A BILL ENTITLED
AN ACT concerning1
Task Force on the Membership and Operation of the Prince Georges County2
Board of Education3

FOR the purpose of establishing the Task Force on the Membership and Operation of5
the Prince Georges County Board of Education; providing for the chairs and6
staff for the Task Force; prohibiting a member of the Task Force from receiving7
certain compensation but entitling members to reimbursement for certain8
expenses; requiring the Task Force to make certain recommendations, including9
recommendations regarding the method of selecting the Prince Georges County10
Board of Education; requiring the Task Force to hold a certain number of public11
meetings in certain locations that allow certain persons to testify about certain12
issues; requiring the Task Force to submit a certain report to certain persons on13
or before a certain date; providing for the termination of this Act; and generally14relating to the Task Force on the Membership and Operation of the Prince15
Georges County Board of Education.16
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF17
MARYLAND, That:18
(a) There is a Task Force on the Membership and Operation of the Prince19
Georges County Board of Education.20
(b) The Task Force consists of the following nine members:21
(1) the Chair of the Prince Georges County Senate Delegation, or the22
Chairs designee;23

(2) one member of the Senate of Maryland who represents Prince1
Georges County, appointed by the Chair of the Prince Georges County Senate2
Delegation;3
(3) the Chair of the Prince Georges County House Delegation, or the4
Chairs designee;5
(4) one member of the House of Delegates who represents Prince6
Georges County, appointed by the Chair of the Prince Georges County House7
Delegation;8
(5) the Chair of the Prince Georges County Board of Education, or the9
Chairs designee;10
(6) the Superintendent of Prince Georges County Public Schools, or11
the Superintendents designee;12
(7) the Prince Georges County Executive, or the County Executives13
designee;14
(8) one member of the Prince Georges County Council, appointed by15
the Chair of the Prince Georges County Council; and16
(9) one member who represents the Maryland Association of Boards of17
Education, appointed by the Association.18
(c) The Chair of the Prince Georges County Senate Delegation and the Chair19 of the Prince Georges County House Delegation shall jointly designate the cochairs of20
the Task Force from among the members of the Task Force from the Senate of21
Maryland and the House of Delegates.22
(d) The Department of Legislative Services shall provide staff for the Task23
Force.24
(e) A member of the Task Force:25
(1) may not receive compensation as a member of the Task Force; but26
(2) is entitled to reimbursement for expenses under the Standard27
State Travel Regulations, as provided in the State budget.28
(f) The Task Force shall study and make recommendations regarding the29
Prince Georges County Board of Education as to:30
(1) the composition, qualifications, and compensation of members of31
the Board;32

(2) methods for selecting the members of the Board;1
(3) an appropriate phasein period for any recommended changes to2
the existing Board composition;3
(4) a Board composition that reflects the gender and racial diversity of4Prince Georges County;5
(5) criteria that improve Board results, accountability, transparency,6
and oversight;7
(6) criteria for establishing and measuring Board outcomes;8
(7) a protocol for Board audits and addressing audit findings; and9
(8) any other relevant issues.10
(g) (1) The Task Force shall hold at least three public meetings in11
geographically diverse areas of Prince Georges County that allow members of the12
general public and stakeholder organizations to testify on issues being studied by the13
Task Force.14
(2) The Task Force shall extend an invitation to representatives from15
the following stakeholder organizations to testify at a public meeting:16
(i) the Prince Georges County Educators Association;17
(ii) the Prince Georges County SEIU Local 400;18
(iii) the Prince Georges County Association of Supervisory and19
Administrative School Personnel;20
(iv) the Prince Georges County AFSCME 2250;21
(v) the PTA Council of Prince Georges County;22
(vi) the Prince Georges County Student Councils;23
(vii) the Prince Georges County chapter of the NAACP;24
(viii) the Prince Georges County Board of Education; and25
(ix) the Prince Georges County Municipal Association.26
(h) On or before October 31, 2013, the Task Force shall report its findings27
and recommendations to the Governor, the State Superintendent of Schools, the28
Prince Georges County Executive, the Prince Georges County Council, the Prince29

Georges County Superintendent of Schools, the Prince Georges County Board of1
Education, and, in accordance with 21246 of the State Government Article, the2
Prince Georges County Senate Delegation and the Prince Georges County House3
Delegation.4
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect5July 1, 2013. It shall remain effective for a period of 1 year and, at the end of June 30,6
2014, with no further action required by the General Assembly, this Act shall be7
abrogated and of no further force and effect.8
