειγμα και αυτό γιατί η
πολιτεία και οι πάροχοι δού-
λεψαν μαζί για να δημιουργή-
σουν το FTTH.
Πρακτικά, τα οφέλη από το
FTTH ποια είναι;
Θα σας πω ότι στόχος της
Κομισιόν είναι οι ταχύτητες
σύνδεσης στην Ευρώπη να
φτάσουν τα 200 Mbps το 2020
και είναι επιτεύξιμος. Δεν μπο-
ρούμε να μιλάμε για μια σειρά
νέων υπηρεσιών και δυνατοτή-
των επιχειρηματικότητας από
απόσταση, τηλε-εκπαίδευσης,
τηλε-ιατρικής κ.λπ. χωρίς αυ-
τές τις ταχύτητες και η οπτική
ίνα μπορεί να τις προσφέρει.
όλο αυτό το διάστημα βλέπου-
με ότι οι πολιτικοί και οι φο-
ρείς αντιμετωπίζουν όλο και
πιο σοβαρά την ανάπτυξη της
ευρυζωνικότητας και τη δημι-
ουργία δικτύων FTTH. Και
μπορεί σήμερα λιγότεροι από 4
εκατ. Ευρωπαίοι να είναι συν-
δρομητές σε αυτές τις υπηρε-
σίες, όμως έχει γίνει σαφές ότι
η τεχνολογία και το FTTH
μπορούν να συνδράμουν
την έξοδο από την κρίση.
Το να χτίζεις υποδομές είναι
πρόκληση, πάντα ήταν, και ιδι-
αίτερα όταν χώρες όπως η Ελ-
λάδα αντιμετωπίζουν οικονομι-
κά προβλήματα. Γι’ αυτό και η
