The Development Bank of Jamaica (DBJ), through the World Bank’s Access to Finance (ATF) Project, invites eligible persons to respond to its Request for Proposal (RFP) to conduct a Feasibility Study to assess the viability and effectiveness of a proposed SME Fund via the preparation of a supply side assessment of the local market.

The suitably, qualified/experienced consultant should have demonstrated understanding and expertise of investment in the private equity and venture capital (PE/VC) industry, of SME financing (particularly risk capital) and demonstrate an understanding of Government’s intervention in the PE/VC industry through an investment fund model. The Scope of Work includes, but is not limited to the following:

• Providing a report on the viability of an SME Fund

• Proposing how the World Bank facility could be structured in terms of capitalizing the SME Fund

• Proposing a timeline with recommendations for the establishment of the SME Fund

The Development Bank of Jamaica (DBJ), through the World Bank’s Access to Finance (ATF) Project, invites eligible persons to respond to its Request for Proposal (RFP) to conduct a Feasibility Study to assess the demand for a proposed SME Fund focusing on the need for risk/equity capital. The suitably, qualified/experienced consultant should have experience in mapping, conducting financing needs assessment and demonstrated knowledge of the SME space in Jamaica. The Scope of Work includes, but is not limited to the following:

• Outline the effect of lack of risk financing for SME on economic growth in Jamaica

• Conduct a mapping of SMEs in Jamaica, by sector, geography, size, investment needs, current investors, etc.

• Gather information on the financing needs of SMEs in Jamaica

• Identify the risk capital investment needs of SMEs in Jamaica (currently underserved by private equity and venture capital) and provide a breakdown of their investment needs.

REQUEST FOR PROPOSAL

I. PURPOSE The Students’ Loan Bureau invites proposals from suitably quali-

fied entities for the provision of daily lunches for approximately one hundred (100) persons for a period of one (1) year.

II. TENDER REQUIREMENTS The Qualification Information and Bidding forms to be submitted

are as follows:a. Proof of requisite licence and permit to operate a food handling

establishment,b. Bank report from a creditable financial institution,c. Proof of food handler’s permit of key support staff,d. Company profile,e. Completed qualification information sheet,f. Registered with the National Contracts Commission (NCC) as pro-

viders of the service in the category of Catering, g. A valid Tax Compliance Certificate (TCC),h. Service provider’s bid/Financial Proposal. (please note that this

form must be enclosed in a separate sealed envelope and labelled Bid Form)

III. TENDER DOCUMENTS Interested bidders should send an email of intent requesting the

tender documents as of Tuesday, January 10, 2017 to Thursday, January 26, 2017 between 9:30 a.m. and 2:30 p.m.

years for the Students’ Loan Bureau.
